Trustees' Report

The trustees, who are directors for the purposes of company law, present the annual report together with the financial statements of the charitable company for the year ended 31 March 2021.

This charity had been preparing itself for the change over from an unincorporated to a Charitable incorporated Organisation (CIO). On 14th January 2021 the Council approved the change over of assets and function to this charity. The process of transferring assets was completed by the end of March.

This had been a longer than expected process and has involved a lot of work by our Secretary, Treasurer and other Trustees to prepare for the change-over. Unfortunately for us this changing of charitable status has not been carried out before and so a lot of work and solicitors fees have been expended. The transfer of assets, mortgage and Trustees to the new CIO have proved difficult and no clear pathway for the transition is available yet from the Charity Commission. However, that work has now been completed.

The governments Covid measures have been in place for all of this year which has meant that the Centre has only physically open for private practise. We have put in place equipment and facilities which enable us to continue teaching Buddhism but using the online platform Zoom. The purchase of this equipment was aided by a grant from Ipswich Borough Council of over £5K. We have also taken the time when the Centre is idle to improve the layout of the ground floor. Increasing its capacity to help with social-distancing when we are allowed to hold classes in the building again.

In October 2021, two members of our Ipswich Buddhist community, were Ordinated after a short Covid compliant retreat at our central institution in Herefordshire. They returned to much online rejoicing. We have had a new trustee join us who will be our new treasurer, Sheena Davies. She is one of our recently Ordained members with a Buddhist name of Nagarani. We also ratified the appointment of a new men's Mitra convenor, Viryamati (Trustee Paul King)

Despite the Covid restrictions the charity has continued to run a very full programme of activities for the people of the Ipswich, enabling them to learn about Buddhism. We have managed to very successfully replicate our classes in an online environment.

Trustees' Report

Our popular Saturday morning newcomers class continued online for this year. Ideal for those that prefer to attend a daytime class or have work pressures that make weekday evenings difficult. This class and is led by our Ipswich, ‘born and bred’ Order Member, Dharmacari Ariyanivata, so it has a particular appeal to those who have lived in Ipswich for sometime.

The continued success of our Level 1 and 2, 6 week Buddhism courses has again meant that we had to run a new large study class. This was a larger than usual group discussion class studying the Foundation year of our four year Mitra study course and is ideal for those wanting to commit themselves to a Buddhist way of life.

Like previous years we have had Open Days, workshops, introductory classes and courses, evening rituals and festivals but all being in the online space. We were fortunate to have visits from many Triratna Order Members, including some senior Order Members to our Friends evening. In addition to the very skilled teaching on offer, these visits are a very useful way for local Buddhists to experience the wider Triratna Buddhist Community. We have had events looking more fully at the Buddha’s teaching and at becoming more skilled at Buddhist meditation.

We held an online Mitra ceremonies, signifying a persons commitment to Buddhism, during the course of the year, in the presence of their families and friends. The ceremony involved much rejoicing in their merits and the witnessing of them taking the five precepts, which are Buddhist ethical guidelines.

We have had more requests to join the Triratna Buddhist Order. There are weekly events for those training for ordination into the Triratna Buddhist Order. We have had people deepening their commitment to the Buddhist way of life at all levels.

We were unable to hold residential weekend retreats this year but held a number of online '@Home' retreats were participants were encouraged to create a retreat like atmosphere in their own homes. These were well attended and are likely to continue when Covid restriction have been lifted.

The Council of the Charity continues to meet regularly online to conduct business which includes a monthly Council meeting of all trustees.

We have continued to give support to the people of Ipswich town in various ways. The '8 step recovery' addiction support group is very popular with weekly peer-led meetings.

We have been involved in the national Buddhist Action Month (BAM) again this year, and held a number of events and special classes looking at world ecological issues and local health initiatives. During the month we also collected and donated food and useful items to a number of local Ipswich charities including the Light-House project.

So I am very pleased to say that our centre and community continues to thrive.

Statement of Trustees' Responsibilities

The trustees (who are also the directors of Triratna Buddhist Community (Ipswich) for the purposes of company law) are responsible for preparing the trustees' report and the financial statements in accordance with the United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice) and applicable law and regulations.

Company law requires the trustees to prepare financial statements for each financial year. Under company law the trustees must not approve the financial statements unless they are satisfied that they give a true and fair view of the state of affairs of the charitable company and of its incoming resources and application of resources, including its income and expenditure, for that period. In preparing these financial statements, the trustees are required to:

The trustees are responsible for keeping adequate accounting records that are sufficient to show and explain the charitable company's transactions and disclose with reasonable accuracy at any time the financial position of the charitable company and enable them to ensure that the financial statements comply with the Companies Act 2006. They are also responsible for safeguarding the assets of the charitable company and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

Independent Examiner's Report to the trustees of Triratna Buddhist Community (Ipswich)

I report to the charity trustees on my examination of the accounts of the charity for the year ended 31 March 2021 which are set out on pages 6 to 9.

Respective responsibilities of trustees and examiner

As the charity’s trustees of Triratna Buddhist Community (Ipswich) (and also its directors for the purposes of company law) you are responsible for the preparation of the accounts in accordance with the requirements of the Companies Act 2006 (‘the 2006 Act’).

Having satisfied myself that the accounts of Triratna Buddhist Community (Ipswich) are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your charity’s accounts as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.

Independent examiner’s statement

I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe:

  1. accounting records were not kept in respect of Triratna Buddhist Community (Ipswich) as required by section 386 of the 2006 Act; or

  2. the accounts do not accord with those records; or

  3. the accounts do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair view' which is not a matter considered as part of an independent examination; or

  4. the accounts have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities [applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102)].

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
