Our charitable objective is to relieve people with disabilities liviiig in Lowe5toft, Waveiiey, Nortli Suffolk arid the
sutTounding aTea so that they may lead active and fulfilling lives integrated in society. Over 800/0 of Current trusiees liave
lived experieiiee of disabtlity, many from birth, so under5taiid what lif¢ for someone wth a disability call be wliell faced
with societal ba￿leT5. All of them are part of the local community, have had su¢¢essful car¢¢ts and use their knowledge
and skills to Bood effect tn steering the dire¢iion of the Charity.

services we offer.
The tnajority of our clients need advice and a55lStance with benefit claims such as Personal Independence Payineiit
IPIP), Disability Liv&ng Allowance IDLAI or Aiiendance AlloNvan¢e IAAI which account for around 350/0 of all
referrals. Clicnts are extrernely concerned about the proposed chaiiges to eligibility for PIP from 2026 and the
reduction and freezing of tlie health elen)ent of Universal Credii.

Overall. the deinand for our 5erYice continued to increase in 2024125 by 180/0 as did the number of new clients. Every
different identified need is called a referral and each phone call or face to face appointment is called a contact. A client
may have more than one referral and multiple contacts depending on the eomplextry of the case.
We weTe able 10 illCFease our staffing lev¢1 ¢0 rneet dernand as a result of a successfvl bid to National Lotterie5 Reachiiig
Conimuiiities Fulld M'ith fundin(p contljlulllg for 5 years. This extra resource meani tliat staff could deal with more client
needs. They completed 1,752 referrals which resulted in total financial awards of £3,170.?87 for individuals which 15 UP
by 24V.. It works out at an average of £1,8 10 per completed referral which is an increase of £1061referral.
Our cliellts face miiltiple demands and challenges because of disabilitylill-health as well as poverty. A¢¢ording to
Census data 2021, 370/0 of the Tesidents we serve live in one of the top 20 /D most deprived ward5 in Ellgland. mainly i
Low'estofi, Beccles and Kessingland. They have been particularly affected by the cost-of-livirtg crisis because many have
a fixed in¢ome of disability benefits and]01 state Pensions. The area also ha5 a higher-than-averdge proportion of older
peoplt compared to England and that is reflected in our client profjle. Of the 1,86) ¢lienis in 24125. 600 (almost 300/¢1
w¢r¢ aged 65+ We were ¢oll¢tTned that means testinu Winter Fuel Allowance would exacerbate their situatlolls So
actively promoted help to complete Pension Credit applications. We also di5tiibuted £13,878 sn grants frotn Martineau
Care. L D Rope, Hou5¢hold Support aiid Surviving Winter funds to clients in need.
We are supported financially by East Suffolk Coiin¢il with an annual gTant of £22,500 Iwliich include5 providing the
secretariat for Wavet)ey Disability Forum) and by Suffolk County Council with £30,000 from Suffolk Public Health. Our
income in 20?4125 was around £290.OQO of which 180/0 wag froTn thes¢ public 5ectOT grants and the r¢mainillg 8?O/D was
raised throug]i project bids. fulldraising activities and donations. That means that for every £1 invested in us by Public
Sectt)I grants we levered in £4.52 in additional funding.
We acquired th¢ le￿£ for th¢ wknole of161 Rotterdatn Road in November 2023. were well siipported by to1￿, district
and county. councils to refurbish the space to enable lls to offer something much more holistic to the lo¢al community of
people with disabilities. In June 2024 we secured fi￿ding over 5 years from the National Lottery Reaching Communities
Fund to enable lls to pay the additional Property cosis and for in¢rea5¢d staffing. In Decetnber 2024 we secured
unrestricted funding and biisines5 SUPPOrt over three years frorn Lloyds Foundation which will help us to make the
¢hariry financially sustainable.
We have beeH known mainly for the InfO￿atIOn and advice ive offer about benefit entitlement5 or asssstallce ivith the
appeals process if an application for benefits has been turned down. Biit we Can now go Thu¢h furtheT than this be¢ause
we ireai eveTy client as an ipdividual aiid look for ways to enable thetll to lead the best life they call by offerillg these
social activities in the Hub. Out of those users who have completed questionnaires, everyone ha5 said they feel less
isolated. Tliey enjoy the Coinpany, it's something to look forward to each week, they like rneetiiig new. people, it's a safe
environment. There is a section on our feedback fomi for our ¢lt¢nis to have an input into to what groups and activities
we provide moving forward.

increased markedly which has resiilted in a wider range of referta15 from Mental Health professionals, physio and
occupational therapists, GPS, Social Services, Social Prescribing Service, Access Comrnunity Trust, Jobcenlres, East
Suffolk Coullcil, Citizens Advice and the Pear Tree Centre all of whoii) made at le&t 10 Teferrals.

service for half a day is £1,500 and £1 1,000 for a weekly full-day servsce. We a150 provided 243 hotne visits. We do this
if a client is unable to leave the h0115e because of their condition. This service is funded by ihe David and Jill Simpson
Flind throiigh Suffolk Commllnity Foundation.

Physical Activities for people with disabilities {funded by Sport Englatjdl
We provided different classes in the Hub for people with limited niobility to lielp to maintain and improve their strength,
balance 2nd general flexibilTty. The a¢tivitie5 weTe 5p¢cially adapted to Ineet the lleeds of the participants. There is the
opportunity to socialise alld to raise awarene55 of what else is on offer.
Workability in Waveney (funded by Bailey Thomas Charitable Fund)
This funding enabled 10 individua15 With Learning Difficillties who wtre long-term unemployed or who had never been
emplo>ed to join the programme. The aim of whi¢h is to assess their cU￿ellt capabilities and aspiratjolls and move theEn
towards paid eR]ploym¢nt, volunteerillg or further training. 200/0 are now in paid emplo)'ment, )O/o are doing voluntary
work, 300/0 enrolled on further training COUTSt5. 10/¢ completed the programme and gained a lot of independence but did
not want to take this any fijrthtr, IOO/o relocated out of the area. Since then a further 9 have joined the sndividuali5ed
programme whtch we a￿ fvnding by some unrestricted funding from the People's Postcode Lottery.

We worked with 28 client5 on the lllcome M&xiJnisation Fund project giving them advice oil budgeting, ways to reduc¢
their energy consiimption, shop miire wisely, tniiiitnise energy consuniption when cooking and still get a nutritional hot
meal each day. We provided food parcels, assisted with applying for the Surviviiig Wiiiter Fund aiid were able lo credit
Iitilities, aecounts from the HousehL)Id Supp()rt Fund where eligible. Wc also made them aware of si)tial groups to
alleviate th¢ii loneline55. Part of the evaliialion was to cheek for improvtmcnts in tlieir meiital wellbeing across 7
headings using the Warwick-Edinburgh model where clients self-assess their feelings at the start and the end of the
programme. Tliere was irnprovetnet]t lll all 7 areas with the biggesi change iii 'feeling optimistic abolit the ftiture,
followed by'fetling useful, The least chan¥e was in'thinking clearly, and 'able to make up my mirtd,, Il'e work with
those most vuliierable people, who struggle to make ends meet. We eiisured that tliey were in rcceipt of everJ1htng they
were eniilled 10 with 16 able to gain addiliot]al it]coille raii8iiig from £81n)onth 10 £5251month.
Our Comfflunity of Interest is people with disabilities and long-tenn health conditLOllS. We ar¢ aware that ￿ ar¢
currently sllpported by East Suffolk Colln¢il financially with a Service Level Agreement and i¥ith our accommodation at
a very reasonable rent. We believe that the value we add to individiial.s and the econ0￿Y through the Service we provide
represents great Value for Molley. For every £1 Invested by East Suffolk Council and Suffolk Coiinty Coiincil we help
clients to gain £60.39 in additional income to spend in the local ecollom).. That is only the direct financial gain. We
believe that we reduce demand for other smiices by helping people feel less anxious aboiii money, their domestic
¢ir¢iimstanc¢s and their general health. We are proud to be an asset to this part of Suffolk and, as a Disabled Persoii5'
Oruanisation, have a real iindersianding of the needs of people with disabilities. East Suffolk Council's Con)munity
Strateg). talks about how'Et 15 importajit that people look after their own ment>1 and physical health aiid wellbeing. Thi5
iiicludes managing ivhat are know) as 'long tern] conditions, such as diabetes, dementia, depression, heart disease and
arthTiti5. We ivant to help people io make good choices, ensllre that they do not put thetnselves or others at risk aiid
encoiirage them to look our for and afteT ¢ach other,. We wholeheartedly agree with this sentimenl. We ¢onsider
OUT5elve5 to be one of the as5et-based solutions using the facilities of the whole of 161 Rotterdain Road to help to
deliver the Strategy. The Hllb was officially opened by the W for Lowe5toft, Jess Asato, in October 2024.

Disability Advice North East Suffolk aims to have designated reseryes Icontingencyl to covcr the c05t5 of closure whsch
are reviewed attnually. In addiiion, the Charity airn5 to top this up with general lfreel reserves whi¢h together are
5ufficiet]t to cover six months running costs The level of free res¢rv¢5 ha5 be¢n high because more than 50% of annual
income had to be raised through bidding for grant5. There are no other organisations who provide this specialist service
locally and trustees have deterniined to keep the service going until alternative provision can be found. They also wish to
be able io tiind ihe Charity's priorities in th¢ event that additional income canttoi be found.

The Trllstees operaie a Risk Register of key risks to which the charity is exposed and an action plan to manage those
risk5. These documents are fornially reviewed by the Board at least once a year.

A large proportion of the charity's ineome Is deTTwed frotn grants and donations. This comes from core funders Siiffolk
Couiity Council and East Suffolk Coiincil. Core fiindino is augmented by applications tts various charitable and other
organisaiions and donations from individuals and menibers of the public who have 511PPOrted the work of the charity.
In ordeT to diveT5ify incoin¢ streanis, the charity became the primary beneficiary of Attglian Lotteries whi¢h raises
money through ticket sales in local public houses.
FVTIIRE PLANS
The charity contiiiues the work originally carried on under the fomer ¢liaiiiable trust DIAL Lowestoft aiid Wavelley.
The plan is to furth¢T develop an holistlc Service including activities to reduce isolation and imptove health and
wellbeing.

Governing dotument
Disability Advic¢ North East Suffolk is a registered charity Ino. I180096}, ineorporated on 27th September 2018 and it
is govemed by its Chariiable Incorporated Organisation Foundation document.
The objects laid down in the governing document are implemented by the trusiees whose appointtnent is agreed by other
tnjstees at a properly ¢onvened meeting of the charity tru5tee5. 'fhe trustees met at least every two months to transact the
&ffair5 of the charity.
Re¢ruitment and gppointment of new trustees
The trLlSlees form a Board whose members are the only voting members of the charity. The minimum number of iruslees
is four and the maximum number is fourteen. New trustees may be appoiiited by the Board at aiiy properly convejied
tn¢eting of th¢ charity truste¢5. Oth¢T than the first trustees, iiew tNstees are appointed for a three yeaF term. The trugiees
may, from time to time, appoint offi¢eT roles from amongst their nuTnber. These currently comprise a Chair and
Trcasurer.
East Suffolk Council appoints a Colliicillor as a repTesentative of t]ie Council to attend meetings of the Board. The
Coutjcillor is not a tru5te¢ or voting tnember of the Board.

BASIS OF PREPARING THE FINANCIAL STATEMENTS

prepared in accordance with the Charities SORP IFRS 1021 'Accounliiig and Reporting by Charities.. Statement

Reporting Standard applicable in the UK and Republic of Ireland IFRS 1021 (effective l January 20191,,

INCOME

EXPENDITURE
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation commltting the
