Summary of the objects of the
charity set out in its governing
document
Summary of the main activities
undertaken for the public
benefit in relation to these
objects (include within this
section the statutory
declaration that trustees have
had regard to the guidance
issued by the Charity
Commission on public benefit)
To promote humane behaviour towards animals by providing
appropriate care, protection, treatment and security for cats
and dogs in need of care and attention by reason of sickness,
maltreatment, poor circumstances, or ill usage and to educate
the public in matters pertaining to animal welfare in general
and the prevention of cruelty to and suffering among animals.

MAIN ACTIVITIES
Paws Rescue UK (PRUK)was registered with the charity
commission in 2018 and primarily acts as a platform forPaws
Rescue Qatar (PRQ)to re-home abandoned cats and dogs from
the streets of Qatar to loving forever homes in the UK, Europe,
Canada, United States and across the world and facilitate getting
them to their adoptive homes.
PRUKadoption process. A careful screening and matching
process is undertaken for all animal adoptions. All applications
are carefully reviewed, references are taken and adopter and
home checks (virtual) take place. We use our knowledge of each
animal and do our utmost to ensure that person/home matches.
Alladoptive homes are assessed on an individual basis some of
whom have been blanket turned away from mainstream
adoption charities citing reasons such as no outdoor space,
children etc. We set up chats with adopters, fosters and shelter
personnel for each adoption. We give advice to all adopters,
along with full back up, post adoption care and behaviour needs
advice. In the unlikely event that the adoption fails we will make
alternative arrangements to fnd the right home for that animal.
We will always try, whenever possible to ensure that each dog or
cat proposed has spent time in foster care prior to them fying to
their forever homes. Fostering plays a key part in helping a
rescued animal on its journey to a new life.
We charge an adoption fee which is used to contribute towards
the cost of rescue, veterinary costs, rehabilitation, and travel/
export.
All our animals are fully vaccinated, spayed or neutered,
microchipped, dewormed and have received a tick/fea
treatment prior to rehoming. All dogs are Cani- 4 tested for
heartworm, Lyme disease, Ehrlichia and Anaplasma. All cats are
tested for FIV/FELV. Depending on the destination country some
also require to have had a rabies serology test also.
If for any reason an adoption fails PRUK will make alternative
plans to fnd that cat or dog an alternative forever home.
PRUKPositive Adoption Process. Sometimes an animal may
have special needs in terms of disability, health, behavioural
issues or even be a particular breed. In these cases we will

actively look for suitable adopters and organisations that specialise in looking after them. This could be a rescue group that cares for disabled and life ending animals. Groups that work with animal wheelchairs or have the specialist resources and experience to help animals with behavioural issues. For some breeds of dogs such as working dogs, huskies we will look for homes in northern, colder climates such as Canada and North America or homes in rural areas.

PRUK Travel Planning. prepares and books all necessary travel arrangements, permits, health checks and other paperwork to facilitate the international rehoming of our cats and dogs. We also help advise the expats of Qatar who want to repatriate their pets what they need to have in place in order for them to take their pets home. We also can provide a not-for-profit repatriation service.

PRUK will take every opportunity to educate and instigate meaningful dialogue with the Qatar ministries and decision

2021/2022 saw a total of 72 local (Qatar) adoptions
29 dogs
43 cats
2021/2022 we had
around 30 foster homes made
available to us both in Qatar and internationally.
PRUKalso raises funds to help support the running costs of
Paws Rescue Qatar’s shelter in Mesaieed Qatar.
Qatar is a particularly hostile place for the street cats and dogs
that live there. A desert country where temperatures regularly
reach over 50 degrees Celsius with very little rain. Due to cultural
attitudes and religious beliefs, cats and particularly dogs are not
welcome and considered by many to be little more than vermin.
The transient population where over 90% are not nationals
means that large numbers of animals are abandoned when
people leave the country. Starving, diseased, poisoned, beaten,
shot, intentionally targeted by driving cars, abused, and rounded
up only to be dumped in the desert to die an agonising death is
the lot for these poor creatures in their short lives. Although a
law against animal cruelty exists its enforcement is non-existent.
Covid 19 Pandemic ongoing
Financial challenges, impact on fundraising and volunteers
continued as livingwith apandemic became the new norm.

Thankfully travel restrictions while having a significant impact on human travel was less so for animals. Social media and the use of virtual platforms to manage, operate and administer the charity were invaluable and often the only way we could fundraise and raise awareness of our work.

CDC Ban on Dogs entering the US from Qatar

On June 14th 2021 the CDC (Centres for Disease Controls Prevention) gave notice of the temporary suspension of dogs entering the United States from over 113 countries classified as high risk for dog rabies of which unfortunately Qatar was one. This ban was to be effective from 14[th] July 2021.

The race was then on to get as many of our dogs as possible to homes and rescue partners in the States before the ban became effective.

In that 30 day window PRUK managed to secure places and make travel arrangements for over 49 dogs to 7 US destinations. (3 Dallas, 22 Seattle, I Houston, 4 Chicago, 5 Boston, 8 Los Angeles and 6 Washington DC) A huge undertaking for a small amount of volunteers to do.

Shelter Eviction Notice

On the 31[st] of October we received the devastating news that PRQ were to be evicted from their custom built shelter in Mesaieed Qatar citing municipality use of land for farming only as the reason. Initially 3 months notice to the end of Jan 2022 this was later extended to 6 months until the end of April 2022.

Battersea Covid 19 Grant Programme

Paws Rescue Qatar / UK was awarded a special grant from leading animal welfare charity, Battersea Dogs & Cats Home, specifically to fund a TNR (trap, neuter, release) programme. The

funds granted by Battersea will support the TNR efforts with a large stray dog population in Qatar and enable the Qatar based charity to neuter, microchip and vaccinate the large stray dog population. Emily Blenkinsop said “At a time when more dogs are being abandoned on the street, the grant will be instrumental in curbing uncontrolled growth of a large stray dog population in Qatar. We are incredibly grateful for the support Battersea has shown to the animals of Qatar.” Margaret Hulme, Grants Manager at Battersea added: “We hope that this grant will help make a real difference to the lives of dogs in the community. At Battersea we want to support rescues and shelters, not only by awarding funding, but also by sharing the experiences and knowledge we have gained as an animal welfare charity that has been rescuing and rehoming animals for 160 years.” Battersea Grants is a new initiative that aims to support smaller rescues and shelters by offering grant aid. This money will help organisations continue their great work with dogs and cats around the world. hot The grant is to be used specifically for the TNR programme of a specific stray dog colony only and will not be used by Paws Rescue Qatar/UK to cover any costs related to the shelter or to the animals in their care. In total 54 dogs at Sailiya were spayed and neutered as part of this initiative 38 of which were funded from the £7500 Battersea grant. Below is an extract from one of the two submitted reports to Battersea on how the grant was utilised. Nov 2021 8 dogs TNR’d – 3 female and 5 male)

Rocky also known as ‘scar boy’ is an older male at around 3 years old who has a number of injuries which are still visible by his many scars (see back leg on first picture above). We don’t know his history for certain but one of the possibilities is that some of the injuries were inflicted fighting other males for females. In the past, the team have witnessed some horrific attacks between dogs when the groups grow and venture into the territory of others. Attacks can easily escalate where dogs end up killing each other, and so, the TNR programme is vital to help control the population and limit the risk of dogs straying into new territories.

In addition to the grant to Trap Neuter and Release, Battersea Academy also submitted a comprehensive Proposal to the government of Qatar offering to enable a deep and sustainable impact on the welfare of stray, roaming and owned companion animals in the state.

Sadly the authorities of Qatar chose not to accept this offer of assistance and expertise.

War for Paws

10 March 2012

TAR

Section D Achievements and performance

In August 2021 we were contacted by War Paws and the Kabul Small Animal Rescue. As a result of the withdrawal of the United States troops from Afghanistan. The plan initially was that 130+ dogs along with 1 USA and 9 Afghanistan staff members would stop over in Qatar enroute to the USA and / or Canada. PRUK and PRQ organised a number of volunteers, vets to give care and medical assistance to these animals when they came airside. We also reached out to a number of veterinary suppliers to see if they could assist with any much-needed medical supplies. Many responded with medical supplies at greatly reduced or no cost. For security and safety reasons the flight never took place. Instead in October a representative from Canada came to Qatar and flew onto Kabul with much needed supplies and animal travel crates. PRUK received a grant of £5331 from War Paws to purchase travel crates and veterinary supplies using our contacts to get the best prices. £5376 spent purchasing crates (£4034) and veterinary supplies.(£1342). This has been treated as restricted funds in our financial records as per charity finance guidelines.

Trap Neuter and Release

PRUK along with PRQ manages a number of TNR (Trap, Neuter and Release) colonies in Qatar. With the help of volunteers these colonies of cats and dogs are fed, watered, spayed and neutered and receive veterinary care if needed. Whenever possible and with shelter space and funds allowing some of these animals are taken into the shelter, prepared for travel and rehomed. By far the largest and one of the longest existing of these managed colonies is the Sailiya dog colony in the district of Al Rayyan 13 miles south-west of Doha.

SPCA Grant

Following our eviction notice we were extremely grateful to receive a one off grant of $10,000 (£7303.50) from the SPCA’s International Shelter Support Fund. This grant was five to lend a helping hand in securing new premises and funds allowing some of these animals are taken into the shelter, prepared for travel

2021/2022 saw a total of 297 cats and dogs (183 dogs and 114 cats) rescued and taken into the shelter. This is compared to a figure of 418 (272 dogs and 146 cats) the previous year. The eviction notice meant that we were unable to take any more animals in from October on and had to focus entirely on fnding solutions

for the 250 plus animals who were in our care and foster care at that time.

2021/2022 saw a total of 373 (238 dogs and 135 cats) rehomed abroad and locally. This was higher than the previous year's figures of 291 (186 dogs and 105 cats). This was due to the fact we had to rehome as many as we could before eviction and also as we desperately tried to get as many of our dogs to the States before the CDC ban began.

373 tales of rescue and hope too many to list in this report. Here are just a couple.

Some rescue tails

Nala (Nani) Dog

April 2021 .Nala was one of 4 puppies living next to a mosque in Al Rayyan. She had a very bad wound on her head that was infested with maggots she also seemed to have difficulty in seeing properly.

She was rushed to the vets who concluded that she had been hit at force by a blunt instrument. Her wounds had to be flushed out daily to remove all the maggots. A long course of treatment began with Nala initially cared for by Hester, her rescuer and then to the home of another amazing foster. Nala made a wonderful recovery.

14 March 2012

TAR

Section D Achievements and performance

Fast forward a few months, Nala is well and had all her paperwork and health checks completed and is off to her new Dad and new life in the UK. As you can see from the updates below, she couldn’t be happier or more loved. She also has a new friend and Paws dog Poppet. Poppet was found unable to move in the industrial area. She had a left femoral head fracture and if she moved her head or neck she would scream in pain. Assessed at vets she was hospitalised, treated and medicated and thankfully made a full recovery. She was fostered in Doha and adopted in the UK which unfortunately did not work out. Nala's Dad offered to foster her and it didn’t take long for her to become a foster fail. A wonderful happy ending for not one but two Paws dogs both of which had the most horrible and painful start in life.

Dad calls them the “Sisters of Mischief”

Eeyore and Shiloh Cats “Who rescued who”

Eeyore was a Shil pure breed left found on the Doh street bee emaciated, sma with the flu som and other was medical and conditions. He was was almost app definitely an abandoned pet whose owners had probably left the country or no longer wanted him. Like many of these former pets they do not have the skills to survive on the street and if not rescued will die from disease, starvation, or injuries.

Who rescued who……….

The beautiful Shiloh was adopted by a family in the UK. The family had suffered a tragic bereavement, were struggling and had distanced themselves from each other.

We were worried about Shiloh, she was so shy and wouldn’t allow anyone to touch her. However when we showed the father pictures and videos he connected immediately with Shiloh, he said he understood her.

When Shiloh arrived with the family, she brought a reason for them to sit together in the living room. The son started coming out of his bedroom and chatting to his father again. Shiloh started to sit on the sofa with them. Shiloh brought the family together and she blossomed to be a friendly loving cat.

After some time they decided they would like to adopt another cat and Eeyore arrived. Shiloh is in heaven and the relationship between the two cats and with the family is beautiful.

We are not sure who rescued who, but all we know is that animals and humans heal each other

Jade and Monique

Jade and Monique are two of our beautiful special needs cats. Both cats came into our care already injured with permanent spine damage. Monique had been looked after by staff at a beauty salon and one day they found her laying by the front door unable to move and obviously hit by a car. Jade was found on a compound again just lying on the side of the road. We took both on knowing they would never be able to walk again and would need long term special care. We reached out to the lovely Innes in Belgium who runs the charity Rata’s Animal Shelter who specialise in special needs animals. Innes didn’t hesitate to say send them over to join her wonderful group of animals. One of whom is Ozzie a super special Ex Paws boy who was born out in our managed TNR colony without front legs. Paws Foster Families

Fostering is a wonderful way to help our animals on their journey to their happy ever after. These temporary loving homes have multiple benefits for cats and dogs. It can be a place where a dog or cat can recuperate from a trauma or medical procedure. It helps them acclimatise to a home life and can make them more adoptable. It frees up shelter space meaning another dog or cat can be rescued.

It's a way to really get to know that dog or cat's personality which is taken into account when matching them to future adopters. PRUK, fosters and adopters are set up on fostering chats which is a great way to support both foster and adopter and animal. Paws has a number of foster families in a number of countries including the UK, Qatar and the States. We also partner with a number of foster network rescue groups such as Furbae in Canada. Fostering is also really rewarding.

A fosters tale:

Shannon Boothroyd UK Fosterer and Volunteer.

After adopting 3 cats from Paws Rescue, I was asked to become a part of the Paws volunteer team. From this, I started fostering cats in need of a temporary home until they reach their forever home. When you hear their stories and imagine their life before rescue, your heart instantly breaks for them. Every time a foster comes and goes, there’s laughs, cuddles, milestones and tears. It’s the most rewarding experience to see them flourish and it wouldn’t be possible without all the hard work and team work that goes into Paws Rescue. From those hands on with the animals to those raising funds and everyone in between, everyone is equally appreciated when it comes to allowing the pets to find their final home.

Rescue is the Best Breed. Our animals are ambassadors for other strays in Qatar, they are living proof of what love and proper care can do to an animal. Giving a home to a Paws Rescue dog or cat is the most rewarding experience.
