Report of the Trustees
for the Year Ended 31st December 2020
The trustees present their report with the financial statements of the charity for the year ended 31st December 2020. The trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).
Linked Charity
The Trustees have established this Charity as a Charitable Incorporated Organisation to deliver all the services that were being provided by The League of Friends of Fairford Hospital Charity (Registration number 1006416). The full transition from The League of Friends of Fairford Hospital to the Friends of Fairford & Lechlade Communities has not been completed so two statutory sets of accounts will be produced, one for each Charity, together with an informal set of consolidated accounts. The consolidated accounts will show the full financial picture of expenditure and income.
The two Charities have the same trustees on the Management Committee and hold formal joint meetings. The Trustees continue to provide the charitable services and benefits to the community as if it was one organisation.
OBJECTIVES AND ACTIVITIES Objectives and aims
The Community Friends is a community based charity and is run by volunteers.
The objects of the Community Friends, as set out in its governing documents, is the advancement of health including mental health for all persons in the area of benefit. The relief of those in need because of age, ill health or disability within the area of benefit by the provision and/or funding of medical and healthcare services. The relief of those in need because of youth, age, ill health, disability, financial hardship or other disadvantage within the area of benefit including by means of the provision of palliative care, respite care, day centres, mobility assistance, counselling and end of life care.
It is focused on the local community serving and supporting the people who live in Fairford, Lechlade and the surrounding villages.
Public benefit
All the activities focus on providing health related and wellbeing support to the people within the local community. The activities during the year included:
The Trustees have regard to the Charity Commission's public benefit guidance in exercising its powers and duties.
All the activities focus on providing health related and wellbeing support to the people within the local community either by providing direct support to individuals and families in need or by supporting community organisations that are essential for the wellbeing and sustainability of the community.
Grantmaking
Grants are made for Family Funding Support aimed at funding health care support and short term respite care in areas of need for families and carers of all ages. This can typically range from funding additional hours at specialist respite centres for children and young adults to short term respite care for carers.
Grants are also made to local health organisations and towards medical equipment for use in the area which the Committee considers are compatible with the League's objectives for the residents in its region.

OBJECTIVES AND ACTIVITIES
Covid-19
Covid-19 has had a significant impact on the Charity's activities and fund raising but despite this it has been able to maintain the majority of its services if it has been safe to do so. In addition, thanks to an extremely generous donation from the Lakes by Yoo Company we have been able to provide support to individuals, families and local organisations who have been impacted by the pandemic.
The donation received from The Lakes By Yoo Company and included in these accounts was £30,000. There was a further £101,584 donated by the residents of The Lakes By Yoo Development which is included in The League's Accounts. We designated these funds for supporting individuals, families and local organisations that had been impacted by the pandemic.
If this donation had not been received and ignoring the Covid Community Support grants that we awarded in 2020 from this donation, the Charity would have made a surplus of approximately £12,000 as opposed to the surplus of £42,384 which is shown in these Accounts.

ACHIEVEMENT AND PERFORMANCE Charitable activities
The following services were provided in 2020:

Home nursing services through Friends in the Community Home Nursing that supplements the care provided by the local GPs and district nurses for patients who need palliative care and wish to remain at home. In addition, the arrangement with Prospect Hospice in Wroughton enables the local GPs to refer patients to the Hospice so they can benefit from their full range of services. The team continued to provide this service during the pandemic and implemented new working practices in order to provide a Covid-19 safe working environment for the patients and the Nursing Team. The Team provided over 900 hours of care to 38 patients and continued to be fully committed to nursing those in need despite the additional challenges and care required due to the pandemic and they are to be congratulated.

The Patient Transport Service provides transport facilities to help residents get to their medical appointments at doctors' surgeries and hospitals. The Team of volunteer drivers was severely depleted during 2020 due to the pandemic but still provided 532 drives for patients in need, many of these supporting those who were having difficulties getting to vaccination centres. The Team provided an excellent service, fully committed to adopting new procedures due to Covid-19 and are to be congratulated.

The Edna Dawes Lunch Club providing activities and lunch for the frail and elderly twice a week was run from January to March. Unfortunately, due to the pandemic the Club was suspended in March and plans are being considered on how and when it can be safely re-started.
Grants awarded within the community
Covid-19 Community Support Grants:
From the donation of £30,000 from The Lakes By You Company one Grant was awarded totalling £270. This was for Play Together in Fairford to cover the Fairford Community Centre room hire cost.
Family Funding Grants
2 Grants totalling £3,870 were awarded to individuals/families who were in need of support and assistance. The range of circumstances were:

Support necessary to enable individuals to be discharged from hospital

Funding for additional therapy during the last weeks of a patient's life.
People For You
People For You was established as a new charity in 2019 following its demerger from the GRCC and we guaranteed funding for the new charity for the first three years to provide its valuable services within our area of benefit. It is a charity whose primary aim is to combat loneliness and isolation. We provided funding of £3,662. Supporting 28 volunteers and 25 vulnerable people.
Farmor's School
A Grant of £5,000 was awarded to Farmors School to assist with their student counselling programme.
FINANCIAL REVIEW
Financial position
Total income for 2020 is £64,935 with expenditure of £22,551 giving the Community Friends a surplus of £42,384 for the year. This compares with a surplus last year of £17,316.
Total funds stand at £59,700 and £29,730 of this is designated as Covid-19 Community Support Funding.
Investment policy and objectives
Due to stock market uncertainty and the Committee's wish to maintain ready liquidity the general policy is not to hold investments for a long term objective but to place them in deposits and near cash instruments.

FINANCIAL REVIEW
Reserves policy
The Trustees consider that the total funds of £59,700 as at 31 December 2020 are at an appropriate level, together with those from the linked charity to ensure the Community Friends has the ability to:

Develop and implement a three year Covid Recovery Plan that re-establishes its position equal to pre Covid levels.

Maintain its current level of services within the community.

Continue to test and develop new services in the community.

Help with possible increasing demands due to local NHS services becoming difficult to access through their Covid recovery programme.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
The charity is governed by objects and rules approved by The Charity Commission on 24th September 2018 and constitutes a Charitable Incorporated Organisation.
Decision making
Management Committee
The business of the charity is conducted by the Management Committee. One third of the members retires at each Annual General Meeting and may offer themselves for re-election. All members are volunteers and are unpaid except when any member renders services to beneficiaries of the charity when they are remunerated on the same basis as other persons providing such services.
Risk management
The Trustees have a duty to identify and review the risks to which the Charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.

Independent examiner's report to the trustees of Friends of Fairford & Lechlade Communities
I report to the charity trustees on my examination of the accounts of Friends of Fairford & Lechlade Communities (the Trust) for the year ended 31st December 2020.
Responsibilities and basis of report
As the charity trustees of the Trust you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the Trust's accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
The financial statements of the charity, which is a public benefit entity under FRS 102, have been prepared in accordance with the Charities SORP (FRS 102) 'Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019)', Financial Reporting Standard 102 'The Financial Reporting Standard applicable in the UK and Republic of Ireland' and the Charities Act 2011. The financial statements have been prepared under the historical cost convention.
Income
All income is recognised in the Statement of Financial Activities once the charity has entitlement to the funds, it is probable that the income will be received and the amount can be measured reliably.
Expenditure
Liabilities are recognised as expenditure as soon as there is a legal or constructive obligation committing the charity to that expenditure, it is probable that a transfer of economic benefits will be required in settlement and the amount of the obligation can be measured reliably. Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all cost related to the category. Where costs cannot be directly attributed to particular headings they have been allocated to activities on a basis consistent with the use of resources.
Grants offered subject to conditions which have not been met at the year end date are noted as a commitment but not accrued as expenditure.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restricted funds can only be used for particular restricted purposes within the objects of the charity. Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
