The year to 31st March 2023 has seen the removal of all remaining Covid-19 restrictions and The
Friends of Kennington Library has returned to nomial activities. Kennin8ton Library was open
throughout the period.
Wlth the removal of Covld-19 restrlctlons we were able to return to'ln person, meetlngs and the
202ty2022 AGM was held on 23rd June 2022 at St Swithun's Church Hall. Fifteen members attended
In person and proxy votes were submltted ￿ four Others.
Charltable Purposes •nd Pubmc B•n•fft
The advancement of education for the publlc benefft by supportln8 the operatlon and malntenance
of a public library in Kennington, Oxford for the benefrt of local residents. It is widely accepted that
readin8 has a major contribution to general education. The Friends of Kennington Library IFOKLI
exists to support the provlslon of Ilbrary services in Kennin8ton.

FOKL organlses events throughout the year for all age groups; some are held regularty each month

reader). It also organises larger events periodlcalty to attract the widest audience. These events
cover a range of topics ranging from presentstion of children's stories with audience participation to
gfOUP discussion.
structure and Organlsatlon
FOKL'S operatlons are managed by its fwe trustees who are listed below and who meet regularly
throughout the year to review progress towards meeting tts financial targets, its partnership
arrangements with Oxfordshire County Council and any related policies. as well as or8ani5ing
fundraising activities and its regular free events which are open to all. In accordance with our

constitution two Trustees vtho have seNed longest stand down in rotation at the next Annual
General Meeting of Members. although they may stand for immediate re*lection if they so wlsh.
Following review by the trustees. both the Partnership Working Agreement and Outreach
Agreement have been signed by both partbes.
At the 2022 AGM David Mile5 Stood down as a Trustee. The Tru5tee5 are very 8rateful to DavTrd for
the work that he has done as a Tn￿tee including work on the membership records.
The 2023 AGM will be held in person at 7..30pm at St Swithun's Church Hall on Thursday 22TrJ June at
which two Trustees will stand down in rotation. Members will weNe documentation in early June
includlng a proxy voting form and the Trustees very much hope that members wlll take advants8e of
this should they be unable to attend the AGM in petson.
As in previous years, the rots of those working alongside the library stsff has been covered bv
regular volunteers. The enthusiastlc 8roup of volunteers has been joined by severdl more durin8 the
year and some have retired or are having a ￿st from volunteering. The Trustees are very grateful to
all those who 8ive $0 willin8fy of thelr tlme and talents in sUPPOrt of the library. We currently have
around 12 active volunteers augmented by Duke of Edinburgh Award volunteers. who between
them help to cover fNe one hour and a half sessions in the library each week. The Trustees always
welcome new volunteers.
The very popular coffee talks were held throu8hout the period. With the removal of the remalnin8
Covid-19 restrlctions last year these talks are held in person at the Village Centre. We have
contlnued to use the lar8e Main Hall at the Village Centre which has allowed a larger audience. The
ever-popular FOKL Best Reads ofthe year event was held In December 2022.
Children's wents at the Ilbrary. such as Rhyme fime. Storks and S5ng-Along and Craft activities have
contlnued throughout the year. Kennlngton Llbrary has taken part in the 2022 Children's Summer
Read Challenge on the theme of Gad8eteers, culmlnating in an End of Summer Read Party at the
Village Centre at which the chIld￿n were presented with their certificates. Outreach activities have
continued, wlth children from St 5withun's School visitin8 the library. outside of normal openin8
hours, in class groups, all class groups have now visited the library.
Board Games Club. for adults and children, has been held at the Willage Centre through the wlnter
months. This has attracted a varlable audlence and the Trustees will revlew the contlnuatSon of this
event.
A new Inltlatlve, Warm Welcome Wednesdays. in conSunctlon wtth OCC. has seen Kennington Library
opening as a 'warm space. on Wednesday mornings, with the provision of hot drinks. etc.
Flnanclal Report
The accounts have been prepared on a strKt cash basis as in previtius years and reviewed ￿ our
Independent Examiner, a copy of whose report to the Trustees is in the Treasurerf5 file available for
inspection. In the year ended 31 March 2023 the charity Eenerated an excess of expenditure over
income almost exactly equivalent to the surplus generated the previous year, thereby reducin8 its
financial reserves. The lots arose following the resumptFon of payments due in settlement of
contrartual salary contributions to Oxfordshlre County Council arnount1￿ to £5,gXI, which had
been waived the previous year.

Income from Member5. subscription5 which underpln the sustainability of the charitrfs operation5
have been reduced in the year under review by the absence of bulk subscriptions from Small World
Nursery chlldren,. it is reassuring to note that subscriptions from individual members remains
unchanged. We are most grateful for member< continuin8 SUPPOrt as well as that of our sponsors,
donors and Friends in these diffKult tlmes.

l. The Charity ha5 not given any guarantees and there are accordln8ty ￿ potentlal outstandin8
liabilities in this regard as at 31 March 2023.
2. The Charity has no outstanding debts ￿ured by an express charge on any of Its assets as at
31. March 2023.
