Grimsby and Cleethorpes Model Engineering Society is a Charitable Incorporated Organisation (CIO) that was registered with the Charity Commission on 12 September 2018.
Recruitment and appointment of new trustees
The Trustees are selected by simple vote.
OBJECTIVES AND ACTIVITIES
Objectives and aims
The objects of the CIO are the advancement of public education in engineering through the construction and operation of models of engineering, the provision of talks, public exhibitions, demonstrations and by providing facilities for construction, development and running engineering models.
Public benefit
The Trustees have referred to the guidance contained in the Charity Commission’s general guidance on public benefit and complied with section 17(5) of the 2011 Charities Act when reviewing the aims and objectives prior to planning and developing activities. In particular, the Trustees consider how planned activities will contribute to the aims and objectives they have set.

ACHIEVEMENT AND PERFORMANCE
Chair’s Annual Report February 2025
2024 was another successful year for the society. At the start of the year the committee completed the task of creating an up-to-date development plan covering all of our activities. All developments now happen within this structure which pays appropriate attention to our charitable aims. At the time of writing it is receiving an annual review.
As last year, membership has been broadly stable with a number of new members taking the place of those sadly deceased. All funerals of society members were attended by a good turn out from the club. New members represent a mixture of experienced model engineers and beginners.
Work continued on our ongoing principal education projects. The fleet of guards’ vans which were built last year were tested and adjusted and are now being fitted with handbrakes by one of our young members assisted by a senior member.
A link has now been established with the local sixth form college and a Duke of Edinburgh’s award scheme project is being scoped for the coming season. The main focus of this first project will be customer service.
The third project is the construction of a steam locomotive. This has taken something of a ‘back seat’ of late, but it is hoped that work will pick up in 2025.
Work continued throughout the year on the remaining aspects of the re-signalling project for the miniature railway, and in particular planning for the new signal box. Extensive advice has been taken regarding planning permission and building regulations for this vital part of the project. At the time of writing, plans have been submitted to the local authority and we await permission to go ahead. Ground will be broken immediately when this has been received.
Other railway work has continued throughout the year, including completion of the carriage and engine shed.
Another (final) section of the ‘new’ track route has been re-ballasted during the winter. This work will improve the quality of the ride for passengers.
The revision of the track work at the station throat was mothballed during the running season but has been resurrected during the winter. Track alterations are approaching completion as are the new crossing gates.
On the garden gauge railway the base renewal work is now largely complete. The team are now scoping extensions. The public picnic area was made ready for use during the season and is proving popular. It will be fully commissioned during 2025.
The traction engine road extension (phase 2) is now nearly complete and will be ready for the running season. The team have now commenced work on a new turning circle.
The public face of the club continues to be principally through the miniature railway. We were open to visitors on over forty occasions through 2024 and passenger numbers remained high in spite of the often poor weather in the spring. The summer saw better weather and this brought out the crowds. On several Sundays we provided over four hundred rides hauled by a mixture of steam and electric power. We co-operated with the Mill Trust and with the parish council over the organisation of several joint activities serving the public. The season finished with a spectacular firework night when over 1000 passengers were carried over three hours.

STATEMENT OF TRUSTEES RESPONSIBILITIES
The trustees are responsible for preparing the Report of the Trustees and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
The law applicable to charities in England and Wales, the Charities Act 2011, Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources, including the income and expenditure, of the charity for that period. In preparing those financial statements, the trustees are required to

select suitable accounting policies and then apply them consistently;
-
observe the methods and principles in the Charity SORP;
-
make judgements and estimates that are reasonable and prudent;
-
prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business.
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the financial statements comply with the Charities Act 2011, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities.

INDEPENDENT EXAMINER'S REPORT TO THE TRUSTEES OF GRIMSBY AND CLEETHORPES MODEL ENGINEERING SOCIETY
I report on the accounts of the charity for the year ended 31 December 2024, which are set out on pages five to seven.
Responsibilities and basis of report
As the charity trustees of the CIO you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the Act').
I report in respect of my examination of the CIO’s accounts carried out under section 145 of the Act and in carrying out my examination I have followed all applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Trust as required by section 130 of the Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
