Report of the Trustees for the period ended 5 April 2020

The Ellie Thornton Foundation (ETF) Trustees present their third report and financial statements as a charitable incorporated organisation (CIO) for the charity’s period ended 5 April 2021. Reference and administrative information set out on page 1 forms part of this report. The financial statements comply with current statutory requirements, the charity's trust deed and the Statement of Recommended Practice - Accounting and Reporting by Charities: SORP applicable to charities preparing their accounts in accordance with FRS 102.

Objectives and activities

The objects of the CIO are:

(1) For the advancement of health and the saving of lives of children in England and Wales for the public benefit by raising awareness of road safety issues and making strategic interventions to improve road safety in particular, but not limited to, affecting road use in the vicinity of schools, bus stops, pedestrian crossings, and to contribute to safer routes to schools;

(2) For the relief of those in need, by reason of ill-health and disability, including where such illhealth and disability cause financial hardship or other disadvantage to the families affected, in England and Wales for the public benefit, by providing resources such as financial and logistical support to such families to facilitate outings and activities for the siblings of children with additional needs;

(3) For the relief of those in need by reason of bereavement through the loss of a child, by providing support and activities to promote wellbeing for families in England and Wales.

The activities of the Foundation in this reporting period were impacted by the Coronavirus pandemic, limiting its fundraising and delivery activities and the capacity of the Trustees to deliver the objectives. Planning work was the focus of the Trustees activities.

Achievements and performance

In 2020-2021 the charity activities were significantly reduced due to the impact of Covid-19. £14,535 was brought forward from the previous year, and a total of £370 was raised through donations (inc CAF monthly payments) and payments from Amazon Smile which the charity had signed up for. Additionally the charity completed registration for Givey, an online social fundraising donation platform following the closure of the MyDonate platform.

The continuation of Amazon Smile allowed our supporters to raise funds when they purchase items via the Amazon online shopping website.

No expenses were incurred in this financial year.

Challenges

There has been an ongoing challenge in establishing the original road safety initiative with West Sussex County Council, which was greenlit, and then was hampered by a change of personnel. Discussions are ongoing to relaunch this scheme.

The next large scale fundraising event - Ellie Fest - was planned for Summer 2020, but the subsequent pandemic has meant this event has had to be postponed to Summer 2022.

Ellie Days programme launch roll out has been postponed due to the pandemic.

Progress toward the delivery of objectives

(1) Road Safety Initiative

The pilot Body Worn Camera programme has been on hold, because West Sussex Council have been unable to deliver their side of the partnership. Due to the pandemic it has not been possible to progress further discussion with the council . This programme of road safety support is under review seeking a meaningful and impactful scheme to replace Body Worn cameras if the partnership is unviable.

(2) Ellie Days

The Ellie Days initiative was launched on the website in a test phase. An application was received, processed and grant offered, but due to pandemic there was delayed uptake from the recipient (as the theme park was closed), and finally delivered in the next reporting period.

(3) Bereaved family support

This part of the programme is on hold until the Foundation’s capacity is increased.

Public benefit

The Trustees confirm that they have complied with their duty to have due regard to the guidance on public benefit published by the Charity Commission in exercising their powers and duties. The public benefit of the Charity’s activities has been focussed on the raising of funds to support the programme moving forwards.

Contribution of Volunteers

The Trustees have worked in a voluntary capacity for the charity in the year 2020 – 2021.

Plans for the future

Planning for our second major fundraising event EllieFest was postponed due to Covid restriction limiting the possibility for a large scale event. EllieFest is scheduled to take place 9th July 2022.

Testing of Ellie Days grant making scheme, and a specific marketing drive with Chestnut Tree House is planned to increase the take up of test awards.

ETF Trustees continue to seek a meaningful partnership with West Sussex County council regarding supporting road safety initiatives that specific benefit school children.
