1.0 Introduction
The trustees present their report and the audited financial statements for the year ended 31 March 2021.
Reference and administrative information set out on page 16 forms part of this report. The financial statements comply with current statutory requirements, the memorandum and articles of association and the Statement of Recommended Practice - Accounting and Reporting by Charities: SORP applicable to charities preparing their accounts in accordance with FRS 102.
The Friends of Victoria Park, Stretford formed and constituted in March 2002 as a community group. During 2018 we gained registered charity status as a CIO in preparation for running The Tearoom and The Community Building. Our constitution can be found on our website.
Our charitable aim is as follows: For the benefits of the inhabitants of Stretford, to provide or assist in the provision of facilities for recreation and other leisure time occupation in the interests of social welfare with the object of improving their conditions of life for the inhabitants of the area in particular but not exclusively by the preservation, promotion, support, assistance and improvement of Victoria Park
We formed to save and restore our local park which had become a no-go zone due to it being so neglected by Trafford Council. Over the past 19 years we have worked really hard to make improvements and stage wonderful events that bring our community together and raise funds for the park improvements.
The trustees review the aims, objectives and activities of the charity each year. This report looks at what the charity has achieved and the outcomes of its work in the reporting period. The trustees report the success of each key activity and the benefits the charity has brought to those groups of people that it is set up to help. The review also helps the trustees ensure the charity's aims, objectives and activities remained focused on its stated purposes.
The trustees have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the charity's aims and objectives and in planning its future activities. In particular, the trustees consider how planned activities will contribute to the aims and objectives that have been set.

2.0 Our Year in review – Chairperson’s Report
Well that was strange year!
All activities [barring some gardening stopped], the park full of people getting exercise each day, FOVPS building a new building and building a team of committed staff – COVID 19 restrictions everywhere we looked.
All in all a tricky and trying time – But look what we achieved….
Thank you to the whole community and our funders for believing in us – here’s to 2021/22.

Achievements and performance
The charity's main activities and who it tries to help are described below. All its charitable activities focus are undertaken to further Friends of Victoria Park, Stretford’s charitable purposes for the public benefit.
We are looking forward to delivering our health and social wellbeing plan using the Community Building as the hub to deliver this programme.
FOVPS - Social Wellbeing Programme
Our park attracts at least 10,000 local residents each year to events and activities but we want to use the community hub and the wider green space of the park to support at least 1500 people each year who are on the edges, or not included at all, in Stretford life to engage with the community thereby improving their circumstances and strengthening our neighbourhood.

On Saturday 27 March 2021 – 0900 we opened up our pop-up coffee and cake stall from the new building.
Estelle Bilson did the honours with the ribbon – [she is a local celeb – you can see her as one of the experts on the BBC’s Bidding Room and she is also famous for her 1970’s house.
It was really sad that due to Covid we could not invite anybody down to see it, or have the celebration event that we wanted – we will just have to be patient.
The Tea Room is a Community Café run by The Friends of Victoria Park, Stretford. It will be open from 08002100 every day. It will also have a delivery option – using Shocal.
Because it is run by us – all profits stay in the park and can be used to benefit our community. The community have a say in what is available on the menu and the pricing structures – via the board.

In November 2020, the Youth Council were successful in obtaining a grant of £1000 from the Yorkshire Building Society.
New benches for the under 5’s area were identified as a priority and after research they chose Inclusive Furniture as the provider.
Ian delivered and erected the four benches , two with wheelchair/buggy spaces. The team from Amey, Duncan and Jack, also supported the project by ensuring the new benches were bolted and left safe and secure.
We know they will be well used by local people!
Our Santa Sleigh through the streets of Stretford was something we had wanted to do for a number of years and it seemed really important to do it this year due to Covid. We wanted to do something to bring some joy back to our community after having to cancel practically all of our events and activities.

3.0 Structure, governance and management
Board of Trustees Charity Officers –
The Board of Trustees are responsible for setting the long-term direction of the group and ensuring good governance for the charity is always adhered to. They are also there to further the charity’s objects as set out in the governing document. They will also ensure financial probity and be the accountable body for the group. Charity Officers
From early on it the preparation plans for the new building it became apparent that we would have to change our model in order to generate money to sustain a new building. We could not be reliant on volunteers as it was just too big an undertaking and responsibility – and so we had to get ourselves in a position where we could employ staff. This was huge!
Staff are our biggest cost and responsibility – it is after all people’s lives that we affect with any decisions we make. We needed policies / procedures / payroll / systems / equipment / training / uniforms / management / assets / funding

We needed to find staff that we can rely on and who understand our charity and what we are trying to achieve. This is harder than you may think, as we have lost some staff already.
Friends of Victoria Park, Stretford is a charitable incorporated organisation, registered as a charity on 30th August 2018 as charity number 1179731.

Trustees carry out an annual risk review.
The Friends of Victoria Park, Stretford have not had any reportable accidents or incidents during this period.
Statement of responsibilities of the trustees
The trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the aims and objects and in planning future activities and setting policy for the future.
The trustees are responsible for preparing the trustees’ annual report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice).
Charity law requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to:

Select suitable accounting policies and then apply them consistently

Observe the methods and principles in the Charities SORP

Make judgements and estimates that are reasonable and prudent

State whether applicable UK Accounting Standards and statements of recommended practice have been followed, subject to any material departures disclosed and explained in the financial statements

Prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in operation
The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 2011. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The trustees are responsible for the maintenance and integrity of the corporate and financial information included on the charity’s website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions.

Independent examiner’s report to the trustees for the period ended 31 March 2021
I report on the accounts of the charity for the period ended 31 December 2020 as set out on pages 19 to 34
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity’s trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 (“the Charities Act”) and that an independent examination is needed. The charity’s gross income did not exceed £250,000 and I am qualified to undertake the examination by being a qualified member of ICAEW.
It is my responsibility to:

examine the accounts under section 145 of the Charities Act,
-
to follow the procedures laid down in the general Directions given by the Charity Commission (under section 145(5)(b) of the Charities Act, and
-
to state whether particular matters have come to my attention.
Basis of independent examiner’s statement
My examination was carried out in accordance with general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently no opinion is given as to whether the accounts present a ‘true and fair’ view and the report is limited to those matters set out in the statement below.
Other matters
Your attention is to drawn to the fact that the charity has prepared the accounts (financial statements) in accordance with Accounting and Reporting by Charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) in preference to the Accounting and Reporting by Charities: Statement of Recommended Practice issued on 1 April 2005 which is referred to in the extant regulations but has been withdrawn.
We understand that this has been done in order for the accounts to provide a true and fair view in accordance with the Generally Accepted Accounting Practice effective for reporting periods beginning on or after 1 January 2015.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:

to keep accounting records in accordance with section 130 of the Charities Act; and

1 Accounting policies
The principal accounting policies adopted, judgments and key sources of estimation uncertainty in the preparation of the financial statements are as follows:
a Basis of preparation
The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) issued in October 2019 - (Charities SORP (FRS 102), the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).
Friends of Victoria Park, Stretford meets the definition of a public benefit entity under FRS102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note.
The financial statements are presented in sterling which is the functional currency of the charity and rounded to the nearest £ sterling.
b Judgments and estimates
The trustees have made no key judgments which have a significant effect on the accounts.
The trustees do not consider that there are any sources of estimation uncertainty at the reporting date that have a significant risk of causing a material adjustment to the carrying amount of assets and liabilities within the next reporting period.
c Preparation of the accounts on a going concern basis
The trustees consider that there are no material uncertainties about the charitable company's ability to continue as a going concern.
d Income
Income is recognised when the charity has entitlement to the funds, any performance conditions attached to the item(s) of income have been met, it is probable that the income will be received and the amount can be measured reliably.
Income from government and other grants, whether ‘capital’ grants or ‘revenue’ grants, is recognised when the charity has entitlement to the funds, any performance conditions attached to the grants have been met, it is probable that the income will be received and the amount can be measured reliably and is not deferred.

e Donated services and facilities
Donated professional services and donated facilities are recognised as income when the charity has control over the item, any conditions associated with the donated item have been met, the receipt of economic benefit from the use by the charity of the item is probable and that economic benefit can be measured reliably. In accordance with the Charities SORP (FRS 102), general volunteer time is not recognised; refer to the trustees’ annual report for more information about their contribution.
On receipt, donated professional services and donated facilities are recognised on the basis of the value of the gift to the charity which is the amount the charity would have been willing to pay to obtain services or facilities of equivalent economic benefit on the open market; a corresponding amount is then recognised in expenditure in the period of receipt.
f Interest receivable
Interest on funds held on deposit is included when receivable and the amount can be measured reliably by the charity; this is normally upon notification of the interest paid or payable by the Bank.
g Fund accounting
Unrestricted funds are available to spend on activities that further any of the purposes of charity.
Designated funds are unrestricted funds of the charity which the trustees have decided at their discretion to set aside to use for a specific purpose.
Restricted funds are donations which the donor has specified are to be solely used for particular areas of the charity’s work or for specific projects being undertaken by the charity.
h Expenditure and irrecoverable VAT
Expenditure is recognised once there is a legal or constructive obligation to make a payment to a third party, it is probable that settlement will be required and the amount of the obligation can be measured reliably. Expenditure is classified under the following activity headings:

Expenditure on charitable activities includes the costs of maintenance of the park facilities and building, activities and ancilliary café activity undertaken to further the purposes of the charity.

Other expenditure represents those items not falling into any other heading.
Irrecoverable VAT is charged as a cost against the activity for which the expenditure was incurred.

i Tangible fixed assets
Individual fixed assets costing £500 or more are capitalised at cost and are depreciated over their estimated useful economic lives on a straight line basis as follows:

j Debtors
Trade and other debtors are recognised at the settlement amount due after any trade discount offered. Prepayments are valued at the amount prepaid net of any trade discounts due.
k Cash at bank and in hand
Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less from the date of acquisition or opening of the deposit or similar account.
l Creditors and provisions
Creditors and provisions are recognised where the charity has a present obligation resulting from a past event that will probably result in the transfer of funds to a third party and the amount due to settle the obligation can be measured or estimated reliably. Creditors and provisions are normally recognised at their settlement amount after allowing for any trade discounts due.
m Financial instruments
The charity only has financial assets and financial liabilities of a kind that qualify as basic financial instruments. Basic financial instruments are initially recognised at transaction value and subsequently measured at their settlement value with the exception of bank loans which are subsequently measured at amortised cost using the effective interest method.
n Accounting period
The accounting period for these accounts runs from the 5 April 2020 to 31 March 2021. The accounting period was changed during the financial year for convenience.

o Pensions
Employees of the charity are entitled to join a defined contribution ‘money purchase’ scheme. The charity’s contribution is restricted to the contributions disclosed in note 10. There were no outstanding contributions at the year end.
2 Legal status of the charity
The charity is a charitable incorporated organisation registered with the Charity Commisssion in the United Kingdom (England and Wales) and has no share capital. In the event of the charity being wound up, the members of the CIO have no liability to contribute to its assets and no personal responsibility for settling its debts and liabilities.

The key management personnel of the charity comprise the trustees, the office manager and the café manager. The total employee benefits of the key management personnel of the charity were £27,466 (2020: nil).
- 8 Trustee remuneration and expenses, and related party transactions
Neither the management committee nor any persons connected with them received any remuneration or reimbursed expenses during the year (2020: nil).
No members of the management committee received travel and subsistence expenses (2020: nil).
Aggregate donations from related parties were £2,522 (2020: nil).
There are no donations from related parties which are outside the normal course of business and no restricted donations from related parties.
Karin Miller received a payment of £1,000 for HR consultancy services as permitted by the constitution and sections 185 to 188 of The Charities Act 2011 for contracted HR services. no other trustee of the charity had any personal interest in any contract or transaction entered into by the charity, including guarantees, during the year (2020: nil).

10 Corporation tax
The charity is exempt from tax on income and gains falling within Chapter 3 of Part 11 of the Corporation Tax Act 2010 or Section 256 of the Taxation of Chargeable Gains Act 1992 to the extent that these are applied to its charitable objects. No tax charges have arisen in the charity.
