Structure, governance and management

The Langley Community Centre and Sports Trust Trustees present their report and receipts and payments accounts as a charitable incorporated organisation (CIO) for the charity’s period ended 30 June 2022.

The charity is constituted as a Charitable Incorporated Organisation registered with the Charity Commission since 9 August 2018.

The charity trustees are responsible for the general control and management of the charity. The trustees give their time freely and receive no remuneration or other financial benefits. The trustees usually meet together on a monthly basis and are responsible for decisions taken in relation to the community facilities and activities provided by the charity, but also seek the views of volunteers. Following the previous Covid restricted year we were delighted to be able to resume face to face meetings this year, albeit with the few remaining restrictions still in place. Our next Annual General meeting is scheduled for the 5th September 2022, when we will be electing Trustees and Officers for the next fiscal .

It is with sadness that we accepted Anne Rivett's resignation as a trustee, folliwng her painstaking fundraising efforts, but she will now be helping with the ongoing fundraising for Langley Church .

The trustees would like to offer thier sincere thanks to Anne.

Objectives and activities

The objects of the CIO are to establish and run a village hall and to promote it for the benefit of the inhabitants of the parish of Langley ("area of benefit") without distinction of sex, sexual orientation, age, disability, nationality, race or political, religious or other opinions the provision of facilities for recreation or other leisure time occupation of individuals who have need of such facilities by reason of their youth, age, infirmity or disablement, financial hardship or social and economic circumstances or for the public at large in the interests of social welfare and with the object of improving the conditions of life of the said inhabitants.

In planning our activities for the year we kept in mind the Charity Commission’s guidance on public benefit at our trustee meetings.

The main activities are as follows:

  1. To run and maintain the village hall

  2. To promote and arrange social activities

  3. To raise funds

The charities main objective is to run, maintain and promote its facilities for the benefit of the community. Providing a safe and welcoming environment where people can meet socially, improves the quality of life and welfare of villagers in what is a very rural and sometimes isolated village. Our main activities throughout the year have supported these aims.

Achievements and Performance

Following the extremely challenging previous year, we are delighted that we are able to resume activites in the new hall and have welcomed many residents to numberous classes being held in the hall.

We are thankful for the support from Uttlesford District Council and the Parish Council who have awarded us grants to help us through the remaining months of Covid restrictions and provided funding for our new broadband services, which is now up and running and the Langley Fete Committee who agreed to support us with a donation of £2k, following a very successful summer fete.

We are delighted that the positive uptake on hall rental and the numberous classes being held regularly has meant that revenue has allowed us to cover our operating expenses.

Regular classes in the hall, attracting local residents are quite diverse ranging from Rio's Martial Arts classes, to Sarah's art classes and include Pilates, Yoga, Langley Lunches, Craft classes and regular meetings of the WI, LPC and LCC&ST.

We also hosted a hugely popular 'beacon lighting' event and 'picnic on the green' during the extended bank holiday weekend in celebration of the Queen's Platinum Jubilee.

Financial Review

At the end of the period the cash at bank in unrestricted funds sat at £27,105 including a petty cash reserve (£826.15) events float (£100) and three cheques to be banked (£460).

Fianl expenditure for the New Hall project was incurred early in the year to take total expenditure for the New Hall to £224,790.47.

With final project expenditure completed, the New Hall account was renamed to the 'Cricket Club' account and has a balance of £350.

The 100 Club account stands at £2,367.82, with the final split between the community centre and church has yet to be agreed. These adjustments will now be made in the next years accounts.

Operating income was well ahead of operating expenses which is encouraging and we now have a much better veiw of the utility costs of the new hall. Highest items of expenditure were, not surprisingly Elextricity at £1,714 for the year, cleaning and our new insurance premium reflecting the higher value placed on the new facility.

The electricity costs were a concern to us and this resulted in us making changes to the operating philosophy of the underfloor heating system which has made significant changes to consumption. We have also now registered our Solar array for the Smart Export Guarantee (SEG) meaning we will get some revenue for the power we generate from our roof mounted arrays.

Financial Review (continued)

As prevously mentioned we have been supported by Uttlesford District Council with a Covid support grant of £2,667 in March and a grant of £756 in May from the Parish Council as a contribution towards the running costs of our new High Speed Broadband Facility.

Finally, we have been granted a further award for RCCE towards the fitting of Bi-Fold doors in the hall. The significant award of £10,324 is as a result of the 'Covid Safe Buildings Community Fund'.

Fundraising

With completion of the New Hall being achieved, we wound down our fundraising activies.

Efforts now across the community will be focused on fundraising towards the Langley Church re-ordersing project.

However, we did host some very well attended wine tasting and local history classes, a hugely popular Elvis night during the August fete weekend and were very lucky to be awarded £2,000 by the fete committe following a very successful fete weekend.

I report to the trustees on my examination of the accounts for the period ended 30 June 2022.

Responsibilities and basis of report

As the charity trustees of the Trust, you are responsible for the preparation of the accounts in accordance with the Charities Act 2011 ("the Act").

I report in respect of my examination of the Trust's accounts carried out under s145 of the Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under s124(5)(b) of the Act.

Independent examiner's statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

  1. accounting records were not kept in accordance with section 130 of the Act; or

  2. the accounts do not accord with the accounting records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in order to enable a proper understanding of the accounts to be reached.
