nature of those difficulties may be.

Itisoftendifficultforustoanswerwhenweareasked'WhatdoesTirDewido?'becausetherangeof the
supportweprovideissobroad.ItcanbeachatonourFreephoneHelplinewithafarmerwhojust needs
toletoffsteamor,perhapsaskaquestion,oritcanbemanymonthsofourvolunteersworkingwith a
farmertosupportthemwithmultipleissues.Wealsooftenliaisewiththirdpartiesandbringin other
support agencies where appropriate.  And anything in between.
```

Therealityisthatmostofthefarmersthatwespeakwitharestrugglingwithmultipleissues including
practicalones,administration,financialandregulatory.Thesearecompoundedbyconcerns over
upcomingchangestopolicyincludingtheintroductionofthe'NitrateVulnerableZones(NVZ)' Legislation
andthe'SustainableFarming'changestogovernmentfarmsupportfollowingtheexitfromtheEU and
theCommonAgriculturePolicy.Changesresultingfromthesewillbehuge,andtheywillhave significant
implicationsonworkpatternsandstructure.Moreover,thereisstillsignificantuncertaintyaround what
theywilllooklike,makinglong-termplanningdifficultandcausinggreatconcern.Addtothis the
ongoingBovineTBsituationandaprolongedperiodofrestrictionduetoCovid-19andthe farming
communityhasplentytoworryabout.Finally,wearefrequentlyaskedforsupportpoorhealthhits a
farming family, and this includes physical health and mental health.

Towardstheendofthisreportingperiod,warbrokeoutinUkraine.Wedidn'tknowthesignificance of
thisforUKfarmersatthetimebut,atthetimeofwritingthisreportwecanseethatinputcosts into
farminghaveincreasedsignificantly,beyondthoseexperiencedbytherestoftheUKpopulation and
business-forexample,atonoffertilisercost£200lastyear,butisnowover£1,000.Thishasan impact
on decisions now, potential of further debt or, if they can't afford it, reduced crop yields later this year.
```

## **`How we do it`**

Allofthesupportthatweprovideisdeliveredbyvolunteers.Theyaresupportedbythestaff team
throughrecruitment,training,safeguarding,deployingandsupportingcasework,butthework which
defines our purpose is delivered by our volunteers - the staff are here to enable it.
```

Workdonebythevolunteersincludescasework,answeringtheHelpline,supportwith promotion,
translation,IT,press,mediaandsocialmediaworkand,ofcourseformourboardofTrustees. Our
FreephoneHelplineisopeneverydayoftheyearfrom7.00amto10.00pmandthisyearwe also
introducedaWelshlanguageoptionwhenansweredsothatfarmerscanchosewhichlanguagethey want
to use.

Partnershipswithotherorganisationsareessentialtowhatwedo-wedon'tpretendthatwecansort out
allproblemsandarehappytointroduceothersintoacasewheretheirsupportismoreappropriate than
ours(alwayswiththenecessarypermissionstoprotectfarmersandsatisfyGDPRrequirements). Key
amongthesepartnersareotherfarmingcharitiesincludingRABI,TheDPJFoundationandFCN,butit also
extendstoother'mainstream'charitiessuchasMcMillanortheParkinson'sSocietyas,ofcourse, farmers
sufferfromcancerandotherconditionstoo.Thesepartnersalsorefercasestousiftheybelievewe are
bestplacedtoprovidethesupportneeded.Duringthisreportingperiod,thenumberofreferralsof this
naturehasincreasedsignificantlyasallorganisationsgettoknoweachotherbetterandgrowtotrust the
work that they can do.

TirDewiisalsoapartoftheWelshFarmSupportGroupoforganisationsalongsideother farming
charitiesandWelshGovernmentwhichhelpsustobuildrelationshipsbutalsofeedbackourconcerns to
WelshGovernment.WearealsopartofthePrinces'CountrysideFund'sFarmSupportGroup which
comprisessimilarorganisationsacrosstheUK,enablinganexchangeofbestpracticeandmutual support
across the group.

TirDewi'sTrusteesconfirmthattheyhavehadregardtotheCharityCommission'sguidanceon public
benefitthroughoutTirDewi'soperation.ItistheopinionoftheTrusteesofTirDewithatthecharity has
fulfilled its commitment to public benefit.
```

## **`Where we do it`**

TirDewiisnowanestablishedproviderofsupportinCarmarthenshire,Ceredigionand Pembrokeshire,
whereitoriginallystarted,andinConwy,GwyneddandYnysMon,wherewelaunchedduring2020. We
haveastaffteamof5(plusoneonshorttermtemporarywork),7Trusteesand65 volunteers.
Additionally, we have a North Wales Management Committee with 6 members, 2 of whom sit as Trustees.
```

WealsolaunchedintoPowyswheretheservicewastobeledbyavolunteer.Unfortunately, that
volunteersufferedwithCovidandotherlong-termconditionsandhadtoresign.Thelackof specific
fundingfortheregionmeantwehadtosuspendourformalpresencethere,althoughweare still
approachedbyfarmersfromthecountyandprovidesupportwheneveritisrequested.Wearenot yet
actively promoting work there but won't say no to a farmer just because of their postcode.
```

OurYoungFarmer'sProjecthasevolvedandhasincludedsimilar'education'andsupportworkwith other
bodiessuchasAgriculturalColleges,MerchedyWawr,Women'sInstituteandothergroupswith interests
infarming.Thereachofthisprojectisnowconsiderable-whileitwasoriginallyaimedatthesouth west
of Wales, it has grown to cover the north too.
```

Duringthisperiod,wealsolaunchedClwbFfermwyrMon.Onceafarmerreachestheirlate20's,they can
nolongerattendYFCmeetings.Generally,thereisnoorganisedsocialactivityforthemafterthisso the
isolationthattheyalreadyexperienceismadeworse.Inanefforttocounterthis,weformedaclub on
Angleseyasapilottoseewhetherfarmerswouldvaluesuchanopportunitytomeet.The original
schedulehasbeeninterruptedbyCovidbutwehavehadseveralclubnightswhichhavebeenvery well
attended(upto32people)andwefeelconfidentthatwecanestablishthisasalongtermclub for
farmers and farming families beyond the age threshold of the YFC.
```

## **`Our commitment to the Welsh Language`**

Sinceourformation,everythingthatwehavedonehasbeenavailableinWelsh.Thisyear, our
commitmenthasdevelopedintwoways:-followingourentryintonorthWales,theproportionof farmers
seekinghelpinWelshhasincreasedsignificantly.Now,almost75%ofwhatwedoisinthe Welsh
language.5ofour6staffspeakWelsh,6ofour7Trusteesdoandaround70%ofourvolunteers do.
Also,thisyearweworkedwiththeofficeoftheCommissionerfortheWelshLanguagetogain approval
forourWelshLanguageDevelopmentPlanandCynnigCymraeg.Thisisreallyimportanttousas it
formalises something that we naturally do anyway.

## **`ACHIEVEMENT AND PERFORMANCE Charitable activities Cases`**

individuals.Therateofnewcasereferralsisincreasingandweexpectthenumbertoacceleratefurther in
the coming year.

Thevarietyofissuesandcombinationsofissuesremainsalmostinfiniteincludingfinancial worries,
relationshipbreakdowns,problemswithsuppliers,physicalhealthandtheconsequencesofpoor mental
health and wellbeing.

Sometimes,casesarequitestraightforward-afarmermayhaveanissuethatiscausingdifficultyas they
areunsurehowtocompleteit,don'thavethetimeorareatriskofmissinganimportantdeadline. Here,
wecandeployasuitablevolunteer,supportwiththeissueandresolveitwiththefarmercreatinga very
positive, clear outcome.
```

Sometimesafarmerneedssomeonetotalkto-anopportunityforachat,agoodoldmoanorto discuss
aspecificissue.Here,ourvolunteer,usuallyontheHelpline,willprovidethatlisteningearand, where
possible,wordsofsupportandencouragement.Thatmaybeenough,andwehavecallerswho may
return often to get their opportunity for some 'friendship'.
```

Alltoooften,acasewillinvolveafarmerwithsomanyissuesthattheyhavelosttheabilitytocope; they
cannolongerseetheissuesseparatelyandhavebecomealmostparalysedintheirabilityto resolve
them.Here,ourvolunteersengageformanyweeksorevenmothstoworkwiththefarmerto create
clarity,prioritiseissuesandtosetaboutsupportingthemtoresolvethem.Thisofteninvolves working
withpartners(seebelow)andcreatingapackageofsupport.Thesecomplexcasesareoftenseenas the
'headline' cases, but all of the above are important to us, and, of course, to the farmer with the need.
```

Thisyear,therehasbeenanoticeableincreaseinthelevelofworry,concernorevenanxietyover the
oncomingchangestopolicyonfarminginWales.ItisknownthattheBasicFarmPayment (Government
supportgrant)iscomingtoanendfollowingourdeparturefromtheEU,butthedetailsofwhat will
replace it are still not available and farmers are struggling with this uncertainty.
```

```
TherearesignificantchangescomingwithregardtoNVZsinWalesandthiswillimpactmanyfarmers and
carry an additional cost burden.  Many will struggle to cope with this.
```

```
ThelastingeffectsofCovidandBrexittogetherhasputpressureontheavailabilityoffarm labour,
particularly for crop harvests and relief milkers in dairy.
```

```
And the increased input costs of farming will, undoubtedly have a significant impact well into next year.
```

## **`Staff`**

Growthhasnaturallyputpressureontheorganisationandthestaffteam.Duringthisreporting period,
theteamheldanOrganisationalDevelopmentsessionovertwodays.WetookTirDewiapartand then
rebuiltitblockbyblock-changingelementsofjobdescriptionsandresponsibilities,identifying training
needsacrosstheorganisationandimplementingaplantomeetneworganisationalobjectives. Following
this,webelievethatTirDewiisnowinaverystrongpositiontoaccommodatethelevelof activity
currently demanded from it and, importantly has the right base on which further growth can be built.
```

Thestaffteamareamazing-theycontinuetodeliverexceptionallevelsofsupportandoutcomes and
deputiseforeachotherwithease.Wecouldn'tbemoreproudofthem.Wenowhave6team members:

## **`Volunteers`**

Ourvolunteernumbershaveremainedquitestableduringtheyearataround65.Wehave experienced
volunteerturnoverofbetween15and20%assomefelttheycouldnolongerengagewhileothers came
forwards.Thebiggestchange,however,hasbeeninthelevelofengagementofthevolunteerswe have.
Throughtrainingandvolunteermeetingswehavebeenabletodevelopourvolunteersfurtherso that
manymorearenowactivelyinvolvedinTirDewiinamuchgreaterway.Thisincludesthenumberof the
Helpline,whichhasdoubledasweaddedaWelshlanguagespecificservice.Also,thenumber engaged
oncomplexcase-workhasincreasedandtherangeofsupportfunctionsassistedbyvolunteershas also
broadened.
```

Towardstheendoftheperiodwehavereturnedtoamoredirect,face-to-facestyleofsupportbut Zoom
andthephonestillremainanimportantelementofhowweremainincontact,particularlybetween the
staff and volunteer teams.
```

Wehavedeliveredsomeexcellenttrainingincludinganumberofpresentationsfromthird party
organisationsandpartners.Importantly,wehavealsoredevelopedourSafeguardingTraining with
supportfromPAVSandhavemadethiscompulsoryandrolleditoutacrossallofourvolunteers. We
have appointed a Safeguarding Officer (a volunteer) and a Trustee with responsibility for Safeguarding.
```

whatTirDewiisdoingandthatissucharewardforoureffortsandmakesusproud.TheTrustees, Staff
and all at Tir Dewi are extremely grateful for all of this support.

LegobricksapartandrebuiltTirDewiinastrongerform.Wehadgrownrapidlyoverrecentyears and
hadreactedtothisgrowthverywell.ButwehadneverreallyhadthechancetodesignwhatTir Dewi
shouldlooklike.Wearenowveryconfidentinthestructureandstaffteamdescribedaboveand that
new regions and projects can be added with no additional changes and minimal pain.

Whileweareonlyasmallstaffteam,ourreachismuchwiderthanthatteamsoitwasimportantthat we
could cope with the inevitable increase in demand for our services that will come in the next year or two.

Alongsidetheworkdonelastyearonourpolicies,handbooksandprocesses,ourwebsiteand social
media,weareamuchmorecapableorganisation.Wearestilllookingtoimproveandbecome more
effective, but this will be part of a 'Continuous Improvement' journey.

consideration;thatourvolunteersarethemostimportantelementofourservice;thatourfunders are
themostimportantpartofTirDewi;thatourpartnershipsandnetworksarethemostimportantpart of
ouroutreach.ButthetruthisthatthefarmersofWalesarethemostimportantelementofTirDewi. We
existforthem,arekeptbusybythem,areoftenfundedbythem,theymakeupmanyofour volunteers
andallofthevolunteersaremotivatedtohelpthem.TirDewiexistsforfarmersandtheywillalways be
at the heart of what we do.

farmers better.

Duringthisreportingperiodwereceived114newrequestsforsupport.Throughthesenewcases, we
supportedapproximately550individualsand,attheendoftheyearwereactiveon52open cases
receivingongoingsupport.Thisisanincreaseonpreviousyearsandtheawarenessofthis increasing
demand and need in the farming community is what motivates us all at Tir Dewi.

Therehavebeenmanycasesthisyearthatcouldbreakyourheartincludingsomewherethe farmer
failed,somewhereafarmerdied,andevenwhereafarmertooktheirownlife.Othershadaccidents on
farmresultingininjuryorevendeath.Ourvolunteersmetalloftheseneedswithgrace,calmness and
empathy.

Onceagainoursupportersandfundingpartnershaveenabledahugeamountofworktobedone to
supportfarmersandfarmingfamilies.Theirgenerosityhasenabledgrowthinincomefrom£35,262 two
years ago, to £144,870 last year and now £163,371.

Our expenditure on service provision has also increased with £166,894  being spent during the period.
```

Theresultingsurplusgivesusthecomfortneededthatwecanmeetanunforeseendemandsor needs
shouldtheyarise,whilewecontinuetoemploythegreatmajorityoffundingreceivedduringtheyear on
service provision.  We now have approximately 9 months of reserves.

## **`What's the prognosis for farming and the need for farm support like ours?`**

Sadly,allofthechallengesfacingfarmersthatwecommentedonthistimelastyearremain.Itis worth
re-listing them:
```

- `Brexit - where the long term impact on farming is still as uncertain as last year` 

- `Changes to the main UK farm grants scheme as provided by government - where the final shape of the` 

- `new scheme has still not been determined` 

- `Continuing pressures of inspections and regulation.` 

- `The introduction of NVZs leading to increased cost and uncertainty.` 

- `Additional environmental pressures.` 

- `Ongoing Bovine TB.` 

- `Extreme isolation.` 

- `Covid - although restrictions are now being lifted.`

We can now also add the potential effects, short and long term of a war in Ukraine.
```

Thepressuresonfarmingasanindustryandallindividualfarmersandfarmingfamilieswithin it
continues to increase and, as a result, more will find it difficult to cope.

LastyearweexpressedourhopethatwewouldbeinapositiontocompleteourcoverageofWales by
now.Unfortunately,thishasn'thappened,mostlyduetotheneedforustorespondtothe increasing
demandwithinourexistingregions.Theaimisstillthereandwerepeatthehopethatwewill finally
maketheserviceavailableacrossthewholeofWalesinthecomingyear.Wewillneedfurther funding
support and additional volunteers to enable this and have begun work on plans for this.

thisseason-nowthatCovidrestrictionshaveliftedandweareabletodoso,andweareplanning on

fundersandsupporters.Eachplaysanessentialroleinourabilitytosupportfarmersandtheir families
across Wales.

## **`FUTURE FUNDING EXPECTATIONS`**

WhilewehavehadastrongyearregardingthefundingofTirDewi,weareconsciousthatanumber of
thegrantsthatwehavebenefittedfromhaveendedduringthisyearorarescheduledtoendsoon. We
havegoodreservestomeetongoingcostsbutwillneedtosecurenewfundingarrangementsto enable
longtermconfidenceinourabilitytoprovidesupportandtofulfilthedemandacrosstherestof Wales
with the planned launches.

Wecontinuetomaintaintightfinancialcontrolsandtotrytoprovidevalueforevery£spent.We also
plantorecruitapart-timeFinanceOfficertosupportourfinancialmanagementneeds.Our relationships
