TirDewiisacharitythatwasestablishedtoprovidereliefandsupporttofarmersormembersof their
family(henceforthreferredtointhisreportasfarmers)whoareexperiencinghardship.Thisisa very
broaddefinitionandwehavealwaysbeenamazedbythesheervarietyofissuesthatweareasked to
support on.  This year is no different, but there have been two significant observations:

-firstly,therehasbeenastrongerfocusthanwehadpreviouslyexperiencedonMentalHealth. This
mightbe,inpart,becauseofthegeneralincreaseinthewiderpopulation'sconversationon Mental
Health,itmightalsobebecauseofthefocusofthemainfarmingunionsonthistopic,butitisalso, we
suspect,asaresultofthesignificantincreaseinthepressuresfacedbyfarmersduetoissues including
Brexit, the consequent changes to farm subsidy systems in Wales, bovine TB.
```

-secondlyand,ofcourse,Covid-19arrivedandthishadanumberofimpactsonfarmersincluding the
difficultyoffindingcasuallabouratkeypeakmomentsinthefarmingcalendar,increasingthescale of
isolationaslivestockmartsandotherplacesstoppedallowingtheusualgatheringsand causing
uncertaintyandsignificantfluctuationsinmarketsforproductsparticularlymilkandprimemeat products
as the catering and restaurant trades closed down.
```

Asever,alloftheseareexperiencedontopofanenormousworkloadandofteninextremeisolation as
experienced by most farmers.
```

## **`How we do it`**

Allofthesupportthatweprovideisdeliveredbyvolunteers.Wehaveasmallstaffteamthathelps to
runtheorganisationincludingworkingwith,supportingandtrainingvolunteers,butwithout the
volunteerswecoulddonothing.Theworktheydoisamazingandvaried;aswellasthemost important
casework,theystafftheHelpline,supportwithpromotion,translation,IT,press,mediaandsocial media
work and, of course form our board of Trustees.
```

WehaveaFreephoneHelplinethatfarmerscancallandalsoworkwithahugenumberofpartners who
introducecasestous,whichisoftenreciprocated.Betweenusweformacommunityofsupport for
farmers, covering just about any eventuality and set of circumstances.
```

TheTrusteesconfirmthattheyhavehadregardtotheCharityCommission'sguidanceonpublic benefit
throughoutTirDewi'soperation.ItistheopinionoftheTrusteesofTirDewithatthecharityhas fulfilled
its commitment to public benefit.
```

## **`Where we do it`**

Atthetimeofourpreviousyearend(March2020),wewereprovidingsupporttofarmersinthe three
countiesofCarmarthenshire,CeredigionandPembrokeshirethroughastaffteamof2anda volunteer
team of around 35 including 6 Trustees.  By now, the story is quite different.
```

```
InMayandAugustof2020,weconductedonlinesurveysoffarmersaimedatexploringtheneed for
supportandthenatureofissues.Wehadover250responsesandwereamazedbytherichnessof the
informationgained.Thetwokeylessonswere:-that52%ofrespondentssaidthattheywere struggling
withatleast5separateissuesatthetimeofresponding.That's5seriousissuesthatthreatened either
theirfarmortheirwellbeing.Moreconcerning,however,wasthatupto74%ofrespondentssaid that
eveniftheywerestrugglingwithissues(andweknowfromthepreviousanswerthattheywere), they
stillwouldn'taskforhelp.Theyusedwordssuchasconfidentiality,judgement,reputation, shame,
embarrassment.  It was clear that there was a need, and that there was work to be done.
```

InJuly2020welaunchedtheserviceintoPowysandinAugust2020welaunchedintoConwy, Gwynedd
andtheIsleofAnglesey.Wenowhaveastaffteamof5andover65volunteersincluding8Trustees and
a separate Management Committee for North Wales (2 of whom sit as Trustees).
```

Additionally,welaunchedaYoungFarmers'Project,workingprimarilywiththeYFCMovementin Wales,
aimedatsupportingyoungerfarmerswithissues,helpingthemtoseethevalueinseekinghelpearly in
any period of difficulty and, hopefully, helping to break the cycle of reluctance of farmers to seek help.
```

ThiswasaimedatthethreecountiesofCarmarthenshire,CeredigionandPembrokeshire,withour Project

clubnightsduetoCovid.Weadapted,thereforeandledClub-Zoom-Nightswhichhavebeena great
success, not just in the original three counties, but across Wales.

TirDewihasworkedonover300cases,eachcaseusuallyinvolvinganumberoffamilymembers and
sometimesother3rdparties.Throughthesecaseswehavenowsupportedover1,000individuals with
anenormousvarietyofissuesincludingfinancialworries,relationshipbreakdowns,problems with
suppliers, physical health and the consequences of poor mental health and wellbeing.
```

Sometimes,casesarequitestraightforward-afarmermayhaveanissuethatiscausingdifficultyas they
areunsurehowtocompleteit,don'thavethetimeorareatriskofmissinganimportantdeadline. Here,
wecandeployasuitablevolunteer,supportwiththeissueandresolveitwiththefarmercreatinga very
positive, clear outcome.
```

Sometimesafarmerneedssomeonetotalkto-anopportunityforachat,agoodoldmoanorto discuss
aspecificissue.Here,ourvolunteer,usuallyontheHelpline,willprovidethatlisteningearand, where
possible,wordsofsupportandencouragement.Thatmaybeenough,andwehavecallerswho may
return often to get their opportunity for some 'friendship'.
```

Alltoooften,acasewillinvolveafarmerwithsomanyissuesthattheyhavelosttheabilitytocope; they
cannolongerseetheissuesseparatelyandhavebecomealmostparalysedintheirabilityto resolve
them.Here,ourvolunteersengageformanyweeksorevenmothstoworkwiththefarmerto create
clarity,prioritiseissuesandtosetaboutsupportingthemtoresolvethem.Thisofteninvolves working
with partners (see below) and creating a package of support.

Thesecomplexcasesareoftenseenasthe'headline'cases,butalloftheaboveareimportanttous, and,
of course, to the farmer with the need.
```

## **`Staff`**

UndertakingsuchgrowthduringtheCovidpandemicpresenteduswithanotherchallenge-howto recruit
newstafftoleadtheseprojects.Weadvertised,interviewedandappointed,allonlineandhaveended up
withanoutstandingteam.Wearenow5people-2full-timeand3part-time:-CEO;Regional Manager
South;RegionalManagerNorth;YoungFarmers'Projectmanager;SocialMediaand Communications
Manager (Paid internship).
```

Theyareahighlycommittedandableteamwhoworktirelesslywithourvolunteersandthe wider
farming community, to the benefit of our farmers.
```

## **`Volunteers`** 

```
Ourgrowthhasalsoseenahugeincreaseinthenumberofvolunteers-wearenow65 people,
performingavarietyofrolesandfunctionsfromansweringtheHelplinetotranslatingoursocial media
postsand'cleaning'ourdatabase.Akeyroleperformedbytheseisalsocasework,andthishasalso had
tochangeduringCovidtimes.Ourmethodologyusedtobebasedstronglyonfarmvisits,sittingwith the
farmer,oftenatthekitchentableandhavinglong,in-depthconversations,goingthrough endless
paperworkandcupsoftea.Thishasallhadtochangetotelephone,zoomandonlinemeetings and
support.Ourvolunteershavedoneanamazingjobatdealingwiththis,butwealllongtogetbackto the
kitchen table again.
```

AllvolunteersareDBSchecked,receiveaninductionincludingsafeguardingtrainingandareoffered a
rangeoftrainingsubsequently,someinternal,deliveredbystaffandsomeexternal,eitherprovided by
partners or paid training providers.  Again, this has been online during this year.
```

## **`Launches`**

WeplannedtolaunchourPowysserviceattheRoyalWelshAgriculturalShowinJuly2020.We had
arrangedtousetheYFCPavilionandwerereadyforinvitationstogoouttothefarmingcommunity and
nationalmedia.Theshowwascancelled,butwewentahead.Theeofuswenttoadeserted showground
andfilmedourownlaunch,postingitonsocialmediaandsendingpresscommenttothemedia. It
wasn'ttheeventthatwehadplanned,buttheoutcomewasthesame-ourserviceisnowpresentin the
county.Wehaveasmallteamofvolunteersthere,currentlyonly4,andhaveworkedonrelatively few
casesasweareyettorecruitamanagerfortheregionwhowillworkonpromotingtheservice.This is
currently being covered by our Regional Manager for South Wales.

WeplannedthesameformatforNorthWalesinAugustattheAngleseyShow,withthesameresult and
thesameoutcome.Wehaveadedicatedstaffmemberherandthishasledtoavolunteerteamof 20
there, many are supporting farmers already.

Ourmainadditionalchallengeisgettingthewordouttothefarmingcommunity,butthemediaand our
partners have been very supportive of this.
```

WelaunchedourYoungFarmers'ProjectinAugust2020.Thiswasa'soft'launch,essentiallyjust making
theYFCclubsawareoftheprojectanddemandgreworganically.Ratherthanjustservingtheclubs of
West Wales we have held meetings as far as Anglesey, Flintshire and all points south.
```

## **`Infrastructure`**

Aswehavegrown,sowehavefounditnecessarytohaveamorerobustinfrastructureonwhich to
operate.In2020/2021wehavedevelopedanEmployeeHandbook,aVolunteerHandbookanda suite
oftrainingcoursesandassociatedproviders.Asaresult,wearemoreconfidentinourprocesses and
have a better trained group of people, better able to serve the farmers of Wales.

WehaveidentifiedtheneedforanewDatabase/CaseManagement/Monitoring&Evaluationsystem so
thatwecanbemoreefficient,moresecureandabletoproducemoreaccurateandtimelyreports on
activity.Wehaveengagedwithanexternalproviderforthis;aleadingproviderofsuchsystemsto UK
Charities.  This will have a range of impacts across the organisation and beyond.

WearealsointheprocessofdevelopinganewwebsiteforTirDewiasthis,andoursocialmedia,are an
increasingly 'front line' method of communicating with farmers as a result of Covid.

Withallofthisinplace,wewillbeastronger,moreresilientorganisationand,consequently, better
placed to serve an increasing number of farmers.

ThishasbeenabusyyearforTirDewiaswereceived74newcasesandworkedonalmost100 cases
overall.  There were 46 active cases at the end of March 2021.

again' - confirmation to us that she intends to remain alive.

anysuchthoughtsbutthelabourerfoundhisbossmid-waythroughamorning.Heandthefamily have
struggledinmanyways,bothemotionallyandpracticallyandourvolunteershaveprovided invaluable
support for a long period to help them to adjust.
```

-Wesupportedafarmerwhohadfailedseveralinspectionsandmattersprogressedtoa prosecution.
Hefacedthisaloneand,whileherecognisedthathehadfailed,hedidn'tknowhowtocope. We
supportedhimthroughthecourtprocessandtomakemanyadjustmentstohisfarming method
subsequently.

-Weevenhadthecaseofafarmerwhowasrefusingtoattendhospitalforpotentiallylife-saving cancer
treatmentashehadno-onetolookafterhissheep!Wearrangedforotherstodoso,enabling the
treatment and the farmer is still with us today.

-Otherexamplesincludedisputesoverbills,familydisputesoversuccessionorillness,support of
bereaved families and so much more.

Itishearteningtousthatsooftenwewillreceiveadonationintheposttosaythankyouforour support
either from a farmer, a neighbour or from a local group.

But the best thank-you is seeing a farmer returning to a position of coping after our support.

Allofthisactivitycombinestohelpensurethatourfarmersandfarmscontinuetooperate,that standard
aremaintainedandthatruralcommunitiescontinuetobenefitfromathrivinglocaland foundational
economy.
```

## **`Financial position`**

Theperiodofsignificantgrowthdescribedabovehasrequiredandbeenenabledbyasignificant increase
in funding support.

Wehavelistedthemajorfundingsourcesabove.TheeffectofthesecombinedisthatTirDewihad an
incomeof£144,870duringtheyear,asizeableincreaseoverthepreviousyearsincomeof £35,262.
Activityresultedinasurplusof£37,504ofwhich£15,506wasfromrestrictedfundsand£21,998 from
unrestricted funds.
```

ThefinancialpositionhashadanelementofuncertaintythroughouttheCovidperiod.Examplesof this
include:

- `Lack of ability to attend shows, rallies and other events where we would speak and expect to benefit` 

- `from fundraising activity.` 

- `Lack of ability for outers to stage fundraising events or activities` 

- `Our staff and volunteers have been unable to travel so costs associated with travel and accommodation` 

- `are much lower than forecast` 

- `We have benefitted from Covid related funding from a number of sources.`

expenditure,thisrepresentsbetween5and6monthsreserveswithoutconsideringfurtherfunding. We

satisfied with the financial performance this year.

## **`FUTURE PLANS`** 

## **`What's the prognosis for farming and the need for farm support like ours?`** 

```
Thishasbeenanextraordinaryyearinmanyways,notleasttheimpactofCovid-19,whichnoneof us
could have forecast.  For farmers, though we also had the reality of Brexit happening at the end of 2020.
```

```
Entering 2021/2, farmers are facing even more uncertainty and increasing challenges, including:
```

```
-Brexit.WhileformanyofusitwouldseemthatBrexithascomeandgone,forfarmerstheimpacts are
only just beginning to be felt.  These will include:
```

- `Changes and threats to markets for British produce, most of which remain uncertain at best. - Changes to the main UK farm grants scheme as provided by government. A timetable has been set for this in the next few years but farmer do not yet know what the new structure will look like or how to get there.` 

- `Continuing pressures of inspections and regulation.` 

- `The introduction of NVZs leading to increased cost and uncertainty.` 

- `Additional environmental pressures.` 

- `Ongoing Bovine TB.` 

- `Extreme isolation and` 

- `Covid`

This is an enormous burden which falls not just on an industry, but on every individual farmer.
```

```
Farmersandfarmingfeedsthenationandisthestewardofthecountryside.Weremainoptimistic that
farminghasastrongplaceattheheartofruraleconomiesandthenationasawhole,butfor individuals,
these pressures can often be too much.  This is where Tir Dewi and others like us are so very necessary.
```

```
Duringthenextperiod,wehopetocompleteouravailabilitycoverageacrosstherestofWales, including
theNorthEastandSouthEastandwillbeseekingfurtherfundingsupporttoenablethis.Wewillalso be
lookingforotheropportunitiestopromotefarmsupportandhelpchangebehavioursand attitudes
towards asking for Help.
```

Weareenormouslygratefultoourvolunteers,trustees,managementcommitteecolleagues, staff,
fundersandsupporters.Eachplaysanessentialroleinourabilitytosupportfarmersandtheir families
across Wales.
```

## **`FUTURE FUNDING EXPECTATIONS`**

Manyofthefundingarrangementsagreedduringthisyeararefor3or5yearterms.Thisgivesus some
confidencearoundcontinuityfortheseprojects.Ambitionsforfurthergrowthand development,
however, will bring additional funding needs as well as ongoing funding of core costs.

WeseetheneedfortwomoreregionstobeestablishedtoprovideourfullcoverageofWalesandhope to
be in a position to explore these further during 2021/2.
```

Wecontinuetomaintaintightfinancialcontrolsandtotrytoprovidevalueforevery£spent. Our
relationshipswiththefarmingsector,withorganisationswhomakedonationsandwithour funding
partners remains crucial to our continued ability to provide this much needed service.
```
