ended 30 Sapternber 2023.
Governance and management
The charity is a CIO operated under ihe rutes of its constituiv)n adopted 16 Juty 2018. Once regislerod
with the Charity Commission. the exists'ng unregist8r8d charity immediately transferred all assets.
liabilities, and assets to the CIO in Juty 2018.
Methods adopted for the recruilment and appolntment of new tru$lo8s
Trustees are elected annualty by the members of the charity.
The charlty'¥ organlsatlonal structure and wlder ngtwork
The charity side of the group is managed by lour trustees who are elected from members of the group.
These trustees lake on the role ofthair. treasurer, fundraiser and secretsry. Chanty members can either
be volunteer responders or non-operational associate members Part￿pate in fundraising or
training acmies.
The organisat￿￿OI structure ol the charity indudes the c(M)rdinator of the group (which al presgnt is the
chair trusleel with the group volvnleers who fomi the operational members of the group. The Keele
8cheme is overseen by Wesl MidLgnds Ambulance Servlce Trust who provhje policy and procedures for
our Community First Responders.
The charity continues to benefit from ils relationships within its ne￿ork. The charities. wider slwclure
includes a cl￿e partnership with Wesl MKJlands Ambulance SeNice IWMAS). WMAS provide trained
volunteers (Community First ResFxsnders CFRS) lo Keele Communty First Responders. Thg charlty
81so utilises volunteers from K88le Universty and the local wmmunity to meet ils objectives. The charlty
Continues lo have a cbse relationship wilh Keele Unrversty who provide facilitigs lo enable the charity
to operat8 on the unrversity campus.
Alms and obJecllv8s
The relief of sicknes$ and the preservation of life in Kee￿ and th8 surrounding a￿9 by providlng
trained volunteers lo attend medical emergencies as directed by Wesl Mmllands Ambulance
Service.
To adVar￿ the edu¢atton and training of the publtc in suprort of BasK Life Supwrt.
Summary of tho main actlvltles undertaken
The charity members include the Iruslees and vclunteer community first ￿SPonder$ ICFRS). CFRS are
trained by and operate under the govemance of Wesl Midlands Ambulance Service IWMASI and
spond to 999 emergency calls wrthin the local ￿rnMunty. This volunteer activity involves a period of
"on c811" time Whe￿bY the CFR'S are available lo be dispatched to 999 emergency calls by WMAS. The
scheme owns and ulilises a scheme arnbulance response car to attend emergency calls and for charity
acts"vits'es. On arrival at emergencies. CFRS administer first aid and basic life support. The aim of CFRS
attending local eFnergencies is to reduce the response time of WMAS to lrfe threatening emergencies
and lo provlde lifesaving Inte￿ents"On$ sooner and thereby improve the survival of patients. The chaTtty
atso aims to improve first aid knowledge in the communrty by assisting in providing basic life support
awar8n•ss.
The Charity Success￿lY fundraised and purchased a ne•V resportse car to repLice the current scheme
car which is r￿arIng 12 years old. Grants from the Na￿nal Lottery and Keele University Key Fun(J were
sought and awarded. This along wth a donation from the disbandment of a neighbouring charity
(Madeley Communty First Responders) aThY inlemal fundraising raised £20,000 for the car purchase.
Volunteers are the heart of the charity. TPW provmje ￿ covefage and response to 999 calls. The
volunteers respond to calls, maintsin training. train other membws, and raise funds at local events. The
volunteers also host communtty training courses where they basic lrfe support lechniques to
members of the communtty they serve.

The charity continues to operate and meet its obJecttve*
The charity 'recruited' 2 new CFRS during the period of 2022 - 2023 to expand our active responder
team to 12.
With the 12 months of this report our respondèrs provided 1533 hours of cover and r8sponded to 277
emergency 999 calls.

The results for the year are 8et out on p8ge 6.
The prinapal sources funds are from collgclions at events attended by the charity. Collection pots
are also placed in local lyjsinesses whth are collected regularly. t>onalion$ a￿ periodically made to
the charity. Grants have been awarded in previous financial years. usually with a spe¢lfic purchaslng
and upkeep malntains Ihe operatKJnal ability of the charlty.
No Investm6nts are made by or on behalf of Keel8 Community First Responders.
The organlsatk*n's pollcy on reserves
The charity aims lo keep a reserve of £1.000 to comfortably cover maintenance and njnning of the
charity vehide and essential expenditu￿. At 30 September 2023 the chanty held reserves of £2.194 of
which £nil was ￿$trIcted(2022.' £9.9991 aThJ £2.194 unrestri(#ed {2022: £1,554).
