textile industry to promote textile heritage, education and public

showing how powerful water can be in generating energy to drive
machinery throughout the mill.
Also, how important the mill was in creating employment for the village of

factory manufacturing.
School parties and Educational visits are included in the museum
programme to support the local history elements of curriculum, and to
illustrate how the development of the mill was an integral part of the
Industrial Revolution (particularly textiles) that made Lancashire and
England famous throughout the world in technological developments and
finance.
Showing children how hard their ancestors had to work to survive.
The Trustees are mindful of and are dedicated to the support of the

All assets and **during the year** liabilities were smoothly transferred to the new organisation. In the previous year the Higher Mill Museum Trust, under the guidance of the Lancashire County Council Museum Service, submitted a formal application and all required documentation for re-assessment for Accreditation. As required, special meetings formally approved the submission documents, the relevant policy statements, and the Forward Plan. The process was partially successful, and we were granted Provisional Accreditation. This year a new application was drawn up and submitted for Full Accreditation and this was approved. During 2019 and 2020 the National Trust has been working with the Higher Mill Museum Trust and Lancashire County Council to produce and propose various options to save and reopen the Helmshore site, including Higher Mill. We were pleased that our representative was appointed to the National Trust Lancashire Mills Working Group, based in Manchester. The proposals drawn up continue to be updated and developed and were presented to the County Council Cabinet and full Council. Approval to proceed with in-depth negotiations was approved but due the Covid 19 crisis further progress has been impaired. Until such time that these continuing discussions between the three partner organisations are concluded we are again prevented from making physical progress on the development of Higher Mill. The restoration of the Lineshaft drive from the ancient waterwheel to operate additional ground floor finishing machinery has been surveyed and recommendations received. The Alternative Energy generation Project centred around an Archimedes Screw positioned in the River Ogden and a rebuilt weir have also been surveyed by the Water Authority and others. Further meetings have taken place with the Local Planning Dept, Environment Agency, River and Waterways Authority in preparation for the day we can move forward with these projects. Meetings have taken place with Railway Pathways Ltd to formalise access to the railway arches which border and interconnect with Higher Mill. Acceptable solutions have been reached but we still await the formal documents to be signed. Contact with the LCC Heritage Learning Team regarding Science Clubs and STEM schemes for 2020, has been maintained. Sadly, the Government imposed Covid restrictions have prevented group sessions for the school children have not been possible. Preventative Maintenance and Health & Safety Repair work has been undertaken by our LCC and Museum Service colleagues but it has been impossible due to restrictions to open to the public nor for trustees to meet. Grant applications Upkeep of exhibits and premises. Educational visits by schools under the direction of the Heritage Learning Programme, STEM Club activities and public access. Research into history of the site and the Turner family who founded the Mill in 1789 and exploring its impact on the local community. The findings are in early draft form with a view to eventual publication. Currently investigating the use of alternative energy power i.e. generating electrical energy by means of Archimedes Screw from river which powers the waterwheel. Also planning to extend the waterwheel drive shaft system to power additional textile machinery exhibits. As the Lancashire County Council is in the continuing complex process of withdrawing funding from its own remaining Museums and from those it is contracted to manage, we are seeking a new partner organisation to manage the site.
