## **REPORT OF THE TRUSTEES** 

## **Aims and Purposes** 

Manchester Schools ’ PE Association (the association) was founded by Manchester schools to pool and share resources, knowledge and skills and to provide a collective support and development programme. The association was created in response to falling activity levels, the threat to the standard of delivery of highquality Physical Education for all children and young people, and the need to maintain and develop Manchester schools ’ sports competition/events structure. 

## **Legal Status** 

Manchester Schools’ PE Association has now Charitable Incorporated Organisation Status. The CIO foundation was registered on the 3[rd] July 2018, Charity number 1179052. 

The objects of the CIO are: - 

A. To act as a resource for young people up to the age of 25 living in the Manchester area by providing advice and assistance and organising programmes of Physical, Educational and other activities as a means of: 

   1. Advancing in life and helping young people by developing their skills, capacities and capabilities to enable them to participate in society as independent, mature and responsible individuals; 

   2. Advancing education; 

   3. Relieving unemployment 

   4. Providing recreational and leisure time activity in the interests of social welfare for people living in the area of benefit who have a need by reason of their youth, age, infirmity or disability, poverty or social or economic circumstances with a view to improving the conditions of life for such persons 

- B. To advance education of the public in the subject of physical education.

No remuneration was paid or is payable to any Trustee, nor were there any related party transactions with Trustees 

## **Activities** 

Our objectives have been set to reflect the educational aims and ethos of the association and the school community that make up the membership. Our key objectives for the year included developing and coordinating: 

1. PE Practice through teacher education and support 

2. A programme of school sport and competition 

3. Physical activity, health and wellbeing programme 

4. Leadership framework, developing young coaches, officials and managers 

5. The development of school to community programmes 

**6.** A pathway for gifted & talented PE and sports students 

## **Message from Eamonn O’Rourke , Chair of Manchester Schools’ PE Association .** 

‘Welcome to the Manchester Schools’ PE Association Annual Report 2022-2023. 

The charity has continued to develop and grow in 2023/2024, particularly in relation to the impact that we are having on Young People in Manchester and the growth and consolidation of key strategic partnerships in the city. 

Owing to the unexpected loss of core grant funding in 2023/2024 the charity made a significant unexpected loss. There have, however, been learnings from this and a recovery plan has been quickly implemented that should lead to a resumption of financial stability in 2024/2025. 

The next page demonstrates our key statistics for the year. I would like to thank our staff and key stakeholders for all of their help in achieving excellent impact for Young People in Manchester

## **Financial review** 

## Income 

The Manchester Schools ’ PE Association had an income of £279,889 in the year. 

The income generated was primarily from membership fees and grant funds supported by some other income and bank interest received. Grant Income for the year totaled £153,330 which represented a decrease  of £28,989 on 22/23. Grant funding came from the Holiday Activity Fund, Greater Manchester Sports Partnership, Sport England and Youth Sport Trust. Membership income from schools was £127,358. 

## Expenditure 

Total expenditure for the year was £382,874 

Main expenditure included:- 

- £120,880 on directly employed staff 

- £97,046 on staff hosted by partner schools 

- £54,648 on freelance consultancy support 

- £25,122 on sports consultants and coaches 

- £85,178 on non staff expenditure 

## End of year position 

The net outturn for the year was a deficit of £102,975. 

The unrestricted funds to be carried forward to 2024 are £96,693 of which £80,000 is a designated unrestricted fund (See note 2). 

## **Organisational Structure** 

From September 2023 the operational function of the association was managed by a Senior Leadership Team comprising an Interim Chief Executive, Partnership Development Manager and Business Manager. The Senior Leadership Team was supported by a Programme Manager, 4 Sports Programme Coordinators and 2 League Managers. 

Some changes were made to structure in June 2024 with the retirement of the Interim Chief Executive. The Leadership team then comprised the Director and Business Manager. 

In May 2024 Trustees also approved the merger of Manchester Schools PE Association and Manchester PE and Teacher Training. The full benefits of the merger will be realised in the 2024/2025 financial year.

## **Manchester Schools PE Association Independent Examiner’s Report Year ended 31[st ] August 2024** 

This report on the attached financial statements of Manchester Schools PE Association for the year ended 31 August 2024 is in respect of an examination carried out to the requirements of s145 the Charites Act 2011 (“The Act”). 

## **Respective responsibilities of trustees and the examiner** 

The trustees are responsible for the preparation of the financial statements. The trustees consider that an audit is not required for this period and an independent examination is needed. 

It is my responsibility to: 

- Examine the financial statements (under section 145 of the Act) 

- To follow the procedures laid down in the general Directions given by the Charity Commissioners (under section 145(5)(b) of the Act); and 

- To state whether particular matters have come to my attention. 

## **Basis of this report** 

My examination was carried out in accordance with the general directions given by the Charity Commissioners. The examination includes a review of the accounting records kept by the school and a comparison of the accounts presented with those records the examination was conducted remotely. It also includes consideration of any unusual items or disclosures in the accounts seeking explanations from the governors concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the financial statements. 

## **Independent examiner’s statement** 

In the course of my examination, no matter has come to my attention which gives me reasonable cause to believe that in, any material respect, the governors have not met the requirements to ensure that; 

- Proper accounting records are kept in accordance with section 130 of the Act); and 

- Financial statements are prepared which agree the accounting records and comply with the accounting requirements of the Act; or 

- To which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
