REPORT OF THE TRUSTEES

Aims and Purposes

Manchester Schools’ PE Association (the association) was founded by Manchester schools to pool and share resources, knowledge and skills and to provide a collective support and development programme. The association was created in response to falling activity levels, the threat to the standard of delivery of high-quality Physical Education for all children and young people, and the need to maintain and develop Manchester schools’ sports competition/events structure.

Legal Status

Manchester Schools’ PE Association has now been awarded Charitable Incorporated Organisation Status. The CIO foundation was registered on the 3[rd] July 2018, Charity number 1179052.

The objects of the CIO are:-

A. To act as a resource for young people up to the age of 25 living in the Manchester area by providing advice and assistance and organising programmes of Physical, Educational and other activities as a means of:

  1. Advancing in life and helping young people by developing their skills, capacities and capabilities to enable them to participate in society as independent, mature and responsible individuals;

  2. Advancing education;

  3. Relieving unemployment

  4. Providing recreational and leisure time activity in the interests of social welfare for people living in the area of benefit who have a need by reason of their youth, age, infirmity or disability, poverty or social or economic circumstances with a view to improving the conditions of life for such persons

  5. B. To advance education of the public in the subject of physical education.

Activities

Our objectives have been set to reflect the educational aims and ethos of the association and the school community that make up the membership. Our key objectives for the year included developing and coordinating:

  1. PE Practice through teacher training, education and support

  2. A programme of school sport and competition

  3. Physical activity, health and wellbeing programme

  4. Leadership programme, developing young coaches, officials and managers

5. A pathway for gifted & talented PE and sports students

Message from Steve Wheeldon, Chair of Manchester Schools’ PE Association and Headteacher of Wilbraham Primary School.

‘Welcome to the Manchester Schools’ PE Association Annual Report. 2020-21 has been another testing year with the pandemic impacting on us all and having a profound effect on our young people.

The information presented in this report shows a snapshot of the work undertaken by the association, but more so the power of a collective effort.

As inactivity and sedentary lifestyles threaten our communities’ health & wellbeing, we believe that now, more than ever, we must really work together to ensure that physical activity and sport form a key part of our young people’s recovery, their wellbeing, education and development. I would like to thank our many partners, schools, students, families and funders for their support and commitment.

In particular, I would like to thank Chris, Paul, Doug and Simon, also our dedicated team of Trustees and the host schools: Wright Robinson College, William Hulme’s GS Academy and Our Lady’s RC High School. They have shown unwavering support for staff and the Manchester Schools’ Programme.’

Achievements and Performance

Membership

142 Manchester schools

Membership packs were delivered to all member schools including drawstring bag, medals, School Games values badges, membership certificate.

Programme

MPEA reacted to the Covid Pandemic with a new programme of Autumn Term Virtual Competitions. Working in partnership with GM SGO's and Greater Sport, new opportunities were created encompassing virtual competitions, opportunities for Inter, Intra and Personal Challenges, designed to be flexible, inclusive and provide leadership opportunities.

Following consultation with Primary & Secondary PE leads, additional virtual resources had been created by MPEA team to supplement the offer including:-

Primary

Manchester Mile, 26 schools, 3790 children taken part Boccia, 3 school, 160 children Football Skills, 5 schools, 501 children

Basketball Skills, 1 school, 36 children Multi Skills, 3 schools, 259 children

Secondary

Manchester Mile, 8 schools, 2857 children Boccia, no results

Badminton, no results Gym Fitness, 2 schools, 396 children Football Skills, no results

Five competitions and sets of resources have been offered to Primary Schools, Manchester Mile and Boccia from GM.

Six competitions and sets of resources have been offered to Secondary Schools, Manchester Mile, Boccia, Badminton and Gym Fitness from GM.

Panathlon Challenge – 8 primary, 6 Secondary special have actively engaged with the Challenge 77 Primary School responded to a basic extra-curricular consultation:

"We had a great time with our cross-country races at Birchfields. Over 300 children took part, through choice! over 4 separate 'bubble' races." Judith Wall, Birchfields Primary

Health Champions leadership

New programme created – 27 schools responded (18 Primary, 9 Secondary).

Sports Leadership

New pathway developed – PALs training is being piloted in 4 Primaries throughout December, with roll out in January. Bubble Leadership resources (primary & secondary) shared as an introduction to leadership with further training and resources to support being launched in Spring term.

Bikeability

5 Secondary schools have accessed training in Autumn term with an additional 7 in Spring term.

FA Girls Football Sports Partnership

We entered our 2nd year as Strategic Lead FA Girls Football Partnership, a funded and wellresourced programme for both Primary and Secondary Schools. For 2020/21 all training was virtual.

Financial review

The Manchester Schools’ PE Association had an income of £155,573 in the year. In addition, £71,400 in grant funding was secured, £23,800 paid directly (from the Dept. of Health) to each of Our Lady’s, Wright Robinson and William Hulme Grammar School to fund the salaries of the School Games Organisers (this amount does not appear in the annual accounting statement).

The income generated was primarily from membership fees, grant funds, bank interest received and other areas including workforce development and miscellaneous competition entries. Membership fees from schools was the biggest contributor to income totaling £118,895 (net). There were 142 school members.

Main expenditure included:-

£19,985 was spent to provide the Competition Programme through Coaching & Officials, Facility Hire, Equipment, Medals & Trophies.

£88,442 was spent on grants to schools for staff loaned. This included additional funds to top up grants to the schools hosting School Games Organisers; Doug Martin, Competition Manager; Simon Jones, School Sport Coordinator; with Martin Wright retained as a consultant organising all of the primary and secondary leagues.

The net outturn for the year was a surplus of £11,313. This left an unrestricted general fund surplus of £11,313. Simon Jones’s role (our newest team member) as School Sport Coordinator, appointed to develop the competition programme and expand participation across our school population, resulted in a higher budget for ‘grants to schools for staff loaned’ as anticipated in the business plan. The total surplus came in at a higher figure than was predicted at the start of the year as a result of the reduced competition programme, the result of Covid restrictions.

The unrestricted funds to be carried forward to 2021 are £119,014 of which £101,412 is a designated unrestricted fund (See note 2).

Reserves policy

Obtaining charitable status has assisted the Board of Trustees in the development of business planning options and revenue development to minimise the impact from the 2020-21 financial year and ensure future sustainability of the association as the Department of Health funding was due to cease in March 2021. On the 19 March 2020 Sport England announced that funding has been extended to March 2021 and then subsequently October 2021.

The association developed a reserves policy to achieve a designated unrestricted reserve fund equivalent to 12 months operational costs by August 2020, this being the end date for the current SGO grant funds (NB superseded, now October 2021). In August 2020 the association had £101,412 in the deposit account with operating costs in 2020 of £139,012. (This does not include the subsidy grants paid by the Department of Health directly to the three high schools for the SGOs of £71,400 in 2020-21. This grant matches outgoing salary of the same amount, paid by the respective schools). The Trustees do not consider there are sufficient funds in the unrestricted reserves to increase the designated amount to £139,012 hence the designated amount remains at £101,412.

Organisational Structure

The operational function of the association has been managed by the School Games Organisers & Competition Manager who have been responsible for making decisions on all matters of general concern and importance to the association including the programme and deciding on how it’s funds are best used on a day to day basis. The SGOs and Competition Manager met on at least a bi-weekly basis, consulting with member schools at Primary and Special School PE Subject Leader meetings (7 per year), Secondary Heads of PE meetings (3 per year), with Hub School Head teachers (at least 4 times per year) and key individuals as needed.

Independent Examiner’s Report

This report on the attached financial statements, which have been prepared on the accruals basis, set out on pages 1 to 11, of Manchester Schools’ PE Association for the year ended 31 August 2021 is in respect of an examination carried out to the requirements of s145 the Charites Act 2011 (“The Act”).

Respective responsibilities of trustees and the examiner

The association’s trustees are responsible for the preparation of the financial statements. The association’s trustees consider that an audit is not required for this year and an independent examination is needed.

Basis of this report

My examination was carried out in accordance with the general directions given by the Charity Commissioners. An examination includes a review of the accounting records kept by the association and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts seeking explanations from the trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently I do not express an audit opinion on the accounts.
