## **Section C                    Objectives and activities** 

The Objects of Croeso Llantwit are: 

For the public benefit, the relief of need of those granted refugee status and their families and those seeking asylum in Llantwit Major or the surrounding area in the Vale of Glamorgan, in particular but not exclusively by: 

- providing, or assist to provide, short or long term community financed accommodation; 

- support the provision of aid to refugees or those seeking asylum; 

- advancing their education and training so as to advance them in life and assist them to adapt within a new community; 

- advance the education in general about the issues relating to refugees and to those seeking asylum; 

- the relief of sickness and financial hardship; 

- the relief of unemployment in particular by the provision of vocational and skills advice and support; and

- working with, and supporting, organisations sharing any or all of the above charitable purposes. 

Our key aims and objectives for the 2020-21 financial year were set in the context of the Covid-19 pandemic and the Home Office’s suspension of the Resettlement Scheme while managing UK lockdown.   While the scheme was on hold and while lockdown prevented in person gatherings, our priorities were: 

- to review options for securing appropriate accommodation for the family once the Scheme was reinstated; 

- to continue awareness raising and maintaining our network of supporters through digital communications. 

The Home Office announced resumption of the Scheme in January 2021, and since then our priorities were expanded: 

- to secure appropriate accommodation and finalise preparations for the arrival of a family; 

- to secure final approval of our application from the Vale of Glamorgan Council and from the Home Office for resettlement of a refugee family. 

All of our priorities were aimed at welcoming a refugee family to Llantwit Major at the earliest opportunity.

The purpose of Croeso Llantwit is the support of refugee families in the Vale of Glamorgan through the Community Sponsorship Scheme as identified by the Home Office and the UNHCR under the Vulnerable Persons Resettlement Programme. 

To achieve the specific objectives set for the year, ahead of the resettlement of a family and recognising the constraints of lockdown, our activities contributing to the public benefit have focused on the following Objects of the charity within the community of Llantwit Major: 

## _**Advancing the education in general about the issues relating to refugees and to those seeking asylum:**_ 

We have maintained awareness of issues relating to refugees through periodic digital communications to our network of volunteers and supporters.   Despite the limitations of the lockdown, we have continued to bring in new supporters, bringing issues to the attention of more people who share our commitment to providing assistance to families from the refugee camps and their environs.

**Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)** 

We have continued to maintain our links with national and local government authorities involved in the Resettlement Scheme.  We have also continued to liaise with other Welsh communities that are taking part in the Government’s Resettlement Scheme, continuing our learning from each other that will be of benefit families settling in our communities.   As the local lockdown rules and guidance have allowed, we have maintained contact with a number of Syrian families in the South Wales area building our understanding of what we will need to do to support the family settling in Llantwit Major;  we hope that this contact has also been beneficial to the families that we have met, helping them to feel increasingly at home in South Wales. 

## _**Providing, or assist to provide, short or long term community financed accommodation:**_ 

Suitable, affordable accommodation is scarce in Llantwit Major at the present time, and the Trustees have identified and reviewed the benefits and risks of all options for providing accommodation for the family.   Links with the local letting agencies have been maintained during lockdown to enable rapid identification of suitable accommodation as and when it becomes available. 

## _**Statutory declaration on regard to the guidance issued by the Charity Commission on public benefit:**_ 

At the time of registering Croeso Llantwit as a charity with the Charity Commission, the first trustees gave explicit consideration to the benefit aspect and public aspect of the public benefit guidance.   Core to the purpose of Croeso Llantwit is the relief of need, including financial need, of a refugee family being resettled in the UK.   It was also agreed that Croeso Llantwit should work in such a way as to bring benefit to the wider community through advancing awareness and education on issues facing refugees thereby building a more tolerant and understanding community. Furthermore, fund-raising events would be community-based helping to increase the sense of community within the town.   All current trustees have read the guidance issued by the Charity Commission on public benefit.

The support and participation of our network of volunteers has been essential to us remaining committed and able to welcome a family to our community.   We have retained volunteers to work in a number of key areas, including: 

- Housing; 

- Education; 

- Preparation of basic information for the family on arrival;

   - Language and Interpretation; 

   - Cultural awareness training for volunteers; 

   - Health and Safeguarding;

- Since lockdown in March 2020, although much of the active work of the Charity has been put on hold, we have continued to maintain the community of volunteers and supporters through social media and e-mail channels, providing regular updates on Croeso Llantwit and information on wider refugee issues, and encouraging mutual support during a period of isolation. 

## Section D                      Achievements and performance 

**Summary of the main achievements of the charity during the year** 

As a result of our activities during the year: 

- We have maintained our network of supporters within the community - we have over 100 local residents who wish to be kept informed of progress and events; and we have over 50 active volunteers. 

- We have continued to raise funds through donations from individuals that will enable us to equip and furnish a home as well as cover the minimum of £9,000 required by the Home Office for the Government’s Community Sponsored Resettlement Scheme; 

- • We have re-engaged with the Home Office since the Resettlement Scheme resumed to ensure our application can receive final approval as soon as suitable accommodation is secured; 

- • We have continued to raise awareness within the community of the purpose of the charity and of issues facing refugees.

During financial year 2020-21, our principal sources of new funding have been: 

- a capital grant from The George Gibson Charitable Trust to enable us to refurbish and equip the house; and 

- donations from individual members of the public. 

Expenditure has been limited during 2020-21 due to the Scheme being on hold.

At the time of submitting this Annual Return, but falling into the next year’s reporting period, we have secured suitable accommodation and have received the final approval from the Vale of Glamorgan Council and the Home Office.   A family has been identified by the Home Office/UNHCR, and we are making final preparations for their arrival.
