## **Structure, Management and Governance** 

Christ Church PCC is a body corporate and operates under the _Parochial Church Councils (Powers) Measure 1956_ and the _Church Representation Rules._ 

The PCC complies with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults). The PCC has adopted The House of Bishops’ ‘Promoting a Safer Church: safeguarding policy’; and diocesan safeguarding policies and practice guidance. 

The method of appointment of the PCC members is set out in the Church Representation Rules. All Church members are encouraged to register on the Electoral Roll and stand for election to the PCC. 

The PCC meets every two months and has three sub-committees: The Standing and Mission Committee, Finance Committee and Social Committee, which meet as required and report to the full PCC on a regular basis. 

Membership comprises: - Standing and Mission Committee: Team Rector, Churchwardens, and PCC Vice Chair, Secretary and Treasurer. Finance Committee: Team Rector, Churchwardens, Treasurer plus one other member.  Social Committee: PCC members plus other non-PCC members. 

The Safeguarding Officer and Safety Officer report to the PCC as required. 

Five members of the Church (in addition to the Team Rector) are on the Board of Governors of Christ Church and Cinnamon Brow CE Primary Schools. 

Christ Church is part of the East Warrington Team of Churches, which also includes the Church of the Ascension, Birchwood & Woolston. Revd Neil Shaw, of Christ Church, is Team Rector of the Warrington East Team. He was appointed Area Dean of Warrington in April 2019 and was installed as a Canon Diocesan at Liverpool Cathedral in November 2019. 

## **Objectives and Activities** 

The general functions of the PCC are stated within section 2 of the Parochial Church Councils (Powers) Measure 1956 and specifically that the PCC “is to co-operate with the minister in promoting in the Parish the whole mission of the Church, pastoral, evangelical, social and ecumenical.” 

When planning activities for the year, the PCC gave consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion. 

At Christ Church we have adopted the following mission statement:- 

_We, belonging to Christ’s Church, discover in our relationship with God the love, joy and peace that he gives. In Jesus Christ we find acceptance whatever our faults and his willingness to walk with us whatever our circumstances. Through the Holy Spirit we go out in forgiveness, power and strength, with heads held high and hearts burning within us to witness and reflect his love in our interactions with everyone we meet._

We agreed that during 2023 we would: 

- Support Church Collective in their developing mission 

- Prepare for the Diocesan 'Fit for Mission' programme. Warrington Deanery is in the second cohort in 2023 

- Build back our congregations following the COVID pandemic 

- Engage with the 'Leading your Church into Growth' programme (LyCiG) 

- Develop lay leadership and enable members to discover and use their gifts to a greater extent 

- Increase our range of approaches for deepening discipleship, particularly those which might engage those who connect with us on a fringe basis 

- Plan to develop closer links with local communities, such as Harpers Green independent living complex. 

During 2023 the parish of Christ Church was extended, following the closure of the Church of the Resurrection, Cinnamon Brow in November 2022. Christ Church welcomed former members of the Church of the Resurrection to our congregations. During 2023 the Church of the Ascension in Woolston, the other church in the Warrington East Team of Churches, remained in interregnum. 

In September 2023, Louise Appleby was licensed as a Lay Reader and now serves the parish with Revd Neil Shaw and Revd Heather Haddow (Curate). 

During 2023, two members of the PCC attended regular follow up meeting for the Leading your Church into Growth (LyCiG) programme. These members provided regular feedback to the PCC, helping the PCC to plan for growth. A group was set up to develop an action plan for LyCiG. As part of this initiative, we replaced our traditional sidespeople at services with ‘welcomers’, whose role is to welcome all attendees to services,  especially those who are new or visitors, to sit with them and chat to then after the service, as appropriate. 

Bible study sessions were help in May and a ‘prayer chain’ was set up to provide a fast response when people request prayer support, particularly in emergencies. 

In November the PCC made the decision to join ‘Fit for Mission’ , the Diocese of Liverpool's strategy to make four things our priorities - introducing people to Jesus, deepening discipleship, developing new Christian leaders and working for justice. Fit for Mission includes a plan to remove the weight of governance and administration that may get in the way of these priorities, by joining forces across wider areas and becoming larger parishes. The PCC decided that it wanted to engage in the Fit for Mission journey with other churches in the Warrington deanery starting in January 2024, so that we will have the opportunity to shape the future mission and ministry of the larger parish together. However the PCC feels that there are several barriers that could cause major problems in joining together with others in the way envisaged by Fit for Mission. During the ‘Acting as if’ phase of the programme (2024-25) we hope that these barriers can be discussed and resolved. . 

Christ Church hosts Church Collective which aims to fulfil God's call to plant a network of microchurches (called ‘Collectives’) across Warrington. Each Collective gives communities across Warrington an alternative expression of church, complementing the parish system. All Collectives share the same values: “we invite everyone to play their part as we worship creatively, love generously and serve locally.” 

Part of the mission of each Collective is to go to where people are, not expecting people to ‘come to

us.’ Hence, Collectives meet in different neighbourhoods, engage with different networks of people in schools, the university, coffee shops, church buildings, and in other appropriate spaces relevant to that specific community. Collectives are always looking to plant new groups of Jesus-centered, disciple making, Spirit led communities. Church Collective has a particular focus to reach the ‘Missing Generation’ as identified by the Church of England as the least represented group in the Church. Church Collective therefore positively prioritises the under 30s in terms of resources, time and style of gathering . 

Church Collective is led by Revd Simon Renison, who during 2023 also fulfilled the role of University of Chester Chaplain in Warrington. Church Collective employs one full-time Youth Director and currently has a part-time vacancy for an Operations Manager. In addition, Church Collective has an ordinand working three days per week. 

Christ Church hosts Church Collective on a zero-cost basis and funding for Church Collective is through the Church Commissioners’ Strategic Development Funds. This financial support, together with additional secured funding, extends to March 2025. 

## **Achievements and performance including review of charitable achievements against objectives** 

The following section summarises our main areas of activity and performance. 

## **Electoral Roll** 

At the end of the year the Electoral Roll stood at 127. This is 32 fewer than at the end of 2022, since the number of people who have died, moved away or no longer attend considerably exceeds the number of new members. Previously, separate figures were given for resident and non-resident members, but the enlarged parish boundaries means that this distinction is no longer relevant. 

## **Worship** 

## _**Christ Church**_ 

On Sundays we hold our Parish Communion service at 11am. On the first Sunday of the month, this is preceded by a Said Communion morning service at 9am. On the second Sunday of the month, Parish Communion is replaced by an all-age worship service called ‘Active Church’, followed by a shortened Communion Service. In the evening we hold our REFRESH informal worship service. These are contemplative gatherings where we sing modern worship songs and make time for God to speak to us through the Holy Spirit. Our all-age SPACE service is held on the fourth Sunday of the month, in addition to the morning Parish Communion service. 

Average attendance at Sunday Services is 55 adults and 3 children at the Parish Communion service, with averages of 8 adults at the 9am monthly service and 12 adults at the monthly REFRESH service. Average attendance for Active Church services are 56 adults and 24 children and for SPACE services, 10 adults and 8 children. These figures are similar to attendance in 2022. 

Online services and talks, which originally started during lockdown, by Revd Neil Shaw and Revd Heather Haddow continue and are available via Christ Church Facebook. 

A midweek communion service is held on Wednesday mornings, with an average attendance of 10 adults. 

Baptism services are held on the first and third Sunday of every month, with a total of 26 (30 in 2022) children being baptised during the year.  A special service is held every year when dollies made for each child at their baptism are presented to them. There were 5 weddings (6 in 2022) and 18

## funerals (18 in 2022) during 2023. 

Special services were also held in church. As well as a service on Remembrance Sunday, a remembrance service was held on 9 November by the 1330 (Warrington) Squadron Air Cadets which was attended by people from all over Warrington. In December the Christingle service attracted 273 adults and children. 

The Carol Service, Christmas Eve crib service, Midnight Communion and Christmas Day services attracted a total of 385 adults and children (420 in 2022). 

## _**Church Collective**_ 

2023 was a year of missional opportunity and growth within Church Collective: 

Three Collectives started (Smile Collective at St Margaret’s School, Youth Collective in the Youth Zone and Student Collective in Vale College) and 3 continued to grow (Howley, Online and Town Centre). 

At the start of September we counted and saw that 100 people in total would call Church Collective their home. 

In partnership with Warrington Youth for Christ, we hosted two mission weeks, seeing over 8,000 young people across nine high schools. Both ended with a ‘Fuse’ gig, where the Gospel was proclaimed and many young people made a commitment to following Jesus. A number of these now attend Youth Collective. 

Fifty people attended an Alpha course in the autumn. 

We hosted four key events over the year: a series of Easter events, one of which was an ‘immersive garden’ experience on Good Friday, using high quality, in house produced video technology to immerse people into the story, at the University of Chester, Warrington; a ‘weekend at home’ inviting people to have a church weekend together full of teaching, worship and fun; our second birthday party marketplace, exhibiting all Church Collective has to offer; and Christmas, hosting over 20 different mission events throughout December. 

2023 was also a year of challenges and shifts: 

Two Collectives stopped (Time Square Collective at the University and Great Sankey Collective) and another Collective that we had permission to plant, was unable to start (Garden Collective at Meadowside School). 

We tried to recruit a part-time Youth Worker, with no success. The Operations Manager (Bobbi Lee) and Resource and Creative Director (Mark Wilks), both left at the end of December, leaving a significant hole in the team, but providing opportunity for growth and development in different areas. (A full-time Youth Director, Pete McDade, has subsequently ben appointed). 

We continue to have more opportunities to plant Collectives than we have people to lead them, which is frustrating as Church Collective wants to see as many Collectives across the town as Jesus will ordain, so we can see yet more Christians impacted by the Gospel. 

Finally, financial giving didn’t hit the target we were praying it would. At the start of 2024 we have embarked on a giving campaign to rectify this. 

Overall 2023 felt like a balance of joys and challenges. We are praying that this year we are able to shift that balance so we see continued growth as we embark on the Fit for Mission journey. 

Church Collective continues to thank the PCC for its support, generosity and governance.

## **Church Organisations** 

The Mothers’ Union enjoyed a varied monthly programme in 2023 including interesting speakers telling members about ‘Teaching English in China’, Walking the Camino de Santiago de Compostela’, the Bali International conference for midwives, plus life at St Elphin’s by Revd June Steventon. A guided visit around St Oswald’s Church, Winwick was also on the agenda. There was a celebration of our Deanery Festival and also Mary Sumner Day (the founder of the Mothers’ Union) at St Elphin’s. Social events included a strawberries and cream tea, a harvest lunch and a meal at the Millhouse. Membership has been retained and fellowship enjoyed during 2023. 

The _**Fellowship Group**_ has continued to meet virtually on Zoom throughout 2023. The book ‘Growing older and wiser’ by Dale and Sandy Larsen, and also various Bible passages, including the gospel of Matthew were studied. The Group continues to pray for those who have asked for prayer, either for themselves or others who need prayers during difficult circumstances. 

The _**Choir**_ meets weekly and sings at the 11.00 service on the first Sunday of the month and at festivals. The choir hosts a new monthly event called _**Harmony**_ , where favourite hymns and worship songs are chosen and sung by those attending. Each session has a guest speaker who shares something of their life and faith, as well as a Bible reading, prayers and information on the music and lyrics of the hymns selected for that month. 

## **Pastoral Care to the Community** 

Our _**Knit and Natter**_ group continues to meet on the first Saturday of every month and is an opportunity to share craft activities, fellowship and refreshments. This attracts non-church goers. 

Our _**Warm Spaces**_ initiative ended in January, but coffee shop continues to open every Wednesday from 10-12 pm for those attending weekday communion. 

Communication with members of the congregation and the parish was maintained through Facebook and a weekly email to around 100 congregation members, which provides regular updates about church services and activities. The Revd Neil Shaw prepared weekly Morning Prayer service sheets for people to use in their private devotions. Paper copies of all communications were delivered to 12 people who do not have access to the internet or social media. 

## **Youth and Children’s Work** 

_**Active Church**_ services are held once a month aimed at children and families. These services are very popular and include craft activities related to the theme of the service. _**SPACE**_ services are held once a month in the afternoon and include **S** ongs, **P** rayers, **A** ctivities, **C** hat and **E** at(ing). 

Revd Neil Shaw and Curate Revd Heather Haddow lead school-based acts of worship at _**Christ Church Primary School.**_ This comprises fortnightly assemblies as well as special festival celebrations in Church (Christmas, Easter, Harvest and a Leavers service). In addition, during 2023 school-based acts of worship were also led by the Revd Neil Shaw and Revd Simon Renison (Church Collective) at _**Cinnamon Brow Primary School**_ (following the closure of the Church of the Resurrection, Cinnamon Brow) on a fortnightly basis, as well as an Easter service in church. Revd Neil Shaw led school-based worship at _**Woolston Primary School**_ (during the interregnum at the Church of the Ascension, Woolston) twice per half term. 

Curate Heather Haddow also ran three morning play sessions for children under five during August. Each session attracted about 20 children plus their carers, who all enjoyed play, games and free refreshments.

We continue to provide our _**Open the Book**_ sessions to Christ Church Primary School and from November 2023, we started to provide sessions to Cinnamon Brow Primary School as well. We endeavour to provide at least one session per month for each school. The sessions are delivered by a small team of volunteers, who together with a class of children, tell and act out a Bible story using the resources provided by the Open the Book section of the Bible Society. 

## **Charity & Fund Raising** 

The _**Social Committee**_ and members of the congregation organised a range of events to raise funds, including a Last Night at the Proms Concert with the Band and Drums of the Cheshire Constabulary; concerts by Warrington Musical Society; a Coronation Party & Picnic to celebrate the coronation of His Majesty King Charles III; a Garden Party and the Christmas Tree Extravaganza; as well as a coffee morning. 

Coffee mornings were held for various charities throughout the year, including the _**Children’s Society**_ and _**Macmillan Nurses**_ . Also, a _**Fairtrade**_ stall selling Fairtrade food and fairly traded crafts is held regularly in church. 

Collections were held in church and online for _**Christian Aid**_ , during Christian Aid week and for the Disasters Emergency Committee’s _**Turkey-Syria Earthquake Appeal.**_ 

Our _**Harvest**_ service was held in October and members of the congregation brought food items which were then donated to the Padgate branch of the _**Warrington Food Bank**_ . 

At our _**Toy service**_ at the beginning of December, members of the congregation donated new toys for children who would otherwise have very little. These toys were then collected and distributed by the NSPCC. 

The Mothers’ Union again supported _**Operation Christmas Child**_ and sent Christmas shoe boxes to the charity Samaritan’s Purse. 

The annual _**Christingle Service**_ in December was attended by 273 adults and children. This service and the house boxes held by members of the congregation, together with a coffee morning, raised funds for the _**Children’s Society**_ . This year, this service was followed by our _**Carols around the Tree**_ event which attracted over 200 people and featured carols played by a brass band, a nativity reenactment by children from Christ Church School and carols sung by children from Cinnamon Brow School. There was also a food collection for _**Padgate Food Bank**_ , as well as a cash collection for the Food Bank. This event to support the Food Bank is in addition to donations from our harvest service and our local collection point in church, which members of the congregation regularly support. 

## **Church Buildings and Grounds** 

During 2023 all gutters and downspouts were cleared and a split downspout repaired on the north side of the nave. Debris and vegetation were cleared from the vestry roof, and broken slates were replaced and repointing carried out. Slates were repaired on the choir vestry roof, following a leak. 

A replacement leaded window was fitted in the porch, following a break-in in December 2022. 

The exterior floodlight on the East window was replaced with a new LED floodlight and outdoor sockets were fitted. The carpets were replaced in the vestry, clergy vestry and choir vestry. 

The PCC discussed plans for changes in the church to create a space which is more usable and flexible and which could be used for community activities. Our priorities are improved toilet, kitchen and meeting room facilities, better disabled access and seating and more flexible space for mission and community activities, such as concerts and children’s activities. A small group was formed to progress

these ideas and discussions took place with the church architect. 

The Churchyard is cared for by the Friends of Christ Church Graveyard and by a team who are part of the Community Payback Scheme of the Ministry of Justice. The team has been very effective at keeping the graveyard tidy, by clearing leaves, strimming and mowing the grass and pruning shrubs. The team worked one day per week in the graveyard. We are very grateful to the supervisors and members of the Community Payback Team and the Ministry of Justice for helping to maintain the graveyard. 

All the tree work recommended on 21 trees in the tree survey by Treewise Solutions was carried out in February 2023, following List B approval by the Archdeacon. 

In the summer, the dilapidated fence between the car park and the Garden of Remembrance was replaced. The new fence was jointly funded by the Friends and the PCC of Christ Church. 

The Friends Group held three clear-up days during 2023, and the 1330 Squadron Air Cadets held one clear-up morning and cleaned military graves. To honour the Coronation of King Charles III a camellia bush was planted in the front border of the Garden of Remembrance in May. 

The Friends were successful in their application to Warrington Charities Trust for funds for another noticeboard and a plaque to commemorate infants and neo-natal babies buried throughout the graveyard. The noticeboard was ordered at the end of 2023 and will be installed in 2024. A full report on the activities of the Friends during 2023 can be found in the Friends Annual Report and Accounts year ending December 2023. 

## **Communications** 

The publication of Christ Church’s parish magazine, _**Grapevine**_ , came to an end in March 2023, following the retirement of the long-serving editor, Sue Robinson. No replacement editor has yet been found. 

Christ Church is on Facebook: **Christ Church Padgate** ; Twitter: **@PadgateChurch** and YouTube. The **Friends of Christ Church Graveyard** is also on Facebook. 

Christ Church website: **www.ccpadgate.co.uk** is undergoing re-development. 

As noted above, a weekly email is circulated to around 100 members of Christ Church providing regular updates on church services and activities. 

## **Plans for 2024**

- Increasing our range of approaches for deepening discipleship, particularly those which might engage those who connect with us on a more fringe basis

## **Church Collective:** 

- Establishing depth across Church Collective 

In 2024 we are asking God for depth across Church Collective: depth in spiritual growth, seeing people commit to Jesus and being baptised/confirmed; depth in spiritual formation to see key discipleship imperatives outworked in people such as prayer, worship, giving and service; and depth in people to be raised up and released into leadership, to outwork the aim of having at least 8 Collectives by the end of 2024. 

## **Financial Review** 

The PCC continued to review the costs of running the church, making decisions that show the church’s commitment given to the Diocese in 2012 to pay all liabilities as they fall due, including the Parish share. 

The PCC is registered with the Charities Commission in England and Wales reference number 1178871. 

## **Report on Accounts for 2023** 

The attached accounts for the year ended 31 December 2023 show that the overall income raised in 2023 across all funds was £96424 (£94064 in 2022). 

Overall Planned giving decreased by 4.6% compared to 2022 being £45446 in 2023 (£47641 in 2022) 

There have been several problems during the year with the card reader machine that was installed at the back of church last year so that contactless donations and gifts could be made, mainly due to the reader being unable to connect to the church internet which have been solved by strengthening the booster signal. 

The contactless gifts received during 2023 amounted to £933.00 (£770 in 2022), this is included in Collections and other giving. 

The money received from Fees for weddings and funerals increased by £981 (being £10500 in 2023 compared to £9519 in 2022). 

In February 2023 in recognition of the energy crisis the Diocese gave a grant of £615 (£1000 in 2022) towards heating costs. 

Various fundraising events were held during the year raising a total of £4604.00. These included King Charles III Coronation Garden Party (£568), Last Night of Proms (£1383), the Christmas Tree Extravaganza (£1466), Warrington Musical Society concerts (£175), and a Coffee Morning (£1062). 

The Carols around the Christmas Tree event held in December 2023 made an overall profit of £1204.29 which was shared with the Padgate Foodbank (£602). 

The Parish Share decreased by 3%, being £76499 in 2023 compared to £78866 in 2022. 

In 2022 in recognition of the continued pressure on church finances during the pandemic, Liverpool Diocese allowed a Parish Share credit of £3128 in 2022 and an Archdeacon’s credit of £12707 which meant that we actually had to pay £63031, plus the one month arrears from 2021, resulting in a total payment of £69098 in 2022. We have received no such help in 2023, but we managed to pay £63749 in 2023 leaving a shortfall of £12750 outstanding. 

The other running costs of the church show an overall increase of £650 being £27469 in 2023

(£26819 in 2022). 

The total energy costs for the year have increased by £1710 in 2023 to £7451 (£5741 in 2022) and are broken down as: 

Gas £5395 (£4479 in 2022), Electricity £1608 (£922 in 2022) and Water £448 (£340 in 2022). 

Savings of £2156 have been made in Printing and Stationery costs mainly due to the non-publication of the Church magazine since March 2023. 

The repairs figure of £4522 includes £1506 for replacing the window in the porch which was smashed during a burglary. This cost was covered by the insurance claim received in 2023. The repairs figure also includes £580 on vestry carpets, £780 on roof repairs and £354 deposit for a new notice board. 

The balance in the Reserve Account at the year end 31/12/2023 has increased to £14728 (£11195 in 2022), this is due to some legacy moneys being retained for future use. 

## **Church Collective Fund** 

Since July 2021 Church Collective is being hosted by Christ Church Padgate and their finances are being administered through a restricted fund by the PCC and overseen by Liverpool Diocese. 

The accounts for the collective are shown within the other funds for completeness, there is no cost incurred by Christ Church in administering this fund. 

## **Reserves Policy** 

In 2021 as the church is a registered charity the PCC agreed that it would be prudent to retain two months running costs amounting to £15000, as a reserve. This is in line with Diocesan guidelines. In 2022 this amount was reduced to £10000 in order to assist with pressures on cash-flow. This policy is reviewed regularly. 

## **Performance of Investments** 

Investments are placed with the CCLA in the CBF Church of England Deposit Fund. These investments attracted £909 interest in 2023 (£367 in 2022).
