The PCC has adopted The House of Bishops’ ‘Promoting a Safer Church: safeguarding policy’; and diocesan safeguarding policies and practice guidance. The method of appointment of the PCC members is set out in the Church Representation Rules. All Church members are encouraged to register on the Electoral Roll and stand for election to the PCC. The PCC meets every two months and has three sub-committees: The Standing and Mission Committee, Finance Committee and Social Committee, which meet as required and report to the full PCC on a regular basis. Membership comprises: - Standing and Mission Committee: Team Rector, Churchwardens, and PCC Vice Chair, Secretary and Treasurer. Finance Committee: Team Rector, Churchwardens, Treasurer plus one other member. Social Committee: PCC members plus other non-PCC members. The Safeguarding Officer and Safety Officer report to the PCC as required. Three members of the Church (in addition to the Team Rector) are on the Board of Governors of Christ Church CE Primary School. Christ Church is part of the East Warrington Team of Churches, which also includes the Church of the Resurrection, Cinnamon Brow, and the Church of the Ascension, Birchwood & Woolston. Revd Neil Shaw, of Christ Church, is Team Rector of the Warrington East Team. He was appointed Area Dean of Warrington in April 2019 and was installed as a Canon Diocesan at Liverpool Cathedral in November 2019. ## **Objectives and Activities** The general functions of the PCC are stated within section 2 of the Parochial Church Councils (Powers) Measure 1956 and specifically that the PCC “is to co-operate with the minister in promoting in the Parish the whole mission of the Church, pastoral, evangelical, social and ecumenical.” When planning activities for the year, the PCC gave consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion. At Christ Church we have adopted the following mission statement:- _We, belonging to Christ’s Church, discover in our relationship with God the love, joy and peace that he gives. In Jesus Christ we find acceptance whatever our faults_ 2 _Annual Report Christ Church, Padgate, Warrington, 2022_ _and his willingness to walk with us whatever our circumstances._ ## _Through the Holy Spirit we go out in forgiveness, power and strength,_ _with heads held high and hearts burning within us to witness and reflect his love in our interactions with everyone we meet._ ## We agreed that during 2022 we would: - Support Church Collective in their developing mission - Build back our congregations following the COVID pandemic - Engage with the 'Leading your Church into Growth' programme (LyCiG) - Prepare for the Diocesan 'Fit for Mission' programme. Warrington Deanery will probably be in the second phase in early 2023 - Plan to develop new congregations, one of which will be led by our Choir with the working title of 'Harmony'. During 2022, all of our services resumed in church, although our Said Communion service on a Sunday morning was re-introduced in December on a different basis (9am rather than 8.30am and on a monthly basis). We also introduced new events, such as REFRESH, Harmony and Knit and Natter (see below), in an attempt to broaden our worship provision and to serve our church communities. Two members of the PCC, together with Revd Neil Shaw, attended a residential conference in June as a foundation for the LyCiG programme. This group continues to attend a series of regular follow up meetings and feedback to the PCC, helping the PCC to plan for growth. During 2022 we also kept up to date with the Diocesan 'Fit for Mission' programme, as Warrington Deanery is in Cohort 2 in 2023. In 2022 Revd Heather Haddow joined Christ Church as curate, from Church Collective, and was priested at Liverpool Cathedral in June. During 2022 the Church of the Ascension in Woolston remained in interregnum. Revd Tracey McLoughlin from the Church of the Resurrection at Cinnamon Brow retired in January and in September the difficult decision was taken to close the Church of the Resurrection, with the last service taking place in November. Our Team Lent course in 2022 was held on Zoom and focused on _The Seven Churches in Revelation_ . Padgate Walking Day resumed in June 2022 and was organised by Churches Together. In September the bell at Christ Church tolled, the flag flew at half mast and the church was open for private prayer and reflection to commemorate the passing of Her Majesty Queen Elizabeth II. Christ Church hosts Church Collective which aims to fulfil God's call to plant a network of microchurches (called ‘Collectives’) across Warrington. Each Collective gives communities across Warrington an alternative expression of church, complementing the parish system. All Collectives share the same values; 'We invite everyone to play their part as we worship creatively, love generously and serve locally.’ Part of the mission of each Collective is to go to where people are, not expecting people to ‘come to us’. Hence, Collectives meet in different neighbourhoods, engaging with different networks of people in schools, the university, coffee shops, church buildings, and in other appropriate spaces relevant to that specific _Annual Report Christ Church, Padgate, Warrington, 2022_ 3 community. Collectives are always looking to plant new groups of Jesus-centered, disciple making, Spirit led communities. Church Collective has a particular focus to reach the ‘Missing Generation ’as identified by the Church of England as the least represented group in the Church. Church Collective therefore positively prioritises the under 30s in terms of resources, time and style of gathering . Church Collective is led by Revd Simon Renison, who during 2022 also fulfilled the role of University of Chester Chaplain in Warrington for 1.5 days per week. Church Collective employs one full-time Resource and Creative Director, and part-time posts of Operations Manager and Youth Pastor. In addition, Church Collective has an ordinand working 3 days per week. Christ Church hosts Church Collective on a zero-cost basis and funding for Church Collective is through the Church Commissioners ’Strategic Development Funds. In 2022 Church Collective was successful in securing additional funding, from the Henry Smith Charity, of £56,000 over 3 years from April 2022 through to March 2025, which will help to extend staff contracts. People within Church Collective are also starting to give financially. It takes time for new Christians to give financially, and the missing generation has less disposable income, however the target of £18,200 was almost achieved. ## **Achievements and performance including review of charitable achievements against objectives** The following section summarises our main areas of activity and performance. ## **Electoral Roll** At the end of the year the Electoral Roll stood at 159 (93 resident and 66 non-resident in the parish). This is eight fewer than at the end of 2021, since the number of people who have died or moved away exceeds the number of new members. ## **Worship** ## _**Christ Church**_ On Sundays we hold our Parish Communion service at 11am. On the second Sunday of the month we hold an all-age worship service called ‘Active Church’, followed by a shortened Communion Service. In the evening we hold our new REFRESH informal worship service. These are contemplative gatherings where we sing modern worship songs and make time for God to speak to us through the Holy Spirit. Our all-age SPACE service is held on the fourth Sunday of the month, in addition to the morning Parish Communion service. In December we re-launched our Said Communion Sunday morning service at 9am on a monthly basis. Average attendance at Sunday Services is 52 adults and 3 children at the Parish Communion service. Average attendance for Active Church services are 50 adults and 21 children and for SPACE services, 18 adults and 14 children. These figures are approximately 30% lower than pre-COVID 2019 figures. Online services and talks, which originally started during lockdown, by Revd Neil Shaw and Revd Heather Haddow continue and are available via Christ Church Facebook. A midweek communion service is held on Wednesday mornings, with an average attendance of 11 adults. Baptism services are held on the first and third Sunday of every month, with a total of 30 (14 in 2021) children being baptised during the year. A special service is held every year when dollies made for each child at their baptism are presented to them. One young person and one adult were also 4 _Annual Report Christ Church, Padgate, Warrington, 2022_ baptised in 2022. There were 6 weddings (6 in 2021) and 18 funerals (11 in 2021) during 2022. Special services were also held in church. As well as a service on Remembrance Sunday, a remembrance service was held on 10 November by the 1330 (Warrington) Squadron Air Cadets which was attended by people from all over Warrington. In December the Christingle service attracted 140 adults and children. Christmas services were not as popular as the same services before COVID, attendance being 19% lower; however the Carol Service, Christmas Eve crib service, Midnight Communion and Christmas Day services attracted a total of 420 adults and children. ## _**Church Collective**_ In September 2022 Church Collective celebrated its first anniversary, with a joint celebration service at Christ Church. Four Collectives were established in this first year (fulfilling the target) at Howley (engaging families on a Sunday morning in a Community Centre); Orford Park (engaging parents and toddlers in Orford Park for a ‘forest church ’Collective, Thursday 2pm); Online Collective (engaging the missing generation, Online, Monday’s 8.30pm) and at Great Sankey (engaging people of all ages, Sunday 3pm in a home). In October, Time Square Collective started, using the University buildings in town, engaging with students and young professionals (18-30s), as well as the monthly Cinnamon Brow Collective, which is a re-launch of the Church of the Resurrection’s Messy Church in Cinnamon Brow Cof E School. Momentum is building and more people are engaging with Church Collective. The target set by the Church Collective funders (the Church Commissioners ’Strategic Development Funds) is 50 new adults, per year. From September 2021 to December 2021 average attendance was 24 adults and 12 children per week across all the Collectives. At the end of December 2022 there was an average weekly attendance of 61 adults and 32 children. Church Collective continues to thank the PCC for their support, generosity and governance. ## **Church Organisations** The _**Mothers’ Union**_ held monthly meetings from February to December. These included Stations of the Cross and Advent services and celebrating Mary Sumner Day (the founder of the Mothers’ Union) at St Elphins Church. Social events included afternoon tea at the Church of Resurrection with its MU members, a meal at the Little Manor and a quiz. Talks from the curate of St Elphins, Debbie Lovett about her life in Turkey and from James Tobiason about Padgate in 1850 were entertaining and informative. The MU also organised the Christmas shoebox appeal as part of the Samaritan’s Purse ‘Operation Christmas Child’. Thanks to Sandra Bryers and Beverley Fearn for their six years as MU branch leaders and to Pat Lord (treasurer) and Anne Murray (secretary), for their many years of service as they retire. The MU will continue with various people helping at different times The _**Fellowship Group**_ has continued to meet virtually on Zoom throughout 2022. Three members have moved from Warrington but are still able to attend the meetings. The book of James was studied during the year. The Group continues to pray for those who have asked for prayer, either for themselves or others who need prayers during difficult circumstances. The _**Choir**_ meets weekly and sings at the 11.00 service on the first Sunday of the month and at festivals. The choir hosts a new monthly event called _**Harmony**_ , where favourite hymns and worship songs are chosen and sung by those attending. Each session has a guest speaker who shares something of their life and faith, as well as a Bible reading, prayers and information on the music and 5 _Annual Report Christ Church, Padgate, Warrington, 2022_ lyrics of the hymns selected for that month. ## **Pastoral Care to the Community** During 2022, some of our usual pastoral care activities continued to be curtailed. The Coffee Shop remained closed and we were unable to host the Community Party for senior members of the congregation. We did, however launch some new activities. In October we launched _**Knit & Natter**_ **,** an opportunity to share craft activities, fellowship and refreshments on the first Saturday of each month. In December we started a _**Warm Spaces**_ initiative, two mornings a week, in an attempt to help those facing issues with rising energy bills and the cost of living. This initiative lasted six weeks, but was unsuccessful in attracting those in particular need. It was decided however, to open the coffee shop every Wednesday from 10-12 pm for those attending weekday communion. Communication with members of the congregation and the parish was maintained through Facebook and the website. An email list of around 100 congregation members provided regular updates about church services and activities. The Revd Neil Shaw prepared weekly Morning Prayer service sheets for people to use in their private devotions. Paper copies of all communications were delivered to around 15 people who do not have access to the internet or social media. ## **Youth and Children’s Work** _**Active Church**_ services are held once a month aimed at children and families. These services are very popular and include craft activities related to the theme of the service. _**SPACE**_ services are held once a month in the afternoon and include **S** ongs, **P** rayers, **A** ctivities, **C** hat and **E** at(ing). Revd Neil Shaw and Curate Heather Haddow lead school-based acts of worship at _**Christ Church Primary School.**_ This comprises fortnightly assemblies, special festival celebrations in Church and delivering Confirmation preparation for all in Years 5 and 6. In addition, during 2022 school-based acts of worship were also led by the clergy at _**Cinnamon Brow Primary School**_ (following the closure of the Church of the Resurrection, Cinnamon Brow) and at _**Woolston Primary School**_ (during the interregnum at the Church of the Ascension, Woolston). In October 2022, our _Open the Book_ sessions at Christ Church Primary School resumed. The sessions are delivered by a small team of volunteers who, assisted by the children, usually tell two Bible stories every half term, to both KS1 and KS2. ## **Charity & Fund Raising** The _**Social Committee**_ and members of the congregation organised a range of events to raise funds, including a Last Night at the Proms Concert with the Band and Drums of the Cheshire Constabulary; concerts by Warrington Musical Society; a Jubilee Garden Party to celebrate the Platinum Jubilee of Her Majesty Queen Elizabeth II; and the Christmas Tree Extravaganza; as well as a coffee morning and a wine tasting evening. Christ Church is registered as a charity on Amazon Smile, so that every time purchases are made, a small amount is donated to the Church. Coffee mornings were held for various charities throughout the year, including _**Traidcraft Exchange**_ and _**Macmillan Nurses**_ . Also, a _**Fairtrade**_ stall selling Fairtrade food and fairly traded crafts is held regularly in church. Collections were held in church and online for _**Christian Aid**_ , during Christian Aid week and for the Disasters Emergency Committee’s _**Ukraine Appeal**_ . 6 _Annual Report Christ Church, Padgate, Warrington, 2022_ Our _**Harvest**_ service was held in October and members of the congregation brought food items which were then donated to the local food bank. At our _**Toy service**_ at the beginning of December, members of the congregation donated new toys for children who would otherwise have very little. These toys were then collected and distributed by the NSPCC. The annual _**Christingle Service**_ in December was attended by 140 adults and children. This service and the house boxes held by members of the congregation, raised funds for the _**Children’s Society**_ . The Mothers’ Union again supported _**Operation Christmas Child**_ and sent Christmas shoe boxes to the charity Samaritan’s Purse. We host a collection point for _**Warrington Food Bank**_ , which members actively support. ## **Church Buildings and Grounds** During 2022, the gutters were cleaned and unblocked, damaged downspouts were repaired and vegetation was cleared from the church walls. Repairs were also carried out to the vestry and choir vestry roofs. The Churchyard is cared for by the Friends of Christ Church Graveyard and by a team who are part of the Community Payback Scheme of the Ministry of Justice. The team has been very effective at keeping the graveyard tidy, by clearing leaves, strimming and mowing the grass and pruning shrubs. The team worked two days per week in the graveyard, although there was a gap of several months due to the ill-health of the supervisor. During this time members of the regular maintenance team came out of retirement to mow the grass. In 2022 permission was obtained from the Archdeacon (under List B works) for the work on the trees in the graveyard, recommended in the tree survey, which was caried out by TreeWise Solutions Ltd in 2021. This work will be carried out in February 2023. Funding for this work was raised by the Friends of the Graveyard, with the majority of the funds being provided by grants from the Co-op local fund and Poulton-with-Fearnhead Parish Council and the remainder from Christ Church’s Burial Fund. The Friends Group held six clear-up days during 2022, and the 1330 Squadron Air Cadets held one clear-up morning and cleaned military graves. The fences along the western and eastern boundaries of the woodland graveyard were repaired with funding from the Parish Council, and a new gate was fitted at the entrance to the woodland graveyard. A magnolia tree was planted in the Garden of Remembrance to commemorate the Platinum Jubilee of Her Majesty Queen Elizabeth II. The Friends were successful in their application to the Co-op Community Fund for 2022-2023 and should receive funds in 2023. A full report on the activities of the Friends during 2022 can be found in the Friends Annual Report and Accounts year ending December 2022. ## **Communications** The publication of Christ Church’s parish magazine, _**the Grapevine**_ , continued during 2022, both electronically (on Facebook and circulated by email) and in hardcopy. As well as the regular distribution, it is also placed in the library and community centre. Large print versions are available on request. The **Friends of Christ Church Graveyard** is also on Facebook. 7 _Annual Report Christ Church, Padgate, Warrington, 2022_ ## **Plans for 2023** ## **Christ Church:** - Supporting Church Collective in their developing mission - Preparing for the Diocesan 'Fit for Mission' programme. Warrington Deanery is in the second cohort in 2023 - Building back our congregations following the COVID pandemic - Engaging with the 'Leading your Church into Growth' programme (LyCiG) - Developing lay leadership and enabling members to discover and use their gifts to a greater extent - Increasing our range of approaches for deepening discipleship, particularly those which might engage those who connect with us on a more fringe basis - Planning to develop closer links with local communities, such as Harpers Green independent living complex. ## **Church Collective:** - Establishing further Collectives By Easter 2023, Church Collective will have planted three more Collectives: Youth Collective in Warrington Youth Zone (engaging with 12-18 year olds); Smile Collective (a community meal at St Margaret’s CE School); and Garden Collective (a community garden at Meadowside School). These focus on planting collectives around social action projects and taking people on a discipleship journey in these spaces. The eight Collectives by April 2023 will be: ## **Financial Review** The PCC continued to review the costs of running the church, making decisions that show the church’s commitment given to the Diocese in 2012 to pay all liabilities as they fall due, including the Parish share. The PCC is registered with the Charities Commission in England and Wales reference number 1178871. 8 _Annual Report Christ Church, Padgate, Warrington, 2022_ ## **Report on Accounts for 2022** The attached accounts for the year ended 31 December 2022 show that the overall income raised in 2022 across all funds was £94064 (£93507 in 2021). Overall planned giving remained the same being £47641 in 2022 (£47761 in 2021). In August 2022 a card reader machine was installed at the back of church so that contactless donations and gifts could be made. The contactless gifts received during 2022 amounted to £770 which is included in Collections and other giving The money received from Fees for weddings and funerals increased by £1505 (being £9519 in 2022 compared to £8014 in 2021). In November 2022 in recognition of the energy crisis the Diocese gave a Grant of £1000 towards heating costs. Various fundraising events were held during the year raising a total of £5000. These included Jubilee Garden Party £807, Last Night of Proms £1441 the Christmas Tree Extravaganza £1532 Warrington Musical Society concerts £279, Coffee Morning £632 and Wine Tasting £307. The Parish share increased by 2%, being £78866 in 2022 compared to £77322 in 2021. In recognition of the continued pressure on church finances during the pandemic, Liverpool Diocese allowed a Parish Share credit of £3128 in 2022 (£4032 in 2021) and an Archdeacon’s Credit of £12707 which meant that we actually had to pay £63031 plus the 1 month arrears from 2021. The total Parish Share paid in 2022 was therefore £69098. The other running costs of the church show an increase of £3792. This is mainly due to having paid £3516 for choir vestry roof repairs. Although the energy costs show a slight decrease in 2022 compared to 2021, this is not actually the case, as the accounts for 2021 included £1901 which covers Oct to Dec 2020. The actual figures for energy costs for the 2022 are broken down as: Gas £4479 (£3490 in 2021), Electricity £922 (£753 in 2021) and Water £340 (£306 in 2021) The balance in the Reserve Account at 31/12/2022 has decreased to £11195 (£15807 in 2021). ## **Church Collective Fund** Since July 2021 Church Collective is being hosted by Christ Church Padgate and their finances are being administered through a restricted fund by the PCC and overseen by Liverpool Diocese. The accounts for the collective are shown within the other funds for completeness. There is no cost incurred by Christ Church in administering this fund. ## **Reserves Policy** In 2021 as the church is a registered charity the PCC agreed that it would be prudent to retain two months running costs, amounting to £15000, as a reserve. This is in line with the Diocesan guidelines. In 2022 this amount was reduced to £10000 in order to assist with pressures on cash-flow.
