Structure, Management and Governance
Christ Church PCC is a body corporate and operates under the Parochial Church Councils (Powers) Measure 1956 and the Church Representation Rules.
The PCC complies with the duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016 (duty to have regard to House of Bishops’ guidance on safeguarding children and vulnerable adults). The PCC has adopted The House of Bishops’ ‘Promoting a Safer Church: safeguarding policy’; and diocesan safeguarding policies and practice guidance.
The method of appointment of the PCC members is set out in the Church Representation Rules. All Church members are encouraged to register on the Electoral Roll and stand for election to the PCC.
The PCC meets every two months and has three sub-committees: The Standing and Mission Committee, Finance Committee and Social Committee, which meet as required and report to the full PCC on a regular basis.
Membership comprises: - Standing and Mission Committee: Team Rector, Churchwardens, and PCC Vice Chair, Secretary and Treasurer. Finance Committee: Team Rector, Churchwardens, Treasurer plus one other member. Social Committee: PCC members plus other non-PCC members.
The Safeguarding Officer and Safety Officer report to the PCC as required.
Three members of the Church (in addition to the Team Rector) are on the Board of Governors of Christ Church CE Primary School.
Christ Church is part of the East Warrington Team of Churches, which also includes the Church of the Resurrection, Cinnamon Brow, and the Church of the Ascension, Birchwood & Woolston. Revd Neil Shaw, of Christ Church, is Team Rector of the Warrington East Team. He was appointed Area Dean of Warrington in April 2019 and was installed as a Canon Diocesan at Liverpool Cathedral in November 2019.
Objectives and Activities
The general functions of the PCC are stated within section 2 of the Parochial Church Councils (Powers) Measure 1956 and specifically that the PCC “is to co-operate with the minister in promoting in the Parish the whole mission of the Church, pastoral, evangelical, social and ecumenical.”
When planning activities for the year, the PCC gave consideration to the Charity Commission’s guidance on public benefit and, in particular, the specific guidance to charities concerned with the advancement of religion.
At Christ Church we have adopted the following mission statement:-
We, belonging to Christ’s Church, discover in our relationship with God the love, joy and peace that he gives. In Jesus Christ we find acceptance whatever our faults and his willingness to walk with us whatever our circumstances. Through the Holy Spirit we go out in forgiveness, power and strength, with heads held high and hearts burning within us to witness and reflect his love in our interactions with everyone we meet.

We appreciated that 2021 would be a time of reflection and review. We agreed that during 2021 we would:

assess how we intend to develop our 2020 Objectives:

prioritise and rectify issues raised in the Quinquennial report

continue to look at and discuss development of building and facilities

look at how we continue to integrate and embed the Diocesan Rule of Life into the fabric of our personal lives and lives together at Christ Church

review our weekly service schedule in the light of the successes of our online services
During 2021 COVID-19 restrictions still presented challenges to progressing our objectives and also to our ability to continue to make provision for public worship and to serve our church communities.
Services had resumed in church in July 2020 on Wednesdays. These services continued during 2021 and in September 2021, services resumed on Sundays at 11am in church. Online services continued as well, but the 8am Sunday service did not resume.
At the end of July 2021 Revd Rebecca Roberts left the Church of the Ascension in Woolston for a new post in the Diocese of Blackburn. Revd Tracey McLoughlin from the Church of the Resurrection at Cinnamon Brow was on long term sick leave and so some flexibility was required in services at Christ Church, to allow Revd Neil Shaw to provide cover as required.
Our Lent course in 2021 was held on Zoom and focused on the Prayers of Jesus . In June we considered human identity, relationships, sexuality and marriage in the Church of England Living in Love and Faith course, which was also held on Zoom.
In March 2021 Christ Church PCC was approached by Transform North West to act as the sponsor parish for a new church in Warrington, called Church Collective. The aim of Church Collective is to establish mid-sized worshipping communities of people meeting together in their locality in different and creative ways, focusing on mission. All the Collectives reach out in practical ways to prioritise community-togetherness and mutual encouragement in faith, with the focus being on engaging with younger generations. Most of the focus will be in schools, colleges and the university, and on young professionals and families in and around the town centre. Revd Simon Renison, Leader of the Church Collective and Revd Heather Haddow, curate, were licensed to Christ Church in 2021, but are released to carry out the work of the Church Collective in Warrington, with no major involvement in carrying out duties in the parish. Funds and resources for Church Collective are funnelled through the parish, but there are no financial liabilities for Christ Church as the Deanery has funds to support the project.
Achievements and performance including review of charitable achievements against objectives
The following section summarises our main areas of activity and performance.
Electoral Roll
At the end of the year the Electoral Roll stood at 167 (101 resident and 66 non-resident in the parish). This is eight fewer than at the end of 2020, since the number of people who have died or moved away exceeds the number of new members.

Worship
From January to April, services in church were suspended due to the COVID lockdown and services continued to be delivered online. The church opened on Good Friday for an hour for private prayer and reflection and then on Easter Sunday for Holy Communion. Following this in April, services resumed on Wednesday mornings, under COVID restrictions (booking system, socially distancing, one way system, hand sanitising, celebrant only receiving the wine).
In April/May we circulated a short questionnaire so that we could assess how services should be planned for the future, given the success of our online services during the pandemic. The results demonstrated that the online services have provided support and comfort for many people during COVID and that there is strong support for online services to continue post-COVID. This would probably result in only one in-church service on a Sunday, but there was no consensus over an acceptable time for that service to be held. The situation in the Warrington East Team (the interregnum at Woolston and the sick leave of Revd Tracey McLoughlin at Cinnamon Brow) meant that any resumption of in-church services at Christ Church would be on a temporary basis until the situation in the Team became clearer.
Services resumed in church on Sundays at 11am in September, but with some restrictions still in place (only the celebrant receiving the wine in communion, sharing the peace by waving, words on screen and no use of hymn books or service sheets, no after-service refreshments). Online services were still held on Facebook. Active Church and SPACE services continued to be held on Facebook, until they resumed in church in October.
Special services were also held in church. As well as a service on Remembrance Sunday, a remembrance service was held on Armistice Day by the 1330 (Warrington) Squadron Air Cadets which was attended by over a hundred people from all over Warrington. In December the Christingle service attracted 130 adults and children.
Christmas services were not as popular as services before COVID, however the Carol Service, Christmas Eve crib service, and Christmas Day services attracted a total of over 300 adults and children.
There were 14 baptisms in 2021 (7 in 2020). There were 6 weddings (0 in 2020). Neil Shaw conducted 11 funerals (17 in 2020), mostly at Walton Lea Crematorium or the Chapel at Warrington Cemetery.
Church Collective
The Core Planting Team of Church Collective was set up during the summer and autumn of 2021 (Vicar, Curate and the Creative and Resourcing Pastor) and three Collectives were launched: Howley (town centre residential community) on a Sunday morning reaching out to families; Orford Park engaging parents with toddlers; and Online-Collective engaging young professionals/adults. Collectives are intentionally 'warm' in faith content, not shying away from talking about Jesus, but ensuring a space where people of faith and no faith feel comfortable and welcomed. Within all the Collectives stories are told and questions posed to allow the space for people to think about their own relationship with Jesus. For people making commitments to follow Jesus, there are sessions of intentional discipleship, prayer, worship and accountability called ‘Rhythm’. Using the language of 'hot' 'warm' and 'cold', Rhythms would be 'hot', intentionally looking at the Bible and listening to God in prayer. In these sessions small groups of 3-6 people use SOAP Bible Study (Scripture, Observe, Application, Prayer). Additionally 'cold' events happen where first contacts and relationships can be built.
Further Collectives are planned for 2022, including a Youth Collective, with more in following years Collectives will emerge across Warrington in homes, parks, coffee-shops, community-centres,

schools and will provide a welcome to all, facilitating a culture and community which model God's love and commend faith in an accessible way. Each new Collective will differ in its approach in reaching-out to new people, being tailored to the needs and opportunities of each new setting and will test and trial new pioneering approaches. However, all Collectives will inhabit the same values; 'We invite everyone to play their part as we worship creatively, love generously and serve locally.'
Church Collective continue to thank the PCC for their support, generosity and governance.
Church Organisations
Activities of our church organisations continued to be severely restricted during 2021.
The Mothers’ Union held meetings in October, November and December. MU leaders maintained contact with members through regular phone calls, and delivering bookmarks and leaflets from the Prayer Trust. The MU also organised the Christmas shoebox appeal as part of the Samaritan’s Purse ‘Operation Christmas Child’.
The Fellowship Group has continued virtually on Zoom throughout 2021, with about eleven members attending. The study of St John’s Gospel continued from 2020, followed by the study and discussion of the Fruit of the Spirit. Each session includes prayers for those who are ill or who need prayers during difficult circumstances.
Pastoral Care to the Community
During 2021, our usual pastoral care activities were curtailed. The Coffee Shop was closed and we were unable to host the Community Party for senior members of the congregation.
Communication with members of the congregation and the parish was maintained through Facebook and the website. An email list of around 100 congregation members provided regular updates about church services and activities. The Revd Neil Shaw also prepared weekly Morning Prayer service sheets for people to use in their private devotions. Paper copies of all communications were delivered to around 25 people who do not have access to the internet or social media.
Youth and Children’s Work
During 2021, our Open the Book sessions at Christ Church Primary School and the Teddy Bears’ Picnic were cancelled.
Active Church and SPACE services continued to be held on Facebook, until they resumed in church in October.
Charity & Fund Raising
Our usual charity and fund raising activities were severely curtailed during 2021, with the Garden Party and Brass Band concert cancelled.
In September, a one-off Gift Day was held to raise funds for our depleted reserves which had been used to pay our ongoing costs and financial commitments, following a significant drop in income during the pandemic. A total of £8759 was raised.
The Christmas Tree Extravaganza was held in church in 2021, on the theme of ‘light’. Trees were decorated on behalf of the Mothers’ Union, NSPCC, Friends of Christ Church Graveyard and the 26[th] Warrington Cubs, as well as by members of the congregation. Crafts made by members of the congregation were also available for sale and a catalogue of Christmas Crafts for sale was also compiled (and made available via Facebook and email). The Christmas Tree Extravaganza, Crafts and the Warrington Musical Society Christmas Concert raised over £1578 for church funds.

In June, ‘Walking Boots for Books’ , a sponsored walk by members of the congregation, raised £1070 for the library at Christ Church school.
Funds were also raised for external charities. There was no Christian Aid house-to house collection during 2021, however a Christ Church online donation page raised £360. In October a coffee morning for Macmillan Nurses raised £546.
Our Harvest service was held in church in October and members of the congregation were encouraged to bring food items which were then donated to the local food bank. Our Toy service at the beginning of December, was also held in church and members of the congregation donated new toys for children who would otherwise have very little. These toys were then collected and distributed by the NSPCC.
The annual Christingle Service in December was held in church, with donations being forwarded to the Children’s Society.
Church Buildings and Grounds
During 2021, repairs were carried out to the main gate and, following the work on the new heating system, to the panelling in the nave.
The Churchyard is cared for by volunteers in the regular maintenance team and by the Friends of Christ Church Graveyard. During 2021 the maintenance team met regularly to carry out mowing in the graveyard. In November Revd Neil Shaw was contacted by the Community Payback Scheme of the Ministry of Justice to see if the scheme could help with work in the graveyard. The PCC agreed to the scheme and at the beginning of December a small team started working two days a week on the graveyard mainly clearing leaves and fallen branches and twigs. This arrangement will be kept under review.
In 2021 the PCC funded a tree survey by TreeWise Solutions Ltd of Carlisle, which was organised by the Friends Committee. The report concluded that the overall condition of the trees is very good, with no defects being identified that require urgent attention. Work is recommended on about 30 trees, in a priority order starting from work required in the next twelve months, then the next two years, then the next four years. The next stage in the process will be for the Friends to get estimates for the recommended work and then secure the funding. Permission for the work will be obtained by the PCC from the Diocese.
The Friends Group held six clear-up days during 2021, and the 1330 Squadron Air Cadets held one clear-up morning and also presented the Friends with a donation of £500, which they raised on a sponsored cycle ride. Work to enhance the entrance to the Woodland graveyard has been carried out. The main path to the Woodland through the churchyard has been repaired with funds from Poulton-with-Fearnhead Parish Council, as has the fence on the northern boundary of the woodland graveyard, with funds from Warrington Borough Council. In addition, Poulton-with-Fearnhead Parish Council agreed to fund the repair of the fences on the western and eastern boundaries of the Woodland graveyard, where needed. This work is now scheduled for 2022. The Friends were successful in their application to the Co-op Community Fund, and were selected as a local community cause and so received nearly £3000 in 2021. Communications
The publication of Christ Church’s parish magazine, the Grapevine , continued during 2021, both electronically (on Facebook and circulated by email) and in hardcopy, although the usual distribution in shops, the library and community centre was not possible. The ‘pew slip’ weekly newsletter was

Financial Review
The PCC continued to review the costs of running the church, making decisions that show the church’s commitment given to the Diocese in 2012 to pay all liabilities as they fall due, including the Parish share. The PCC is registered with the Charities Commission in England and Wales reference number 1178871.
Report on Accounts for 2021
The Coronavirus Pandemic continued to affect the church finances and services etc during 2021 with the church being closed until September; the reserves had to be used to continue to pay the bills as they fell due.
The attached accounts for the year ended 31st December 2021 show that the overall income raised in 2021 across all funds was £93507 (£84433 in 2020).
The increase is due to the very successful Gift Day held 25th September 2021 which raised £8759 which includes a donation of £2000 from Coffee shop.
Planned giving continued to decrease slightly (£1169 down on 2020), this was due to the reduced receipt of envelopes as the amounts received from the Parish Giving scheme and those paying by Standing order remained the same.
The money received from Fees for weddings and funerals increased by £3950 (being £6884 in 2021 compared to £2933 in 2020).
In December the Church again held a Christmas Tree Extravaganza which raised £1578 which includes £220 from the Warrington Musical Society concert held during the Extravaganza.
The Parish share had increased by 3.13% being £77322 in 2021 compared to £74969 in 2020.

In recognition of the continued pressure on church finances during the pandemic Liverpool Diocese allowed a Parish share credit of £4032 in 2021 ( £10216 in 2020) which meant that we actually had to pay £73290. Unfortunately due to reduced cash-flow we only paid £67223 (representing 11 out of 12 shares for the year)
Other running costs of the church show an increase of £3205 which is mainly due to having paid 5 quarters’ gas bills in 2021 (£1901 relates to Oct to Dec 20) The increase shown in Insurance is due to the fact that we now paid 12 monthly direct debit compared with 8 in 2020 when we changed to direct debit to help with cash-flow
Burial Ground fund expenditure includes £1680 being the fee for a complete Tree Survey that was carried out in order for the Friends of the Graveyard and PCC to plan necessary works.
The balance in the Reserve Account at the year end 31/12/2021 has increased to £15807 (£14202 in 2020).
Church Collective Fund
Since July 2021 Church Collective is being hosted by Christ Church Padgate and their finances are being administered through a restricted fund by the PCC and overseen by Liverpool Diocese.
The accounts for the Collective are shown within the other funds for completeness, there is no cost incurred by Christ Church in administering this fund.
Reserves Policy
As a registered charity the PCC agreed that it would be prudent to retain 2 months running costs amounting to £15000, as a reserve. This is in line with the Diocese’s guidelines.
This policy is reviewed regularly.
Performance of Investments
Investments are placed with the CCLA in the CBF Church of England Deposit Fund.
