The trustees of Tavistock Street Pastors are pleased to present their report together with the unaudited financial statements of the charity for the year ended 31[st] December 2022.

Tavistock Street Pastors is a Charitable Incorporated Organisation (CIO) and was incorporated on 13[th] June 2018.

Any new trustees may be appointed by existing ones. The trustees meet at least 4 times a year and delegate to the Management team the operational decisions required to run the charity. Management team meetings are ordinarily held quarterly.
AIMS AND PURPOSES:
The objects of the CIO are for public benefit, in the geographic area of Tavistock and beyond as the Trustees may from time to time determine in accordance with Charity Law in England and Wales, as follows:

To advance the Christian faith in accordance with the Street Pastor License Agreement with “Acsension Trust” through:

the provision of public pastoral care services to help people on the streets, in the local secondary college and other public places, giving guidance, support and signposting which assist in preserving public order, avoid anti-social behaviour, relieve sickness and preserve health;

enlightening others about Christianity through raising awareness and understanding of ecclesiastical relevance to community and public life, mobilising the Church ecumenically to unity of worship and to advance the Christian faith by carrying out the mission and outreach work of the Gospel for the benefit of the public.

To develop the capacity and skills of socially disadvantaged groups in our community in such a way that they are better able to identify, and help meet, their needs and to participate more fully in society; in particular but not exclusively through raising awareness, promoting, sustaining and increasing individual and collective knowledge, skills and expertise, through the practical development of individual capabilities, competences, skills and understanding

through formal training, informal talks and capacity building in voluntary services, according to Christian principles and the Street Pastor Urban Trinity principle of Church, Police and Local Government working together for the benefit of the community.
FINANCIAL REVIEW:
The principal sources of funding in 2022 were gifts from individuals and a grant from Devon County Council (Growing Communities Fund), along with individual contributions from trainee Street Pastor volunteers. Total income for the year was £2,563 (2021: £1,975). Total expenditure was £3,006 (2021: £1,905) resulting in a decrease in reserves of £443 (2021: increase of £70).
Increased expenditure in 2022 was largely attributed to the replacement of uniforms and equipment, much of which had been in use since the initiative began in 2009.
ACTIVITY:
There was a return to more normal levels of activity after the disruption of the Coronavirus pandemic with daytime and night-time Street Pastor patrols taking place each weekend. School Pastor patrols at Tavistock College, which had been temporarily suspended throughout 2021, were thankfully able to resume once again in June 2022.

All of the Street, School and Prayer Pastors give their time as volunteers, and many also help the charity in other ways on a voluntary basis. The trustees record their gratitude for everyone’s contribution and commitment.
PLANS FOR THE FUTURE:
The trustees in conjunction with the Management Team have set the following goals for the next 12 months:

To continue to deploy Street and Prayer Pastors on Friday and Saturday night-time patrols and daytime patrols on Fridays and occasional Saturdays;

To continue to deploy School Pastor patrols serving the needs of Tavistock College each Wednesday lunchtime;

To encourage, recruit and train further Street, School and Prayer Pastor volunteers allowing us to maintain numbers at existing levels as some long-standing volunteers have now stood down;

Continue to maintain our engagement with Tavistock Town Council, West Devon Borough Council, the South-West Regional Safety Partnership, and our local Policing team;

To appoint new trustees and management team members as some of our longer-serving volunteers plan to step down from their roles during the coming year.

RISK MANAGEMENT:
The Trustees have identified the risks to which the Charity is exposed and have developed and reviewed policies and procedures to ensure that appropriate measures are in place to mitigate those risks. In particular, the arrangements for the resumption of patrolling at Tavistock College following the disruption of the Coronavirus pandemic involved refresher training for safeguarding procedures for all involved. Trustees will continue to review all policies and procedures as necessary.
TRUSTEES’ RESPONSIBILITIES FOR THE FINANCIAL STATEMENTS:
The Trustees are responsible for preparing financial statements for each financial period which clearly show the state of affairs of the charity and of the surplus or deficit of the charity for the period. In preparing these financial statements the trustees are required to:

Select suitable accounting policies and apply them consistently;

Make judgements and estimates that are reasonable and prudent;

Prepare the accounts on a going concern basis unless it is inappropriate to presume that the charity will continue in existence;
The trustees are responsible for keeping proper accounting records which disclose with reasonable accuracy at any time the financial position of the charity and to enable them to ensure that the accounts comply with the Charities Act 2011 and the Statement of Recommended Practice 2015 (FRS102). They are responsible for safeguarding the assets of the charity and hence making reasonable steps for the prevention and detection of fraud and other irregularities.
