REPORT OF THE TRUSTEES
FOR THE YEAR ENDED 31 DECEMBER 2022
Thetrusteespresenttheirreportwiththefinancialstatementsofthecharityfortheyearended31December 2022.
ThetrusteeshaveadoptedtheprovisionsofAccountingandReportingbyCharities:Statementof Recommended
Practice applicableto charities preparing their accountsin accordancewith the FinancialReporting Standard applicable
in the UK and Republic of Ireland (FRS 102) (effective 1 January 2019).

OBJECTIVES AND ACTIVITIES

Objectives and aims

Themuseumwillcollect,preserveandexhibitandartefactsrelatingtothegathering,analysisanddissemination of
Military Intelligence across the Army, Navy and Air Force.

Significant activities

Principleworkcompletedin2022wasthestrategicinterpretationplanforathematicvisitorexperience.This was
agreedbyTrusteesfollowingprofessionaldesignconsultancy,fundedbyaprivatedonor.Negotiationswere begun
withaprivatedeveloper,tooccupyaderelictbuildingadjacenttoamajorexistingvisitorexperience,andwith the
Trust which controls that existing centre.

Public benefit

Thetrusteesareawareoftheirpublicbenefitobligationsandaresatisfiedthattheyhavecompliedthroughout the
year with the guidance published by the Charity Commission.

ACHIEVEMENT AND PERFORMANCE

Charitable activities

All activityin 2022 focussedon the developmentof businessplans and strategicinterpretationdesigns for  establishing
anewMuseuminaderelictbuildingadjacenttoanexisting,andrelated,majorvisitorattraction.Thepropertyis in
privatehandsbutdiscussionswiththecharitabletrustwhichcontrolsthemainsitecentredaroundasingle pay
perimeterandseamlessvisitorexperienceforbothsitestogether.Thestrategicdesignestablishedtheprinciples of
interpretationalong with examples of display styles, themes and storytelling.The fundamentalprinciples of a  thematic,
ratherthanchronologicalinterpretation,were agreedbytheBoard.Negotiationsforthenew sitewere continuing at
yearend,andinviewoftheslowprogressinongoingparalleldiscussionsbetweenprivateownersandthe existing
visitorsite,alternativefuturesiteswereconsideredasabackupshouldthisfirstpreferencenotbepossible. One
ex-officio Trustee left and was replaced.

FINANCIAL REVIEW

Financial position

Thecharityhasincomingresourcesof£51,316(2021:£95,575)andoutgoingresourcesof£36,236(2021: £87,705)
resultingina netsurplusof £15,080(2021:£7,870).Thecharityhasunrestrictedfundsof £30,772(2021:£15,692) to
be carried forward.

Reserves policy

The charityis currentlyholdingfunds of £30,772.The charitywill continueto seek fundingto supportthe transferto a
new site.

FUTURE PLANS

ThetrusteesarenowundertakingfurtherworkonunderlyingbusinessplansforaviableMuseumof Military
Intelligenceinthepublicrealm.Onesiteisunderconsideration.Aninitialdesignstrategyandschematicwill be
deliveredinthefirsthalfof2022.Nofinaldecisionhasbeentakenandnoleaseorotherlegalor financial
commitmentswill be made untilthe charityis certainthatit has financialsecurityto move forward,and the impact of
the pandemic is clear.
Longterm,thetrusteesplanforthischaritytosubsumetheolderMilitaryIntelligenceMuseumCharity (Registered
CharityNumber:278909)onceplansforthenewsitearebetterdevelopedandappropriatefundingisinplace, at
which point the Military Intelligence Museum Charity will be closed down and all assets transferred.

STRUCTURE, GOVERNANCE AND MANAGEMENT

Governing document

The charityis controlledby its governingdocument,a constitutionunder the foundationmodel,and was createdon  6
June 2018 under registration number 1178669.

Recruitment and appointment of new trustees

TheCIOhasbeencreatedforthespecificpurposeoflocatingasiteandconstructionofanewmuseum.The current
trusteeshavetherequisiteskillstomovetheprojectforwardandtheCIOwilllooktorecruitnewmembersas the
project progresses.

Induction and training of new trustees

Allnewtrusteesareinstructedtoreviewthematerialavailablefromthecharitycommissionregardingtrustee roles,
specifically CC3, The Essential Trustee.
ThecurrenttrusteesareallmembersofTheMilitaryIntelligenceMuseum(registerednumber278909)andas such
fully aware of the current activitiesof the existing museum and therefore have knowledge of the running of a museum
charity.

AsthecharitytrusteesoftheTrustyouareresponsibleforthepreparationoftheaccountsinaccordancewith the
requirements of the Charities Act 2011 ('the Act').
I reportin respectof my examinationof theTrust'saccountscarriedoutunderSection145of theActandin carrying
out my examinationI have followedall applicableDirectionsgiven by the CharityCommissionunderSection 145(5)(b)
of the Act.

Independent examiner's statement

Ihavecompletedmyexamination.Iconfirmthatnomaterialmattershavecometomyattentioninconnection with
the examination giving me cause to believe that in any material respect:

1. accounting records were not kept in respect of the Trust as required by Section 130 of the Act; or

2. the accounts do not accord with those records; or

3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

1. ACCOUNTING POLICIES

Basis of preparing the financial statements

Thefinancialstatementsofthecharity,whichisapublicbenefitentityunderFRS102,havebeenprepared in
accordancewiththeCharitiesSORP(FRS102)'AccountingandReportingbyCharities:Statement of
RecommendedPracticeapplicabletocharitiespreparingtheiraccountsinaccordancewiththe Financial
ReportingStandardapplicablein the UK and Republicof Ireland(FRS 102) (effective1 January2019)', Financial
ReportingStandard102 'The FinancialReportingStandardapplicablein the UK and Republicof Ireland'and the
Charities Act 2011. The financial statements have been prepared under the historical cost convention.

Income

All income is recognised in the Statementof FinancialActivitiesonce the charityhas entitlementto the funds, it
is probable that the income will be received and the amount can be measured reliably.

Expenditure

Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructiveobligationcommitting the
charitytothatexpenditure,itisprobablethatatransferofeconomicbenefitswillberequiredin settlement
andtheamountoftheobligationcanbemeasuredreliably.Expenditureisaccountedforonanaccruals basis
andhasbeenclassifiedunderheadingsthataggregateallcostrelatedto thecategory.Wherecostscannot be
directlyattributedtoparticularheadingstheyhavebeenallocatedtoactivitiesonabasisconsistentwith the
use of resources.

Taxation

The charity is exempt from tax on its charitable activities.

Fund accounting

Unrestricted funds can be used in accordance with the charitable objectives at the discretion of the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsofthe charity.
Restrictions arise when specified by the donor or when funds are raised for particular restricted purposes.
Further explanation of the nature and purpose of each fund is included in the notes to the financial statements.
