Thetrusteespresenttheirreportwiththefinancialstatementsofthecharityfortheyear ended
31December2020.ThetrusteeshaveadoptedtheprovisionsofAccountingandReporting by
Charities:StatementofRecommendedPracticeapplicabletocharitiespreparingtheiraccounts in
accordancewiththeFinancialReportingStandardapplicableintheUKandRepublicofIreland (FRS
102) (effective 1 January 2019).
OBJECTIVES AND ACTIVITIES
Objectives and aims
Themuseumwillcollect,preserveandexhibitandartefactsrelatingtothegathering,analysis and
dissemination of Military Intelligence across the Army, Navy and Air Force.
Significant activities
DuringtheperiodtheCovidpandemicresultedin a reductionin activityto developexistingplans for
a new site,buta focuson ensuringthe resilienceof the plansunderchangedconditions.The CIO has
continuedhowevertoworkonalternativeproposalstoestablishanewMuseumsiteoutsideof the
confinesofa militarybase.OnesuchsitewasidentifiedatTrentParkinBrent,NorthLondon. Initial
feasibilitystudies,includingfinancialmodellingandbusinessplans,weredrawnupwith professional
supporttoofferanoptiontothedevelopersofthesitefora two-levelMuseumin thehistoric Trent
ParkHouse.Thiswasthewartimelocationforasignificantmilitaryintelligenceoperation. By
December2020it was decidedthat,in the lightof the ongoingpandemicand the alternative options
availabletothedeveloper,theCIOwouldnotpursuetheproposal.Theworktoinvestigate the
proposal remains valid for existing alternative options.
Public benefit
Thetrusteesareawareoftheirpublicbenefitobligationsandaresatisfiedthattheyhave complied
throughout the year with the guidance published by the Charity Commission.
ACHIEVEMENT AND PERFORMANCE
Charitable activities
Theactivityoftheperiodwastodevelopproposalstoworkwithdeveloperstorestorepartof an
emptybuildingtohousethenewmuseumandtoreassessoperationalandfinancialplansto ensure
proposalsareresilientandviableunderthechangedconditionsfollowingthepandemic.Work also
includedapplyingthefundraisingstrategyandsupportinganetworkofcurrentand potential
supporters and sponsors.

FINANCIAL REVIEW
Financial position
Thecharityhasincomingresourcesof£70,150(2019:£36,059)andoutgoingresourcesof £78,465
(2019:£10,698)resultinginanetdeficitof£8,309(2019surplus:£25,361).Thecharity has
unrestricted funds of £7,822 (2019: £16,131) to be carried forward.
Reserves policy
The charityis currentlyholdingfundsof £7,822.The charitywill seek VAT registrationwhich will allow
it to claim any VAT incurred.
FUTURE PLANS
Thetrusteesarenowundertakingfurtherworkonunderlyingbusinessplansfora viableMuseum of
MilitaryIntelligenceinthepublicrealm.Twositesareunderconsiderationbutprevious discussions
withtheownersof onesitein Bedfordshirehavebeenpaused.No finaldecisionhasbeentaken and
noleaseorotherlegalorfinancialcommitmentswillbemadeuntilthecharityiscertainthatit has
financial security to move forward, and the impact of the pandemic is clear.
Longterm,thetrusteesplanforthischaritytosubsumetheolderMilitaryIntelligence Museum
Charity(RegisteredCharityNumber:278909)onceplansforthenewsitearebetterdeveloped and
appropriatefundingis in place,at which pointthe MilitaryIntelligenceMuseumCharitywill be closed
down and all assets transferred.
STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
Thecharityis controlledby itsgoverningdocument,a constitutionunderthefoundationmodel, and
was created on 6 June 2018 under registration number 1178669.
Recruitment and appointment of new trustees
TheCIOhasbeencreatedforthespecificpurposeoflocatingasiteandconstructionofa new
museum.Thecurrenttrusteeshavetherequisiteskillsto movetheprojectforwardandtheCIO will
look to recruit new members as the project progresses.
Induction and training of new trustees
Allnewtrusteesareinstructedtoreviewthematerialavailablefromthecharity commission
regarding trustee roles, specifically CC3, The Essential Trustee.
ThecurrenttrusteesareallmembersofTheMilitaryIntelligenceMuseum(registered number
278909)andassuchfullyawareofthecurrentactivitiesoftheexistingmuseumandtherefore have
knowledge of the running of a museum charity.

2. the accounts do not accord with those records; or
3. the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a true and fair view which is not a matter considered as part of an independent examination.

1. ACCOUNTING POLICIES
Basis of preparing the financial statements
Thefinancialstatementsofthecharity,whichisapublicbenefitentityunderFRS102, have
beenpreparedinaccordancewiththeCharitiesSORP(FRS102)'AccountingandReporting by
Charities:Statementof RecommendedPracticeapplicableto charitiespreparingtheir accounts
inaccordancewiththeFinancialReportingStandardapplicableintheUKandRepublic of
Ireland(FRS102)(effective1January2019)',FinancialReportingStandard102'The Financial
ReportingStandardapplicableintheUKandRepublicofIreland'andtheCharitiesAct 2011.
The financial statements have been prepared under the historical cost convention.
Income
AllincomeisrecognisedintheStatementofFinancialActivitiesoncethecharity has
entitlementto the funds,it is probablethat the income will be receivedand the amountcan be
measured reliably.
Expenditure
Liabilitiesarerecognisedasexpenditureassoonasthereisalegalorconstructive obligation
committingthecharitytothatexpenditure,itisprobablethata transferofeconomic benefits
willberequiredinsettlementandtheamountoftheobligationcanbemeasured reliably.
Expenditureisaccountedforonanaccrualsbasisandhasbeenclassifiedunderheadings that
aggregateallcostrelatedtothecategory.Wherecostscannotbedirectlyattributed to
particularheadingstheyhavebeenallocatedtoactivitieson a basisconsistentwiththeuse of
resources.
Taxation
The charity is exempt from tax on its charitable activities.
Fund accounting
Unrestrictedfunds can be used in accordancewith the charitableobjectivesat the discretion of
the trustees.
Restrictedfundscanonlybeusedforparticularrestrictedpurposeswithintheobjectsof the
charity.Restrictionsarisewhenspecifiedby thedonoror whenfundsareraisedfor particular
