Isle Access – Championing Access for All

The Trustees present their report and the financial statements of the charity for the period 1[st] May 2024 to 30[th] April 2025.

Objectives and Activities

  1. Equality and Diversity: To relieve disability by providing specialist advice, equipment or access for disabled people, families and carers living in or visiting the Isle of Wight.

  2. Carers: To preserve and protect the health of those caring for people with physical, mental, sensory and cognitive impairment within the family or home on the Isle of Wight.

  3. Employment: To provide employment, supported work experience and volunteer opportunities for those residents on the Isle of Wight who are excluded from or have difficulty accessing those opportunities by reason of their disability, age or infirmity.

  4. Recreation: To promote and provide specialist recreational and exercise facilities for the benefit of the inhabitants of or those visiting the Isle of Wight who have need of such facilities by virtue of their age, disability or infirmity in the interests of social welfare and wellbeing and with the object of improving their conditions of life and those of their families and carers.

  5. Work with local businesses, organisations, and tourist venues to help, advise, lobby and encourage to be more accessible to IW residents and visitors and, to embrace and develop the cause of accessibility for all.

Chair Report

I started with Isle access in 2022 as the administrator of the “Cycling for Wellbeing” project. Since the end of that role, I have continued as part of the team who deliver the Isle Access ‘adapted cycling project’.

Following the resignation of the existing CEO, Chair and Trustees of Isle Access towards the end of the 24/25 year. The one remaining employee, Arron Grist (Cycling Co-Ordinator) together with myself took the decision to continue the charity with a temporary focus on the adapted cycling aspect of the charity.

From being a regular volunteer, I agreed to become a Trustee and along with two other new Trustees and our Cycling Co-Ordinator we were keen to keep the cycling events going knowing how important and enjoyable they have become to our cyclists and their carers over the years.

This presents challenges with funding for the salary of Arron Grist coming to an end, and our financial resources being very limited.

Looking forward, our priorities for 25/26 will be to apply for grants to allow us to keep on top of our regular costs - running and maintaining our van, storage, venue costs, insurances etc. This, along with a reinstatement of part-time salary for our Cycling Co-Ordinator who carries a huge part of our day-to-day running.

We would benefit from an increase in volunteers and Trustees, as with other small charities, we are very reliant on our volunteers.

Whilst we have a keen core of six, we are continually seeking extra people to join our team. (picture attached at end of report)

Our team is experienced and knowledgeable with energy to increase our offerings to facilitate this enjoyable and healthy activity. We’d like to deliver more events to more cyclists, young and old, with a range of disabilities. It’s all about the smiles!

CEO Report

It gives me great pleasure to write my final annual report before retirement.

Our cycling project has continued to grow, and it’s so rewarding to see the pleasure that people get from being able to cycle. We have had agreement from the local Scout camp that we can occasionally use their outdoor space. It will provide a beautiful outdoor experience and it’s great to be working with another charity.

Business support. We continued to work with businesses to help them improve their accessibility by means of audits and training.

The ‘Accessible Beach’ is now open. It provides boardwalks, beach and aqua wheelchairs, and a Changing Places toilet. The beach has been popular for disabled people, as well as families with pushchairs.

The ‘Inclusive Swimming Sessions’ continued to be a successful project through the year. Coinciding with my retirement the project has now become a selfrunning group and independent of Isle Access.

The ‘Warm Space’ has been well received and has provided friendship and support to the attendees. Sadly, the new team running the charity will not be able to continue the project.

It has been a privilege to be part of a charity that has achieved so much in 9 years.

Adapted Cycling Project:

Isle Access’ adapted cycling project has continued to provide the opportunity for island residents and visitors to benefit from the activity of cycling. The project is focused on inclusiveness and caters for those who cannot enjoy cycling through conventional routes.

I stepped into the role of cycling coordinator in November 2024 as a part time position after 5 years of voluntary service. This enabled IA to continue the project and fulfill the obligations of a grant from Sport England.

From December 2024 onwards an increase in attendance was recorded and the project continued to grow during the first quarter of 2025. It is our plan to double the cycling sessions currently provided from May 2025 onwards.

We have grant applications in progress (April 2025) for the ongoing funding needed to run the cycling project.

I would like to take this opportunity to thank the volunteers that make the adapted cycling possible, and all those who donate towards the costs of running the project.

Independent examinaton of Charity Accounts by D L Penberthy

Isle Access Charity Number 1178395

Direction1:

Check whether the charity is eligible to have an independent examination.

The Charity is eligible for an independent examination of their accounts and do not require a full audit. The gross income is below the current threshold of £250,000 and is not an incorporated company. The governing document does not stipulate that the charity must complete an annual audit.

Direction 2:

Check for any conflict of interest that prevents the examiner from carrying out their independent examination.

The Examiner Donna-Leigh Penberthy has no close personal relationships with the trustees that compromise independence. They have no day-to-day involvement in the administration of the charity.

Direction 3:

Recording the independent examination.

All documentation regarding the appointment, review and conclusion of the examination are available for inspecting. The trustees report is also available.

Direction 4:

Planning the independent examination.

The receipts and payments accounting method was available with the detailed trial balance, nominal data reporting and balance sheet.

The Charity Commission’s details held and filed have also been used whilst planning the examination.

Direction 5:

Check that accounting records are kept to the required standard.

Accounting records are kept in a digital format on accounting software by an independent bookkeeper.

A thorough check of the following financial statements and records have been completed.

Check General ledger to: Purchase invoices paid – no discrepancies found Income received – Approved adjustments made for earlier year Payroll declarations – no discrepancies found Creditors and debtors – no discrepancies found Journals to accounting programme – no discrepancies found Bank statements – no discrepancies found

Fund type recorded accurately – no major discrepancies found, ensure all records are recorded with a fund type (restricted / un-restricted)

Check Trial balance to:

Bank statements – balance totals agree Liabilities – no outstanding liabilities

Assets – No assets were recorded this year; the straight-line depreciation method was used for all assets of the Charity dated 30/04/2025

Restricted and unrestricted funds are recorded and used in accordance with the charities governing document.

Accounts simplified in the year 24/25, concentration on direct charity income – direct service cost. It was identified and verified with the bank statements, the closure of separate bank accounts and transfers to the remaining CAF bank account.

Not applicable to cash and payments.

Direction 8:

Check the reasonableness of the significant estimates and judgments and accounting policies used in accounting for the types of funds held and in the preparation of the accounts.

The accounts are a factual report of cash transactions in the reporting period, reasonable judgment has been made for restricted and unrestricted funds. Separate charity funds have been correctly accounted for.

Direction 9: Consider the financial circumstances of the Charity at the end of the reporting period.

There are no liabilities coming due for the period ending 30 04 2025. These have been cleared in the accounts.

Check the form and content of the accounts.

The charity can lawfully prepare the accounts on the cash & payments basis, this should be identified in the governing document.

Direction 11

Identify items from the analytical review of the accounts that need to be followed up for further explanation or evidence.

During the course of the examination, no items were found in need of further explanation, there are no significant changes from the previous reporting period which requires further investigation. Grant income reduced significantly therefore spending reduced to reflect this. No major assets were purchased by the charity in the period 2023/2025

Advised a separate grant and restricted documentation held for future accounting reporting.

Independent examiner’s report to the trustees of Isle Access Charity 1178395

I report to the trustees on my examination of the accounts of Isle Access (the Charity) for the period ending 30[th] April 2025.

Responsibilities and basis of report

As the Charity trustees you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 (‘the Act’). The Charities trustees consider that an audit is not required for this year under section 144 of the Charities Act 2011 and that an independent examination is needed.

I report in respect of my examination of the Charities accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. (See doc IEOC T1)

Independent examiner’s statement

I have completed my examination. I confirm that no material matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

  1. Accounting records were not kept in respect of the Charity as required by section 130 of the Act; or

  2. The accounts do not accord with those records.

I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
