Oui volunteers remain central to our seryice delivery, and we are deliEhted to offer a number ol different
volunteering roles including placement counselloi. administration, c(KnrrTrunity events, social media and school

organi5ation with different ages. genders. nationalities and faiths Coming together to Support our
beneficiarie5. Du¥in8 2024-2025 there were on average of 5912023.2024 821 active volunteers.
The reduction in volunteer numbers reftetts the chanBes in wider sotiety with the ongoing cost of living cri51S
and during the year we saw more volunteers having to cease their support to pursue paid ernployment.
Another factor was the closure of our telephone support-line_ This dedi￿e￿ tearn of volunteers were offered
different role5 to contiThue volunteering with STARS Dorser. however. all chose to retire or take a break from
volijnteering. We are grateful lor their dedicated support over many yearsand are delighted that a small grotjp
have continued io meet up regularly as friends. having served togetherasSuppDrtline Listeners.
New voluntpers rèceive an in-depth induction and those supporting Cl￿nts receivÈ clinical supervision. All
volunteÈrs were invited to our Annual Autumn Awayday held in (ktther and joined the staff team and
sessional counsellor5 on a day together. looking at o¢Jr achievements arml consideriryg our future need5 in a
more challenging funding landscape.
Volunteer Coordinator was promoted within the organisaiion to take on the role of Team Leader. The
recruitmeni process lor her rèplacement Wa5 challenRing and not successfvl in the fi'rst round.
STARS Dorset contirTrues to ofler5 real opportuniiie5 for progression aThJ volunteers are actively encouraeed to
take these up. as well as being SUPPQrte(J in doing 50. There are nutnerous examples of Counsellors who
started as Support Line Volunteers, and of sessional and PèTrnanent staff who stsrtpd as volunteers wirhin the
organisation. Paid roles are always shared internally with volunteers. This iThspir@s volunteers as well a5 addinE
to the sense of value they feel. both in teims of how muth they value the opportunity to volunteer with STARS
Dorset and the extent to which they feel valued by the oiganisation.
Volunteers are invited and included to attend training days, Social e%rnts and monthly evÈnt5 such as the
popular Breakfast Clvb and Gather Lunches. This help5 them io feel ful￿ e￿L￿dded in the STARS Dorset Team
and makes them feel valued and supports retention. The Charitvs CEO takes time to connert with volunteers
at both STAR5 tjorset centre5 and value5 their feedback in helpin8 to dÉryElop all areas of seNce delivery.
We are so very thankful for our team of amazing volunteers who help support the staff team to deliver our
specialist 5UPPQrt. We are grateful to 611 those that have been able to continue to comtnit their time to
volunteering with us throughout another challenging year. With the èppointrnent of a new Volunteer
Ctrordinator. we look forward to developin8 additional volunteering rdes to increase our support and reach
across Dorset.

OveNiew and how we achieve our aim5
it ha5 been another exciting. but challenging yèai as we continue to e¥dve as arb organisaiion. Throughout the
vear we continued with a focu5 on wellbeing which included a numberof different aftemoon activities such as
connecting with nature,- rnini-8olf.' afternoon teas.- bird-spotting al a local nature reserve. These activities
provide opportunities to get to know team member5 frorTr other areas of the charity as well as mitigating
against the impact of the work we do every day. in supporting 5urvivorsof rape and 5eMual assault.
There were two stalf away day5 in April 24 and January 25 which provided an opportunity to continue to
connect with one another. As a growing staff team. with different workinE patterns and diffÈrent work
locations. It 15 challenging to find time when all staff are together. ThÈ April away day helped us to consider the
overall work of STARS Dorset and launched ongoing focus throvghout the yeaf. to ensuro there is alignment of
the Mission. Vision, Aim5 and Values ol STAR5 t)orset and how thi5 translates into individual team g031s. We
have considered and d15CV55ed how expected behaviour5 Need to link toour values and this ha5 helped to align
all teams with a clear sense of purpose. in how their particular Servi￿ helps to achievÈ the charitable
obiÈctives of STARS Dorset.
The Annual Autumn Away Day for staff. volunteers and sessronal covnsellors prowded time for the whole
workforce to spend the day together. One artivity included a round-thtrlable distLJ5$40n on Spending prioritie5
and provitjed helpful insights. This annual event is enjoyed by all who attend. and we are thankful to have the
resource to enable thi5 Opportunity for investing in the whole workforce.
RÈtruitment at the Board level has continued during 2024 and we have been delighted to welcorne new
trustees with relevant skills to help lead us into the next phase of our de4elopment. This has Included Trustees
from outside of Dorset, which further strengthen5 our diverstty and reath, a5 a charity.

Key Achievements
2024 Saw the 5th anriversary of STARS Dorset and gave opportunity to share our achievements in the first live
vear5 of the new tharity. This included celebraiion event5 for stakeholders. partner5, ex-staff, and volunteers
and 3 celebration h05ted by the Trustees at a wonderful venue. where we were able to reflect on the progress
since our launch in May 2019 It also provided a good opportunity to celebrate our successes. particularly in
navigating Covid, a dovbling of referrals and progress made with digital transformation as we etnbrace CRM
platforms to drive efficienry as well as lookinR forward to new opportunities in the next S year5.
We were delighted to secure additional funding from both local authoritie5 ￿ Dorset, which enabled the
expansion of our Engagement Team with the rE(ruitment of two Consent Engagement workers lor both Dorset
Council area and the Bournemouth, Christchurch and Poole Council area. and a student project worker. This
has helped us to progre55 Wlth one of our long-rerm aspiration5 of developing Erearer awareness and
engagÈment, as part of our wider prevention straregy and charitable aim as a tharity. Through this project. we
hove been able to build stronger relationship5 Wlth commissioners in b)th local authoritie5, and w@ ltsok
forward in continuing to deliver sèrvites for them. supporting victims and working c105ely as a multiagency
partner with both community safety partnership tearns.
A particular highlight has been the lead role we have taken in the devebpment of a Harmful Sexual 8ehaviour
pathway for schools and education sertings in the BCP area. Working as a part of a small project team
alongside Dorset Police. the Community Safety Team and The ShorÈs. we have buitt on the previous rÈsÈarch
carfied out to develop 3 framÈwork to 5UPPOrt frontline teams to i¥)th identify problematic and harrnful
behaviour5 in children, as well as a pathway for ongoing support and interventH)ns.
Over the summer months we were able to have stands ai two shows in tbrset - Gillingham & Shaftesbury in
August, and the Dorset County Show in September. Again, this helped to prornote the work of STARS Dorset to
a much wider audience. These were fvnded projerts and provided useful insights on how we can engage with
the publit.
Another key achievement of the year has been ihe registering of wr wholly owned trading subsidiary,
Interstellar Dorset Ltd with Companies House and the appointmetbt of Directors to its Board. This will help us
to income generate through a range of traded activities and service5 to help provide unrestricted funding for
STARS Dorset and become less reliant on grants. We look forward to its development and creating 5UStainable
financial lundinÈ strearns to enable us to have greater flexibility and agility in the delivery of our services, to
meet changifig need5.
Through a small piece of funding awarded by Oorset Council. we were able to pilot oijr WISE project to young
peoplÈ living in the Dorset Council area who were noi reporting to the police. WISE stand5 lor Wellbeing
Intervention5 Supporting Empowerment and deliver$ 6 fo(used. 1-2-1 se$5ion5 to help young people In the
journey of recovery. The pilot Wa5 successfully run between February and March with positive outcomes lor
those who engaged with the project. We hope to Secure additional fundinB to embed ihis a5 an additional
frontline service lor our Children, Young People & Families service to enhance our offer alongside the ISVA
service and Counselling serwce.

Challenge5
The ¢hanging funding landscape continues to be a challenge for u5. and we are thankful to h3ve tWD
commissioned setViCÈS Providing some financial siability aTbd Sustaina￿lity. Our on-gThn8 grant awarded frorD
the National Lotiery has enabled us to 5UStain our specialist counselling service. supporting those who have
experienced 5eKual 355ault from a partner in an intirnate relationship. This 15 now established a5 a frontline
service lor rnany of ovf Ilient5. WÈ weTe thankful to have our Rape Support Fund 8rant awarded by the
Min15try of Justice extended lor a further 12rnonths vntil 31st March 2026. However, we remain conterned by
this short-terrn extension as it inhibits our ab41ity to make longÈr-terTh financial plans with Such a short
timeframe.
Another Ihallenge we have had to navigate has been the political charge of govemment and future financial
impact to U5 With the increased National In5vrance cDntribulion5 corning into force in April 2026. This is of
concern and will have a significant impact for fLtture budget forecastin& Despite being commissionÈd by NHS
England there ha5 not yet beÈn an uplift in ihe contract to mitigate against these rises for thi5 particular
contratt.
It 15 Still a challenge to attract corporate sponsorship and publii donations due to the 5tigrna and taboo of our
sertof, a5 well as thÈ victirn-blaming society that sadly still exists. The appointment of a new fundraising
assistant. io work alongside our Chief Exe(uti¥e. is starting to increase donations and poiential funding
streams.
During the year. a local counselling service supporting families closed. in 5Plte of being a paid-foT serwce. This
could see a potential int￿aSe in referrals to STARS Dorset to man<e. Careful monrtorin8 of this will be
needed to ensure our services are not overwhelmed as it is Itkely othersirnilar charilses could also close In the
months ahead.
Sadly, during the year, the difficult decision was taken w c105e our te￿phOne support-line, as an active
listening service. This was a carefully considered decision a5 we were very mindful that the charity begaTr in the
late 19805, a5 a telephone support service.

believe this could be due to the National Helpline launchiTrg which pro¥￿eS 2417 support- a Service we are not
able to provide. We afe grateful to those that committed a lifetime of ￿lUnteering on our support-line. It has
now betome an Information Line providing recorded. si8npostin8 infcthiation to callers, including the 2417
national telephone helpline for victims of sexual assauli.

During the reporting year, the charity did not employ the services of a wofessional fundraiser or a commercial
participator to tarry out fundraising artivitie5. Recruitment for a staft member to be employed as a

Measuring 5vcce5S
The Board were pleased to see how the implementation ol integrated ￿ systerns has driven greater
efficiencie5 throughout the year. The management team are now looking at how to creatÈ sirnilar efficiencies
with a new telephony platform and more lully integrated print seryKe5. Grant lundtng awarded in the year
towards an IT upErade will also help ensure each team has the riÈht tech lor the role they have.
Our npwly appointed Engagement Team delivereil some exciting projects in borh local area5 which ha5 led to
continuation fundin8 in the BCP area. The Board were pleased rhat STARS Dorset betame a lead partner in the
development of a Harmful Sexual Behaviour project for all schools in the BCP Lotal Authority area. Th15 work
will continue to develop in the Trew financial year and has lost￿ed a growing number of partnership
opportunities with education providÈrs across all age ranges within the BCP area.
The Board were also tjelighted that STARS Dorset secured additional fvrTrding frorn Dorset Council to continue
its work in rural communities. The funding enabled the purchase of a STARS Dorsèt Van which has been
"wrapped" with our bright STARS Dorset logo and provides a stron8 visual at community engagement events.
The Board are delighted to See the increasing numbers of sessional cwn5ellors and volunteer5 attend and be
fully involved our Annual Autumn Away Day which wa5 held at Kingtton Mauward College in October 2024.
This has now established as an irnportant day of bTinginK our whole workfDrte ieam tO8ether building a sense
of connettion and shared wsion and purpose.
The financial landscape remains extremely challenging for the voluntary sectvr and the Board is pleased to see
that our strong financial controls and a prudent approach ensured the forecasted deficit budget was mitigated.
The Charity also received its firsr Le8acy gift at the end of the fina￿131 year. The Board are givine careful
consideration of how to treate a lasting STARS Dorset legacy for future clievFts. livinE in Dorset, who will need
our spÈcialist support with this unexpected donation.
Financlal review
The Charity has received income ol £1.510.199 12024.. £1.138.8501 fw the period from l April 2024 to 31

Poliry on reserves
The Board of Trustees at STARS t)or5et 15 committed to maintaininE financial stability and ensuring the
SU5tainability of our charitable adivities. To this end, our reseNes poliry mandates that we maintain sufficient
unrestricted funds to coveT the charity's liabtlities and committed costs. This includes all employee-re13ted
Iiabilitie515uch as salarie5 and redundatbcy payouts). Dther contrartual obligafions lintluding leases and service
contracts), and any additional cornrnitted expendituies. The caltulation ol our reserve5 will encompa55 these
fin3nci31 obligation5 to ensure that STAR5-Dorset can continue to 0￿rate Èffectively and fulfill our mission
even in the face of financial uncertainties. The Board will ieview and adjust this policy annually to ensure it
remains adequate and reflective of our operational needs and financialcommitments.
The charity has free reserve5 of E490.478 a5 at 31 March 202512024.. £416,410). The Trustees consider thi5
level of reserves to be sufficient ID deliver charitable objectives for the nert twelve months. Free reserve5 are
calculatÈd by deducting fixed a55ets from the unfestricted funds held al the yearend.
Plans for flrtyre period5
Whilst the future funding 13ndscape iontinues to be challenginL With a number of grants and trust
DrEani5ations stopping their funding QPPOrtunities or changing their priDrities. we are confident that our
careful financial controls and straregie5 will see us ihiough an untertain fundin8 year ahead. We are confident
that Intersiellar Dorset will PTovide additional funding streams for u5 once it begins trading from October
2025.
We are encouraged to see that additionhl funding has been secured thrwgh the WQTk of our dedicated
Fundraising Assistant who 15 now established in role.
On-going investment in new technology will help to drivÈ efficiencFes aswe have èlready seen the benÈfit ol an
integrated app for staff expenses linking directly io our finance software. The management teatn are now
reviewinE new. dynarnic CRMS so that we have one platform for clients'.vdunteers'. training and events, data.
We hove also identified a new role to help build capacity in our ISVA service wth a Client Caseworker. This will
reduce the additional administrative burden as the caseworker will provide support for adTnin and advocacy
tasks. Additional funding was awarded. by the OPCC for Dorset at the end of March 2024. for a pilot to run for
12 rnonths.
It is important for us to find creative ways to engage wrth clients who ha¥e received support ftom u5. Currentlv
WÉ are exploring how this tan be best achieved with Steering Rroups. Anot￿￿ area of support Identified is that
lor dedicated family support. 50 thar siblings. parents and caTer5 can h3¥e xcess to specialist support enabling
them to provide trauma-informed care and support at home. advice rh) how to prepare their child for
Counselling, and what to expect from a police investigation.

The charity is controlled by it5 constitution and constitutes a Charitablelncorporated Organisation.
The governance of STARS-Dorset is overseen by 3 committed Board of Trustees. The charity operates under
the Constitution last amended on 22nd April 2025 which outlines the IraTr)ework for decision-rnaking and
governance of the organisation. Throughout ihe year. Ihe Board have actively 5UPPOrted rhe implemÈntation
ol the charity'5 mission. which includes relieving travrna and advancing pulAic education on issues related to
sexual abuse and trauma.
The Board en5Lrres the effertive managetnent of the chèrity's operat#)n$ rneeting regvlarly and working
closely with thÈ CEO and senior management tearn. This year. the Ttustees met as 3 full 8tsard every two
mtrnth5 and in vaflOU5 SUtkcornrnittÈes, which a150 met a5 Standard every two months. but with additional
mÈeting5 Called as needed. These meetings Èave the Board times to discuss key govemance, fin3ncial. and
strategic matters.
The People Sub-committee lead5 on the cwcial role of maintaining faw and competitive pay pr3rtices within
the tharity. This Sub-committee conduct5 regular pay reviews and salary ￿nchMarkIng exertise5, the finding5
and recornmendations of which are presented to the full Board lof ratificaiion. This is true for all levels of
ernployee.
Since April 2025, the sub-comrnittee structure has been paused to enable a rewew of current Board
engagement and wofking prartices. This will be kept Under review.
Recruitment t¥ndoppointment oltrustees
Vacancies are advertised locally, regionally and nationally usine different netwoths and recruitment plarforms
to ensure a wide reach to attract the right skills and experience the Board have identified.
Durillg the reportiTrg period. the Board of Trustee5 saw two new appoiTrtmÈnts and one retirement and since
the year end one new appointmetbt and one retlTement=
Victoria Heeley retired from the Board in August 2025 after 7 years of dedicated service acting as Ch3ir and
Trustee. The eoard extends its gvatitude for her si8nificant conriibution to the chèrity.
Allegra Ghiloni and Anna Mantzouratou both retired from the board during the year. They both brought
valuable skills and experience to support ihe continued grovrth and govwnance of sfARS Dorset and the Board
are 8rateful for their contribution.
During the reporting period. IheTe have been two new trustee appointments. Graham Vagg and Dr Jackie
Farquhar50n in April and August 2024 respettivety.
Ros Wells was appointed as a Trustee in Augusi 2025.
New Trustee appointments and any retirernents during the year have been aligned with the Constitution,
ensuring that the Board contintses io have the necessary skills, knowledge. and experience to guide the charitv
effettively.

National Lottery Domestic Abuse Fund funding to Provide specialist counselling to wrtims of Domestic Abuse
to support them in their recovery from the trauma they have e¥perieKed and enable them to focus on their
future dreams and aspirations no longer hinderèd by the abuse.
BCP Consent Fund - Engagement Contract fundtng is to recruitment ol an Ajcohol and Consent worker to
work in BCP originally from now until 311312S. however this was extended into the 2025126 financial year.
Safer Streets Project - funding is to recruit an employee to work wth the engagement team to prornote
alcohol and tonseTht safety within schools and younger tornmunities of the Dorset area.
Serious Violence Duty- We received funding from D(Kset Council for (rtjr Engagement activitie5 and a pilot to
suppori children refeTred to us. Funding of £IO,O(K) was received to enable us to have stands at the Gillingham
Show in Augus¢ 2024 and the Dorser County Show in Septernber 2024. These were new projects fo¢u5ed on
awareness raising and to engage the general public in ttsnversatton discussion on the issues ol sexual
violence in society. A sÈtond amount of £11.405 wa5 received to fotU5 On supwrting children who had been
victims of sexual violence. This wa5 Used to run a pilot for our new initiative called our WISE Project providing
focused interventlOn5 lor 6 weeks to children and young people who are have t)ot reported to the police but
benefit from our specialist support. The final amount of £57,(KKI was used to fund new inifiatives and invest in
infrastrutture to sustain the work of our Engagement Team ensurin8 thry have the ctjrrect technology to drive
eflicientie5 and able data capture at engagement events. It also en3b￿d us to purchase a van which is used
across Dorset to raise awareness and support rural cornmuniiies. 50 creating a lasting legacy with the funding
provided.
TW Groups - funding 15 for fouT cohorts of ihe 12-week p5ycho-educatK)n progrdmme to groups of client5 at
the Poole centre.
