## **Trustees' Annual Report** 

The trustees of Brecon Street Pastors are pleased to present their report together with the unaudited financial statement of the charity for the year 1[st] September 2020 – 31[st] August 2021

Any new trustees may be appointed by existing ones. The trustees meet at least 4 times a year. 

## **Future Development** 

When there are sufficient numbers of Street Pastors and Prayer pastors the development of a Management Team needs to be 



considered to make operational decisions required to run the charity. 

Management team meetings could be  held bi-monthly. All trustees must be informed of all decisions made. 

## **General Summary** 

Unfortunately, due to Covid Restrictions and the age of the Street pastors in Brecon and the importance of Safeguarding the Team, Brecon Street Pastors have not Patrolled since the end of February 2020. 

Brecon Street Pastors are hoping to restart their Saturday night patrols sometime during Spring 2022 

These patrols will take place around the Town of Brecon and even extending it to other areas suggested by the Police. These areas are Postern and North Street. The patrols include regular checks on anti-social behaviour hot spots. 

The “listening, caring, helping” ethos of the Street Pastors is welcomed by the Council and Police. The trained volunteer work of the organisation is of great assistance not just to the revellers who are out and about, but also when trying to curb anti-social issues. 

The Council / Police have highlighted a number of instances of vandalism and anti-social behaviour in and around Postern and North Street. Both Partners are hopeful the return of the Street Pastors will have a beneficial effect. 

“We have been very grateful to the Brecon Street Pastors for their work over the past 6 years in helping to keep people safe and the knock-on advantages simply by their very presence on our streets. We have noticed a spate of ant social behaviour these past months and anything which can help deter this sort of behaviour is very welcome. 

“The Street Pastors give their time and experience freely to the Brecon community and we are wholly grateful for this additional tool in keeping Brecon safe and beautiful.” 



Hugh Pryce, Co-ordinator for Brecon Street Pastors, said they have been unable to patrol since March 2020 due to the pandemic restrictions but are planning to resume next Spring. 

“We are not an extension of the police and can deal informally with many situations before they get to the stage that the police have to intervene. We are trained volunteers from local churches who care about our community. We listen to, care for, and help people who are out on the streets of Brecon. We make sure the streets are clear of bottles and broken glass and that revellers are generally safe. 

The public toilets in the area as well as the additional area of Postern and North Street will be part of our patrols. If we come across any informal gatherings in and around the toilets, we will monitor the situation to make sure things do not get out of hand. Just our presence has, in the past, been sufficient for groups to move on. Handing out lollipops helps to defuse situations and lift the mood.” 

Inspector Gwyndaf Bowen of Dyfed Powys said: “I am delighted that Brecon’s Street Pastors will be resuming patrols very soon. They do an incredible job providing support to vulnerable people in Brecon area and take a non-judgemental approach to those who may engage in anti-social behaviour. Their voluntary efforts undoubtedly help reduce demand on the police and other front-line emergency services.” 



## **GOVERNANCE** 

Brecon Street Pastors is a Charitable Incorporated Organisation, incorporated  on 15[th] March 2016. 

## **AIMS AND PURPOSES** 

1)To advance the Christian faith in accordance with the Street Pastor License Agreement with “Ascension Trust” through: 

- the provision of public pastoral care services to help people on the streets and other 

public places, giving guidance, support and signposting which assist in preserving public 

order, avoid anti-social behaviour, relieve sickness and preserve health 

-enlightening others about Christianity through raising awareness and understanding of 

ecclesiastical relevance to community and public life, mobilising the Church ecumenically 

to unity of worship and to advance the Christian faith by carrying out the mission and 



outreach work of the Gospel for the benefit of the public. 

2) To promote public safety and assist in the prevention of crime in Brecon as the trustees and 

management committee from time to time may think fit. 

3) To promote and preserve good health and well-being by the provision of goods or services as 

the trustees and management committee from time to time may think fit. 

## **Current Position** 

## **Report from Co-ordinator** 

We had 9 trainees when the pandemic started.  Since then one (David D) has dropped out.  Ruth has not responded to e-mails. Katie and Terry have indicated they want to continue but they live in Cardiff and I suspect they will not become Street Pastors here.  Clive is concerned about covid safety. 

We can be confident, therefore, in just 4 continuing the training. 

Induction packs have been sent to 2 people who have enquired about training. 

There is on-line training available from Ascension Trust but it's live and on consecutive Saturday mornings.  My experience with getting them all together on one day leads me to conclude that this is not the best way forward. 

Of the existing Street Pastors, Phill and Kath are leaving, Ray and Diane are undecided and Vanessa will not be mobile until she has an operation on her leg sometime in the new year.  I have not heard anything from Irene.

## **FINANCIAL REVIEW** 

Principal sources of **funding** in 2020 /2021: 

- 1) regular donation from individual 

- 2) Donation from Unknown Source sent to Ascension Trust 

## **Expenditure:** 

There has been no Expenditure this year, apart from a payment to Watergate Chapel who kindly allow the Brecon Street Pastors to use the Chapel as there base and to have free use of the building for any training or services when required.  The only other expenditure has been the quarterly fee of £112.50 to Ascension Trust.  This has meant that our overall total has fallen this year even though there has been no active patrols. 

## **PLANS FOR THE FUTURE** 

Reserves Policy 

The charity must in future ensure a reserve to cover 3 months' expenditure, which is reviewed and adjusted as the operational needs of the charity change. 

The Trustees have set the following goals for the next 12 months: 

- Complete the training of the current trainees and get them commissioned by Spring 2022 

- Continue to deploy Street Pastors and Prayer Pastors on Saturday nights. 

- Continue to try and Recruit and train more Street Pastors and Prayer Pastors 

- Continue to develop our ongoing engagement with the Powys  County  Council  initiatives  and  any  Brecon  Town Council initiatives 

- Strengthen our statistics gathering and develop meaningful numbers and identify trends. 



- Consider  the  development  of  a  Management  tram  to make Operational decisions 

## **Gratitude and Thanks** 

All of the Street, and Prayer Pastors give their time as volunteers, and many also help the charity in other ways on a voluntary basis. The trustees record their gratitude for everyone’s contribution and commitment. 

It will be Brecon Street Pastors 6[th] Anniversary in November and we plan to Celebrate this with a Service in Watergate Baptist Chapel in December 2021. 

## **RISK MANAGEMENT:** 

The Trustees have identified the risks to which the Charity is exposed and have developed and reviewed policies and procedures to ensure that appropriate measures are in place to mitigate those risks. They will continue to review those procedures as necessary. 

## **TRUSTEES’ RESPONSIBILITIES FOR THE FINANCIAL STATEMENTS:** 

The Trustees are responsible for preparing financial statements for each financial period which 

clearly show the state of affairs of the charity and of the surplus or deficit of the charity for the 

period. In preparing these financial statements the trustees are required to: 

- If applicable, select suitable accounting policies and apply them consistently; 

- Make judgements and estimates that are reasonable and prudent; 



- Prepare the accounts on a going concern basis unless it is inappropriate to presume that 

the charity will continue in existence; 

The trustees are responsible for keeping proper accounting records which disclose with reasonable 

accuracy at any time the financial position of the charity and to enable them to ensure that the 

accounts comply with the Charities Act 2011 and the Statement of Recommended Practice 2015 

(FRS102). They are responsible for safeguarding the assets of the charity and hence making 

reasonable steps for the prevention and detection of fraud and other irregularities.
