During the period, the charity purchased services and goods (cleaning labour and consumables, recharged at cost) from Llangorse Caravan Park Limited (LCPL), a company run by one of the trustees. LCPL also attended to the maintenance of the charity’s facilities (public toilets) during the period, for which no charge was made.

In entering into an agreement with LCPL the trustees have noted the requirements of Section 6 of the CIO’s Constitution. It is the view of the other trustees that the relationship is in the best interests of the charity and provides good value for money. The relationship is regularly reviewed, and any discussions regarding the agreement is made in the absence of the connected trustee.

The object of the CIO is the provision of public toilets adjacent to Llangorse Common, for the public benefit.

Summary of the main activities undertaken for the public benefit in relation to these objects (include within this section the statutory declaration that trustees have had regard to the guidance issued by the Charity Commission on public benefit)

The charity’s main activity during the year was the operation of sustainable public toilet facilities at Llangorse Common, in the community of Llangorse, Powys.

The activities undertaken for the public benefit included:

During the year, the trustees were successful in applying to PAVO’s “Rebuilding Community Foundations in Powys” fund for a grant to install a ground-mounted solar PV system to help power the charity’s facilities. The system was installed towards the end of the reporting period, and it is hoped that the new facility will contribute positively towards reducing the charity’s energy expenditure in the future and help to reduce our carbon footprint.

The ground works required for the solar PV system also presented an opportunity to renew the boundary fencing of the community toilets, as well as undertaking much-needed landscaping to ensure the safety and enjoyment of members of the public.

During the year the trustees continued to participate in meetings with other stakeholders and Powys County Council to work towards a solution to the current condition and future maintenance of the car park at Llangorse Common along with the management of the wider common area. At the reporting date, considerable positive progress had been made towards the setting up of a constituted management group (Llangorse Common Management Group) on which the charity will have representation. Further, Powys County Council have been successful in securing a grant from the UK Government Levelling Up Fund to resurface the car park, which will also include two disabled parking bays located directly adjacent to the charity’s facilities. It is hoped that further positive progress on this matter can be reported in next year’s annual return.

In undertaking our activities for the year the trustees have kept in mind the Charity Commission’s guidance on public benefit.

The sustainable public toilet facilities on Llangorse Common benefit the health and social wellbeing of all residents and visitors to the community. It is recognised that in particular, certain groups such as the elderly, disabled, children and those suffering from bladder or bowel conditions will benefit the most from the continued provision of public toilet facilities in Llangorse for years to come.

During the period, the charity received £4,092.13 in donations from members of public and a revenue grant of £500.00 from The Green Man Trust.

The trustees continue to look at new ways to diversify the charity’s sources of income and will continue to keep the charity’s financial performance under review.

During the period, the charity received a capital grant of £6,300.00 from the “Rebuilding Community Foundations in Powys” fund of Powys Association of Voluntary Associations, supported by the UK Shared Prosperity / Levelling Up Fund.

The charity’s main facility was part-funded through grants awarded by the Welsh Government (delivered through the Brecon Beacons National Park Authority), The National Lottery, The Brecon Beacons National Park Sustainable Development Fund, and Powys County Council. Several grant awards include terms requiring specific project outcomes / outputs and make provision for the repayment of part or all of the grant if these outcomes are not met.
