During the period, the charity purchased services and goods (cleaning
labour and consumables, recharged al costl from Llangorse Caravan Park
Limited ILCPL). a company run by one of the trustees. LCPL also
allended to the maintenance of the ¢harity'S facilities (public loilels} during
the period, for which no charge was made.

In entering into an agreement with LCPL the trustees have noted the
requirements of Section 6 of the CIO'S Constitution. 11 is the view of the
other trustees that the relationship is in the best interesls of the charity
and provides g¢x)d value for money. The relationship is regularly reviewed.
and any discussions regarding the agreement is made in the absence of
the connected trustee.

The object of the CIO is the provision of public toilets adjacent to
Llangorse Common. for the public benefit.

The charity's main activity during the year was the operation of
sustainable public toilet facilities al Llangorse Common, in the community
of Llangorse, Powys.
The actiwties undertaken for the public benefit included..
Operating the public conveniences and keeping them maintsined.
Fundraising and collecting public donations to support the
charity's objectives and adivities.
Applying for revenue grants to support the charity's objectives and
activities.
Representing the charity in discussions and meetings with othar
local stakeholders regarding the current state and disrepair of the
car parking facilities at Llangorse Common.
As reported in previous annual reports, the trustees have become
increasingly Con￿rned about the condition and safety of the car park
adIa￿nI to the charity's facilities. The trustees are concemed that the
poor condition of the car park is discouraging visitors lo Llangorse
Common. which will in tum have a negative effect on the charity's
income.
During the year the Iruslees participated in a number of meetings with
other stskeholders and Powys County Council lo try to find a solution lo
current condition and future maintenance of the car park along with the
management of the wider common area. At the reporting dale, some
positive progress had been made towards the setting up of a constituted
management group, and a feasibility study has been undertaken by
Powys CC to look at the different management options and methods of
income generation for future upkeep.
The trustees will continue to engage with efforts to find a long term and
sustsinable solution to the upkeep of the car park, and it is hoped that
further positive progress on this matter can be reported in next year's
annual return.
In undertaking our activities for the year the trustaes have kept in mind
the Charity Commission's guidance on public benefit.
The sustainable public toilet facilities on Llangorse Common benefit the
health and social wellbeing of all residents and visitors to the community.
It is recognised that in particular. ￿rtain groups such as the elderly,
disabled, children and those suffering from bladder or bowel conditions
will benefit the most from the continued provision of public toilet facilities
in Llangorse for years to come.

an expected increase in maintenance costs in future years.

The trustees have been working to build up the charity's reseNes to
cover any unforeseen maintenanTr costs of the charity's facilities and
provide reserves in the event that the charity's income does not Gover it's
running expenses. A formal Reseryes Policy is in place and reviewed
annually.

During the period, the charity re￿iVed £4,731.41 in donations from
members of public and a revenue grant of £500.00 from The Green Man
Trust.
A small loss of £255.99 in the charity's unrestricted funds was recorded
dunng the period (2023: £1,097.35 loss). The primary reason for this was
an unexpected increase in utility costs.
Whilst the tTUStees ar8 disappointed to report a loss for the pèriod. work
in prior years to build the charity's reserves have ensured the operations
of the charity V￿re not affected during the period.
The trustees conts'nue to l¢)ok at new ways to diversify the charity's
sour￿$ of income and will continue to keep the charity's financial
performance under review.
The charity's main facility was part-funded through grants awarded by the
Welsh Govemmenl (delivered through the Brewn Beacons National Park
Authority). The National Lottery, The Brecon Beacons National Park
Sustainable Development Fund, and Powys County Council. Several
grant awards include terms requiring specific project outcomes l outputs
and make provision for the repayment of part or all of the grant if these
outcomes are not met.
