The trustees, who are also the directors for the purposes of company law, present their report and the unaudited financial statements of the charity for the year ended 31 December 2021.
The financial statements have been prepared in accordance with the accounting policies set out in notes to the accounts and comply with the charity's governing document, the Charities Act 2011 and Companies Act 2006 and Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland published in October 2019.

Objectives and activities
Public Benefit
The Trustees have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the Charity's aims and objectives and in planning future activities.
OBJECTS
To preserve and protect health and relieve sickness for the public benefit in the UK or elsewhere through all or any of the following means:
a) providing education about the prevention and treatment of cervical cancer and other women's diseases and cancers;
b) promoting screening, treatment and vaccination for cancer and particularly cervical cancer;
c) facilitating medical screening, vaccination and treatment of people affected by cervical and similar cancers;
d) providing support and relief to those in need who are affected directly or indirectly by cervical cancer and other related women's diseases and cancers.
Mission, Vision and Objectives
As can be seen in the Objects above, our vision and objectives are to protect and enhance the health of women in the UK and developing countries by eliminating Cervical Cancer and enabling treatment for women with Cervical Cancer and related health issues.
Through our future programs in support of women's health and wellbeing, UKCC is committed to improving health and reducing poverty and disadvantage to contribute to sustainable development. Our Charity, UKCC and our programme partners have a policy of zero tolerance to fraud and corruption and to family and sexual violence, particularly against women.
In very simple terms, our Strategic Objectives are to:

Expand understanding of UKCC and advocate government and philanthropic support for prevention, diagnosis, and treatment of Cervical Cancer.

Develop financial and funding reliability for budgeted Charity programmes and services.

Build UKCC capacity and reliable systems and processes to support planned programs and services, through a continuous improvement approach.

Develop stakeholder relationships and implement promotions and marketing to maximize community, corporate and Government support, fundraising, and revenues.

Strengthen Developing Country partner capacity and capability to ensure local programs have reliable input to monitoring, evaluation, reporting and improvement.

Achievements and performance
Overview of the year
Results of recent consumer surveys undertaken by our sister organisations ACCF showed that around 60% of women find smear tests/cervical screenings embarrassing and awkward and over 37% have actually put off going for a smear test because they were uncomfortable, fearful or painful. We can't allow women to die from embarrassment, so we at UK Cervical Cancer have further developed our women-focused/those with a cervix "comfort checklist" which is a simple set of suggestions to make the experience more comfortable and to let women know that they can put themselves in control of the process.
This checklist has been developed by a panel of Consumers and Experts, including a Psychologist, Cervical Screening and Smear Test Nurse, General Practitioners, and Gynaecologists.
We encourage women to take charge of their own health screening tests which could save their life or their friend's life. We ask women to remember that women who have their screenings on time will be at reduced risk of cervical cancer and the longer a test is delayed the more risk is increased, so please keep up to date.
This is a key part of all of the awareness and encouragement activities we are involved in due to Covid19 and the effect this has had on Surgeries and Hospitals, the number of cervical cancer cases and deaths from this illness have been subject to considerable increase. The cause of this is down to the points made above as screening facilities have been reduced and women have been afraid to attend the limited Surgeries and Hospitals where screenings were still being carried out during the current Pandemic.
In the UK, during 2020, we commenced a special programme, known as the Norfolk Project, of partnering with Doctors Surgeries, Schools and other organisations including Ethnic and Religious Bodies in Norfolk, with the overall objective of ensuring that as many women as possible were subject to Screening and as many year-9 and 10-year girls as possible were subject to the HPV vaccination. During the latter part of the year, we started individual Presentations to organisations such as Police Forces, HMRC and other Business Units.
Returning now to the to the activities associated with our sister organisations. In Nepal we have continued partnering and supporting cervical cancer screening and treatment work in this Himalayan country of 30 million people with NACCF and ACCF. There have been over 5,000 Nepalese women screened in the past year. Cervical screening is commonly done in Nepal using VIA (Visual Inspection with Acetic acid) which is more affordable in this low resource country where there is little capacity to screen using smear tests. Most women in Nepal have never had cervical screening even once and many have never been seen by a doctor. We find rates of cervical abnormalities at 20 times the rate they are found in the UK. Many lives can be saved for such a small amount of money, as little as the cost of a coffee and a bun in London.
We support ACCF and NACCF in running community education and awareness programmes in Nepal so that women are educated about the causes of cervical cancer and how it can be prevented, as well providing education about breast cancer and how to carry out regular breast self-examination.
The work is done in NACCF's Women's Clinic, constructed by locals with ACCF support in the town of Banepa, one hour east of Kathmandu, which is a base for the mobile screening camps which travel to remote parts of Nepal once or more each month. The clinic premises are used as a venue for nurses and vaccinators to be trained.
Board members of NACCF who are leading women doctors have now trained over 400 doctors and nurses to carry out VIA (Visual Inspection with Acetic Acid) which allows a sustainable single visit approach to screening and treatment of cervical abnormalities.

The Himalayan Kingdom of Bhutan Magical Bhutan is also in the Himalayas and it uses their Gross National Happiness Index to measure success. Nothing makes Bhutan happier than having healthy girls and healthy women. Cervical cancer has been the biggest cancer killer of women in Bhutan and but now in the last year UK Cervical Cancer and ACCF have helped enable over 90% of eligible schoolgirls to receive HPV vaccinations which will reduce their risk of cervical cancer by up to 80% and we are negotiating a a partnership to work with ACCF and NACCF under the patronage of Her Majesty, The Royal Grandmother of Bhutan who has had family members affected by cervical cancer. We will be helping continue the National Vaccination programme which received a special commendation for corporate responsibility at the Public Affairs Asia Gold Standard Awards in Hong Kong in 2011.
We have maintained our relationship with BRANNGO, which is a Peak membership organisation bringing together British NGOs which have the common goal of working for the benefit of disadvantaged people of Nepal and making the work of each more powerful through strength in numbers.
Finally, we need to make the point that in this Social Media dominated culture, we have concentrated on providing Social Media support to women and their families in the UK and other countries where they are disadvantaged and with Covid19, find it more difficult to take our recommended and appropriate actions.
Financial review
Total income for the year amounted to £36,980 (2020: £22,195). After expenditure of £35,896 (2020: £18,385) the net surplus for the period amounted to £1,084 (2020: £3,810).
Reserves policy
The charity's free reserves amounted to £5,354 (2020: £4,270) held towards future charitable expenditure.
Structure, governance and management
Governing document
UK Cervical Cancer is a charitable company limited by guarantee, incorporated on 14 December 2016 and registered as a charity on 23 April 2018. The company was established under a Memorandum of Association which established the objects and powers of the charitable company, and is governed under its Articles of Association. In the event of the company being wound up members are required to contribute an amount not exceeding £1.
Recruitment and appointment of Trustees
The charity aims to recruit Trustees with a wide range of business and sector experience from which the charity will benefit.
Induction and training of Trustees
All new Trustees will be provided with copies of:

the charity's Deed of Trust;

the latest accounts of the charity;
and encouraged to read Charity Commission guidance notes CC3 - 'The Essential Trustee: what you need to know, what you need to do'.
In addition, Trustees are encouraged to read Charity Commission and other newsletters and to attend courses designed to keep them abreast of their duties and responsibilities.

Risk management
The Trustees have examined the major strategy, business and operational risks which the charity faces and confirm that systems have been established to enable regular reports to be produced so that the necessary steps can be taken to lessen these risks.
Organisational structure
The Trustees administer the charity and meet regularly to discuss and approve forthcoming charitable expenditure.
Small company provisions
This report has been prepared taking advantage of the small companies' exemption of section 415A of the Companies Act 2006.

I report to the charity trustees on my examination of the financial statements of the company for the year ended 31 December 2021 which comprise the statement of financial activities (including income and expenditure account), statement of financial position and the related notes.
Responsibilities and basis of report
As the charity's trustees of the company (and also its directors for the purposes of company law) you are responsible for the preparation of the financial statements in accordance with the requirements of the Companies Act 2006 ('the 2006 Act’).
Having satisfied myself that the financial statements of the company are not required to be audited under Part 16 of the 2006 Act and are eligible for independent examination, I report in respect of my examination of your company's financial statements as carried out under section 145 of the Charities Act 2011 (‘the 2011 Act’). In carrying out my examination I have followed the Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act.
Independent examiner's statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the company as required by section 386 of the 2006 Act; or

the financial statements do not accord with those records; or
-
the financial statements do not comply with the accounting requirements of section 396 of the 2006 Act other than any requirement that the accounts give a ‘true and fair' view which is not a matter considered as part of an independent examination; or
-
the financial statements have not been prepared in accordance with the methods and principles of the Statement of Recommended Practice for accounting and reporting by charities applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102).

1. General information
The charity is a private company limited by guarantee, registered in England and Wales and a registered charity in England and Wales. The address of the registered office is Bankside 300, Peachman Way, Broadland Business Park, NR7 0LB.The principal address of the charity is 1a Gurney Lane, Norwich, NR4 7SB.
2. Statement of compliance
The charity constitutes a public benefit entity as defined by FRS 102. The financial statements have been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland issued in October 2019, the Financial Reporting Standard applicable in the United Kingdom and Republic of Ireland (FRS 102), the Charities Act 2011, the Companies Act 2006 and UK Generally Accepted Accounting Practice.
3. Accounting policies
Basis of preparation
The financial statements have been prepared on the historical cost basis, as modified by the revaluation of certain items measured at fair value through income or expenditure.
The financial statements are prepared in sterling, which is the functional currency of the entity and rounded to the nearest pound.
Going concern
The financial statements have been prepared on a going concern basis as the Trustees believe that no material uncertainties exist. The Trustees have considered the level of funds held and the expected level of income and expenditure for 12 months from authorising these financial statements. The budgeted income and expenditure is sufficient with the level of reserves for the charity to be able to continue as a going concern. The Trustees have taken into account the effects of COVID-19 in making this assessment.
Fund accounting
Unrestricted funds are available for use at the discretion of the trustees to further any of the charity's purposes.
Designated funds are unrestricted funds earmarked by the trustees for particular future project or committment.
Restricted funds are subjected to restrictions on their expenditure declared by the donor or through the terms of an appeal.

Incoming resources
All income is included in the statement of financial activities when entitlement has passed to the charity, it is probable that the economic benefits associated with the transaction will flow to the charity and the amount can be reliably measured. The following specific policies are applied to particular categories of income:

income from donations or grants is recognised when there is evidence of entitlement to the gift, receipt is probable and its amount can be measured reliably.
-
income from contracts for the supply of services is recognised with the delivery of the contracted service. This is classified as unrestricted funds unless there is a contractual requirement for it to be spent on a particular purpose and returned if unspent, in which case it may be regarded as restricted.
Resources expended
Expenditure is recognised on an accruals basis as a liability is incurred. Expenditure includes any VAT which cannot be fully recovered, and is classified under headings of the statement of financial activities to which it relates:

expenditure on raising funds includes the costs of all fundraising activities, events, non-charitable trading activities, and the sale of donated goods.

expenditure on charitable activities includes all costs incurred by a charity in undertaking activities that further its charitable aims for the benefit of its beneficiaries, including those support costs and costs relating to the governance of the charity apportioned to charitable activities.

other expenditure includes all expenditure that is neither related to raising funds for the charity nor part of its expenditure on charitable activities.
All costs are allocated to expenditure categories reflecting the use of the resource. Direct costs attributable to a single activity are allocated directly to that activity. Shared costs are apprortioned between the activities they contribute to on a reasonable, justifiable and consistent basis.

Financial instruments
A financial asset or a financial liability is recognised only when the entity becomes a party to the contractual provisions of the instrument.
Basic financial instruments are initially recognised at the amount receivable or payable including any related transaction costs, unless the arrangement constitutes a financing transaction, where it is recognised at the present value of the future payments discounted at a market rate of interest for a similar debt instrument.
Current assets and current liabilities are subsequently measured at the cash or other consideration expected to be paid or received and not discounted.
Debtors and creditors payable within one year
Debtors and creditors with no stated interest rate and receivable or payable within one year are recorded at transaction price. Any losses arising from impairment are recognised in expenditure.
Cash at bank and in hand
Cash at bank and cash in hand includes cash and short term highly liquid investments with a short maturity of three months or less.

The company is limited by guarantee and therefore does not have any share capital. On winding up or dissolution of the company, each member has a liability to contribute a sum not exceeding £1.
