The Trustees have pleasure in presenting their report and the financial statements for the charity for the year ended 31 August 2022. The Trustees have adopted the provisions of Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and the Republic of Ireland (FRS 102) (effective 1 January 2015).

Charitable objects:
The objects of the CIO are the preservation and protection of good health of children with disability for the public benefit by:

Encouraging and supporting research for the public benefit, publishing and disseminating the useful results thereof, in child development and disability

Working to improve health services for children with disability and their families

Providing a forum for all professional disciplines, agencies and professional bodies involved in childhood disability

Providing technical advice to national government and local authorities and representing child health on committees
-
Considering matters relating to child development and disability and providing training and teaching for those involved with children with disability
Charitable activities:
BACD provides a forum for those working in childhood disability. We host committee and educational meetings, develop teaching, training and educational materials and support the strategic research group. BACD works closely with voluntary and other organisations, provides technical advice to inform policy and guidance and works to improve the health of children, young people and their families.
Public benefit:
In exercising their duty, the Trustees confirm that they have referred to the guidance contained in the Charity Commission’s general guidance on public benefit when reviewing the charity’s objectives and aims, and in planning future activities for the year.
To achieve this our objectives are to offer support, information and training to our membership, to work constructively and in partnership with other agencies and organisations to continually improve health services for children and young people, and to improve the health of all children by advocating for the needs of the most disadvantaged.

In exercising their duty, the Trustees confirm that they have referred to the guidance contained in the Charity Commission's general guidance on public benefit when reviewing the charity's objectives and aims, and in planning future activities for the year.

Communication with members continues to be via the quarterly BACD Newsletter, which features articles of relevance to the membership. The spring 2022 edition focused on updates in Autism; summer 2022 edition focussed on Early Intervention.

Annual Scientific Meeting - Physical Activity and Movement held online on 17 March 2022

BACD and the Association of Paediatric Chartered Physiotherapists' (APCP) Respiratory Committee held a free online meeting webinar to introduce the Consensus Statement on Prevention and management of respiratory disease in young people with cerebral palsy.

Through a partnership with Sheffield Children’s NHS Foundation Trust, BACD endorses and supports the Paediatric Disability Distance Learning (PDDL) Courses and Diploma in paediatric neurodisability. BACD members receive a discount on fees.

BACD provides administrative support to The Neurodisability Community, which provides free educational webinars for professionals working in paediatric neurodisability and community child health.

Open letter to the Secretaries of State for Education and for Health and Social Care asking for urgent clarification on how un-ringfenced funding announced in the spending review would be used to meet the needs of disabled children and their families.

BACD is one of 70+ members of the National Children's Bureau and Council for Disabled Children's Children and Young People’s Health Policy Influencing Group which published a briefing setting out concerns that infants, children and young people may become invisible within Integrated Care Systems.

BACD joined over 700 organisations in the Build Back Childhood campaign demanding that the Chancellor makes a strategic investment in babies, children, young people and families at the autumn Spending Review
BACD co-signed with senior leaders from several leading disabled children’s charities and organisations an open letter to Conservative leadership candidates calling for urgent financial support for families of seriously ill children
Neonatal and Paediatric Pharmacist Group (NPPG) in conjunction with BACD and the British Paediatric Neurology Association (BPNA) Position Statement on the Off label use of Chloral Hydrate in the Management of Intrusive Movement and Motor Disorders in Children and Young People. This position statement was written following the MRHA Drug Safety Update in October 2021 describing new restrictions to the use of Chloral Hydrate and Chloral Betaine. The statement helps clarify around the use of off-label use of chloral hydrate in the management of children and young people with movement disorders.
As part of Sense’s Covid Inquiry campaign, calling for disabled people to be at the heart of next year’s public Covid inquiry, Sense wrote a letter, jointly signed by 35 other disability organisations, including BACD, to Baroness Hallett.
BACD responded to the following Government consultations:

Green Paper on the future of the special educational needs and disabilities (SEND) and alternative provision (AP)

A new approach to area SEND inspections on proposed changes to the way Ofsted and the Care Quality Commission (CQC) jointly inspect local area partnerships to assess how they work together to improve the experiences and outcomes of children and young people who have special educational needs and/or disabilities (SEND)
BACD co-signed a letter calling for the National Institute for Health and Care Excellence to urgently develop a guideline to support the identification of children and young people with a learning disability so that they have the best life chances with the right information and support in place.
Research:
The Strategic Research Group continues to lead national research into childhood disability:
BACD-RCPCH Polani Award - administered by BACD and funded by the Royal College of Paediatrics & Child Health, the Polani Award supports research and innovation in UK paediatric neurodisability. The 2022 award was not awarded;
'Question Time' Webinars focusing on research in neurodisability. The recordings of these webinars are available to watch on the BACD website:

Getting started in neurodisability research was aimed at anyone new to research and/or has little experience of research.

Developing your neurodisability research career was aimed at those with some experience of research, e.g. undertaken a research project in the NHS or has been a site PI, and who want to do more.

Members are eligible to subscribe at a reduced rate to the journal Developmental Medicine and Child Neurology (DMCN) (published by Wiley). During the year 12 members took advantage of this offer.
FINANCIAL REVIEW
The financial performance of the charity is comprehensively disclosed in the attached financial statements.
The Trustees have noted the continued reliance on the surplus from the ASM to fund its activities, as well as membership fee income.
Reserves
Reserves policy
The trustees have examined the Academy’s requirements for free reserves in the light of predominant risks to the Academy - loss of income through reduced membership numbers and reduced numbers at the annual scientific meeting. The Academy is committed to a reserves policy of one year's expenditure to be available.

STRUCTURE, GOVERNANCE AND MANAGEMENT
Governing document
Structure, governance and management:
The British Academy of Childhood Disability (BACD) was established as a Charitable Incorporated Organisation on 9 April 2018 and is managed by the Board of Trustees. The charity registration number is 1177868.
Organisational structure and management:
BACD is managed by an Executive Committee (EC) which comprises of the Trustees, elected officers with portfolios, and representatives from other related professional organisations. The EC is responsible for the day to day decisions of BACD and works closely with the Administrator to implement the day to day decisions and strategic direction, in particular:
-
controlling the administration of the charity;
-
agreeing the strategic aims, objectives and direction of the charity;
-
ensuring that there is identification of risks and management of those risks; and
-
ensuring that the income of the charity is applied for the purposes as set out in its governing document
The day-to-day management of BACD is performed by the Administrator.
Trustees and officers with a portfolio are elected via open recruitment from among the membership. A regional coordinator exists for each of the old NHS Regions to represent the views of members throughout the country. This corresponds to the area covered by the Royal College of Paediatric and Child Health (RCPCH) Regional Advisers and Council Representatives. Coordinators are elected for a period of four years by members in the relating region. A job description has been produced for members of the Executive Committee and the Regional Coordinators, which specifies the knowledge, skills and attributes needed by the members.
The EC meets three times per year. Also in attendance are the BACD regional representatives, representatives from external organisations representing the multi-disciplinary team working with disabled children and young people, and representatives from disabled children’s charities:

Administrative work is centred on the Academy’s registered office at 5 Theobalds Road, London WC1X 8SH, where there was one part-time salaried employee at the end August 2021. The Academy benefits from a great deal of voluntary work by its members in the organisation of meetings, service on committees and panels and many other activities.
Risk assessment and management:
The Trustees have a duty to identify and review the risks to which the charity is exposed and to ensure appropriate controls are in place to provide reasonable assurance against fraud and error.
The Trustees regularly review the risks to which BACD is exposed, particularly activity, operational and financial risks and to ensure procedures and reporting regimes to manage and reduce any identified risks are in place.
The prime risk to which BACD is exposed is financial. The COVID-19 pandemic has had an impact on one of the two key income streams, the annual scientific meeting. The 2022 event was planned to be an in-person event. Low registration numbers along with the continued threat of a covid outbreak meant the meeting was converted to an online event, with much lower registration fees and no exhibition income. BACD has strived to reduce expenditure where possible, e.g. committee meetings continue to be held virtually, a digital only newsletter, to counteract the reduction in income. In addition, BACD is now able to claim gift aid on membership fees providing an additional income. The online regional meetings are free to attend for BACD members and continue to provide a small income through registration fees for non-members.

Despite the reduction in income, with the lower expenditure taken into account, the Trustees are satisfied that the current level of reserves is adequate to meet both unforeseen contingencies and the costs of planned activities for the future.

I report to the trustees on my examination of the accounts of the charity for the year ended 31 August 2022.
Responsibilities and basis of report
As the charity trustees, you are responsible for the preparation of the accounts in accordance with the requirements of the Charities Act 2011 ('the 2011 Act').
I report in respect of my examination of the charity’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination I have followed all the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiners statement
I have completed my examination. I confirm that no matters have come to my attention in connection with the examination giving me cause to believe that in any material respect:

accounting records were not kept in respect of the Charity as required by section 130 of the 2011 Act; or
-
the accounts do not accord with those records; or
-
the accounts do not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a 'true and fair view' which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.

1. Accounting Policies
Basis of accounting
The financial statements have been prepared under the historical cost convention, except for investments which are included at market value and the revaluation of certain fixed assets and in accordance with the Charities SORP (FRS 102) ‘Accounting and Reporting by Charities: Statement of Recommended Practice applicable to charities preparing their accounts in accordance with the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102) (effective 1 January 2015)’, Financial Reporting Standard 102 the Financial Reporting Standard applicable in the UK and Republic of Ireland (FRS 102), and the Charities Act 2011.
BRITISH ACADEMY OF CHILDHOOD DISABILITY meets the definition of a public benefit entity under FRS 102. Assets and liabilities are initially recognised at historical cost or transaction value unless otherwise stated in the relevant accounting policy note(s).
Going concern
The Trustees have assessed the financial viability of the Charity and have concluded that there is no reason why the Charity will not continue operating for at least 12 months following the year ending 31st August 2022 . For this reason the financial accounts have been prepared on a going concern basis.
