## **The Charity** 

The Parochial Church Council (PCC) of the Ecclesiastical Parish of Funtington with West Stoke and Sennicotts is a charity registered with the Charity Commission (charity no. 1177830). The PCC operates under the Parochial Church Councils (Powers) Measure 1956 and subsequent legislation.

## **Structure, Governance and Management** 

The PCC is a corporate body established by the Church of England. The PCC members act as charity trustees and are responsible for the management and administration of the parish. The PCC operates in accordance with the Parochial Church Councils (Powers) Measure 1956, the Church Representation Rules, and other applicable Church of England legislation. 

Throughout the period of Interregnum (from November 2023), the day-to-day running of the parish was supported by Acting Archdeacon Revd. Tom Robson and Rural Dean Revd.

Jessica Reid, who was replaced by Revd. Tom Robson when Revd. Jessica commenced maternity leave in the Summer of 2025. 

During 2025 the parish profile was written, and the post of Incumbent was advertised. Following a successful recruitment process, Revd. Jo King was appointed as Rector of the newly formed Benefice of Chidham with Hambrook, and Funtington and West Stoke with Sennicotts. Her Collation Service took place on 22 September 2025 at St Mary's Church, Funtington, bringing the Interregnum to a close. 

The council has complied with its duty under section 5 of the Safeguarding and Clergy Discipline Measure 2016, having full regard to the House of Bishops' guidance on safeguarding children and vulnerable adults. 

## **Our Aims and Purposes** 

The Parish has been in Interregnum since November 2023. The PCC has cooperated with the Sequestrator and Rural Dean in the following charitable purposes: 

- The promotion of the gospel of the Lord Jesus Christ according to the doctrines and practices of the Church of England 

- Promoting in the parish the whole mission of the church: pastoral, social, evangelistic and ecumenical 

- To know Jesus better and make Him better known 

- Practical support and care for people in the parish, from the youngest to the eldest, irrespective of level of need or ability to pay 

- Providing financial support to those in need and to other organisations with similar objectives 

## **Objectives and Activities** 

When planning activities for the year, the PCC considered the Charity Commission's guidance on public benefit, in particular the specific guidance on 'charities for the advancement of religion'. The objectives planned and pursued during 2025 were: 

- Enabling as many people as possible to worship at our churches 

- Enabling as many people as possible to become part of our church community 

- Teaching, baptising and nurturing new and existing believers 

- Maintaining an overview of worship throughout the parish 

- Considering how services can involve the many groups that live within the parish 

- Putting faith into practice through prayer, scripture, music and sacrament 

- Offering worship, prayer and gospel learning in small group situations 

- Assisting people from all walks of life to develop their knowledge of and trust in Jesus 

- Provision of pastoral care for people living within the parish 

- Providing assistance to the poor and needy of the parish

- Making charitable grants to partner organisations 

- Reaching out to the community through social activities 

- Maintaining the fabric of the church buildings as historic centres and foci of village life 

## **Achievements and the Impact on Beneficiaries** 

## **Attendance at Worship** 

The church family welcomes visitors from within and beyond the parish boundary. Voluntary attendance to worship is regarded as a major demonstration of the public benefit of our activities. 

The established pattern of Interregnum services continued throughout 2025: 

- Week 1: 10am Family Service at Funtington; 10am BCP Eucharist at West Stoke 

- Week 2: 8am Eucharist at Funtington 

- Week 3: 10am Eucharist at Funtington 

- Week 4: 9am BCP Eucharist at Sennicotts 

- Week 5: 10am Joint Parish Eucharist alternating with Chidham 

The numbers attending weekly services have remained at a broadly similar level to the previous year. The Family Service continues to be well attended. The BCP Eucharist at Sennicotts showed an increase in numbers and more parishioners are becoming comfortable worshipping across different churches. The Joint 5th Sunday service is well supported, with the Joint Community Choir drawing people from all our villages under the leadership of Paul Wren. 

Holy Week, Easter and Christmas were all marked with a range of special services across the Benefice, in the church and in the community, welcoming many locals and visitors. Christmas was a particularly special time with two crib services and two candlelit carol services that were especially well attended. 

## **Music** 

Music has developed into an increasingly important part of worship. The Parish Choir, formed from both parishes under the leadership of Paul Wren, has grown and enriched the worship at Easter, Harvest, Advent and Carol Services, as well as at joint 5th Sunday services. The three organists who play across all three churches continue to provide invaluable musical support. 

## **Life Events** 

It is the privilege of the church to be present at the most important moments in family life. During 2025, in our parish there were: 

- 1 Baptism 

- 4 Funerals 

- 6 Weddings

- A number of burials of ashes across our churchyards 

## **Teaching, Baptising and Nurturing Believers** 

Many in the congregation have been involved in midweek discipleship activities. A fortnightly prayer group underpins all parish activities. On alternate weeks an ideas group meets to consider opportunities to extend the church's reach in the parish — one result of this is a monthly film night which is continuing to prove popular. Two community lunches were also held as a result of these discussions. A homegroup meets one evening each week and has studied the Bible Society's Bible Course, Romans, an Alpha course and the Letter of James. An afternoon study group, newly formed this year, has also benefited greatly from the Bible Society courses. 

## **Provision of Pastoral Care** 

A dedicated Pastoral Care Team has continued this year. The team is available to visit the sick and the lonely and to take communion where required. The parish continues to work closely with Good Neighbours, who provide transport, help and friendship to local people. Many parishioners provide transport for the housebound to enable attendance at Sunday services and other church functions. 

## **Evangelism and Outreach** 

A special edition of the Parish Magazine was distributed free to every household in the parish. Key outreach events during 2025 included: 

- A Spring Flower and Coffee Morning 

- Fireworks, Bonfire and Barbeque in the Church Paddock 

- Christmas Fair with Music 

- Annual community carol singing at the Fox and Hounds 

- The Sennicotts outside nativity service, drawing many from outside the regular church community 

Funtington Primary School continued to use St Mary's Funtington for their Harvest and Christmas services, with the whole school and their families in attendance. The infant class also held a classroom session at St Mary's. Oakwood School continues its annual remembrance service at Sennicotts. 

## **Provision of the Church Buildings for Community Use** 

The church buildings continue to be made available for use by a wide range of community groups including Scouts, school groups and other organisations. The bells at St Mary's Funtington have welcomed ringers of all skill levels throughout the year. St Mary's Funtington and St Andrew's West Stoke remain open throughout the day for private prayer for the church family and the wider visiting public. 

Many visitors remark on the sense of peace and spirituality pervading the churches and their grounds, as well as the architectural beauty and sense of history within the buildings.

## **Charitable Giving** 

The parish is committed to supporting local charities whose aims align closely with its mission and values. In 2025 an ambitious target of £5,000 was set for charitable giving, to be split between chosen charities. Funds were raised through community lunches, Christmas and spring fairs, and other fundraising events. Grants were made to the following charitable organisations: 

- The Sanctuary, Chichester 

- CYE Christian Sailing Enterprise (Cobnor) 

- St Wilfrid's Hospice 

- The Royal British Legion 

- The Four Streets Project 

A particular highlight was the developing relationship with CYE (Cobnor), whose team visited Funtington to speak at a Sunday service. The local primary school also holds an annual residential visit at Cobnor. 

The collection of food for the Food Bank and Stone Pillow continued throughout the year. Many local charities continue to hold meetings and functions at St Mary's Church Room at no charge. 

## **The Church Buildings** 

## **St Mary's, Funtington** 

Ongoing work was needed on the church tower to finalise and complete the surface that was removed last year once the wall had dried out.  Work was also undertaken to cure a damp area due to faulty down pipe outside the south door.  The door to the church room was also broken and was replaced, this was partially paid for by the insurance company. 

## **St Andrew's, West Stoke** 

Nothing particular to report. 

## **St Mary's, Sennicotts** 

A new 2m high Burghley Estate Fence from The Traditional Company was installed around the field boundary of St Mary’s Sennicotts predominantly funded from John Rank’s 2023 legacy to the church. 

## **Governance and Finance** 

## **Safeguarding** 

The Parish Safeguarding Officer, Tony D'Alton, has worked diligently to ensure that all training and DBS requirements are up to date and that the necessary policies are in place.

There have been no allegations or investigations of current or historic safeguarding events during 2025. 

## **Reserves Policy** 

It is PCC policy to keep a minimum of £30,000 in reserves to cover 3 months of expenses 

## **Electoral Roll** 

The Electoral Roll was renewed during 2025 and currently stands at 109 persons. 

## **Graveyard Maintenance** 

The PCC agreed to retain the existing maintenance contractors for all three churches for a further year. Applications for memorial plaques in the new Ashes plot and for new monuments in the graveyards have been successfully processed. Ongoing work continues in the graveyard at Funtington, with PCC and community working parties maintaining standards and compliance with the Directions of the Diocesan Chancellor. 

## **Ongoing Projects and Property** 

On formation of the Benefice, the Diocese indicated its intention to sell the Vicarage in Funtington. The PCC has begun exploring the possibility of increasing disabled parking to the north of the church using the shared access with the Vicarage, and of applying for ownership of the Vicarage paddock for extension of the existing graveyard. 

The process of seeking permission for a permanent fence on the eastern boundary — from the lych gate round to meet the southern boundary — will be considered as part of the whole project looking at our outside space. 

## **Looking Forward** 

With an Incumbent now in place, the parish can begin to plan with confidence and excitement for the future. Areas identified for growth and development include: 

- Developing our offer to children and families across the Benefice 

- Engaging more broadly across the community by taking our message outside our buildings 

- Exploring opportunities to improve disabled parking and extend the churchyard, in light of the proposed sale of the Vicarage 

- Developing a deeper understanding of what each of our beautiful historic buildings can offer, and ensuring they are used to their full potential 

This report is not an exhaustive account of all that has been achieved, but it is evident that numbers are growing again and that fellowship among the community is deepening. We are

## **1 Accounting policies** 

## **a Accounting convention** 

The financial statements have been prepared under the Church Accounting Regulations 2006 in accordance with applicable accounting standards and the current (2019) Statement Of Recommended Practice, Accounting and Reporting by Charities SORP (FRS 102). 

The financial statements have been prepared under the historical cost convention as modified by the inclusion of investments at market value. The financial statements include all transactions, assets and liabilities for which the PCC is responsible in law.  They do not include the accounts of church groups that owe their affiliation to another body, nor those which are informal gatherings of church members. 

## **b Funds accounting** 

Funds held by the PCC are: 

_Unrestricted funds_ - general funds which can be used for PCC ordinary purposes _._ 

_Designated funds_ - monies set aside by the PCC out of unrestricted funds for specific future purposes or _projects._ 

_Restricted funds_ - a) income from trusts or endowments which may be expended only on those restricted objects provided in the terms of the trust or bequest; b) donations or grants received for a specific object or invited by the PCC for a specific object.  The funds may only be expended on the specific object for which they were given.  Any balance remaining unspent at the end of the year is carried forward as a balance on that fund. 

_Endowment funds_ - funds the capital of which must be maintained; only income arising from the investment of the endowment may be used, either as restricted or unrestricted funds, depending on the purpose set out in the terms of the original endowment _._ 

## **c Income and endowments** 

All income and endowments are accounted for without deduction for any costs of receivability, are recognised when there is evidence of entitlement, receipt is probable, and the amount can be measured reliably. 

## **Donations and legacies** 

_Collections_ are recognised when received. 

_Planned giving_ receivable is recognised when there is evidence of entitlement, receipt is probable, and the amount accords with the Gift Aid declaration or other record of intention to donate. 

_Gift aid recovered_ is recognised when the income to which it is attached is recognised. 

_Grants and legacies_ are recognised when the formal offer in writing of the funding, is received by the PCC. 

## **Charitable activities** 

_Fees for weddings and funerals are recognised when the events are in the accounting year and receipt is probable._ 

## **Other trading activities** 

_Trading activities_ are where income is receivable in return for selling goods or providing services.  Income from trading is recognised  when received. 

## _Investment income_ 

Interest entitlements are accounted for as they accrue.

## **All other income** 

All other income is recognised in accordance with the above overall policy. 

## **Gains and losses on investments** 

Realised gains are recognised when the investments are sold. 

Unrealised gains and losses are accounted for on revaluation at 31 December. 

## **d Expenditure** 

Expenditure is accounted for on an accruals basis and accounted for gross. 

## _**Grants**_ 

Grants and donations are accounted for when paid over, or when awarded where the award creates a binding obligation on the PCC. 

## _**Church Activities**_ 

The diocesan parish contribution is accounted for on an annual basis, reflecting the allocation set by our Deanery.  Any parish contribution unpaid at 31 December is provided for in these accounts as an operational (though not a legal) liability and is shown as a creditor in the balance sheet. 

## **e Fixed Assets** 

## _**Tangible fixed assets**_ 

Consecrated and beneficed property of any kind is excluded from the accounts by s.10(2) of the Charities Act 2011. 

Movable church furnishing held by the Vicar and Churchwardens on special trust for the PCC and which require a faculty for disposal, are accounted as inalienable property unless consecrated.  They are listed in the church's inventory which can be inspected but are not included in the financial statements. For other property acquired prior to 2010 there is insufficient cost information available and therefore the cost of such assets is not stated in the financial statements. 

## _**Depreciation**_ 

Depreciation is calculated to write down the cost of tangible fixed assets, excluding freehold properties, over their expected useful lives.  The rates we have applied are: 

>  Fixtures and fittings - Organ 3% 

>  Fixtures and fittings - Solar Panels 10% 

>  Audio visual equipment 25% 

>  Cooking Equipment 25% 

No depreciation is provided on freehold property as it is the PCC's policy to maintain these assets in a continual state of sound repair. 

## _**Investments**_ 

Investments are stated at market value at the balance sheet date. 

## **f Current Assets** 

Amounts owing to the PCC at 31 December in respect of fees, rents or other income are shown a debtors less provision for amounts that may prove uncollectible.

## **15 Trustee and related party transactions** 

The Rector and the PCC  are the trustees of the charity. 

Three trustees were remunerated for organist and verger fees and received in total £800. 

Eight trustees have together received £6,422 in expenses. All expenses were directly related to the charitable activities of the PCC. Expenses paid covered: 

supplies and equipment required for community events candles and consumables 

gifts for helpers, lay readers and those baptised office supplies and printing books 

supplies required for undertaking church maintenance and cleaning. 

## **16 Staff costs and employee benefits** 

The church employs 1 member of staff. 

## **17 General Fund** 

The general fund can be seen to have shrunk by £14,245 in 2025. Our giving has reduced and remains less than our expenditure and expenses are continually rising. It should be noted that there were only partial rector/vicarage expenses this year and they will be higher next year.  Of concern are the decrease in planned giving and investment dividends/interest, and the increase in Parish Share, utility costs, and church running costs, all giving rise to the substantial reduction of reserves. 

## **18 West Stoke Churchyard Fund** 

The diocese holds a restricted fund of £23,442 for the benefit of the upkeep of West Stoke churchyard. We use the dividend income from this fund towards the upkeep of West Stoke churchyard. 

## **19 Parkinson Fund** 

The PCC decided the Parkinson fund could pay for the relocation of the bench in West Stoke churchyard, even though this marginally reduced the capital. 

## **20 John Rank Fund** 

This fund is kept for specific Sennicotts expenses which this year included £11,861 for the new perimiter railings. 

## **21 Richard Elwes Fund** 

This fund is kept for significant St Andrew's expenses. 

## **22 Churchyard Maintainance** 

The new railings for Sennicotts and the relocation of the West Stoke stone bench are included under Churchyard Maintainance. 

## **23 Dora Smith Fund** 

This fund has been assigned for specific ministry in the parish, and could not be used during the interregnum. 

## **24 Investment Funds** 

Following a review of our investments, the Black Rock Funds have been sold, and all the investments have been consolidated within the CBF Deposit Fund and the CCLA Global Equity Fund.
