Letter from the Trustees
Billingham and Stockton Borough Foodbank as a charity in its own right was formed on 3[rd] April 2018, established from the existing Billingham Foodbank linked to New Life Church, Teesside.
We now consist of two foodbank centres – Billingham and Stockton together with a food warehouse.
We exist to feed those in short term food crisis but also provide an advice service to enable clients to overcome their need to use foodbanks. We have fed 3709 people this year which is a 30% reduction on last year, largely due to the Holistic Advice programme.
This year has continued to be challenging for many with the ongoing effects of the cost- ofliving crisis. We are grateful to the Trussell Trust who have provided financial support to enable us to employ a full time Citizens Advice worker to maximise income for our clients, The project has helped 1,170 new clients in the last four years providing advice and £1.85m in financial benefit identified. The project will continue this year, and we will seek further funding to continue this valuable work in the future. My thanks to our advisor Diane (SDAIS) for her expertise and support.
Financially we were fortunate to receive £40,000 from the Peoples Post Code Lottery as a result of local winners of the millionaire draw. This sum has paid for the Holistic Advice programme(HAP). We have increased our reserves to a minimum of £40,000 this year, representing 3 months costs. We have £298,921.85 in unrestricted funds of which £116,525 is designated to cover 3 years’ salaries and £58,305 designated for the Holistic Advice programme . The balance of unrestricted funds is £124,091.85. We are aware that we will need £49k for the HAP next year and we may need to fund the move of Billingham foodbank. The Government has introduced new charity reporting guidelines that we will introduce, as required, next year.
The relocation of our Billingham foodbank is still dependent on Stockton Council and Evolve(owners) reaching agreement. If and when that happens the plans for the town centre include the demolition of our site. We have had discussions with Stockton Council regarding our relocation and reached a possible solution.
As a charity we need to recruit more trustees, particularly those with Health & Safety knowledge and social media skills. We will prioritise this in the coming year.
My thanks go to the numerous local businesses who have continued to support their community together with the supermarkets- Tesco, Asda, Sainsburys, Co-op, Aldi, Lidl, and Warburtons and Greggs. A huge thank you to our project manager, Helen Winspear and our warehouse manager, Billy Lake, for your hard work and dedication to provide the service and support those in crisis in our community. Finally, I would like to acknowledge all of our supporters who either, give on a monthly basis through our bank account or our CAF donate account, or donate food and toiletries, your donations are much appreciated and support those in crisis in our community.

Project Manager's Report
Summary
This has been another year were many in our community have continued to be affected by the cost of essentials and unemployment. As always, we have tried to find a way to continue to support those in food crisis. At the year-end we had fed 3,709 people, a further 30% reduction on last year. This is mostly due to the success of our financial inclusion project (now known as the Holistic advice project) which provides support and financial advice to those who use our service.
We continue to occupy the property in the West Precinct of Billingham pending the demolition. We are still unsure when this is likely to happen.
Personnel
Our foodbank centres are primarily run by volunteers and I am indebted to those who have given us their time and talent to support our charity throughout this last year. I particularly want to thank Andrea Edwards who has managed the Stockton foodbank since its inception in 2018, along with her husband Graham, giving her time and dedication to provide the service in Hebron Church.
Outcomes
In the last year we processed 1,878 vouchers, rising cost of essential remains the main reason for the crisis. Many of our clients visit just once or twice and we have seen many new people need our service this year.
Welfare advice
With a grant from Trussell, we have been able to employ a welfare adviser from Stockton Citizens Advice (SDAIS), who has provided advice and support to our foodbank clients. This project has been so successful over the last four years with 1,170 people being supported, identifying £1.89m in financial benefit. We will continue to fund this project for the coming year and will continue to seek funding, particularly from local businesses to maintain this valuable service.
Donations
Donations from the public have been largely made through Tesco stores at Billingham and Stockton, and also Asda, Stockton. Donations made by shoppers in these stores are topped up with a monetary donation.
We also have collection bins in Spar, Billingham, Norton and Stockton; Sainsburys Billingham and Bishopton Rd West; Stockton, Tesco By-Pass; Aldi Billingham; Lidl Junction Road and Yarm Road. I am grateful for all donations made.
Special thanks to Warburtons for the supply of fresh bread and bread products.
Individual and regular donations
We have a generous community in the Stockton Borough and we appreciate all of the support we receive, whether it's a single food donation or local social event. Our local schools have continued to be supportive this year, we appreciate all you do. Special thanks to Steve and Rachel Wing who continue to undertake a weekly food collection from their neighbours. We receive a weekly food donation from Yarm Methodist Church and Yarm Lions, kindly delivered by Ian Fyfe, thank you Ian.
We also run 'Friends of Billingham and Stockton Borough Foodbank' enabling donors to give financially on a monthly basis to support our work. This has been built on throughout the year and makes a significant contribution to the running of the Foodbank. My thanks to all who donate in this way.
Local Company support
We have received many financial donations from local Companies who are looking to help those in need in their communities. We have extended our Corporate volunteering support this year. Volunteers attending learn about our work and undertake warehouse duties. It is great to see local business stepping up in this way and I appreciate all you do.
Warehouse
Our warehouse is managed by Billy Lake, supporting our foodbank centres with food supplies. My thanks to Billy for his work in ensuring the efficient running of our food stocks.
Partner and Referral Agencies
We work with around 30 active referral agencies throughout the Borough. I have visited many referral agencies this year, in person, to explain our work and support the referral process.
The future
We hope to expand our work with SDAIS providing support and advice to our Foodbank clients and foster closer working relationships with our other referral agencies, particularly Stockton Borough Council. This will ensure all those in need in the Stockton Borough get the best support available.
We are hopeful, working with Stockton Council, that new premises can be found for our Billingham centre in order that we can continue providing support for the Billingham community.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 31[st] March 2020.
- Responsibilities and basis of report
As the charity trustees, you are responsible for the preparation of the accounts in accordance with the Charities Act 2011 (“the Act”).
I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed all the applicable directions given by the Charity Commission under section 145(5)(b) of the Act.
Independent examiner's statement
I have completed my examination. I confirm that no material matters have come to my attention (other than that disclosed below *) in connection with the examination which gives me cause to believe that in, any material respect,:

the accounting records were not kept in accordance with section 130 of the Act; or
-
the accounts did not accord with the accounting records; or
-
the accounts did not comply with the applicable requirements concerning the form and content of accounts set out in the Charities (Accounts and Reports) Regulations 2008 other than any requirement that the accounts give a ‘true and fair’ view which is not a matter considered as part of an independent examination.
I have no concerns and have come across no other matters in connection with the examination to which attention should be drawn in this report in order to enable a proper understanding of the accounts to be reached.
