Billingham and Stockton Borough Foodbank
Letter from Chair of Trustees
Billingham and Stockton Borough Foodbank as a charity in its own right was formed on 3[rd] April 2018, established from the existing Billingham Foodbank linked to New Life Church. We consist of 4 foodbank centres – Billingham, Hebron Stockton, Norton and Stockton Hope together with a food warehouse, clothing bank and household goods. We continue to grow our presence across the borough supporting those in need of emergency food.
This year has been like no other with the Coronavirus affecting so many families and businesses. I’m pleased to say we have been able to keep all four Centres open, albeit with reduced access, and a much-reduced volunteer support. My thanks to the staff and volunteers who have worked tirelessly to continue to provide the service through this pandemic.
My thanks to Stockton District Advice and Information Service who have funded our Project Manager through the Big Lottery. The Help through Crisis project was a fiveyear sponsorship which comes to an end in June this year.
My thanks to Billingham Town Council, Stockton Council, Greggs Foundation, and Co. Durham Community Fund for their funding support, together with the numerous local businesses who have supported their community in this time of need. My thanks to Tesco who, at the start of the pandemic, provided much needed food supplies.
Finally, our Project Manager, Jill Coyle, is retiring in June 2021. Jill has been a part of the foodbank for 10 years and has managed it for over 7 years. During that time, she has seen the Charity become independent and grow to 4 Centres, providing crisis food 5 days per week. I wish to thank Jill for her dedication and commitment to support those in need in the Stockton Borough. I wish Jill and her husband Alan, a loyal volunteer, a long and happy retirement.

Project Manager's Report
Summary
This has been a year like no other with the impact of the coronavirus on families and businesses. We have managed to keep all four foodbank centres open albeit with reduced access but in a safe and socially distanced manner. As always, we have tried to find a way to continue to support those in food crisis. At the year-end we had fed 7,781 people, together with local support to family hubs, schools and several smaller charities.
Personnel
Our foodbank centres are primarily run by volunteers but with Covid social distance rules and many shielding, we have operated on a skeleton staff in all centres. I am indebted to those who have given us their time and talent to support our charity through this last year and also to the many more volunteers who have not been able to attend this last year. We look forward to your return.
Outcomes
In the last year we processed 3,592 vouchers, 39% of which were from those citing low income and 20% benefit delays and changes. We have seen some new clients visiting the foodbank, due to furlough or job losses or other ways the pandemic has affected their lives but is likely we will not see the full impact until later this year. We continue to support those waiting on Universal Credit payments and those struggling to meet new ways of budgeting.
Help Through Crisis
Help Through Crisis is a Big Lottery funded service providing support to people facing hardship and crisis, with the aim of helping them to overcome immediate difficulties, and be ready for future opportunities and challenges. This is a five-year project which comes to an end in June 2021. Our Foodbank clients have been supported by Stockton District Advice and Information Service (SDAIS).
From December 2020, thanks to a Trussell Trust grant, we have been able to fund a dedicated foodbank/SDAIS adviser, Rachel Carter. Rachel is providing one to one advice to clients to help them resolve the underlying cause of their crisis and the need for foodbank support.
Donations
Inevitably with the pandemic and subsequent lockdowns, donations into the foodbank centres initially dried up. However, Tesco stepped in and donated food for the first 8 weeks.
Donations from the public made in our main Tesco stores at Billingham and Stockton, and also Asda, Stockton have been significantly higher. Donations made by shoppers in these stores are topped up with a monetary donation.
We also have collection bins in Spar, Billingham, Norton and Stockton, Sainsburys Billingham and Bishopton Rd West, Stockton and One stop, Birkdale rd, Stockton. I am grateful for all donations made.
We receive end of day food from Co-op, Wynyard & Norton, Aldi and Lidl. This gives us fruit, vegetables and bread to give to clients in addition to their food parcels.
Christmas
Christmas was again a very busy time for us for both clients fed and donations received. We continued our practice of making up food hampers for those in need and gave out 225 hampers, and supplied 84 families with a total of 238 children with toys through our “Toy Fair give away”. My thanks to all those who donated.
Individual and regular donations
We have a generous community in the Stockton Borough and we appreciate all of the support we receive, whether it's a single food donation or local social event. When stocks run low, we put out an appeal on Facebook and the response is always amazing.
We also run 'Friends of Billingham and Stockton Borough Foodbank' enabling donors to give financially on a monthly basis to support our work. This has been built on throughout the year and makes a significant contribution to the running of the Foodbank. My thanks to all who donate in this way.
Local Company support
We have received many financial donations from local Companies who are looking to help those in need in their communities. It is great to see local business stepping up in this time of a national pandemic and I appreciate all you do.
Warehouse
Our warehouse is now fully operational, managed by Billy Lake, supporting all 4 foodbank centres with food supplies. In addition, we house our clothing bank which also makes a financial contribution due to donations but more importantly helps those in need.
Partner and referral agencies
We work with 191 referral agencies throughout the Borough, however many agencies have been closed this year and our main referrers have been DWP and SDAIS. By working closely with agencies, we can ensure that clients are fully supported.
The future
The Trussell Trust are introducing lots of new ways for our administration, courses to further our knowledge and expertise as well as a good helpline service. Their aim is to end hunger and the need for foodbanks in our nation within 5 years through lobbying the government to bring change. A worthy goal even though it is hard to imagine.
For the Billingham and Stockton Borough Foodbank change is imminent as I plan to retire in June 2021. I have served in the foodbank since it commenced in 2011, being the Manager for the last 7 years. It has been my joy and passion to serve our community through the foodbank but I feel its the right time to put down the day to day management. I will join the board of Trustees so still be involved.
Helen Winspear commenced as the deputy Manager last year and she will become the Project Manager in June 2021. She has been working alongside me, so is ready to take the foodbank forward into what we hope is the ‘post pandemic’ era.
I wish her every success for the future and I’m sure the other staff and volunteers will work well with her.
I do give a huge ‘Thank you’ to all the volunteers, staff, Trustees and agency staff who have worked with me through all the changes we have moved through in the foodbank project. There have been some challenging times but we have survived and progressed working together we have made a difference in our community.
