MATTERS ARISING

Simon opened the A G M meeting by welcoming Rob Eddon our new Health and Safety Officer and Tim Foley for stepping in as new secretary. He thanked them for becoming trustees.

Rob our safety officer was asked about access to the downstairs museum. Trevor said he would have to arrange a meeting with Arthur Smith to gain access to the museum.

Rob was asked about first aid kits. He said they were all done.

Chinese software cctv was mentioned. The coastguard was not interested in this. If there were any interested parties it could be put on flashdrive.

CHAIR’S REPORT

It certainly doesn’t feel like a year since we held the last Trust AGM, but we are now 4 years in and we have all accepted another term as trustees. We don’t meet very often which is testament to the commitment of the other trustees and watchkeepers who operate in a truly professional manner. As in previous years, this will be a short report from myself as I know reports from other trustees who are nearer to the operational issues will cover many of the same items. I would however like to call out the following.

Firstly, I wish to thank all of the trustees and watchkeepers for their continued support during 2022.

Without volunteers with commitment and drive, Coastwatch Redcar just wouldn’t exist. Secondly, the late Brian Withers whose significant and unexpected bequest secures the future of thestation. The funds will be used wisely to supplement the income for the day-to-day operation ofCoastwatch Redcar.

And finally, to Stan Whalley who is stepping down as Secretary after the 4 years of the Trust. Stanwill remain as a trustee and will continue to plough through grant application forms as and whenfunding is required.

CEO’S REPORT

We are almost at the end of 2022. This year has seen our station running fully maned, after year 2021 due to the covid pandemic. We started the year with the installation of a vertical access ladder to the station roof this was completed toward the end of January. After the installation a full safety inspection was carried out safetyharnesses were purchased and a full work hazard assessment was completed.

Work was then carried out to repair the broken antennas and service the radar scanner. A safety inspection was carried out in the station and in the downstairs museum by a Fire Safety Officer and suggestions were put forward to be followed up later.

During the summer months a CCTV camera was installed atNewcomen Terrace to allow more visibility into Coatham bay area. An updated monitor and other hardware has been installed in thestation.

Two new trustees have this year joined our team John Reece and Rob Eddon John is our main link to the R.N.L.I. he will be be a great help with good liaison with the R.N.L.I. Rob has taken the role of Safety Officer he is doing a great job looking after all safety matters arising in the station.

Unfortunately this year we will be loosing our long term secretary Stan due to ill health, I am sorry to see Stan go however he will stay on as a trustee. I am happy to say Tim Foley a long term watchkeeper has stepped up into this position and will also be joining us asa trustee. Welcome aboard Tim.

As C.E.O. I would like to thank all of our watch keepers for all of their great work during the last year. Let’s hope we can keep this up for 2023.

Last of all I would like to thank the chairman and all of the trusteesfor their sterling work during 2022. Specially Stan during his term in office during which he has raised a considerable amount of money for the running of the station and for the equipment we have needed to stay as professional as we are.

TRAINING OFFICER’S REPORT

Watchkeepers

Since the last AGM all four the ‘new’ Senior Watchkeepers have become established in their watches.

The situation going forward is now requiring another review of watch coverage.

  1. One trainee who returned to after the Covid break in operation has recently completed my ‘formal’ training (Colin Crawford) and has joined his own watchrota with a senior watchkeeper on Friday am, currently as a Watchkeeper and I would anticipate that he will be promoted to Senior Watchkeeper within a couple of months.

  2. At present we have 25 senior watchkeepers (including Ricky De Staines) on the rota plus the new ‘watchkeeper’ on the Friday am watch.

  3. We have one watch (Friday am) covered by a watchkeeper (John Wright) doing a double watch (his ‘normal watch being Tuesday am, however he is currently happy with situation) and one watch not covered on a regular basis (Sat pm). Therefore two watchkeepers are required for Sat pm (although this covered currently by two watchkeepers on an ‘extra’ volunteer basis (John Reece / Rob Eddon).

  4. The Tuesday pm watch will need two new watchkeepers in the near futureone watchkeeper (Sally Clark) will not be available for some months (medical reasons) and the other (Chris Shore) is planning to move out of the area but timing is not known as yet.

I have contacted two ‘on hold’ volunteers and have commenced ‘formal’ training with one of them (Geoff Evans) which I would then like place on the Tuesday pm watch with the plan that he would be capable of taking over when and if Chris Shore leaves or with Sally Clarke when she returns. I have spoken to Dave Stephenson who originally did the uesday watch and this may be an option should it become necessary to cover for Chris or Sally, currently Dave is covering Wednesday am.

Recruitment

Currently I have two volunteers I remain in contact with, when we assess the current watch cover I can re-contact them to see if they are still interested and to see if a Saturday pm watch would be a possibility for them.

Due to our current waiting list no new adverts or articles have been placed.

Ongoing Training

The requirements of the ‘new’ Coastguard MOU regarding VHF marine radio licence holders and the current RYA course to include DCS and GMDSS competency will require watchkeepers to be up to date and knowledgeable and therefore a training programme will be carried out (Watchkeepers can of course complete an upto date RYA Marine Radio Licence course if they wish).

I will incorporate this training into the MOU competency check which will be formally rolled out in the new year (some ‘ad hoc’ training on the subject has already been carried out).

Sea Cadets

The annual Redcar Sea Cadets RN Inspection Parade where we present the Coastwatch Trophy to one of the Sea Cadets for outstanding performance has been put on hold by the Sea Cadets.

Pocket Book

The ‘Pocket Book’ continues to be updated to include the recent requirement for DCS and GMDSS radio licence knowledge. Additional Aids

Additional help aids on operating station equipment have been provided eg radio operation, Taiyo direction finder and using radar position finding and tracking of a target.

Individual training on the new CCTV cameras been carried out and ‘help aid’provided. RNLI Community Lifesaving Plan

This RLNI coordination plan reported at the previous AGM has been placed on ’hold’ by the RLNI.

SECRETARY’S REPORT

In January 2022 I applied to the office of the Police Commissioner for Cleveland Police to cover the cost of a safety ladder installation. The ladder was required to access the roof of the lookout to enable servicing of the radar, weather station and VHF aerials. A bespoke construction was necessary and was quoted for by a local company in Marske at a cost of £1950. The PCC kindly granted the funding in August of 2022.

Dave Stephenson one of our Senior Watchkeepers is also a

committee member of a local private members club in Redcar. Every year the club, Dene Grove Workingmen’s Unionist Club raise funds for a charity of their choice and Dave approached me to ask if I would write a letter to the committee for Coastwatch to be considered in their 2022 fundraiser. The application was successful and Coastwatch Watchkeepers and Trustees donated various prizes for raffles, tombola etc.

At a charity evening the club presented us with a magnificent cheque for £1020 this was to be followed by a further £218 and a match funding donation from Barclays Bank for £1000 realising a total of £2238! I wrote to the club thanking them and the members and to Barclays Bank for their support.

In July 2022 a colleague of mine Dr. R. M. Brown submitted a government application nominating Coastwatch Redcar for the 2023 Queen’s Award for Voluntary Service: the highest award given to volunteer groups across the UK. He obtained letters of support from two other sources with knowledge of Coastwatch objectives. Closing date for applications was mid September 2022.

The second CCTV camera was installed on Newcomen Terrace in July 2022, this completed the Coastwatch CCTV plan. The final invoice from Marske Alarms for the Esplanade and Newcomen Terrace installations was £3840. Funding of £3780 was raised by a

donation of £1000 from ICL Boulby, £1220 from The Teesside Charity and £1560 through a Coastwatch website fundraising initiative which included a donation from our patrons Cleveland

Cascades of £400. The total invoice from Marske Alarms was for £4425.60, the additional costs were for repairs and renewals to the system since early 2021 and for the installation of a new 32” screen to accommodate the additional cameras.

In July 2022 I applied to TVCF for a grant of £1000 towards the cost of repairing and recovering the staircase and landing areas of the lookout. Jack Mannix had quoted us £4596.00 to complete the work to match the top floor landing, galley and kitewinder staircase.The application was successfully supported by Tees Offshore through TVCF and included an additional £1500 making £2500 in total. I expressed our gratitude to Tees Valley Community Foundation for their support. So, this and the Dene Grove Club donation adequately cover the work.

On the 19th August due to personal circumstances I tendered my resignation as Coastwatch Secretary. I proposed John Reece to take on the role and this was supported by fellow Trustees. I will, if required support John during the transition.

I will remain as a trustee for the foreseeable future. (Secretary’s report ends, any additional items are in the capacity of Trustee).

On the 14th October I returned the requested documents re the late Brian Withers’ legacy to Macks Solicitors. The indemnity was signed by John Finlay and I signed the Estate Accounts, a copy of a Coastwatch bank statement was also included. By 12th December no payment had been received so I telephoned Macks to make further enquiries. Marj Johnson, wills & probate secretary informed me the wait had been because of a NatWest delay in paying the interest on the account. Our share was £58.70 which made the total £26,620.99, she went on to say a payment was to be made that day. Report Ends Stan Whalley

AGM items

Simon said he has done the report for the charities commission . He said he was the chair of the meeting but independent of coastwatch. He stated that we did not meet often because of the professional setup of the organisation. Many thanks to the watchkeepers for all their hard work.

Brian Withers was thanked for leaving a donation in his will to coastwatch. Thanks to Stan for being secretary and dealing with the money granted to us. Also, for staying on. Simon asked if there were any questions. There were no questions.

KITCHEN FIRE DOOR QUOTATION

Rob Eddon our safety officer has produced a quote of £340.00 to bring three doors on the second landing up to fire regulations ,kitchen door ,office door and the lookout door, he has instructed a carpenter to go ahead , the work, should start around 29/12/2022

STAIRCASE RE=COVERING

Jack Mannix Flooring gave Stan a quote of £4596.00 to repair and recover the staircase and landings. Stan has instructed J Mannix to go ahead with the work. The repair and recovering should commence around 21/01/2023 and take approximately one week.

LOOKOUT ROOF GUTTERING

Trevor informed the meeting work needs to be carried out to reinstall the guttering. It was taken down when the new safety ladder was installed .Trevor said we have a problem when it rains,he is looking into this.

HEALTH & SAFETY

Rob is going to ask Redcar Fire Brigade to come to the station and advise him on fire prevention and safety to our building . Trevor and Rob suggested putting a fire crash door on the first landing leading into the museum. Trevor is going to look into this.

The next meeting in three months will be the trustees meeting Tim Foley as the new secretary to set the next meeting date for march 2023.
