REFERENCE AND ADMINISTRATIVE INFORMATION

The Charity is registered with the Charities Commission, its registration number is 1177654.

The principal office of the Charity is Manchester Metropolitan University All Saints Grosvenor Square Manchester M15 6BH.

STRUCTURE, GOVERNANCE AND MANAGEMENT

The International Society for the Study of Drug Policy is a registered charity (charity number 1177654).

The trustees meet regularly to discuss the charity's progress and to formulate general policy. They are ultimately responsible for the day to day management of the charity, including the making, enforcing and altering of rules, and the authority for all expenditure. The current operational management of the charity is conducted by the trustees.

The income and property of the charity shall be applied solely towards the promotion of its objects as set out in its Trust Deed. No proportion thereof shall be paid or transferred, directly or indirectly, by way of bonus or otherwise by way or profit, to members of the charity. No member of the board of trustees shall be appointed to any office of the charity paid by way or salary or fees. Neither shall they receive any remuneration or other benefit in money or kind from the charity

Recruitment and Appointment of Trustees

Trustees are elected and/or re-elected in accordance with the provisions set out in the organisation's constitution. Elections take place every 2 years, while positions on the board as a trustee last 4 years.

OBJECTIVES AND ACTIVITIES

The International Society for the Study of Drug Policy (ISSDP) is a society of scholars committed to advancing drug policy research. The ISSDP's objectives are to:

We achieve this through our annual scholarly international conference. This event brings together many of the best known academics in the drug policy field with decision makers and policy-makers.

The ISSDP also supports emerging drug policy scholars, through scholarships to attend the annual scientific conference. Scholarships are available for doctoral students and scholars from developing countries and are advertised in the call for papers for each conference.

ISSDP also supports research through the availability of an online bibliography of grey literature relevant to drug policy. The pandemic has had a significant impact on the activities of the society. The proposed conference in Aguascalientes, Mexico was postponed from May 2020 to November 2020 and then cancelled altogether due to ongoing travel restrictions. This incurred a non-transferable costs to ISSDP of £9,320.22.

ACHIEVEMENTS AND PERFORMANCE

For the year 2020/21, the ISSDP has approximately 210 members with membership growing year on year. The ISSDP receives income from the Open Society Foundation to be used as travel funds for promising Asian drug policy scholars to the annual ISSDP conference so they can inform the Society about their research, receive feedback on their methods and findings, network with top scholars in the field, and leam from the dozens of presentations highlighting the best drug policy researchers from around the world. The ISSDP also makes grants to doctoral students registered as studying for a PhD at a university and drug policy scholars who reside in a developing country. Finally, an anonymous donor, donates $3,000 each year starting in 2020 to be awarded as a prize to an outstanding researcher identified by an ISSDP committee for outstanding work published in the past 3 years. These activities have been halted due to the pandemic and will resume at the next annual conference scheduled for November 22, 2022.

FINANCIAL REVIEW

The attached receipts and payments accounts show the current state of the finances, which the Trustees considers to be acceptable. Total incoming resources were £7,670 (2020: £41,105) and total outgoing payments amounted to £15,190 (2020: £49,078), the net deficit for the year was £7,520. Unrestricted funds amounted to £12,690 (2020: £20,210).

Reserves Policy

The ISSDP Organization does not have a formal reserves policy within it’s bylaws. Nonetheless, we have a historical precedent to retain 10,000 pounds across our accounts to ensure ability to pay ongoing monthly activities that include website updates, grey literature ongoing research, and administrative support.

PUBLIC BENEFIT

The trustees confirm that they have referred to the Charity Commission's general guidance on public benefit when reviewing the Charity’s aims and objectives and in planning the future activities of the Charity, These are shown above in the section 'Objectives and activities'.

TRUSTEES RESPONSIBILITIES

The responsibilities of the trustees are to :-

(1) keep proper accounting records that disclose with reasonable accuracy the financial position of the charity;

(2) safeguarding the assets of the charity and taking reasonable steps for the prevention and detection of fraud and other irregularities;

(3) manage other daily activities of the charity that are voted upon by the membership.
