## **REPORT OF THE TRUSTEES** 

Year Ended 5th April 2023 

The Trustees present their annual report and accounts of The Inflammatory Breast Cancer Network UK (“The Charity”) for the year ended 5th April 2023.  The accounts have been prepared in accordance with the Accounting Policies set out on Page 7 and comply with the Charity’s Constitution and applicable law. 

## **Constitution & Objects** 

The Charity was running as a non-profit organisation from 2014 to 2018.  In March 2018, a formal constitution was adopted, and The Charity was approved by the Charity Commission. On 16[th] June 2022 the Charity Constitution was revised and updated. 

The objects of The Charity are the relief of sickness and preservation of health in particular but not exclusively by: 

(i)Supporting research in respect of inflammatory breast cancer to include, but not limited to, its causes, treatment, and prevention by making grants to academic or medical researchers or other research and disseminating the useful results for the public benefit, as the Trustees see fit. 

(ii)Raising awareness and understanding of inflammatory breast cancer in the general public and with medical professionals for the public benefit. 

(iii)Supporting those living with and recovering from inflammatory breast cancer through the provision of support, education, and practical advice. 

The Trustees have paid due regard to the Charity Commission’s guidance on public benefit in deciding what activities The Charity should undertake.  The Charity has, as its prime aims, the raising of funds for research into inflammatory breast cancer and supporting individuals who have had a personal diagnosis of inflammatory breast cancer along with their families. 

## **Organisation** 

The Charity is run by a Board of Trustees.  Details of the Trustees can be found on Page 1. The charity is also supported by volunteers who work under trustees within the organisation, managing specific sections i.e. website development. 

## **Financial & Operating Review** 

The Charity has continued to operate well though there has been a decrease in donations for the charity compared to last year. We have managed to provide further grants to Dr Fedor Berditchevski at the University of Birmingham to continue supporting research in inflammatory breast cancer, which remains a key objective for the Charity. Unfortunately it is unclear whether we will be able to continue with this funding for 2024. 

## **Reserves Policy** 

The Trustees adopted a Reserves Policy in June 2018, which was reviewed again at the 2022 AGM, where it was decided that we hold a reserve of £4,000.00 in the Charity’s saving account which will cover the charity’s operational/admin costs for two years and continue to keep a balance of £1,000.00 in the treasurer’s current account. At our last monthly meeting it was decided to reduce this reserve to £3k. After reviewing the charity’s running costs in the year ending 2022, the costs were found to have increased to £3,693.  Considering the lack of funds held at present, and following a discussion with Ms Morris, I am going to propose at the Annual General Meeting that we continue to hold this Reserve for one year, allowing us time to build on our funds. We would not need to increase it to £3,693 as this was due to purchasing some administration equipment which will not need to be purchased this year. I will then be proposing that a further review of our Reserve take place at our 2024 AGM where it should be increased to allow for two years charity running costs.  If we repeat this exercise at subsequent AGMs until we reach four years of running costs being held in Reserve, this can then run alongside the charity’s four-year Strategic Plan. 

## **Independent Examiner** 

The Charity has yet to secure the services of Mr Derek Smithson of 1 Brindley Road, Silsden, BD20 0LD. I can confirm that Derek has also offered his service for the next end of year accounts.

**Risk Management** 

Given the small number of transactions, the Trustees have taken an informal approach to Risk Management.  The main risk is that assets are misappropriated, and this is mitigated through dual control over the bank accounts.  In addition, the financial position is reviewed at each Trustee Meeting. 

## **Trustees’ Responsibilities in Relation to the Accounts** 

Law applicable to charities in England & Wales and Scotland requires the Trustees to prepare accounts for each financial year which give a true and fair view of The Charity’s financial activities during the year and of its financial position at the end of the year.  In preparing these accounts, the Trustees are required to: 

- Select suitable accounting policies and then apply them consistently. 

- Observes the methods and principles of the Charities SORP. 

- Make judgements and estimates that are reasonable and prudent. 

- State whether applicable accounting standards and statements of recommended practice have been followed, subject to any material departures disclosed and explained in the accounts; and 

- Prepare the accounts on a going concern basis unless it is inappropriate to presume that The Charity will continue in business. 

The Trustees are responsible for keeping proper accounting records which disclose, with reasonable accuracy at any time, the financial position of The Charity.  This enables the Trustees to ascertain the financial position of The Charity and to ensure that the accounts comply with the Charities Legislation.  They are also responsible for safeguarding the assets of The Charity and hence, taking reasonable steps for the prevention and detection of fraud and other irregularities.

## 1. **Accounting Policies** 

## Basis of Accounting 

The accounts have been prepared on a receipts and payments basis in accordance with the Statement of Recommended Accounting Practice: Accounting & Reporting by Charities (SORP 2005) issued in May 2008, insofar as it applies to the accounts of unincorporated charities with up to £250,000 annual income, UK Accounting Standards, and the Charities Act 2011. 

## Fund Accounting 

Unrestricted funds are those accumulated surpluses and deficits which are available for use at the discretion of the Trustees in furtherance of The Charity’s general charitable objectives (and may include designated funds). 

Restricted funds are those subject to specific trusts to be directed to a specified purpose, in some cases with a requirement for the assets to be invested and retained for actual use (an endowment fund) without being expended. 

## Incoming Resources 

Incoming resources represents the total income receivable during the year comprising donations, fundraising and grants, together with any gift aid tax recoveries. 

## Resources Expended 

Expenditure is included on a cash basis. 

## 2. **Related Party Transactions** 

No remuneration has been paid to any Trustee or to the Independent Examiner. 

Expenses incurred by Trustees in carrying out their Trustee duties have been reimbursed from the Charity’s funds. 

## 3. **Fundraising, Gifts & Donations** 

The Charity’s supporters raised funds throughout the year by holding various events or making personal donations.  This funding is ad-hoc and can vary significantly from year to year.  We have also received other grants and funding during the year.

## **Administration Costs** 

Administration costs include the costs of insurance for the Charity and Trustees.
