Structure, governance and management

King’s Church Flitwick (when known as Flitwick Baptist Church) was registered as a Charitable Incorporated Organisation on 20th February 2018. It is governed by its Constitution, adopted by the church on 10[th] December 2018 and as amended, most recently on 17[th] July 2021, and the Church Handbook adopted by the church on 10[th] December 2018 and as amended, most recently on 4[th] October 2023.

Organisation structure

The Charity Trustees are responsible for managing the charity. Other than the Pastors, they give their time and skills freely, and derive no financial benefit from their service.

The Charity Trustees are the Elders and Pastors of the church acting ex officio . Their appointment is governed by the Church Handbook. Pastor Diaper was engaged by secret ballot of church members on 8[th] October 2019 to serve for an indefinite term, with his employment starting on 6[th] January 2020. Assistant Pastor Neil Scott was engaged by secret ballot of church members on 26[th] May 2021 to serve for three years with his employment starting on 1[st] July 2021, and at the same time was recognised as an Elder of the church.

The Elders are appointed by secret ballot of church members, each to serve for a term of up to three years. At the end of their term they may offer themselves for re-election.

The terms and conditions for the Pastor and Assistant Pastor are defined in contracts. They are paid reasonable salaries to enable them to devote themselves to the service of God through the church as their principal activity. For the better performance of their duties, Pastor Diaper together with his family lives in a dwelling owned by the church[1] , and Assistant Pastor Scott lives in a dwelling rented by the church.

The Women’s Pastoral Assistant (who is not a charity trustee) was appointed in September 2015 for a three-year term, and re-appointed in July 2018 for an indefinite term. Her employment contract was transferred to the CIO on 1[st] April 2019. She works part-time, receiving a reasonable salary paid pro-rata to hours worked.

During the year the Charity Trustees met formally on 6 occasions, at other times for prayer, and a further 7 times with the Deacons (see next paragraph), with a record made of all formal meetings.

To ensure that necessary responsibilities are covered, and workloads managed, some specific responsibilities are delegated to Deacons, officers elected by members by secret

ballot. From among them, one is designated Secretary, to manage the church’s administrative affairs, and another Treasurer, to manage the church’s financial affairs.

Trustee Training

On appointment, charity trustees were provided with copies of the church’s Constitution, the Church Handbook, and the most recent annual report and accounts. They were made aware of documents relating to Charity Trustee responsibilities.

Risk Management

The Charity Trustees regularly consider the church’s current and projected financial position, in order to initiate appropriate action in response to emerging trends. Their intention is to maintain a General Fund balance equivalent to three months normal expenditure.

The church has insurance cover in place.

The church maintains and operates a Safeguarding Policy, with nominated individuals to lead its application.

The Charity Trustees designate a Deacon to oversee Safety and Fire Precautions, with these matters being regularly considered at Trustees’ meetings.

Aims, Objectives and Activities

The church’s purposes are set out in its Constitution:

provided that the advancement of such purposes must be undertaken in a manner that is consistent with the Doctrinal Distinctives and Ethical Statements as may be adopted and amended by the Church from time to time in accordance with the provisions of the Church Handbook.

The church adheres to a written Basis of Faith set out in its Constitution and reflecting a conservative evangelical position.

The church is motivated by the conviction that man’s greatest need is to be reconciled to God, through personal faith in his Son the Lord Jesus Christ, and reliance on his redeeming sacrifice. Therefore a substantial part of the church’s work is the provision of

religious activities for all, to make known the Good News of Jesus Christ, to encourage people to commit their lives to him, to offer God praise and worship, to provide instruction and encouragement in the Christian faith for recent and more mature believers, and to provide opportunity for prayer, for mutual support, and for Christian service.

The church believes that an integral part of the committed Christian life is a care for the surrounding community. The Lord Jesus in his earthly ministry showed loving concern for all types of people and their needs – including children, the bereaved, the sick in body or mind, the poor, and those outside mainstream society, and the church believes that a similar concern is mandated for his followers today. Therefore, alongside its primarily religious activities the church carries out a number designed to support the wider community in some way, in particular through the relief of poverty and promotion of mental health.

Activities

In accordance with its purpose set out in the Constitution the church as a charity has customarily aimed to provide public benefit through services of Christian worship and teaching, meetings and small groups for prayer and Bible teaching, evangelistic events, pastoral care of individuals, and activities for young people and the elderly.

The reporting year was the first since 2018-2019 when the church was able to plan and run its activities wholly free of official restrictions imposed to limit the spread of Covid19 infection. However, the trustees decided to continue with live-streaming Sunday morning services; the practice has been found helpful to people unfamiliar with church who are nevertheless interested in discovering more, and also enables sick or elderly members to participate when physical attendance is difficult. Sunday morning attendance has continued at an encouragingly high level, including substantial numbers of people new to the church.

The membership

While most church activities are open to all (with the main limiting factor being the organisation of certain activities for the benefit of specific interest groups), Christians who become associated with the church are encouraged to enter formal membership, committing themselves to identification with the church through attendance and service, and prayer and financial support, in accordance with their gifts and capability. Applications for membership are considered by the elders, and then if appropriate commended to the church.

The Pastors, Elders and Deacons must be church members, as must others who take up positions of trust and responsibility in the life of the church.

The elders review the membership list regularly to ensure that it is current. At March 2023 the church had 110 members, compared with 111 a year previously, and 6 associate members.

The church finances its existence and activities largely through free-will giving. In 20222023 the church like everyone else was subject to the rising inflation rate, with energy cost increases being particularly onerous. It was seriously concerning therefore that income from free-will giving during the year fell to a nominal level below that of 20152016; many members were experiencing cost-of-living pressures in their own lives, and some generous donors among the membership had died or moved away. The church has sought to encourage people to give, appropriately according to their means, by carefully publicising details of the church’s financial operations, and providing more modern means of giving (eg by card-reader) to replace the traditional reliance on cash.

External affiliation

The church is affiliated to the FIEC (Fellowship of Independent Evangelical Churches)[2] , in which it can have fellowship with like-minded churches, and through which it can help to exercise a Gospel influence in wider society.

Pastor Diaper served a 3-year term on FIEC’s trust board, from 1[st] December 2020 to 1[st] December 2023.

The church premises

The church owns the freehold of the church premises and the Manse, located on adjoining plots on Kings Road Flitwick Bedford. The premises, which date originally from 1907, have been expanded over the years, with a major re-development and expansion having taken place in the 1990s and further development more recently in 2021-2022. The church’s policy is to maintain the structural and functional integrity of the buildings, using annual proposals for works and spending made by a premises management team within the membership. Improvements are made as necessary and within budgetary constraints, with priority being given to those needed to safeguard the health and safety of users of the premises.

Throughout the year the church enjoyed using its substantially modernised and improved main auditorium and kitchen, completed the previous year. A further stage in this project – the conversion of a double garage into meeting rooms – progressed more slowly than originally intended, and completion is expected in 2023-2024.

The plot of land immediately north of the church premises – 9 Kings Road, formerly a car dealer’s storage compound – was acquired by a developer who started erecting an apartment block during the reporting year. The work was ongoing at the year end. The developer has agreed at his expense to reconfigure the church premises’ frontage onto Kings Road, separating vehicular and pedestrian access, and completion is expected in 2023-2024.

ANNUAL MINISTRY REPORT 1[st] April 2022 – 31[st] March 2023

Introduction

This is the first ‘full year’ report as a team of three, Neil having joined part way through the previous year. In looking back on a year of ministry together, there are many causes to give thanks to God – not least the privilege of working in partnership. The team meets every Monday morning to reflect on the Sunday services, plan for the coming week, and discuss and pray for various pastoral needs within the fellowship. The team trusts that in continuing to serve the Lord together among the church family, its ministries remain a blessing and encouragement.

After two years disrupted by the Covid-19 pandemic, the team remarked this time last year that there was a sense of ‘business as usual’ returning. It also noted that in 2021-22 the church had embarked on a series of significant changes – the premises redevelopment, renaming, and the calling of Neil as Assistant Pastor.

After such a period of significant change, this past year has consequently been one of ‘settling down’. That said, there is nothing dull about the life of a local church. Even the regular weekly routine of life together is dynamic, with the filling and empowerment of , the Holy Spirit to fulfil the God-given calling to be the church of Jesus Christ here in Flitwick.

The various ministries in the church’s life have continued to serve the church’s overall vision of being ‘a Spirit-filled community making disciples of Jesus to the glory of God.’ What follows is a summary of the church’s ministry over the past year based around the four values that define the type of community the church desire to be.

A loving community

“As I have loved you, so you must love one another.” (John 13:34)

next step and joined formally in church membership, or have begun serving in God’s mission here – the church longs for all those new people and families to do so.

One of the privileges of being part of a loving church family is to rejoice with those who rejoice, and to mourn with those who mourn. During the past year the church:

It is always an encouragement when people want to display their love for God’s people by formally joining the church in membership. During the past year, the church had the joy of welcoming 5 people (including two couples) into membership.

In addition to the loss of two members already mentioned who entered the Lord’s presence, two couples resigned from membership. It is always difficult when incidents arise in a local church’s life that cause disagreement. It is even harder when those events lead to long-time members leaving to worship elsewhere. Nevertheless, God is sovereign in all things, even the difficult moments. It is God who builds the church, and will continue the work he has begun. In his great kindness, he is blessing the church with many encouragements and joyful unity in moving forward together.

A learning community

“They devoted themselves to the apostles’ teaching” (Acts 2:42)

The Sunday gatherings remain central to life together as a community, hearing God speak through his word.

King’s Kids continues to teach children (school years R-6) the same Bible passage as the one being preached in the main service going on at the same time. This reflects the conviction that young disciples are grown by the proclamation of God’s word in the same way as adults, and this programme is designed so that whole families can talk together about how God has been speaking to them Sunday by Sunday. The monthly allage services contribute to this pattern and express the oneness of the church family sitting under God’s word.

During the last year, the Sunday morning preaching plan has had series in:

Whilst King’s Kids caters for children of primary school age, those over 11 remain in the service during the sermon. While it is encouraging that many engage with the preached word, it remains a challenge to increase the engagement of others, and the whole church family needs to be in prayer for the young people in this regard. ‘Squash’ continues to meet on Sunday evenings and offers the opportunity for the young people to discuss the morning’s sermon and its application. In addition, there are fortnightly mid-week small Bible-study groups for both girls and boys, and Neil Scott has run two separate fortnightly Bible studies for young men who have enjoyed digging into the Bible together.

Sunday evening services, re-launched in September 2021, have continued in a more informal seminar style to delve into biblical teaching on a range of themes that might not otherwise be covered in consecutive expository preaching. The elders have regularly reviewed the style of the services, and people’s engagement with discussion, and the format is now more varied. The past year, has featured the following series:

The Ladies’ Bible study group continues to meet weekly to study God’s word – sometimes following the Sunday morning sermon series, at other times focusing on

another book of the Bible. The ladies encourage one another greatly, and it is encouraging to see how they care for one another. Amanda Day has also launched an initiative with small groups of women meeting to read and discuss the book, ‘Twelve Faithful Women’ as a means of mutual learning and encouragement.

The elders had reviewed the effectiveness of the Home Groups and during the autumn these groups were paused. This was for a range of reasons – primarily the need to identify new leaders for some groups, to create a unified vision and purpose for the groups, and to seek to engage more of the church family. During the hiatus, home groups were replaced with a central midweek meeting studying the Fruit of the Holy Spirit. Home Groups were relaunched in the late autumn with a coherent vision shared among all the groups, now all following the Sunday morning sermons and discussing questions posed by the preacher. Prayer is becoming a more significant feature of home groups, and thanks are due to all who have taken on a leadership role. Significant work still needs to be done to encourage more members of the church family to engage meaningfully with a home group and experience the joy of sharing life together.

A serving community

“For even the Son of Man did not come to be served, but to serve, and to give his life as a ransom for many.” (Mark 10:45)

The church is indebted to the huge number of volunteers who serve faithfully and sacrificially in its life – some in very obvious ways, and many others in ways much less so. It is encouraging that a high proportion of the church family is active in some area of service and using the gifts the Spirit gives them for building up the body of Christ. When everyone pulls together with a common vision and purpose, giving of themselves and using their skills and gifts, it is often the case that God pours out his blessing and this has been the experience this past year.

Nevertheless there are inevitably gaps in many ministry teams. While those currently serving do so faithfully and energetically, they must avoid the danger of burnout. Therefore, during the coming year the church longs to see them encouraged by new people serving in ministry alongside them. There is particular need for new workers to support the children’s and youth ministries – King’s Kids, King’s Tots, Elev8, Captiv8 – as well as opportunities to serve in King’s Café, Sunday hospitality teams and indeed many other areas of church life.

There have been some transitions as people have stood down from areas of service, or taken up new ones. In particular:

A witnessing community

“But you will receive power when the Holy Spirit comes on you; and you will be my witnesses…to the ends of the earth.” (Acts 1:8)

The year began in April 2022 with the tail-end of ‘A Passion for Life,’ the month of mission in which King’s Church, along with many other churches nationwide, was engaged as a means of reaching the community with the gospel. Many special events had been held during the month preceding Easter 2022, with the APFL mission culminating in that Easter weekend. A family fun day was held on Easter Saturday, and on Easter Sunday a pancake breakfast, Easter egg hunt and celebration service saw dozens of non-church people being welcomed in, including some who now regularly attend on Sundays.

A dedicated period of mission can consume much time and energy in the build-up, without necessarily engendering a missional DNA at the heart of the church’s life. This has certainly been the experience at King’s, meaning that while some of the events have made their way into future planning (specifically the Easter weekend events) they will be less associated with an intense period of mission. Being a truly witnessing community will become a major focus of church life over the next year or two.

Notwithstanding those challenges, the routine of outreach to the local community has continued throughout the year. The thriving range of children’s and youth ministries share the vision of giving every child in Flitwick the opportunity to hear about Jesus. King’s Tots, Elev8 Mini, Elev8 and Captiv8 all serve that vision faithfully, in addition to the teaching ministries of King’s Kids, Squash and young people’s Bible studies mentioned above.

The ministry team has also sought to strengthen ties with local schools and has had opportunities to take school assemblies. It was good to welcome the Key Stage 2 classes from Kingsmoor Lower School to the church for some RE lessons looking at the why and how of worship, and the meaning of baptism and the Lord’s Supper.

Stronger links have also been developed within the town of Flitwick with a deepening relationship both with the mayor and the new vicar at the parish church. Consequently, Tim Diaper was involved in the Civic Service in September and was also invited to give a brief Gospel message at the town’s Remembrance Service in November, attended by more than 1,000 people.

One of the church’s most significant means of witnessing to the local community continues to be the Need Project[4] , for which KCF is a local hub. It is a tragedy that the demand for the Need Project has been steadily increasing over recent years, yet it remains a privilege to be able to feed hungry neighbours in the name of Jesus Christ. Ministries of mercy are powerful and practical ways of showing our Saviour’s love to those who so desperately need him.

The past year also saw the continuation of two evangelistic ministries launched the previous year: King’s Café and King’s Seniors. Both have gathered real momentum this past year and provide wonderful opportunities to build meaningful connections with our local community and to introduce people to the life-giving Saviour.

A number of individuals have been taken through the Christianity Explored course during the past year, as a means of either introducing them to the Christian faith or grounding their faith more robustly.

The church also continues to support prayerfully and financially the following external mission partners:

In March 2023, King’s Church was pleased to organise, fund and provide a pastors’ conference alongside its partner church in Vrsac, Serbia. Tim Diaper and Bob Cain (former pastor) travelled to Serbia for four days and led the conference (on the theme of the local church) at which around thirty church leaders from Vrsac and surrounding towns and villages gathered to be encouraged. Tim and Bob also preached in several churches on the Saturday and Sunday. This was a very powerful use of part of the mission budget for the building of the church in Serbia.

In addition, the church has supported other mission causes as they have arisen, for example:
