The trustees present their report and accounts for the period ended 31 March 2025.
The accounts have been prepared in accordance with the accounting policies set out in the notes to the accounts and comply with the charity's governing document, the Charities Act 2011 and the Statement of Recommended Practice, "Accounting and Reporting by Charities", issued in March 2005.
Structure, governance and management
The charity was established by Constitution as a Charitable Incorporated Organisation on 26 January 2018 and was registered as a charity on 19 February 2018, charity number 1177213.
The trustees who served during the year were:

The trustees have assessed the risks to which the charity is exposed and are satisfied that systems are in place to mitigate exposure to the major risks.
Objectives and activities
The object of the CIO is to protect the health of young adults on Merseyside, Chester and West Cheshire, in particular by:
- 1 Promoting and facilitating cardiovascular screening of young adults in Merseyside, Chester and West Cheshire so as to reduce early death rates from previously unknown or undetected medical
And
- 2 Promoting the general public's understanding and awareness of coronary heart screening of young adults and its potential benefits
As another very encouraging year was drawing to a conclusion the Trustees were looking forward to being offered early feedback from the Chair on the reception, he and the Foundation received at the imminent 2025 Grand National that continued under the principal sponsorship of its partners, Randox Health. At the beginning of March, the Founder and CEO of Randox, Dr. Peter FitzGerald had written to Frank Cogley inviting him as Foundation Chair to address the 500 Randox guests in the Golden Miller Suite, Earl of Derby Stand prior to the start of the days’ racing on Saturday, 5 April. Trustees were delighted at the honour accorded the Foundation to have a rare opportunity to outline to an anticipated influential gathering Tim’s Story and his abiding legacy in the charity’s work. This invitation followed on from the attendance at Ladies Day, 2024 by Trustees Jayne Dixon & Frank Cogley that led to further good contacts being made. All were agreed on his speedy acceptance of the invitation that they believed was a recognition of the unique impact of a partnership between public, private and charity sectors. The Chair also accepted opportunities to address executives from ‘Pro Liverpool’ and the Aim Clinic at Hoylake.
Cardiac screenings had continued apace during the year, both successfully at the Liverpool Clinic, which was the offering appointments on each weekday, and at an expanding range of off-site locations as the year progressed. During the 12 months a further 900 (520 men/380 women) 18–39-year-olds were screened, resulting in 24 of the men being recommended to request GP follow-up, a consistent 3.7 % being identified as ’being at greater risk’. Since November 2018, the commencement of the programme, a total of 6000 men & women) had been screened with blood tests revealing them to be at greater risk of a cardiac event in the ensuing 10 years.
Trustees also continued the vigorous campaign of promoting the Foundation’s second objective of raising awareness of CHD risk and extending the critical message of preventative health measures. This is achieved through the widening number of schools and sports clubs prominently displaying the TCCSF logo on their shirts, readily visible to both the players, family and supporters. There has been very promising feedback from an initiative that is due to be offered to clubs in the Knowsley and Speke areas where screening take–up has been less strong than that in other Merseyside areas.
With the support of Matthew Patrick, M.P. and Region Mayor, Steve Rotherham, an acknowledgement of an updating letter to the Secretary of State for Health, Wes Streeting, has been received from the latter’s office in the form of a reply from the latter’s Permanent Under Secretary of State. The reply only refers to Government ‘intentions’ within the next 4/5 years to review the starting age for NHS provided cardiac health screening beneath the current 40-year-old trigger. Change only comes about slowly, but at least there has been, at the third time of asking, a development at ‘high level’!
The Trustees remain confident in undertaking their screening for CHD risk that they are complying with the duty under the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission.
Achievements and performance
Over the year, the Foundation received continued generous funding through personal donations, charitable grants and support from business and companies. Particular thanks are extended to Mr. Paul Maguire who has regularly supported with monthly donations the charity since its inception. Thanks are also extended to The Harry Beswick and Hyde Breweries for their supportive events.
Unfortunately, the Legends’ Cricket Match was rained off, but a splendid gathering was richly entertained by Jan Molby and Patron John Barnes doing a ‘double act’ for after lunch entertainment: all left, eventually, thoroughly refreshed and very happy! The Annual Memorial Golf Event at Heswall Golf Club resumed in September raising a five-figure sum, with a further five-figure sum raised at the Jan Molby Christmas Sportsmen’s Lunch. The resumed annual Heswall Christmas Event was also very generously supported by local hostelries and their patrons.
Overall, the Trustees can therefore report a highly successful year in delivering its charitable objects and would wish to record their appreciation and deeply felt thanks to all the Foundation’s patrons, supporters and fund-raisers for maintaining and sustaining important life-saving work in such challenging circumstances.
Financial review
As a result of its activities, fundraising and donations, the charity held a surplus of £8,777 for the period.
Reserves policy
It is the policy of the charity that unrestricted funds which have not been designated for a specific use should be maintained at a level equivalent to no less than twelve month’s expenditure. The trustees consider that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continue the charity’s current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the year.

I report on the accounts of the for the period ended 31 March 2024 , which are set out on pages 1-6
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
-
(i) examine the accounts under section 145 of the 2011 Act;
-
(ii) to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
(iii) to state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:
-
(a) which gives me reasonable cause to believe that in any material respect the requirements:
-
(i) to keep accounting records in accordance with section 130 of the 2011 Act; and
-
(ii) to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act;
have not been met; or
- (b) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Accounting policies
Basis of preparation
The accounts have been prepared under the historical cost convention.
The accounts have been prepared in accordance with applicable accounting standards, the Statement of Recommended Practice, "Accounting and Reporting by Charities", issued in March 2005 and the Charities Act 2011.
Trustees
None of the trustees (or any persons connected with them) received any remuneration during the period, and no expenses were reimbursed.
