The trustees present their report and accounts for the period ended 31 March 2023.
The accounts have been prepared in accordance with the accounting policies set out in the notes to the accounts and comply with the charity's governing document, the Charities Act 2011 and the Statement of Recommended Practice, "Accounting and Reporting by Charities", issued in March 2005.
Structure, governance and management
The charity was established by Constitution as a Charitable Incorporated Organisation on 26 January 2018 and was registered as a charity on 19 February 2018, charity number 1177213.
The trustees who served during the year were:

The trustees have assessed the major risks to which the charity is exposed, and are satisfied that systems are in place to mitigate exposure to the major risks.
Objectives and activities
The object of the CIO is to protect the health of young adults on Merseyside, in particular by:
- 1 Promoting and facilitating cardiovascular screening of young adults in Merseyside so as to reduce early death rates from previously unknown or undetected medical conditions;
And
- 2 Promoting the general public's understanding and awareness of coronary heart screening of young adults and its potential benefits
The Foundation continued its remarkable recovery from the Covid 19 impact, expanding its important contribution to preventative health measures for young men and women between the ages of 18 & 39 across Merseyside , Chester and West Cheshire. The target area had been extended , logically and with Charity Commission approval, to cover the latter, neighbouring area. The Trustees are pleased to report that, despite an understandable initially slow workplace recovery across the City region and some necessary restrictions on deployment of the Randox Health mobile unit, cardiac screenings continued successfully at the Liverpool Clinic throughout most months of the year. A further 1043 (619 men / 424 women) 18-39 year olds were screened , resulting in 37 of the men being recommended to request GP follow-up. At the end of the reporting year, a total of 3101 (1771 *men & 1328 women) had been screened with approximately 4.75% of men (82) recommended to request GP follow-up i.e their blood tests revealed them to be at greater risk of a cardiac event in the ensuing 10 years. That percentage has remined broadly constant over the four and a half years of the Foundation’s cardiac screening programme. Analysed results of the women’s CHD risk screening remain at the one young woman whose life was saved by the resultant kidney removal and whose personal story is to be found on the Foundation website. * the small discrepancy of 2 in the figures is attributable to their not fully meeting the pre-screening conditions.
The Trustees remain confident in undertaking their screening for CHD risk that they are complying with the duty under the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission.
Achievements and performance
During the year The Foundation added to their growing number of Patrons the former Liverpool and Everton player, Steve McMahon. He joins Tom Atkinson, Caroline Donnelly, Paul Ince, Kevin Keegan, Barry McKay, Mandy Molby, Dame Lorna Muirhead, Canon Professor Kenneth Newport, Sam Quek, Graeme Sharp and Michael Thomas : they bring considerable further expertise and range of skills in support of the the governing board. Their backing and furthering of the Foundation objects and work is fully welcomed and appreciated by the Trustees.
Over the year, the Foundation received continued generous funding through personal donations, charitable grants and support from business and companies. Particular thanks are extended to Mr. Paul Maguire; Professor Michael Parr; Mr. Tim Parr; Inner Wheel Club, West Wirral; Windsors of Wallasey; the family and friends of the late Mr. Geoff Renton donated the proceeds of his funeral collection. For a third year, Randox Health staff donated a four figure sum raised by their Christmas Charity events.
The Annual Memorial Golf Event at Heswall Golf Club in September was again a great success, raising a five figure sum, with a further five figure sum raised at the Jan Molby Christmas Sportsmen’s Lunch. The resumed annual Heswall Christmas Event was also very generously supported by local hostelries and their patrons.
Overall, the Trustees can therefore report a highly successful year in delivering its charitable objects and would wish to record their appreciation and deeply felt thanks to all the Foundation’s patrons, supporters and fundraisers for maintaining and sustaining important life-saving work in such challenging circumstances.
Financial review
As a result of its activities, fundraising and donations, the charity held a surplus of £25,009 for the period.
Reserves policy
It is the policy of the charity that unrestricted funds which have not been designated for a specific use should be maintained at a level equivalent to no less than twelve month’s expenditure. The trustees consider that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continue the charity’s current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the year.

I report on the accounts of the for the period ended 31 March 2023 , which are set out on pages 1-6
Respective responsibilities of trustees and examiner
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
-
(i) examine the accounts under section 145 of the 2011 Act;
-
(ii) to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
-
(iii) to state whether particular matters have come to my attention.
Basis of independent examiner's report
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
Independent examiner's statement
In connection with my examination, no matter has come to my attention:
-
(a) which gives me reasonable cause to believe that in any material respect the requirements:
-
(i) to keep accounting records in accordance with section 130 of the 2011 Act; and
-
(ii) to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act;
have not been met; or
- (b) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.

Accounting policies
Basis of preparation
The accounts have been prepared under the historical cost convention.
The accounts have been prepared in accordance with applicable accounting standards, the Statement of Recommended Practice, "Accounting and Reporting by Charities", issued in March 2005 and the Charities Act 2011.
Trustees
None of the trustees (or any persons connected with them) received any remuneration during the period, and no expenses were reimbursed.
