## **TRUSTEES' REPORT** _**FOR THE YEAR ENDED 31 MARCH 2021**_
The trustees present their report and accounts for the year ended 31 March 2021.
The accounts have been prepared in accordance with the accounting policies set out in note 1 to the accounts and comply with the 's [governing document], the Charities Act 2011 and the Statement of Recommended Practice, "Accounting and Reporting by Charities", issued in March 2005.
## **Structure, governance and management**
The was established by Constitution as a C haritable Incorporated Organisation on 26 January 2018 and was registered as a charity on 19 February 2018, charity number 1177213 .
The trustees who served during the year were:

The trustees have assessed the major risks to which the charity is exposed, and are satisfied that systems are in place to mitigate exposure to the major risks.
## **Objectives and activities**
The object of the CIO is to preserve and protect the health of young adults on Merseyside, in particular by:
1. Promoting and facilitating cardiovascular screening of young adults in Merseyside so as to reduce early death rates from previously unknown or undetected medical conditions;
## And
2. Promoting the general public’s understanding and awareness of coronary heart screening of young adults and its potential benefits.
Due to the impact of Covid-19 it was only possible to hold one fundraising event during the year, the Daniel Leonard marathon of marathons and no other collections although the charity has continued to receive generous support from donors. Funds that have been raised will be used to fund a number of free screening events, provided by Randox Health, around Merseyside encouraging young adults to partake of free health checks to identify coronary heart disease. These screenings have also had to be postponed during the year due to Covid-19.
In setting out our objectives and planning our activities, the Trustees have complied with the duty under the Charities Act 2011 to have due regard to the public benefit guidance published by the Charity Commission.

## **Achievements and performance**
The Tim Cogley Cardiac Screening Foundation is committed to offering to 18-39 year old men and women across Merseyside opportunities for health screening to identify risk of coronary heart disease, a service not currently provided by the NHS on a routine basis. The protocol, devised by Dr. Jeremy Cogley, was the subject of consultation with, and was warmly welcomed by, local clinicians. The programme, delivered in partnership with Randox Health, has been described as making a significant, if not unique, contribution to preventative health measures. An online report is provided shortly after the screening, with any significant findings in a format acceptable to GPs for follow-up action or intervention. As noted in the Trustees’ Report for 2019-2020, the Screening Programme had to be suspended in mid-March/2020 as Randox Health, the Foundation partners in delivering the screening process, were obliged to comply with the new measures introduced because of Covid 19. As a result, the programme was effectively suspended for the whole of 2020-2021 , with only a very limited number of screening being able to be undertaken at the Randox Health Clinic in Liverpool City Centre, bringing the overall total screened by the end of this period to approximately 1500, of whom 830 were men with 32 of them being found to have risk scores that identified them at greater risk of a cardiac event in the following 10 years and clearly warranting early discussion with their GP. Within this period the first young woman was found to be at risk with the revelation in autumn 2020 of the life-saving kidney removal from young mother, Stephanie Lynch. Steph asked that we publish online her remarkable account of how the Foundation screening led to identification of a previously unknown life-threatening condition. Her account was published on the Foundation website in November 2020 – a very moving story!
The Programme has continued to be generously funded by individual, group, business donations and charitable grants, and proceeds from the sole major fund-raising event to be undertaken during the year. Former Royal Marine and friend of Tim, Daniel Leonard planned to run within a 45 day or so period consecutive marathons from John o’ Groats to Land’s End, interspersed with climbs of the 3 National Peaks. Having magnificently completed the Scottish stage, including Ben Nevis climb ding October, Covid restrictions led to our decision to require he (very reluctantly) should not continue. He had already raised about £13,000 for screenings!! Huge thanks and appreciation to the very extensive list of backers and donors who made this possible for Danny and who gave so generously of their time and money.
The Trustees again wish to place on record their appreciation and thanks to Revolution4/Whitfield Business Hub for their continuing and very generous support in maintaining and managing the Foundation Website; also to all the Patrons and friends for their encouragement and help throughout a very challenging year. Particular thanks are extended to Jayne Dixon for her tireless organising of events and a very personal thanks to fellow Trustees, Rob Carter and Daisy Jones, Tony Parkins and Jan Molby and to Sheila for her enduring patience and support.
## **Financial review**
As a result of its activities, fundraising and donations, the Foundation held a surplus of £64,934 (2020: £47,140) for the period. The surplus will therefore continue to contribute to further screening phases.
## **Reserves policy**
It is the policy of the charity that unrestricted funds which have not been designated for a specific use should be maintained at a level equivalent to no less than t welve month’s expenditure. The trustees considers that reserves at this level will ensure that, in the event of a significant drop in funding, they will be able to continue the charity ’s current activities while consideration is given to ways in which additional funds may be raised. This level of reserves has been maintained throughout the year.

## **INDEPENDENT EXAMINER'S REPORT**
## **TO THE TRUSTEES OF THE TIM COGLEY CARDIAC SCREENING FOUNDATION**
I report on the accounts of the for the year ended 31 March 2021, which are set out on pages 4 to 7.
## **Respective responsibilities of trustees and examiner**
The charity's trustees are responsible for the preparation of the accounts. The charity's trustees consider that an audit is not required for this year under section 144(2) of the Charities Act 2011 (the 2011 Act) and that an independent examination is needed.
It is my responsibility to:
- (i) examine the accounts under section 145 of the 2011 Act;
- (ii) to follow the procedures laid down in the general Directions given by the Charity Commission under section 145(5)(b) of the 2011 Act; and
- (iii) to state whether particular matters have come to my attention.
## **Basis of independent examiner's report**
My examination was carried out in accordance with the general Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the accounts presented with those records. It also includes consideration of any unusual items or disclosures in the accounts, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit and consequently no opinion is given as to whether the accounts present a ‘true and fair view’ and the report is limited to those matters set out in the statement below.
## **Independent examiner's statement**
In connection with my examination, no matter has come to my attention:
- (a) which gives me reasonable cause to believe that in any material respect the requirements:
- (i) to keep accounting records in accordance with section 130 of the 2011 Act; and
- (ii) to prepare accounts which accord with the accounting records and comply with the accounting requirements of the 2011 Act;
have not been met; or
- (b) to which, in my opinion, attention should be drawn in order to enable a proper understanding of the accounts to be reached.
