The True Butterflies Foundation is a Cornwall-based registered charity that supports survivors of domestic abuse and their children. True Butterflies Foundation supports children, young people and families affected by domestic abuse, trauma, adversity and challenging family circumstances. Our activities are designed to relieve the needs of those experiencing emotional, social and practical difficulties and to support them to rebuild their lives, strengthen family relationships and develop resilience.

During the reporting period, our main activities included providing trauma-informed mentoring, family support, counselling and therapeutic support, practical guidance and emotional wellbeing interventions. We also delivered programmes designed to support parents and carers to better understand the impact of trauma and develop strategies to strengthen relationships with their children. We supported children and young people through individual and groupbased activities, helping them to develop confidence, emotional resilience, communication skills and positive relationships. We also worked collaboratively with families, schools and other professionals to ensure that support was appropriate to individual needs. 

Our work benefits the public by providing accessible support to individuals and families who may otherwise experience barriers to accessing appropriate services. By supporting children, young people and families at an early stage, we aim to reduce the longer-term impact of trauma and domestic abuse and contribute to safer, healthier and more resilient families and communities. The trustees confirm that they have had regard to the Charity Commission's guidance on public benefit when exercising their powers and duties.

**Summary of the main** During the year, True Butterflies Foundation continued to develop and **achievements of the charity** strengthen its support for children, young people and families affected by **during the year** domestic abuse, trauma and adversity. A key achievement was the continued delivery and development of our trauma-informed mentoring and family support services. We supported children and young people to build confidence, develop emotional resilience, improve communication and strengthen positive relationships. We also worked with parents and carers to help them understand the impact of trauma and develop strategies to support their children's emotional wellbeing. 

We continued to develop our Empowering Parents programme, providing parents and carers with structured support to reflect on their experiences, rebuild relationships and develop practical tools to strengthen family connections. 

The charity also expanded its range of support, including therapeutic and counselling pathways, creative and wellbeing activities and support for children and young people experiencing barriers to education and engagement. 

We strengthened relationships with schools, professionals and community partners, enabling us to respond more effectively to the needs of families and develop collaborative referral pathways. 

Throughout the year, we continued to improve our trauma-informed approach, safeguarding practices, monitoring and evaluation processes. We remain committed to listening to the experiences of the children, young people and families we support and using their feedback to shape and improve our services. 

The charity has continued to grow its reach and develop new opportunities to provide early, responsive and accessible support to families, while building a strong foundation for future development and sustainable growth.

I report to the trustees on my examination of the accounts of the above charity (“the Trust”) for the year ended 28 February 2026. 

- **Responsibilities and** As the charity trustees of the Trust, you are responsible for the preparation **basis of report** of the accounts in accordance with the requirements of the Charities Act 2011 (“the Act”). 

I report in respect of my examination of the Trust’s accounts carried out under section 145 of the 2011 Act and in carrying out my examination, I have followed the applicable Directions given by the Charity Commission under section 145(5)(b) of the Act. 

**Independent** I have completed my examination.  I confirm that no material matters have **examiner's statement** come to my attention in connection with the examination which gives me cause to believe that in, any material respect:

**Section B                           Disclosure** 

## **Summary** 

Following the findings previously reported under _CC32: Independent Examination of Charity Accounts_ , a review has been undertaken to assess the current state of the charity’s employee expense reimbursement system. I am pleased to report that the significant deficiencies identified in the prior period have now been addressed.  The charity has made substantial progress in strengthening its financial controls, compliance framework and governance standards. 

## **Progress Against Key Findings** 

1. **Standardisation of Expense Documentation** A consistent and well-defined approach to expense documentation has been implemented. All claims are now supported by appropriate evidence. Clear guidance has been issued to staff, ensuring that documentation requirements are understood and adhered to. 

2. **Authorisation and Approval Controls** 

   - A formal approval hierarchy has been established and is operating effectively. All expense claims are subject to appropriate managerial review and sign-off prior to processing.  This has strengthened oversight, reduced the risk of inappropriate expenditure and supports the charity’s obligation to demonstrate proper stewardship of funds. 

3. **Audit Trail and Record Keeping** The charity has introduced enhanced record-keeping procedures that provide a complete and consistent audit trail from submission through to payment. Expense claims now include key information such as business purpose, dates and authorisation details. This ensures transparency and enables efficient retrospective review, supporting both internal monitoring and external scrutiny. 

4. **Risk Mitigation and Compliance** 

The improvements implemented have significantly reduced the risks previously identified. The charity is now better protected against: 

- i. Reputational risk associated with weak financial controls 

- ii. Regulatory scrutiny regarding governance and stewardship 

- iii. Potential non-compliance with HMRC requirements 

## **Implementation of Recommendations** 

All recommendations outlined in the prior report have been completed within the expected timeframe: 

- i. A comprehensive expenses policy has been developed, approved and communicated to all relevant personnel. 

- ii. A standardised expense claim process has been introduced, supported by improved systems for capturing required data and documentation. 

- iii. Segregation of duties has been embedded within the approval process. 

- iv. Monthly reconciliation procedures are in place and operating effectively, ensuring alignment between expense records and the accounting system. 

- v. A retrospective review of the previous 12 months’ expenses has been conducted, with any necessary adjustments identified and addressed. 

## **Conclusion** 

The charity has responded positively and effectively to the issues previously identified.  The expense reimbursement system now reflects the standards expected of a well-governed organisation, with robust controls, clear processes and improved transparency.  The Trustees have demonstrated strong oversight in ensuring that appropriate corrective action has been taken.
