## **ANNUAL REPORT FOR YEAR ENDING 31 - 12 - 2023** 

## **1. Correspondence address:**

## **3. Structure of charity:** 

A CIO of Association model comprising three trustees elected from amongst the membership of the CIO; that membership also forming the Village Hall Management Committee which elects its own chair from its members (not necessarily one of the trustees). 

## **4. Activities and objectives:** 

The objective of the charity is simple - to provide premises in the form of a village hall, pavilion, play area equipment and playing field for the recreation and other benefit of the residents of the civil parishes of Alvediston and Ebbesbourne Wake with Fifield Bavant, and of those living further afield who have occasion to use those premises. 

Specific activities organised and run on these premises in 2023 included: 

Scottish dancing evening Monthly film club Coronation Garden Trail and Royal Garden party Talk by local author on his reminiscence of working for the Church of England as estate manager (raising £150 for the Hall) 

Annual Flower Show Fireworks night Carol singing evening 

Harvest supper, well attended and the supper prepared and cooked as ever by a stalwart group led matchlessly by Helen Lodge (£663 surplus for the Hall) 

The pavilion is always open for unrestricted use by young people for table tennis, minisnooker and table football. 

The bi-annual Alvewake fete had been planned for 15 July, but was cancelled on account of inclement weather and unavoidable absence of crucial volunteers. 

A standing licence remained place for the Bright Sparks nursery school until the school closed on 21 July, after 25 years. Their financial contributions had continued to be adjusted on account of the severe fall in child attendance. 



## **5. Achievements and performance:** 

## **a) Administration:** 

Management Committee meetings were convened on 15 January,  21 March (AGM), 25 May, 15 July, 7 September, 11 October, and 7 December. 

The three trustees, Tom Parnell, Andrew Reis and Richard Trahair were re-elected at the AGM. 

## **b) Finance and administration:** 

The trustees  wish to record their gratitude for the dedication and efficiency of the Management Committee Chair, Angelika Hamilton; Honorary Treasurer, Frances Rose; and Secretary Kate Lavan who were re-elected at the AGM. 

See the Annual Accounts for income and expenditure, and the reserves held at the year end. 

In August, the cover for buildings and public indemnity insurance policy was reviewed and increased. 

In view of the loss of regular income from Bright Sparks, the Committee devoted much of the year in analysing budgetary opportunities and wider use of the premises. An open public meeting in September generated several helpful suggestions for activities and events, and a SWOT analysis was created and discussed. 

At the May meeting, a schedule of priorities for refurbishment was prepared, and potential grant sources identified. Works quotations were obtained; and grant applications were made for the  refurbishment programme, including the Jubilee Fund, Wiltshire Council Community Area Fund and Area Board Fund. 

In November, Wiltshire council paid a grant of £3900 following an application for £4791.88. 

In December, the Ebbesbourne Wake Parish Council agreed to make a grant of £1000. 

In September, the Committee heard that there had been a local proposal that the redundant Congregational chapel in the village, for which there were no extant records of ownership, might be passed to the Trustees of the Village Hall, as the only charitable property-owning body in the village. This would require a Scheme by the Charity Commission. The Commission duly sought a consultation survey of village residents. This was arranged, but only after the Trustees had made it clear that they would only accept the transfer if they could then sell or lease the chapel premises to provide capital or revenue funds for the use of the Village Hall in accordance with their existing charitable objects. The Trustees saw no benefit in acquiring the chapel for retention and use. 

The village survey showed 'nem con' approval to this concept, and the particulars were sent to the Commission on 23 November. 

## **c) Repairs and maintenance:** 

In October, two job-share caretakers were appointed, initially for two hours a week, to be monitored from time to time by Peter Trickett, who also himself carried out a number of routine internal and external works. Helen Lodge arranged, with help from her 



family connections, to complete the installation and painting of the container storage shed, including electric light. 

## **6. Conclusion:** 

The trustees were satisfied that during the course of the year the charity had fulfilled its obligations to provide public benefit.
