ANNUAL REPORT OF A CHARITABLE INCORPORATED ORGANISATION FOR THE TWELVE MONTHS ENDED 31 MARCH 2025

1. The name of the Charity is “The National Education Museum”.

2. The Charity’s registration number is 1177115.

3. The principal office of the Charity is at 27 RIDLEY ROAD, LONDON, NW10 5UB.

4. The following persons are Trustees of the Charity as at the date of this report.

1. The National Education Museum’s governing document is the Charity Commission’s standard form constitution for a Charitable Incorporated Organisation (CIO) and is dated 10th February 2018.

2. The objects of the Charity are to advance the education of the public by the establishment and maintenance of a museum and educational facility relating to the development of educational provision in England and Wales and elsewhere.

3. During the period of this report the Trustees have been working hard to make progress towards their objective of establishing a National Education Museum for England and Wales. New developments in the period include:

4. A) The Trustees appointed Laura Watford, co-founder of STEMunity, to the board in January 2025. Her appointment has brought new ideas and expertise to strengthen the Trustee board. Laura is based in Portsmouth but travels widely in the UK related to her work. She has excellent IT skills and knowledge. For example, Laura made a lively and expertly produced video of a children’s

activity event at the Aspex Gallery in Portsmouth prior to the NEM’s Fred Jarvis Memorial lecture on June 1[st] 2024.

• B) Free storage space has been acquired in Portsmouth to accommodate some of the growing number of donated artefacts and documents. Though it is nor a permanent solution, the trustees are very grateful to have use of the facility which is proving to be a wonderful asset saving the Museum over £2000 a year. The trustees also thank the National Education Union (NEU) for continuing to store at its HQ in London legacy artefacts and documents from the two organisations which merged to form the NEU, the Association of Teachers and Lecturers and the National Union of Teachers.

• C) The Museum has received a very special donation of a prestigious collection - the works of the renowned educationalist Professor Harold Silver. Professor Silver who died aged 92 in 2021 was one of the 20th century’s leading writers and thinkers on the history of education and the role of education policy in social change. Collaborating with many colleagues, including his wife Pam, he wrote an extensive range of publications about the impact of education policy on poverty, equal opportunities and students’ experience of higher education. The trustees are thrilled that his two daughters have chosen the NEM to receive his extensive collection. The Trustees has been in frequent contact with the British Schools Museum (BSM) in Hitchin and have now come to an agreement with the BSM for the storage and use the collection in the short term while the NEM searches for a suitable property. This strengthens one of the key aims to work alongside other Museums that have an education basis or displays with the ultimate aim of the NEM becoming the umbrella organisation for willing history of education related organisations.

• D) The Museum’s Honorary Patrons, Baroness Blower, Professor Jim Al-Khalili, Gervase Phinn, Baroness Morris and Stephen James Morgan, MP continue to support the project. Baroness Morris gave the Fred Jarvis memorial lecture in June 2024. Her lecture was very well received by a wide ranging audience including Honorary Patrons, Professor Jim Al-Khalili and Stephen Morgan MP. The subsequent film, which is available on the Museum website, has had over 300 viewings.

• E) The Trustees’ Executive committee continues to meet about six times a year on Zoom and otherwise members are in frequent communication via email. The Chair and Treasurer of Trustees, who is also the Treasurer, produces regular financial reports and ensures that the annual examination of accounts is carried out in good time.

• F) In order to minimise risk and to secure interest income whilst continuing to ensure the accessibility of fund, the Trustees have agreed that the Museum’s

funds should be held in two bank accounts, one of them an interest earnings savings account.

• G) The Director of Communications continues to maintain and update the website and social media platforms Facebook and LinkedIn. The latter continues to attract the interest of a wide range of education related professionals. The Charity ensures that all media posts are appropriate to the Museum’s principles.

• H) The Trustees have developed very useful posters and large display notices and photos that are durable and can be taken to a variety of events. These have been very successfully used, especially during outside events when the weather has not been that good. They are eye-catching, light and easy to put up in a variety of venues.

• I) The Museum continues to have a presence at events such as the summer Victorious Festival in Portsmouth and the Durham Miners Gala. Both these events gave trustees and supporters the opportunity to have conversations with the public and collect donations. At the Victorious Festival the crowds were entertained by the “Higher Lower” card game. Winners won a blown-up alien and losers rung an old school bell – both very popular and good fundraisers. The same game has been used successfully at other events.

• J) The Trustees “Away day” in October was successful by bringing Trustees together to spend a day looking in detail at our past work leading into plans for the short term, the next few years and the next ten years. Trustees agreed to monetise events not only to cover costs but to give the Museum a more professional standing.

• K) The Museum continues to be offered a variety of artefacts, documents and books. Very usefully, donors are recording details to ensure provenance and to give context to their donation. The Director of Collections is hoping to use certain artefacts, documents etc. in a display and evening event in Lutterworth in November 2025.

• L) The Museum Secretary sends out regular updates to the Trustees, Honorary Patrons, Founder Patrons and supporters. Summaries of these are published on the Museum’s website to ensure that visitors to the site can see the most recent activity on the project.

• The Trustees confirm that they have complied with the duty in section 4 of the 2006 Act to have due regard to guidance on public benefit published by the Charity Commission.

• The Charity is not subject to statutory audit in respect of the period covered by this report.

• The full body of Trustees met on zoom on 26[th] June 2024 and on 29th January 2025. Trustees attended an in person ‘away day’ event from 4[th] to 5[th] October as an opportunity to discuss plans and set the strategic direction for future developments. Zoom remains a very useful meeting tool for all types of meetings. Any important updates for Trustees are sent by email. Again many of the Trustees attended the Fred Jarvis lecture in Portsmouth on June 1[st] , 2024, and aim to do so again this year on June 21[st] , 2025.

• The accounts of the Charity have been prepared on an income/expenditure basis for the year 1[st] April 2024 to 31st March 2025 and are attached.

• Neither the Charity nor any of its Trustees act as custodian Trustees.

1. Accounting Polices

Though of limited relevance to the accounts for the current period the principal accounting policies adopted by the Charity are as follows:

(a) Basis of accounting

The accounts of the Charity are prepared on the historical cost basis and are in accordance with applicable United Kingdom accounting standards, The Statement of Recommended Practice: Accounting and Reporting by Charities issued in March 2005.

(b) Fund accounting

• Undesignated funds are available for the use at the discretion of the trustees in the furtherance of the general objectives of the Charity.

• Any designated funds are subjected to restrictions on expenditure imposed by the donor or through the terms of the appeal

Incoming resources

All incoming resources are included in the Statement of Financial Activities when the Charity is entitled to, and virtually certain to receive, the income and the amount can be quantified with reasonable accuracy. The following policies are applied to particular categories of income:

• Voluntary income is received by way of grants, donations and gifts and is included in full in the Statement of Financial Activities when receivable. Grants where entitlement is not conditional on the delivery of a specific performance by the Charity, are recognised when the Charity becomes unconditionally entitled to the grant.

• Any donated services and facilities are included at the value to the Charity where this can be quantified. The value of services provided by volunteers has not been included in these accounts.

• Investment income is included when receivable.

• Incoming resources from grants, where related to performance and specific deliverables, are accounted for as the Charity earns the right to consideration by its performance.

Resources expended

Expenditure is recognised on an accrual basis as a liability is incurred except where otherwise indicated. Expenditure includes any VAT that cannot be fully recovered, and is reported as part of the expenditure to which it relates:

• Costs of generating funds comprise the costs associated with attracting voluntary income.

• Charitable expenditure comprises those costs incurred by the Charity in the delivery of the activities and services for the beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them. Governance costs include those costs associated with meeting the constitutional and statutory requirements of the Charity and costs linked to the strategic management of the Charity.

• All costs are allocated between the expenditure categories in the Statement of Financial Activities on a basis designed to reflect the use of the resource. Costs relating to a particular activity are allocated directly, otherwise apportioned on an appropriate basis.

(e) Any fixed assets are stated at cost less accumulated depreciation.
