**ANNUAL REPORT OF A CHARITABLE INCORPORATED ORGANISATION FOR THE YEAR ENDED 31 MARCH 2022** 

## 1. The name of the Charity is “The National Education Museum”. 

## 2. The Charity’s registration number is 1177115. 

3. The principal office of the Charity is at 27 RIDLEY ROAD, LONDON, NW10 5UB. 

4. The following persons are trustees of the Charity as at the date of this report -

5. The National Education Museum’s governing document is the Charity Commission’s standard form constitution for a Charitable Incorporated Organisation (CIO) and is dated 10th February 2018. 

6. The objects of the Charity are to advance the education of the public by the establishment and maintenance of a museum and educational facility relating to the development of educational provision in England and Wales and elsewhere. 

7. Throughout the period of this report the trustees continued to make progress towards their objective of establishing a National Education Museum for England and Wales. Significant developments in the period include: 



- A) The Founder Patron scheme, introduced by Trustee Hank Roberts, continued to be the main source of fundraising due to the restrictions created by the Covid epidemic. Since its launch in October 2019 this scheme had raised over £90,000 by 31[st] March 22. Regular review at meetings of the Executive Committee of the Trustees via Zoom or in person ensures that the number of Founder Patrons continues to grow. Supporter organisations are also being encouraged to look at possible annual donations to help toward running costs which, though the Charity aims for these to be minimal, are rising along with the general cost of living increase. 

- B) Trustees also received a donation of £20,000 from the National Education Union and preparations were made for a funding request and a submission for a grant of £25,000 to the Teachers Group Educational Trust. The Trustees have seen this as a precedent for submissions to other grant making bodies. 

- C) The Museum’s Honorary Patrons Baroness Blower, Professor Jim Al-Khalili, Gervase Phinn, and Baroness Morris have all continued to support the project. 

- D) The following were approved by the Trustees to be custodians of the different areas of the Charity’s work with the titles allocated to them - Hank Roberts, Director of Strategy and Fundraising, Anne Swift, Director of Finance and Chair of Trustees, Graham Clayton, Director of Communications and Vice Chair of Trustees, Sheena Wright, Director of Premises and Development, Amanda Martin, Director of Portsmouth Project, Andrew Dunkley, Director of Collection and Archive, and Jean Roberts, Director of Operations and Secretary to Trustees. 

- E) All publicity materials have been updated and printed to ensure the Museum is ready for the teachers’ organisations and other education conferences when they restart after the lifting of Covid restrictions. This work has been led by Graham Clayton as Director of Communications. He also maintains and updates the website and social media platforms, Facebook and Twitter and LinkedIn with posts appropriate to the Museum’s principles and development. This work has brought in an increasing number of people from a wide variety of backgrounds including offers of artefacts and other expressions of a wish to become involved so widening the Charity’s scope to seek support and publicity. 

- F) The Museum’s profile has been raised generally attracting significant interest from other organisations. As Director of Operations and Secretary, Jean Roberts was for example contacted by one of the props team for The National Theatre’s London production of _The Corn is Green_ for advice on suitable props for school exercise books. 



- G) The Museum was assigned a prominent stall by the National Education Union for its annual conference in Bournemouth to take place after the end of the period covered by this report. Hank Roberts and Jean Roberts have attended several meetings on Zoom as well as beginning to attend some in person following the easing of Covid restrictions. They are for example booked to speak to the ‘Pompey Pensioners’ at a face to face meeting in Portsmouth in early May 2022. 

- H) Hank Roberts’ autobiography has continued to have sales. All profit goes to the Museum. It is intended to promote this further at conferences and at face to face meetings as above. 

- I) Both Andrew Dunkley, Director of Collection and Archive, and Sheena Wright, Director of Premises and Development, worked with local schools in their areas to engage them in producing work from pupils reflecting on their experiences during Covid. This will be used as a part of a Living History display when attending conferences or large meetings. 

- J) The Museum Trustees were delighted that a long-awaited Parliamentary Reception suggested by Trustee Stephen Morgan, MP, had by the date of this report been booked to be in the Churchill room at the House of Commons on 8[th] June 2022. Due to Covid restrictions still being in place accommodation is restricted to 70 guests including the Museum’s own personnel but this has been considered a sufficient number for a successful promotional event. Directors, particularly Jean Roberts, have been involved in all the detailed planning and all Trustees have suggested high-profile names to be included on the guest invitations list. Founder Patrons will be among those helping to spread the word and enthusiasm about the project. The Charity’s aim is to have reached its target of ‘half way there’ by the date of the event. That is £125,000 towards the £250,000 that will be achieved through the recruitment of the 100 Founder Patrons. 

- K) Trustee Sheena Wright has continued to work with Portsmouth University staff. Now that the pandemic is easing, the Museum Trustees are hoping to have projects in place in association with the University in the new academic year beginning in September 2022. Sheena Wright and Jean Roberts have held exciting and innovative zoom meetings with some of the university’s lecturers. Through these contacts, they are looking also at making links with interested people on the Isle of Wight and it is hoped that the House of Commons event will allow face to face meetings with key people who have been part of these initiatives. 



- L) Chair of Trustees and Director Finance, Anne Swift has worked on a policy for “Relationships with Other Organisations” as part of a programme for broadening the Museum’s support base to be implemented in 2022. This was spurred on after the Museum received proposals from ex pupils’ organisations of former schools who have artefacts and contacts. Once approved at the Trustees meeting in June, this policy will provide clear guidelines on how the Museum will work with other groups both large and small. The Trustees are looking forward to putting the policy into effect, extending the Museum’s support base and profile. 

- M)The collection of artefacts continues. The collection has, over the year covered by this report, received some beautiful historical artefacts that will make a fantastic display once the Museum is established in its own premises. The Trustees have been very grateful for the opportunity given by the National Education Union to store some of this collection at its headquarters in London. The Museum’s storage facility in Portsmouth is an ongoing expense and now that the pandemic is easing those holding them in their homes are keen for them to be collected. Therefore the need to find more permanent and costeffective storage space is vital. Sheena Wright continually checks for possible initial Museum premises in Portsmouth, though the cost of purchase has increased significantly. 

- N) Those supporters who are also holding artefacts for the Museum have been encouraged to make a clear list of their artefacts and add any notes or photos that both give the history and provenance to their object/s. 

9. The trustees confirm that they have complied with the duty in section 4 of the 2006 Act to have due regard to guidance on public benefit published by the Charity Commission. 

10. The Charity is not subject to statutory audit in respect of the period covered by this report. 

11. The trustees met as a full trustee body on 30[th] June 2021, 10[th] November 2021, 23[rd] March 2022, and otherwise communicated on decisions to advance the work of the Charity by email. There have also been Zoom meetings where necessary with the Directors to ensure the smooth running of the Charity. Meetings continue to be on zoom as the Covid situation is still making face to face meetings potentially risky especially for those travelling, but this also ensures the best attendance and keeps the costs down for meetings. The aim in the future is for the Trustees to meet once a year in person 



12. The accounts of the Charity have been prepared on an income/expenditure basis for the year 1[st] April 2021 to 31st March 2022 and are attached. 

13. Neither the Charity nor any of its trustees’ act as custodian trustees.

## 1. **Accounting Polices** 

Though of limited relevance to the accounts for the current period the principal accounting policies adopted by the Charity are as follows: 

## (a) 

## **Basis of accounting** 

The accounts of the Charity are prepared on the historical cost basis and are in accordance with applicable United Kingdom accounting standards, The Statement of Recommended Practice: Accounting and Reporting by Charities issued in March 2005. 

## (b) **Fund accounting** 

- Undesignated funds are available for the use at the discretion of the trustees in the furtherance of the general objectives of the Charity. 

- Any designated funds are subjected to restrictions on expenditure imposed by the donor or through the terms of the appeal 

## (c) 

## **Incoming resources** 

All incoming resources are included in the Statement of Financial Activities when the Charity is entitled to, and virtually certain to receive, the income and the amount can be quantified with reasonable accuracy. The following policies are applied to particular categories of income: 

   - Voluntary income is received by way of grants, donations and gifts and is included in full in the Statement of Financial Activities when receivable. Grants where entitlement is not conditional on the delivery of a specific performance by the Charity, are recognised when the Charity becomes unconditionally entitled to the grant. 

   - Any donated services and facilities are included at the value to the Charity where this can be quantified. The value of services provided by volunteers has not been included in these accounts. 

   - Investment income is included when receivable. 

   - Incoming resources from grants, where related to performance and specific deliverables, are accounted for as the Charity earns the right to consideration by its performance. 

- (d) **Resources expended** 

Expenditure is recognised on an accrual basis as a liability is incurred except where otherwise indicated. Expenditure includes any VAT that cannot be fully recovered, and is reported as part of the expenditure to which it relates: 

- Costs of generating funds comprise the costs associated with attracting voluntary income. 

- Charitable expenditure comprises those costs incurred by the Charity in the delivery of the activities and services for the beneficiaries. It includes both costs that can be allocated directly to such activities and those costs of an indirect nature necessary to support them. Governance costs include those costs associated with meeting the constitutional and statutory requirements of the Charity and costs linked to the strategic management of the Charity.

   - All costs are allocated between the expenditure categories in the Statement of Financial Activities on a basis designed to reflect the use of the resource. Costs relating to a particular activity are allocated directly, otherwise apportioned on an appropriate basis. 

- (e) Any fixed assets are stated at cost less accumulated depreciation.
