## ANNUAL REPORT FOR THE YEAR ENDED 31 DECEMBER 2023 

The Basic Income Earth Network (BIEN) was constituted as a Charitable Incorporated Organisation on the 11[th] June 2017 and registered as a charity, number 1177066, on the 8[th] February 2018. Its constitution was amended on the 21[st] December 2020. 

Trustees during the year were as follows: Anja Askeland (from 28/8/23); Diana Bashur; Sarath Davala; Jurgen De Wispelaere (from 28/8/23); John Simon Duffy; Jacob Eliot; James Grant; Michael Hinford (21/9/23); Neil Howard; Reinhard Huss; Peter Knight; Hilde Latour; Julio Linares; Anne Glenda Miller; Kai Carrigan Nau (from 21/9/23); Olaf Ostertag (from 28/8/23); Tyler Prochazka; Lindsay Stirton (from 21/12/23); Malcolm Torry; Mike Valentine (until 22/6/23); Mark Wadsworth (until 22/3/2023); Toru Yamamori (until 28/8/23). 

Sarath Davala was the Chair. The Deputy Chair was Hilde Latour. The Treasurer was Malcolm Torry. The Secretary was Diana Bashur. 

Trustees met twelve times during the year. 

A hybrid annual congress was held: face to face in the Republic of Korea, and online. The 2023 Annual General Meeting took place online at the end of the congress. The 2024 congress will take place in the UK, at the University of Bath. 

During the year, BIEN maintained a website, published news updates, maintained contact with its members and with affiliated organisations, and responded to requests for information. In following up to the memorandum of understanding agreed with the United Nations Development Programme in 2021, BIEN has expanded its engagement with the United Nations in 2023, including with the Executive Office of the United Nations’ Secretary General. 

BIEN has now established regional hubs in Africa and Latin America, and is working towards a regional hub in Asia. Grants from the Mustardseed Trust and from the Lankelly Chase Foundation have enabled BIEN to employ a staff member to co-ordinate the hubs project and to contract with organisations in Africa and Latin America to provide regional hub management. The project is supervised by trustee Neil Howard. BIEN is grateful to the Mustardseed Trust and the Lankelly Chase Foundation for their funding of this project. 

BIEN is also grateful to The Institute for grant funding a new project: a Basic Income knowledge repository. The grant will be used initially to fund research at the University of Bath. The project is supervised by trustee Jurgen De Wispelaere. 

BIEN’s finances are stable. The Mustardseed, Lankelly Chase and The Institute grants will fund the regional hubs and knowledge repository projects, and membership fees and donations will enable BIEN to meet its other obligations for the next few years. 

BIEN is very grateful to those individuals and organisations who continue to give time, effort and financial support to its work. 

Public benefit statement: During 2023 the activities above were in accordance with the objects of the charity: ‘To educate the general public about Basic Income, that is, a periodic cash payment delivered to all on an individual basis, without means test or work requirement; to serve as a link between the individuals and groups committed to, or interested in, Basic Income; to stimulate and disseminate research about Basic Income; and to foster informed public discussion on Basic Income throughout the world.’ All of the Trust’s publications published during 2023 are freely available on the website.
