ANNUAL REPORT FOR THE YEAR ENDED 31 DECEMBER 2021

The Basic Income Earth Network (BIEN) was constituted as a Charitable Incorporated Organisation on the 11[th] June 2017 and registered as a charity, number 1177066, on the 8[th] February 2018, as amended on the 21[st] December 2020.

Trustees during the year were as follows: Julio Aguirre (until 21/8/2021); Diana Bashur (from 21/8/2021); Sarath Davala; John Simon Duffy (from 16/12/2021); Jacob Eliot; James Grant (from 16/12/2021); Leah Hamilton; Aoife Hegarty (until 21/8/2021); Neil Howard (from 18/11/2021); Reinhard Huss (from 16/12/2021); Barbara Jacobson (until 18/11/2021); Peter Knight (from 18/11/2021); Hilde Latour; Julio Linares (reappointed 21/8/2021); Anne Glenda Miller; Yanu Endar Prasetyo (from 18/11/2021); Tyler Prochazka; Malcolm Torry (from 21/8/2021); Mike Valentine (from 21/8/2021); Mark Wadsworth (reappointed 21/8/2021); Toru Yamamori.

Sarath Davala was the Chair. The Treasurer was Mark Wadsworth until the 21[st] August, and from that date Malcolm Torry. The Secretary was Julio Aguirre until the 21[st] August, and from that date Diana Bashur. Malcolm Torry was General Manager until the 16[th] September, when the voluntary post was discontinued.

Trustees met fourteen times during the year: eleven times for business meetings, and three times for educational discussion meetings about the Basic Income debates in China, India, and the United States.

The Covid-19 pandemic meant that a face-to-face congress in Glasgow was not possible, but the Citizen’s Basic Income Network Scotland and Strathclyde University created a highly effective online congress attended by over a thousand people. 43 BIEN members attended the online Annual General Meeting at the end of the congress. At the time of the meeting BIEN had 404 members. The 2022 congress is planned to be a hybrid event, face-to-face in Brisbane, Australia, and also online.

During the year, BIEN maintained a website, published news updates, maintained contact with its members and with affiliated organisations, and responded to requests for information. A working group to study clarifications of BIEN’s definition of Basic Income has met during the year and has held open forums for BIEN members; a survey of BIEN members was carried out; and BIEN, and particularly its trustees, are increasingly involved in partnership projects. BIEN has worked with the Jain Family Institute and other organisations to establish the Basic Income Research and Action Lab (BIRAL) that brings together leaders and researchers of Basic Income and other experiments around the world; and partnerships are evolving with the Freiburg Institute for Basic Income Studies, the United Nations Development Programme, and UNESCO.

Four Chinese students joined BIEN as interns for three months following a one-week training course also attended by Freiburg Institute for Basic Income Studies students.

During 2022 BIEN is looking forward to working with a potential funder to enable it to bring to fruition plans for a ‘regional hubs’ project.

BIEN’s finances are stable, and, even if no grant aid is forthcoming, membership fees and donations will enable BIEN to meet its obligations for the next few years.

BIEN is very grateful to those individuals and organisations who continue to give time, effort and financial support to its work.

Public benefit statement: During 2021 the activities above were in accordance with the objects of the charity, that is, ‘To educate the general public about Basic Income, that is, a periodic cash payment delivered to all on an individual basis, without means test or work requirement; to serve as a link between the individuals and groups committed to, or interested in, Basic Income; to stimulate and disseminate research about Basic

Income; and to foster informed public discussion on Basic Income throughout the world.’ All of the Trust’s publications published during 2020 are freely available on the website.

Notes

If it had not been for a Gift Aid claim relating to a single generous donation received in 2019, expenditure in 2020 would have been £1686.07 greater than income.
