The trustees present their report and the financial statements for the year ended 30 April 2023. The trustees who served during the year and up to the date of this report are set out on page 1.

Structure, governance and management

The governing document of the charity is a CIO Foundation Constitution. Trustees are appointed by existing Trustees.

Public Benefit Statement: Objectives and Activities for Public Benefit

The principal activity of the charity is to operate for the public benefit nationally and internationally.

Objectives and activities

Advancement of Education

  1. For the public benefit to promote the education (including social and physical training) of people in the UK and around the world (in particular those of Pashtun ethnicity) in such ways as the charity trustees think fit, including by:

  2. (i) Providing their education (including the study of music or other arts), to undertake travel in furtherance of that education or to prepare for entry to any occupation, trade or profession on leaving any educational establishment.

  3. To assist in such ways as the charity trustees think fit any charity in in any part of the world whose aims include advancing education of persons under the age of 25 years by developing their mental, physical and moral capabilities through leisure time activities.

  4. To advance the education of the public in general (and particularly amongst non muslims/non Pashtuns) on the subject of Islam and Pashtun history and to promote research for the public benefit in all aspects of that subject and to publish the useful results.

Equality and Diversity

The promotion of equality and diversity for the public benefit by for example:

(e) cultivating a sentiment in favour of equality and diversity.

Community Centre

To further or benefit the residents of the UK (in particular those of Pashtun ethnicity) and the neighbourhood, without distinction of sex, sexual orientation, race or of political, religious or other opinions by associating together the said residents and the local authorities, voluntary and other organisations in a common effort to advance education and to provide facilities in the interests of social welfare for recreation and leisure time occupation with the objective of improving the conditions of life for the residents. In furtherance of these objects but not otherwise, the trustees shall have power:

To establish or secure the establishment of a community centre and to maintain or manage or co-operate with any statutory authority in the maintenance and management of such a centre for activities promoted by the charity in furtherance of the above objects.

Advice and Counselling

The relief of the physical and mental sickness of persons in need (in particular those of Pashtun ethnicity) by reason of addiction to controlled substances in particular by the provision of counselling and support.

The relief of financial hardship by the provision of free legal advice and assistance to persons (in particular those of Pashtun ethnicity) who, through lack of means, would otherwise be unable to obtain such advice.

Natural Disaster

The relief of financial need and suffering among victims of natural or other kinds of disaster in the form of money (or other means deemed suitable) for persons, bodies, organisations and/or countries affected

Promotion of the Law, Police and Crime Prevention

To promote, for the benefit of the public, the efficiency of the police in the United Kingdom and to promote good citizenship and greater public participation in the prevention and solution of crime in the area.

Relief of Poverty

The prevention or relief of poverty in any part of the world (in particular those of places populated by people of Pashtun ethnicity) by providing: grants, items and services to individuals in need and/or charities, or other organisations working to prevent or relieve poverty.

To relieve poverty or financial hardship among refugees, asylum seekers, migrant workers and their dependants living in any part of the world by providing interpreting/translating/advocacy/ health/housing advice and education.

The prevention or relief of poverty or financial hardship anywhere in the world (in particular those of places populated by people of Pashtun ethnicity) by providing or assisting in the provision of education, training, healthcare projects and all the necessary support designed to enable individuals to generate a sustainable income and be self-sufficient.

Relief of Financial Hardship

The relief of financial hardship among people living or working in any part of the world (in particular those of places populated by people of Pashtun ethnicity) by providing such persons with goods/services which they could not otherwise afford through lack of means

Relief of Unemployment

The relief of unemployment for the benefit of the public in such ways as may be thought fit, including assistance to find employment (in particular for people of Pashtun ethnicity)

Young People

To act as a resource for young people up to the age of 21 living in the UK (in particular for people of Pashtun ethnicity) by providing advice and assistance and organising programmes of physical, educational and other activities as a means of:

The promotion of community participation (in particular amongst people of Pashtun ethnicity) in healthy recreation in particular by the provision of facilities for the playing sports.

Statement of Trustees Responsibilities

The trustees of are responsible for preparing the Trustees’ Annual Report and the financial statements in accordance with applicable law and the United Kingdom’s Accounting Standards (United Kingdom Generally Accepted Accounting Practice).

Law applicable to charities in England and Wales requires the trustees to prepare financial statements for each financial year, which give a true and fair view of the charity and of the incoming resources and the application of resources of the charity for that year. In preparing these financial statements, the trustees are required to:

The trustees are responsible for keeping proper accounting records, which disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 1993 and the Charity (Accounts and Reports) regulations 2008. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud.

1. Accounting Policies

Accounting convention

The accounts have been prepared in accordance with the “Accounting and Reporting by Charities: Statement of Recommended Practice (SORP) applicable in the UK and Republic of Ireland (FRS 102)” (as amended for accounting periods commencing from 1 January 2016). The charity is a “Public Benefit Entity as defined by FRS 102.

The charity has taken advantage of the provisions in the SORP for charities applying FRS 102 Update Bulletin 1 not to prepare a Statement of Cash Flows.

The financial statements are prepared in sterling, which is the functional currency of the charity.

The financial statements have been prepared under the historical cost convention. The principal accounting policies adopted are set out below.

Going concern

At the time of approving the financial statements, the trustees have a reasonable expectation that the charity has adequate resources to continue in operational existence for the foreseeable future. Thus the trustees continue to adopt the going concern basis if accounting in preparing the financial statements.

Charitable funds

Unrestricted funds are available for use at the discretion of the trustees in furtherance of their charitable objectives unless the funds have been designated for other purposes.

Restricted funds are subject to specific conditions by donors as to how they may be used. The purposes and uses of the restricted funds are set out in the notes to the financial statement

Incoming resources

These are included in the Statement of Financial Activities (SOFA) when:

Cash donations are recognised on receipt. Other donations are recognised once the charity has been notified of the donation, unless performance conditions require deferral of the amount.

Resources expended

Charitable activities includes all costs relating to general administration, which support the charitable purpose.

Grants offered subject to conditions, which have not been met at the year-end date are noted as a commitment, but not accrued as expenditure.

Expenditure is accounted for on an accruals basis and has been classified under headings that aggregate all costs related to the category. Where costs cannot be directly attributed to particular headings that have been allocated to activities on a basis consistent with the use of the resources.

2. Critical accounting estimates and judgements

In the application of the charity’s accounting policies, the trustees are required to make judgements, estimates and assumptions about the carrying amount of assets and liabilities that are not readily apparent from other sources. The estimates and associated assumptions are based on historical experience and other factors that are considered to be relevant. Actual results may differ from these estimates.

The estimates and underlying assumptions are reviewed on an ongoing basis. Revisions to accounting estimates are recognised in the period in which the estimate is revised where the revision affects only that period, or in the period of the revision and future periods where the revision affects both current and future periods.
