4. Report from RecoRa’s Chief Executive

LT has been primarily funded by Prevent initially through London Tigers and subsequently directly through the Home Office and LBC. The organisation has been seeking to address this significant risk particularly given the significant reduction from the Home Office to support the work in Luton.

In 2018-2019 we successfully applied for an innovation grant -through ISD and Google - to evaluate the work which gave some significant indicators of the success of our approach in addressing attitudes that could increase vulnerabilities to accept hate filled ideas about oneself and others.

In 2019 2020 [last year] we successfully secured funding from an innovation grant from the MHC&LG. This grant coincided with a further reduction in funding from the Home Office. As we made clear at this time LT was only able to continue to deliver Prevent, especially as the reduction was completely unexpected, because we had secured the additional funding. We continued to seek to secure alternative funding – and despite being successful in two very competitive grant regimes, it became clear that local funding was not likely to be made available to LT due to the opposition to Prevent amongst organisations and individuals with significant influence over local funding streams. This

matter has been made known to LBC officers.

As we approached this year 2020-2021, LBC indicated that the Home Office would only fund circa £40,000. LT would not be a position to survive if funding was restricted to this level and we therefore made contingency plans to reduce our staffing and also seek funding from national grant regimes.

LT Situation regarding Prevent and the current Health Crisis

LT’s Board of trustees had taken the decision to make two staff redundant – one of these staff members has subsequently secured alternative employment. In light of the Government’s request for employers to consider furloughing workers rather than make them redundant; the Board agreed to furlough the other worker.

The Board furloughed one other staff member –The CEO – whilst retaining the employment of The Curriculum Director who is not eligible to be furloughed – as his contract is not on a PAYE basis.

It was made clear to The Home Office that there is a risk that LT may not be in a position to deliver Prevent should no funding be made available. This is because the core skill set held by the Curriculum Director is critical to successfully delivering the Prevent programme; and the organisation only has funding in place to maintain a minimal level of support from this post holder, which is required to complete tasks related to the evaluation of the grant received from the

MHC&LG.

Whilst eventually It was agreed for the funding to be released it also made it clear that no further funding beyond this year would be made.

Despite difficult conversations with the LA LT managed to develop a virtual programme for schools that led to the Prevent funding being released

The National Innovation Project accepted that we were no longer able to delivers the final part of the funding plan but agreed to continue to fund LT whilst the evaluation of the work completed was finalised.

Applications to the Esme Fairbairn Trust, and the Masonic Charities has also been unsuccessful as they prioritise covid related projects.

We have also vacated our offices in order to avoid the cost of rent which the Council have said they would not suspend.

Sadly, it is likely that Luton Tigers will have to reassess once Covid restrictions how it reasserts is role within the Town of Luton and it is likely that beyond this year the organisations will once again become an unfunded organisation – that is something

Financial Report

The Accounts were submitted and approved

There have been some anomalies discovered in the accounts from previous years which are being investigated related to unusual and unauthorised expenditure – whilst the discovery is not a large amount – the accounts are being revisited to ensure that there are no further issues.

The payment for personal items has been repaid by the staff member who apologised, and the Chair accepted that this was an error there than a deliberate attempt to profit from having access to funds.
