## **The Church Council**

_CPD = Constitutional Practice and Discipline of the Methodist Church_

_Purpose_

_The Church Council has the authority and oversight over the whole area of the ministry and mission of the Church. Aims and methods, the determination and pursuit of policy, and the deployment of available resources are its proper responsibility._

_The Church Council should meet not less than twice per year, at such dates as are most appropriate to the ongoing life of the Church, and its relationship with its committees and the Circuit. The Church Council act as Managing Trustees of the local property and are registered with the Charity Commission. If any legal matter arises, then only those members of the Council who are of the age 18 are eligible to be Trustees and are allowed to vote. The Church Council will appoint annually all Church Officers as determined from time to time by the Council whether on the nomination of a committee or otherwise._

## **The Church Stewards**

_The Church Stewards are corporately responsible, together with the Minister, for giving leadership and help over the whole range of the life and activity of the Church. The role of the Church Stewards is to serve the mission and ministries of the Church with prayer, creativity and vision._

_By their service and example, they guide, encourage and support individuals and other groups within the Church_

_The Church Stewards will implement decisions made by the Church Council, and act between meetings of the Church Council in respect of all matters that are not under the purview of any of the Church committees._

_In all instances, however, the Church Stewards will remain accountable to the Church Council._

_The Church Stewards will, by mutual consent, ensure that at least one of its members is a representative on every Church Committee._

_Church Stewards will be elected by the General Church Meeting to serve a rotating 4 year term._

_Insofar as is possible, Church Stewards should accurately reflect the diversity of the congregation with respect to age, gender and race. However, as the appointment of Church Steward gives a seat on the Pastoral Committee Church Stewards must be at least 18 years of age._

## **Pastoral Secretary**

_To consider matters relating to Church membership._

_To arrange training for membership To recommend to the Church Council candidates for membership._

_To make arrangements for services of confirmation. To prepare a report on membership for the Church Council. To encourage the practice of fellowship, through house groups and other group To ensure the effectiveness of the work of pastoral visitors and house groups._

## **Year review and future goals:**

During the Covid pandemic the Church continued their weekly Sunday services and seasonal Bible studies (for Advent and Lent). Due to Covid restrictions this had to be done virtually via Iive streaming, primarily on Zoom. However, this enabled people outside the local community to join, from as far afield from London to Prague. As restrictions were eased in the summer of 2021, worship returned to meeting in the building itself, but continued streaming on Zoom. Throughout this time pastoral care and funeral services continued.

The church continues to have a focus on vulnerable groups such as the homeless community and the socially isolated. It hosts and supports Carecent, who provide key food provision for the homeless community of York. This service continued throughout the pandemic and whilst restrictions meant they were unable to provide an indoor service, the provision of food continued by serving packed lunches and hot drinks from the steps of the church. This also ensured the continuation of the vital connection and conversation with those who were socially isolated and/ or needed advice regarding housing or signposting to other charities appropriate for their needs. Again, as restrictions were lifted, Carecent were able to meet again indoors and returned to providing hot food and showers facilities six mornings a week.

The church also hosts Kyra Women’s Project, which offers help to local women to make positive change in their lives, offering a range of courses, therapies, life skills and events.

The church is part of the Place of Welcome network, a growing network of local community groups providing their neighbourhoods with places where people feel safe to belong, connect and contribute. After restrictions were lifted and we were able to meet again indoors, an afternoon drop in was hosted by volunteers including church members every Wednesday. This involves a coming together of members of the congregation and the local community for free refreshments and fellowship, there being a particular focus on vulnerable groups such as the homeless community and the socially isolated.

Pre-covid the Church also provided affordable community space, something which was identified as a need within the city centre community. In particular there are many charities who require space for training or larger meetings who simply could not afford hotels or other conference centres. The Church also offered hospitality to community classes and organisations such as the U3A and WEA, as well as individuals in the community. In an ongoing covid period the ability to host community activities was still limited, but the Church focused on establishing a covid safe environment to gradually welcome back these community groups.

In July of 2021 the Church also entered in to a service agreement with Central Hall Westminster Ltd. which is a established company which has managed the complicated Methodist Church building in London for several decades in line with the mission and community vision of that congregation. After a significant consultation period, the Church in York took on the services of the CHW to provide their experience and assistance in the management of its listed historic building, in terms of ensuring its facilities and user management of its spaces is of the highest possible quality, to facilitates it mission to be a community of welcome for all, especially during the difficult times of covid.

The Church continues to pursue its goal of serving the community, particularly the most vulnerable in society. Their vision aims to transform Central Methodist Church into a city centre space for the whole community, seven days a week.

## **Financial statement:**

Receipts of £120140 - 00 exceeded Payments of £102713 - 00 by £17427 - 00. Lettings for the first ten months of the year were affected by the Covid crisis and the last two by an agreement with Central Hall Venues Ltd. However, two years of Gift Aid tax rebate and the Job Retention Scheme compensated for this loss of income. The church has funds to maintain the building for another year. In order to fulfil the vision of Transforming Central grants will have to be obtained.
