106 Partnership AGM 

Green Room, Shap Memorial Hall  - Wednesday 16[th] November, 2022 

**Intro & welcome** – Libby welcomed and thanked for support 

**Present** – Libby Bateman, Chris Battersby, Adrian Todd, Neil Hughes, Jonathan Davis, Alan Sowerby, H Richardson, Judith Newton, Lis Holder, Joyce Lucas, Anne Dixon, Sheila MacMillan 

**Apologies** – Kerryanne Wilde, John Owen, Neil McCall. 

**Minutes of 106 Partnership AGM 2021** – Adrian Todd has been missed off the notes – Libby to add. Minutes approved as a true and correct record of the meeting. 

**Chairmans report** – No report was provided by the current Chair due to poor health.  Libby gave an overview of the activities throughout the previous year.  Explaining the departure of our Secretary James Levens who has left to take up a new role with Ribble Valley Council as a planning assistant. Libby noted the work James had done for the 106 Partnership as Secretary for a number of years and as an avid support of the organisation before that.  Libby talked about the work which had been undertaken for the contract procurement and an ambition to produce a promotional leaflet for the 106 bus service.  Libby highlighted the issues the Partnership had with receiving central government support for the service through the covid lockdowns and explained that Cumbria Classic Coaches managed to claim the support on our behalf which has featured as a credit on our account for the coming year.  It was also highlighted that there was one month this summer where the service made a small surplus, which is positive news and an indication of the increasing usage of the service. 

**Treasures report** – Chris Battersby presented a copy of the accounts from the previous year (coped below) and invited questions.

A comment was made regarding the donations from Amazon smile which amounted to £37.60 for 2022.  This is a useful contribution which carries no admin or cost burden to the organisation.  Users who use Amazon are encouraged to do so via Amazon Smile to increase the contribution made to the 106 Partnership.  Libby to organise a social media push for Amazon Smile and to also put some posters on the bus. 

A question was raised as to why income from parish councils was less in 2022 than in 2021.   Chris explained that one parish paid late the previous year which carried an additional £500 and another parish has paid since the production of the accounts in 2022. 

The external grant 2021 of £4,500 was from Cumbria Community Foundation grants from Holehird Trust to help the service navigate the financial pressures of covid lockdowns. 

Chris has done an analysis of the cost of the service for this coming year under the new contract based on 2022 usage which would equate to £8773.00. 

An explanation was given as to the service price rise at the beginning of 2022 due to the sharp rise in fuel costs.   The service contract has a review clause after 12 months which gave an opportunity to consider the request for the price rise, which was considered by the 106 Partnership management committee and agreed in March. 

Chris and Libby have put together an application for funding from the Inspiring Eden funding.  The application has been accepted but the fund holder has responded to say they are reviewing their spending priorities and will get back to us if they think they can support our request.   Suggestion that the 106 Partnership lobby Neil McCall to ask him to press for support from the programme.  The 106 Partnership has also been asked to submit another application for funding from Shap Charity Shop,  we haven’t done this yet as our account has been in credit from the covid grant all year, we will look at submitting an application later this year. 

## **Election of officers** 

**Chairman –** Adrian Todd was nominated by Alan Sowerby and seconded by Libby Bateman, the majority of the meeting voted in favour of the appointment.  Nobody voted against.  Adrian Todd was elected as 106 Partnership Chair for the ensuing year. 

**Treasurer** - Chris Battersby was nominated by Neil Hughes and seconded by Jonathan Davis. All in favour of the appointment.  Chris Battersby was elected as 106 Partnership Treasure for the ensuing year. 

**Secretary** – vacant – Libby Bateman was nominated and seconded to take up the role but declined as felt there was a need to bring a minutes secretary into the organisation.  Libby will back-fill the role until a secretary can be found.  Libby to put an advertisement into the parish magazine to see if a new secretary can be found. 

**Ratification of new service** – agreed proposal as per email – defer tender for Saturday service until the spring.

The submission date was given as 31st October.  It was initially hoped that the tender would also be advertised in the local newspapers but a quote of almost £700 was given to place the advert so the plan was abandoned and advertised on social media and the 106 website instead. 

Lakeland Commercials and Alba responded to say they would not be tendering. Cumbria Classic Coaches have submitted a bid at £350/day.  No one has submitted a bid for the Saturday service. 

The bid subcommittee recommend  move forward with a contract with Cumbria Classic Coaches.   The meeting agreed this proposal.  Libby to move forward with signing the new contract with Cumbria Classic Coaches. 

A discussion took place for options for another invite to tender for the Saturday service only but agreed this should revisit this idea in the spring. 

## **Any other Business** 

Chris Battersby asked service users which additional day would, in theory suit them best, it was agreed that the current Tues & Friday timetable is and an additional day would be preferred as Saturday on a trial basis in the spring / summer. 

Neil Hughes recommended the 106 Partnership contact the new Westmorland & Furness Council when it comes into existence in April to see if there are any opportunities for synergy with the in house bus provider – CTOG.  Names were give as Angela Jones or Austin Shields at the present County Council 

Passengers very pleased with CCC service with specific reference to the driver who always goes above and beyond to help passengers. 

Niel Hughes commented on an immerging aspiration of new Westmorland and Furness Council to better support passenger transport service into the future. 

Jonathan  expressed formal thanks to John Owen for his time in the role of Chairman over the past two years.  A formal letter to be send from the Partnership thanking John and James.
