Slructure Governance and Managemenl
The Parochial Church Council of the Ecclesiastical Parish of Walton on the Hill
is a registered charity. with charity number 1176435 and is constituted under
the Parochial Church Council Powers Measures 119561 as amended and
Church Representation Rules.
The Parochial Church Council IPCCI has the responsibility fo promote in the
parish the whole mission of the church. pasloral. evangelistic. social. and
ecumenical.
The PCC 15 also responsible for the mainlenance of St Peter's Church Walton
on the Hill. and its church hall on the Green. appr0￿matelY 2QK)yards from the
church
Objeclfves and ocllvllies
The PCC is committed lo the Diocesan Transformation Programme wilh its
present focus remaining on the five objectives set in 2019:
Increasing believers and moking disciples
Growing youth and children's ministry
Improving church buildings
Encouraging generous giving
Develop good communications
Rector's Report
The last year has been about Recovery. and we are still very much in that
season as numbers ot I l am are quite reduced and we hove yel to return to
the number of people regulorty involved in attending seTvices or volunteering
in different roles.
My Ihanks to all members of the PCC and lo fomer and speciol
members, Andrew Brown ond John Bishop who still contribvte significantly to
the operation of the PCC and lo Church life.

I have been delighted lo retum to Walton Heath Manor in the second half of
this year. with Leah on a fortnightly basis and John Rosling has ogsisted Tom
on allernole weeks. Read Mark Leom ha5 also enjoyed retuining to meeting
in person again.
In our services we adopted. as regulation5 ollowed. but a return to
congregational singing was a great joy. Thanks to John. Jenny. and the
choir. We hove yet to retvm to a shared common cup at the holy
communion.
Little Cherubs met, initially outside on the school playing field. and Ihen back
in Church from September. It was o pleasure to see real growth in thi5 Section
of our ministry.
Our giving has held up well. and especially online giving hos been o great
help. We continue fo encourage every regular member of the St Peler's
worshipping community to think carefully and generously about how they
can fund Ihe Ministry and Mission costs of the Church.
This is in pafallel lo how the Friends fund a substantial amount of the Fabric
and Churchyord Maintenance costs. My huge thanks to all who contribute
financially to both areas.
Laura Palmer has taken on the Magazine and is a great successor to
Emmeline. Sara Sander5 has taken on the administration role in the parish
office. and we are very groteful for hei 'can do, opproach.
Christopher Hancock has conlinued to be a great setvant of Ihe Benefice
and we are very grateful to Michael Dunk for his help and support.
We are also blessed lo have been joined at Pelertide by Leah Bates as a full-
time stipendiary curate in the Benefice.
Many thanks also to Neil Williams. our sole churchworden, for all he does.
Deonery Synod
Our Iwo ex-officio Trustees sit on the Deanery Synod. which provides the PCC
with an important link belween the parish and the wider structures of the
church. The Deanery Synod meetings have returned
and I have been
appoinled as Assistanl Area Dean.

Flnancial review
The finances of St Peter in 2021 continued to be affected by the lockdown
resulting from the Covid-19 pandemic. but the parish managed its finances
well during the year and a surplus of £7.798 was achieved. Gros5 income of
£108.495 was £8,508 higher than in ￿20. due to increases in several sources of
income. notably collections in church1£2.9751 and fees receivable for
weddings and funerals1£3.3001 Grants from the Friends of St Pe*er were
reduced by £5.8(J) as Ihe backlog in church and churchyard maintenance is
now reduced. Standing order donation5 were ogain increo5ed1£2.364] due
to Ihe generosity of many donors.
Gross costs of £1 (K).697 were £6.403 more than in 20￿. Some of this was due
to the increased level of activity- for example ministry and organist and choir
expenses - os well as an increase in charifrable donations and the new Curate
support costs. We were grateful to the Diocese for not increasing the Parish
Shore for 2021.
St Peter's is now incurring costs in support of the r)ew Curate. Leah Bates. who
was welcomed to the team in 2021.Specific donations received in support of
Leoh exceeded the costs in 2021. 50 the surplus of £2.925 has been corried
forward to 2022.
The undesignated general reserves in December 2021 amounted to £168,197
which equates to more than Iwelve months normal expenditure: on this basis
the PCC considers itself to be a going concem.
Risk Management
The Trustees have assessed the major risks to which St Peter's is exposed. The
PCC is sotisfied that review systems have been established which. under
normal circumstances. should allow Ihese risks to be managed and mitigated
to an acceptable level in its day-tcFday operations.
Independent Examiner
Mr Peter Renshow has been re-appointed as independenl examiner for the
ensuing year.

Independent examiner's report
To the Parocbial Church Council St Peter's Walton on the Ilill
I report on the accounts of the PCC for the year ended 31 December 2021, which are set out
on pages I to 6.
Respective responsibilities of trnstees and examijjer
The PCC is responsible for the preparation of the accounts. The PCC consider that an audit is
not required for this year under section 144 of the Clwities Act 2011 (the Charities Act) and
that an independent examination is needed.
It is my resEX)nsibility to:
examine the accounts under section 145 of the Charities ACL
to follow the procedures laid down in the general Directions given by the Clwity
Con]mission (under section 145(5Xb) of the Ckwities Act), and
to state whether wticular matters have come to my attention.
Basis of independent examiner's report
My examination w&s &g￿led out in accordance with the general Directions given by the Charity
Commission. An 4xami￿tIOn includes a review of the accounting records kept by the charity
and a comparison of the accounts presented with those records. It also includes consideration
of any unusual items or disclosures in the accounts, and Seeking explanations from the PCC
concerning any such matiers. The procedures und¢rtak¢n do not provide all th¢ ¢vidence that
would be required in an audiL and consequently no opinion is given as to whether th¢ accounts
present a 'true and fair, view and the report is limited to those matters set out in the stakment
below.

Churchworden's Report
When I wrote my report last yeor il was difficull to believe Ihot Ihe Covid
pandemic had entered ils second year and Ihal all our lives were slill being
so greatly affected. To find a year later that we are still limiled in whal we
can do in our daily lives would hove been unthinkable in February 2020.
It is easy. ond sometimes necessary. to be aware of the negative5 of the
situalion and toke sensible precoulions. but perhaps it is the time to thank
God for the posilive changes in Ihe lost year. It is afvays hard to cover only
the calendar year, when the APCM occur5 in April or May and the reports are
typically WTitlen 4- 6 weeks before the APCM. Howevor:
l. In July the benefice was extremely fortunate to goin a third member of our
clerical team. with Leah Botes joining Harry Lathom and Christopher Hancock
as our new curate. To have three clergy to cover services and everything else
which goes on in the three churches would be considered a luxury in many
benefices around the country. Wifh Hatry's leadership and mentorship. and
the varied backgrounds of oll three in life. lilurgy. and music the benefice is
able to demonslrale the advanlages of the widlh of the Anglican Church.
while remaining firmly rooted in the love of God and faith in the saving power
of Je5US.
2. At Christmas 2020 the church was completely closed and all we could do
was light candles around the church al Chrislmos Eve and sing some carols
outside. By Chri5tma5 2021 we had gone through slages of opening the
church for private prayer on Iwo days a week and for Se￿iCe5 on Sundays.
Social dislancing and mask-wearing were required for most of this time.
olthough at times it was slrange to find the choir loking off masks to sing.
while asking the congregation to pul their masks on. Gradually we relurned
to having Ihe church open seven days a week and finally to Using all the
pews rather than half although some are still wearing masks to prolect others.
3. In the Christmas term Liltle Cherubs returned. and in very good numbers
with up to 20 under 3s and their caref5. Koren Rand with Ann Liddle. Jean
GU￿ ond Mo Atkins hove done a great job. bul desperately need some new
and. hopefully, younger helpers.
'Pete's' restarted a little later with Leah and Tracy taking charge to have a
monthly gathering for those in about school years 7- 10. Come for breakfast
and join the volunteers!
4. The choir has grown ogoin. from the permitled I to be oble *0 musler up to
12 adulls singing regulorly in all the communion services and some of the
other I I.IX) a.m. services.
5. Leoh has been able to use her professional musical experlise to assisl the
choirs at both St. Mary's and St. Peler's as well as starting up the Community
Choir. based at st. Mary's, on Wednesday evenings. This has been o great
success in the benefice as a whole.

She hos also managed to rope in her whole family for help in many setvices.
So. a big thank you to Jonothan who has helped with everything from
projectionist to dressing up as o visual aid. and to Jocelyn and Zoe for
leading action songs and prayers os well as helping in many little ways.
6. Numbers at funerals have been allowed to grow from o handful to a full
congregation and weddings started up again ollhough restricted at first to o
tolal of 30. Hopefijlly the nexl wedding will have unreslticfed numbers.
7. Sara Sanders has joined us as Parish Administrator and seems to have
stretched the role to cover opening the church on many occasions as well as
helping produce lea and coffee for ￿ttle Cherub5 on Tuesdays ond the
congregation on Sundays. She also has a habit of telling the churchwarden
lo stop volunteering for other dulles and diverting his offers to others and
herself. Thank you!
I have not forgotten all those whose help started several months ago or have
been 5teodfastly assisting in tasks large and small foi many years.

Sl Peter's church buildin
s 2021-22
The quinquenniol review was undertaken in Aptil 2021 by John Bailey of
Thoma5 Ford and Partners. No major concerns were roised. but several
smaller mointenance works were required. Many of these worts were
underlaken during the summer of 2021. The domoged metal grilles in the
chancel were also repaired at o cosl of £1.2CX).
The lamp post near the church door was pushed over in December 2021 and
is now reploced. Outslanding motlers include the peeling poinl in the porch
window recess, a rotten door at the top of Ihe lower. broken tiles on the roof
and damage to the metal fence next to the lamppost. These matters are all
in hand. St Peter's is very grateful to The Friends of Sl Peter's for Ihe finoncial
support in addressing all this work as well as other routine maintenance
motters.
The Friends of St. Peter's hove continued to cover the costs for mowing the
grass and cutling the hedges. At the beginning of the year the fence on the
Southern border under the chestnut trees was replaced. 20 tons of spoil from
old graves was removed. Ihe ground landscaped ond sown with gross.
These costs were also covered by Ihe Friends.
The cause of the problem with the church holl floor mentioned in the previous
report was finally identified in earty summer 2021 as a leak in the underfloor
heating. Contractors rectified the situation and laid a new floor during the
nursery school's summer break. The costs were covered in full by our insurers.
The hall has also been used once a month by Pete's. our Sundoy morning

activities for younger members. Work on the church flat has included repairs
to the roof to prevent the entry of birds inlo the loft I£M).(K)l. plastering ar)d
decorating and some other minor repairs. Damaged carpets on the stair5
landing and main bedroom have been ieplaced ot a cost of approximately
£1,200.

Flowers
Firstly. a very big thank you to those who have done flower5 in church in the
past, and over the last couple of years during Covid - your beautiful flower
arrangement5 hove been much enjoyed and hove brightened up some dark
days for everyone.
On a serious note. more volunteers are needed- no experience is needed,
just a wish to help Sl. Peter's in sotne way. The rola works on o two-week stint
at a time, and fund5 are available. It is enjoyable and satisfying, and not as
daunting as one might fear. Please do have a think, the rota needs to
grow. Now that life is retuming to normal again. it is important that the
church flower tradition can continue as in the past. Please talk fro me if you
are interested.

Mosl of the new work done in the churchyard at the beginning 01 the 2021
Calendar Yeor hod been completed by March and wa5 menlioned in the
2020 Annual Report. In brief a great deal of scrub at the western end of the
churchyard had been removed and several sycomore tree5 had been
heavily lopped with dead trunks being removed. This hod opened up that
area considerably.
The fence at the southern border had been reploced and oll the spoil of clay
and flins labout ￿ tonsl from old graves had been removed. This orea has
been landscaped and seeded. The grass has grown well considering the

Rowntree has been placed in Ihe areo under Ihe chestnut tree.
A Cupressus tree touching the ftint wall of the reclory caused a collapse of
several feet of wall during a winter storm. The tree will have to be removed so
Ihot Ihe wall can be repaired.
There is also the need to prune and reduce the shrubs and trees adjoining the
eastern perimeter of the Garden of Remembrance along the border with the
Old Rectory. We are once again very grateful to the Friends who hove
financed all the work which has lo be done by contractors rather than
volunteers.

Guild of St Peter's Clock Wlndets
If hos been o relatively quiet year for the Guild of St Peter's Clock Winders, with
one exceptionl On one occosion the large winding hammer which resided on
the top of the clock cabinet. fell on to the head of one of ourwinders. Richard.
Fortunately, although bruised, he was not too badly injured. It did however
make us realise thot this was a potential hazard. so Richord suggested that we
should r&house the "tools of the trade" in a safer manner. We are very
fortunate indeed that Richard is rather a useful hondyman ond so he set about
designing, and making, a "toolbox" for Ihe two handles and hammer Isee
photol, which now sits on the floor al the side of the clock cabinet, where it
can come to no ham. Our grateful thanks to Richard for sorting this out for us,
along wth mending a couple of the hondrail stays on the spiral staircase while
he was there.
From time to time the clock wll either go a little fast or slow mainly depending
on the weather. heat and cold really does affect its time keeping. Sometimes
however. it appeors *0 just get a mind of its own. for no opporent reason. We
try lo keep il in check and eoch winder con make some adjustments while in
the tower doing the winding.
Occasionally I get o message thal the clock has got a bil loo faroff the correct
time and I must go up Ihe lower ond 'fick it offlll! So please bear with us, it is
an old clock which continues lo serve us very well and we are all very fond of
it. We ore very groteful for the team continuing to wind the clock throughout
the pandemic's second yeor. Our thanks therefore got to the whole team

I have undertaken the role of chairman for a year now and have witnessed
positive changes to our committee since the pandemic. We are now rnore

virtual. and email based. this allows us to make quick decisions as a team,
enabling the mosl 5Ultable need to individuals fast and effectively. We also
only deol wilh direct transfer5 or vouchers. This ollows us to efficiently help our
community where il is most needed. It is still very important to us to maintain
the personal relationships we hove wlhin the parish- therefore. we will do our
best to continue to work alongside our community bvilding upon this in our
individual ways.
The commiltee is small ond proud of the good work we do lo help our
community. Our limited funds available from three old central charitie5 and
from a private local donor are there to help anyone who finds themselves in
need and who lives within the Parish of St Peter's Church. Walton on the Hill.
We odvertise our wllingness lo offer help through our church magaane
mostly. As well as this. oui commitlee members. vary in age and interests. we
are strong community supporters and are conslonlly in touch with locals who
might find themselves in difficult circumstances.
The recent Covid restrtctions have seen and will see more people needing
help. Please get in contact with us if you or anyone you know are having
difficulties, we are here to help.

Tom Rhind-Tutt MBE has resided in Walton on the Hill for five years. On his
arrival he oftered his services as a Reader lo the Parish. Since Ihen. he has
been leading Worship. lo￿ng Funerals. conducting Songs of Praise, running
Discussion Groups and acting as Lay Chaplain at Wallon Heath Care Home.
With the onset of Covid. Walton Heath Manor went inlo strict isolation which
prevented visits from the Clergy and Members of 5t Peter's.
For most of the post year5 Tom hos conducted the Wolton Heath Monor
Setvices. provided pastoral support and taken the occasional funeral. Tom
has also been prevented by Ihe Covid Regulations for Care Homes
from leaving Walton Heath Manor and entering any church. shop. or house.
When Covid started we introduced 'Prayer Time.. Every day at 12 noon. in
the Sun Lounge. we pray for half on hour for those affected by the Corono
Virus, and we also provide daily Prayer to those who request this support.
Currently we are remembering about seventy people each day. We
welcome further names.
POST COVID
Before the onset of Covid. Tom was arranging for Walton Heath Manor
Residents to make V￿lt$ to the Villoge and Church.

When the Covid infection is eliminated. it is intended lo grodually resume
these activities and perhaps offer Song of Praise agoin. Also. we hope that
there will be opportunities for St Peler's members lo visit Walton Heath
Manor.

Review
Weddings were slightly impacted due to on-going Covid restrictions however.
having sold that. st Peter's held a total of 7 weddings in 2021- all bul I were
conducted by our Rector, Hary.
Under the Church of England 2tKI8 Marriage Measure. couples who live in the
parish have a righl lo get married in St Peter's. Couples living elsewhere, with
a qualifying connection to Walton on the Hill. moy also mary in the church.
other couples are required to attend services at st Peler's at least twice a
monfh for a minimum of six months prior to the bonns being called for their
wedding.
Interestingly, none of the couples marrsed were residents of Walton on the Hill.
3 had a qualifying connection, in that parents lived in the village and 4 lived
further owoy but ottended seNices on an ad-hoc bosis.
We have already conducted one wedding Ihis year on New Year's Doy and
currently have 3 Wedding5 in the diory for July ond August. 11 is always such a
delight to host weddings and hopefully now thot reslrictions are lifted, we
can welcome more.
A huge thank you musl be given lo John and Jill Renshaw who covered
Verger dulles for all the Weddings last year. their expertise is invaluable ond
very much appreciated.

I have had the pleasure of editing Window on Walton forjvst over a year and
am continually inspired and amazed by our incredible community and the
depth and richness of history and happenings that our parish hos to offer. I
am never sluck for content. mainly thanks to the fabulous contributions trom
Wow's regular columnists, whom I would like to sincerely thank for their
continued support and excellenf orticles.

For Ihose who might not know. Walton Open Group begon life. in the '60,5, as
Sl. Peter's Young Wives: no longer such an appropriate moniker for the
current membership. although younger folk are always welcomel
Eoch year the group chooses a charity as its annual project. Due to the
restrictions of Ihe pandemic, it was decided to exfend, for o further year. the
2020 fundraising pertod foi the Princess Alice Hospice.
Nevertheless, in spite of limited opportunities, and together wth proceeds
from The Village Kitchen. a sum of £4.(XX) was reolised. Mony thanks to
everyone who contribuled.
The chosen charity. for 2022. is the Motor Neurone Disease Association
IMNDAI.
Regular indoor meetings. on Ihe third Tvesday of the month. remoined
Suspended throughout 2021. due lo concems surrounding Covid-19.
However. o special. surprise event was held. in JU￿. to celebrate Noma's
forthcoming 80th birthday. Afternoon tea. wth pink 'bubbly'. was enjoyed in
the garden al 'Bryher'. amid much laughter and chat.
In August. it was o pleasure for Open Group members to serve tea al Mary
Heath's 90th birthday celebration. in Christchurch Hall.
October saw us welcomed. once again. to 'The Firs, in The Hoppety.
Tadworth. for a stroll around Sue Edwards, beautiful. autumnal garden. We
were then treated to another of Sue's popular ond informalive 'Jam Jar,
talks. her kitchen table crammed wilh interesting specimens from her garden.
Open Group funded the outdoor Christmas Tree at st Peter's and
ctsordinated the Tree Lighting ceremony. seNing mulled wine and mince
pies, in the churchyord.
We managed also, o festive. evening Christmos golhering, in Chrislchurch
Hall, in December. wth a first for the Open Group - Bingol Eyes down for a
few 'newbies' as well as some 'old hands,!
Unfortunately the nurnber5 of the Omicron vorianl of Covid-19 increased at
the start of 2022. therefore the first meeting of the yearwas held in April; an

informative and inspiring talk obout Motor Neurone Disease and the work of
MNDA.
Walton Open Group was 'host' at the first of the 'Teas on the Green, at Christ
Church. Brockham on Sunday. 24th April. A happy and successful afternoon.
which roised £5W towards the MNDA project.
Open Group co-ordinates the Village Kitchen, held in Christchurch Hall, on
the second Saturday of the month.
12.00 md- 1.30 pm. The Village Kilchen initialive began in 2018. following the
annual Lent Lunches, when folk expressed disappointment that Ihey had
come to an endl
During the pandemic 'Takeaway' soups and cakes were delivered. from
Norma's kitchen to porishioners who appreciated the extra contact.
However, it wos good lo resume 'normal' service from Christchurch Hall. in
September. until the start of Lenl. Then. a dedicated team served soup
lunche5 on 'Six Soup Soturdays..
The Village Kitchen provides food and fellowship and is an important
opportunity for outreach from St. Peler's. We are very grateful to everyone
who supports this venture. especiolly Catherine Shrimpton. whose quiches are
second to nonel All are welcome.

Safeguarding is taken very seriousty at st. Peter's and throughout the
Benefice.
There have been no issues of concern or abuse. requiring implementation of
the Diocesan Safeguarding Policy. since the lost report for Ihe APCM. in April
2021.
Bill Donnelly is Parish Sofeguarding Officer IPSOI for St. Mary's. Heodley and
st. Andrew's, Box Hill. Bill and I have had two PSO meetings. in 2022. in order
to coordinate safeguarding matter5 across the Benefice.
Diocesan and Govemment guidelines regarding health and safety to
safeguard public health. throughout the pandemic, were sttictly followed.
Face lo foce diocesan training was suspended during this period, in line with
Goveinment and House of Bishop's guidonce. but is now avoiloble.
Online troining continues to be accessed via the Guildford dioceson website.
